Introduction

• Planning Commission is a financial and public policy


development institution under the Ministry of PD&R.
• Since 1952, the commission has played major role in formulating
highly centralized five-year plans for the national economy.
• Post 18th Amendment, Public Sector Development Programme
(PSDP).
• To manage Pakistan's socio-economic development in a strategic
and sustainable manner.

1. Project Management Cycle

History of Project Management:


• In 1917, Henry Gantt developed the famous Gantt chart as a tool for
scheduling work in factories.

• The military was the key industry behind the development of several project
management techniques.
o Members of the US navy Polaris missile / submarine project first used
network diagrams in 1958. These diagrams helped model the relationships
among project tasks, which allowed them to create schedules that were
more realistic.
o Determining the relationships among tasks helps in finding the critical
path of the network. This tells the manager the earliest completion date of
the project.

Project Management Institute (PMI):


• PMI was founded in 1969 by five individuals who wanted to network,
share & discuss common project problems.

• In the 1990s, many companies created project management offices (PMO)


to help them handle the increasing number and complexity of projects
throughout an organization.

• It is now the leading membership association for the project management


profession with more than 260,000 members in over 171 countries.
PMP® credential is PMI’s most widely recognized global certification in
this profession.

Importance of Project Management:


• Many organizations today have a new or renewed interest in project
management.
• Computer hardware, software, networks, and the use of interdisciplinary
and global work teams have radically changed the work environment.
• The U.S. spends $2.3 trillion on projects every year, or one-quarter its
gross domestic product, and the world as a whole spends nearly $10
trillion of its $40.7 gross product on projects of all kinds.
• Pakistan too is spending billions of Rupees on projects every year.

Program Evaluation:
The use of research to measure the effects of a
program in terms of its goals, outcomes, or criteria.
Examples of Programs: Parha Likha Punjab (success)
/ Yellow Cab (Failure)

Policy Analysis :
The use of any evaluative research to improve or
legitimate the practical implications of a policy-
oriented program.

2. Program Evaluation and Policy Analysis
Difference:
• Program evaluation is done when the policy is
fixed or unchangeable.
• Policy cannot be evaluated. Policy analysis is done
when there's still a chance that the policy can be
revised.

Difference Between Monitoring & Evaluation:


• Monitoring: Gathering of evidence to show what
progress has been made in the implementation of
programs. Focuses on inputs and outputs but will
often include outcomes as well.
• Evaluation: Measuring changes in outcomes and
evaluating the impact of specific interventions on
those outcomes..

1. PC-I – Proposal Performa (Cash Flow Plans, Work Plans)
2. PC-II – Feasibility Performa (more than Rs. 300 M)
3. PC-III – Annual Targets & Progress Report
i. PC-III (a) – To be furnished by July of each year
ii. PC-III (b) – To be furnished by 5th of each month

4. PC-IV – Project Completion Report


5. PC-V – Performance Review Report (after 5 years)

4.Project Monitoring & Evaluation System
(PMES)

• Developed by Project Wing of the Planning Commission.


• PMES is a state of the art Management Information System to
monitor the activities of Federal Government funded projects
through Public Sector Development Program.
• By logging into the online portal www.pmes.psdp.net
• Currently almost 12,500 on-going projects have been registered
on PMES and are being monitored by the Planning Commission
