7. SURVEY AND SETTING-OUT

7.1 General
The Contractor shall entrust the surveyand setting-out only to such persons who by their
education and experience have sufficient qualification and knowledge in all parts of the
practical and theoretical science of surveying to guarantee the proper fulfillment of the
survey and setting-out. These personnel have to be approved by the Engineer.

For the survey and setting-out, only appropriate survey equipment and material shall be
used. Type and accuracy of the survey equipment shall correspond with the nature of the
consπuctionJerection works and the construction technique. Any equipment and material
shall be in perfect condition. During the construction period, the survey instruments shall
be checked and if necessary be adjusted in regular time intervals all in agreement with
and presence of the Engineer. Kind and number of the s따vey instruments and equipment
planned to be used by the Contractor for the Works have to be submitted in due time to
the Engineer for approval.

The methodology of the survey and setting-out for the Works envisaged by the Contractor
has to be submitted in due time to the Engineer for approval.

The Contractor shall record all calculations and survey results for setting-out, check
surv엠ng and surveying for measurement for payment in a suitable permanent form ,
which shall be available to the Engineer on request at all times. The Contractor shall
supply soft and hard copies of any such calculations and survey results to the Engineer on
reques t. All necessary sight rails , pegs, and other things required for the proper alignment
of the Works shall be erected by the Contractor to the satisfaction of the Engineer.

It shall expressly be stated that the Contractor will be fully responsible for the correctness
of the surveying works carried out by him as well as for all actions of the personnel
engaged by him.

7.2 Control Points and Benchmarks


Permanent control points wi11 be provided by the Engineer adjacent to the Works together
with a permanent level bench mark as shown on the Drawings.

Once the Site had been handed over to the Contractor, the Contractor shall check jointly
with the Engineer that all control points provided by the Engineer are intemally consistent
throughout the Site and are accurately placed for the construction of the structures to the
required tolerances. The Contractor shall either notify the Engineer in writing of any
discrepancies found or confmn in writing his acceptance of the said control points.

The Contractor shall be responsible for the safeguarding of all control points and
benchmarks which wi11 be used to set out and construct the Works. If at any time during
consσuction of the Works the Engineer suspects that one of the principal setting-out
control points or benchmarks previously established by the Employer has been disturbed,
the Contractor shall have the control point surveyed or benchmark re-leveled. Any
setting-out which was done after the control point and/or benchmark was disturbed shall

thεnbe rechecked and corrected if necessary at the Contractor ’ s expense including any
remedial work required for the Works.

Where a control point or benchmark is likely to be disturbed during construction


operations, the Contractor shall establish suitable reference control points or benchmarks
at locations where they will not be disturbed during construction. No control point or
benchmark shall be covered, disturbed or destroyed before accurate reference control
points or benchmarks have been established and details of the position and levels of such
control points or benchmarks have been submitted to the Engineer and approved by him.

The Contractor ’ s reference control points or benchmarks shall be of at least the same
quality and durability as that of the existing control points and benchmarks.

All permanent control points provided by the Engineer shall be handed over to the
Employer at the time of completion of the Works.

The Contractor shall establish and protect all subsidiary control points and benchmarks
required for accurate setting-out and level control during construction ofthe Works. Pegs
placed by the Engineer which may be disturbed during construction shall be referenced by
the Contractor by surveying and placing other pegs in safe position, and all such pegs
shall be carefully protected to the satisfaction of the Engineer.

7.3 Preservation and Replacement of Control Points and


Benchmarks
The Contractor shall be responsible for the safety of any Government suπey control
points, survey benchmarks and boundary control points encountered. If such control
points or benchmarks are disturbed or destroyed by the Contractor, they shall be replaced
at the Contractor ’ s cost as soon as practicable by a registered or licensed surveyor.

In case where displacement of or damage to such control points or benchmarks is


unavoidable , the Contractor shall notify the Engineer in good time so that he may arrange
to have such control points or benchmarks suitably referenced and later on reinstated.
The Contractor shall, when applicable, reinstate such displaced control points or
benchmarks by a registered or licensed surveyor in due course after situations allow such
reinstatement at his own cost.

7.4 Survey of Ground Profiles

7.4.1 Original Ground Profiles


The Contractor shall inform the Engineer in writing, at least 28 days before commencing
such work, of his intention to perform any work which will result in a change to the
topography of the existing Site, whether such work be for the Permanent Works to be
constructed on the Site or for Temporary Works which the Contractor intends to execute
for his own convenience.

Thereupon, before commencing any work, the Contractor shall survey jointly with the
Engineer the original topography to the approval of the Engineer over the entire area to be
occupied or disturbed.

The information so obtained shall be recorded by the Contractor on a drawing or


drawings which shall each be signed by both the Contractor and the Engineer.

The Contractor shall then provide the Engineer with 3 sets of copy of each drawing and
electronic files in AutoCAD format to serve as a permanent record for the purpose of
determining both the quantitiεs of excavation and earthworks carried out in the
consσuction ofthe Permanent Works, and the extent to which the Temporary Works shall
be removed or temporary excavation shall be refilled upon completion ofthe Works.

7.4 .2 Excavated and Final Ground Profiles


The Contractor shall survey jointly with the Engineer all excavated and final surfaces as
required by the Engineer for the purpose of recording as-built details and for the
measurement of quantities:

a) on completion of the common excavation above the top of the rock surface and
prior to commencement of the rock excavation works;
b) on completion of the rock excavation or the excavation stage and prior to
commencement of placing backfill, concrete or other work; and
c) on completion of placing backfill, concrete or other work.

The information shall be agreed and recorded in the same procedure as set out in Clause
7 .4 .1 above.

Whenever the excavation work reached the final excavation lines or levels of the
Permanent Works shown on the Drawings, the Contractor shall inform to the Engineer the
details of the geological conditions of the excavated surface within 24 hours of the event
in a written form.

The Contractor shal1 give to the Engineer electronic files containing the result of mutual
survey result of the excavated lines and final ground profiles soon after completiori of the
Jomt survey.

7.4 .3 Cross-section of Tunnels and Shafts


Cross-sectÎon of tunnels and shafts are required to establish to an accuracy of 50 mm the
actual excavated profile for design of localized support, adjustment of grout hole lengths,
provisions for future drainage, grouting or exploratory works , checking of design
assumptlOns, etc.

The Contractor shall arrange to have the excavated cross-section in tunnels and shafts
accurately recorded and packaged relative to the centerline at a scale of 1:50 at intervals
not exceeding 10m.

Cross-sections shal1 be taken within 10m of the working face before shotcreteing and the
Contractor shal1 make these records immediately available to the Engineer. For this
cross-section survey, the Contractor shal1 use 2 or 3 dimensionallaser scanner.

Sufficient cross-sections are to be taken at intersections , en1argements, areas of over-


break, etc. to be able to locate the excavated surface.

7.5 Setting-out of the W orks


The Contractor shal1 perform al1 setting-out and check surveying of the Works in
accordance with methods approved by the Engineer before work commences. The
methods and programs of checking shal1 be such as to ensure the construction of every
part of the Works to the correct line and level, subjεct to the tolerances specified. The
Engineer may at any time request the Contractor to submit proof that the setting-out has
been satisfactorily checked.

The number of points required for setting-out as wel1 as the spacing between these points
shal1 be determined by the Contractor together with the Engineer in accordance with the
type of the work. In addition to any co-ordinate points and datum levels that the
Contractor establishes for his own use, the Engineer may require the Contractor that
certain or al1 of the given points and datum levels be c1 early marked during construction.
Where this is not possible for any reason, the Contractor shall inform the Engineer in
writing and an alternative position wi11 be agreed with the Engineer and confirmed in
wntmg.

The Contractor shal1 not amend the approved method of survey control without the
approval of the Engineer.

The Contractor shal1 use an approved laser system whenever possible to control the
alignment of underground work and shal1 use suitable precision survey equipment for
setting-out and check surveying.

7.6 Setting-out Checks


The Engineer wi11 do regular check surveys independent1 y or jointly with the Contractor
during the construction and the Contractor shal1 cooperate with and provide assistance as
required by the Engineer.

The Contractor is expected to liaise with the Engineer to program the check survey to be
carried out during non-production periods or in paral1 el such that the minimum delay or
inconvenience is caused to production works , wherever and whenever possible. The
Contractor shal1 afford the Engineer every cooperation and assistance in this regard
inc1uding but not limited to the provision of survey assistants , drainage, lighting and
venti1 ation , and the removal or placing of the Contractor’s equipment and other
obstructions such that they do not interfere with the setting-out checks.

7.7 Lines and Levels ofReference for Erection ofEquipment by


Others
At the beginning of erection of equipment supplied and erected by others, complementaη
reference points shall be placed by the Contractor. Positions of lines and levels shall be
defined by mutual agreement of all p따ties. In case of disagreement, the Engineer shall
decide.

7.8 Survey Assistance and Helpers


Whenever requested by the Engineer, the Contractor shall provide survey assistance and
helpers for the Engineer to check the Contractor’ s surveys.

7.9 Accuracy of Surveying


Horizontal distances shall normally be measured with optic or electronic distance
measuring instrumεnts. Chaining with metallic tape shall be restricted to measuring of
short distances and wi1l be rejected for use in survey oftraverse nets.

Elevations shall be determined by differential horizontal levelling. Angles shall be


measured by theodolite.

Levelling shall be checked by closing the loop to the initial benchmark. The elevation
difference of the 2 legs of the loop shall not exceed:

7.10 Measurement and Payment


The cost for survey and setting-out shall be included in the lump sum price stated in the
Bi1l of Quantities. Payment to the Contractor wi1l be made in the following manner:

a) 80% of the lump sum price wiU be paid when the Engineer certifies that the
major setting-out work has acceptably been performed.

b) The remaining 20% of the lump sum price wi1l be paid when the Taking-Over
Certificate has been issued by the Engineer.
