Nhận định về vụ việc lần này, giáo sư Carl Thayer, một nhà nghiên cứu chính trị Việt Nam
[Professor Carl Thayer, a political researcher on Viet Nam], cho biết các yêu sách của Trung
Quốc trên biển Đông là không có căn cứ theo luật pháp quốc tế, và trong trường hợp này
là vi phạm quyền tài phán của Việt Nam đối với vùng biển và tài nguyên trong vùng đặc
quyền kinh tế của mình:
“Trung Quốc dường như đang phản ứng với các hoạt động thăm dò dầu mới ở khu vực gần

Phân tích thêm về việc Trung Quốc quấy rối trong lô dầu khí mà Nga và Việt Nam đang vận
hành, giáo sư Carl cho biết, trong năm 2017 và 2018, Trung Quốc đã phản đối các hoạt
động thăm dò của Repsol của Tây Ban Nha và Rosneft của Nga ở vùng biển gần Bãi Tư
Chính.
Năm 2019, Trung Quốc triển khai tàu khảo sát và hộ tống đến Bãi Tư Chính để quấy rối
hoạt động thăm dò dầu khí của Repsol của Tây Ban Nha. Trung Quốc được cho là đã đưa
ra những lời đe dọa buộc lãnh đạo Việt Nam khi đó phải ra lệnh dừng hoạt động và trả tiền
bồi thường cho Repsol.
Trong thời gian gần đây, các quan chức Chính phủ Nga đã từ chối yêu cầu của Trung Quốc
là ra lệnh cho Rosneft ngừng hoạt động. Tình hình lần này khác vì Nga phụ thuộc nhiều hơn
vào Trung Quốc do cuộc chiến của Putin ở Ukraine.
Trong một bức tranh lớn hơn, tập đoàn Gazprom của Nga có lợi ích từ Lô Cá Ngừ của
Indonesia. Tập đoàn này có kế hoạch dẫn khí đốt đến Việt Nam bằng cách kết nối với cơ sở
hạ tầng trong khu vực Bãi Tư Chính. Trung Quốc muốn gây áp lực lên cả chính quyền Hà
Nội và Jakarta để làm gián đoạn các kế hoạch vừa nêu.
Trung Quốc sẽ tăng cường quấy nhiễu
Theo Giáo sư Carl Thayer, khu vực chính mà Trung Quốc muốn nhắm đến hiện nay là Biển
Tây Philippines, do hợp tác quốc phòng giữa Philippines và Hoa Kỳ được tăng cường. Trung
Quốc không có lợi khi kích động sự đối đầu ở vùng biển mà cả Philippines, Indonesia và
Việt Nam tuyên bố chủ quyền. Do đó, ông đưa ra dự báo:
“Trung Quốc có thể sẽ ưu tiên tăng cường áp lực lên Philippines. Tuy nhiên, Trung Quốc sẽ
không bỏ mặc Việt Nam và Indonesia. Tàu Trung Quốc rất có thể sẽ quay trở lại đồng thời
Trung Quốc sẽ đưa ra lời cảnh báo và áp lực ngoại giao đối với Jakarta và Hà Nội.”

số tàu hải cảnh, tàu cá bảo vệ của họ khỏi vùng EEZ của Việt Nam nhưng Trung Quốc đã phớt
lờ. “Trung Quốc sẽ không bao giờ lùi bước trước các tuyên bố chủ quyền của mình đối với

Vì sao Việt Nam chưa thả công dân Úc - Châu Văn Khảm?

Giáo sư Carl Thayer, một nhà nghiên cứu chính trị người Úc [Professor Carl Thayer, an
Australian political researcher], trả lời RFA qua email cho biết chính phủ của ông Anthony
Albanese, kể từ khi được bầu vào tháng 5/2022, đã nhiều lần kêu gọi Việt Nam trả tự do cho
ông Khảm, theo nhiều hình thức khác nhau.
Có thể thống kê, trong nhiều năm liên tiếp, chính phủ Úc đã nêu vụ việc ông Châu Văn Khảm
với chính quyền Việt Nam, hơn 70 lần…
Giáo sư Carl Thayer cho RFA biết thêm về kết quả chuyến thăm, hai bên (Úc-Việt Nam) đã ký
kết được nhiều thoả thuận, bao gồm: Mở ra các cuộc Đối thoại Bộ trưởng Thương mại Úc-
Việt Nam; Úc cam kết hỗ trợ 105 triệu USD cho quá trình chuyển đổi năng lượng sạch của Việt
Nam; hai bên thỏa thuận về chia sẻ thông tin tình báo về rửa tiền và tài trợ khủng bố; đồng
thời tăng cường hợp tác về kinh tế số, thương mại hóa khoa học và xây dựng chính sách đổi
mới sáng tạo.
Ngoài ra, Thủ tướng Albanese cũng đồng ý xem xét thỏa thuận cấp thị thực định cư cho lao
động co tay nghề sang Úc làm việc. Viện Công nghệ Hoàng gia Melbourne đã công bố đầu tư
250 triệu USD vào các hoạt động tại Việt Nam, bao gồm cả việc mở rộng cơ sở tại Thành phố
Hồ Chí Minh.
Với nhiều lợi ích đáng kể mà Việt Nam đã nhận được từ mối quan hệ với Úc, vì sao Việt Nam
vẫn chưa thực hiện đòi hỏi nhiều lần của nước Úc là thả ông Châu Văn Khảm? Trả lời câu hỏi
này, giáo sư Carl Thayer nói với RFA:
“Các chính phủ của Úc đã kiềm chế không coi nhân quyền là “tất cả và là mục tiêu cuối cùng”
trong các mối quan hệ song phương. Ngoài ra, các chính phủ của Úc tránh “ngoại giao phát
thanh”, một hình thức bị cho là phản tác dụng.”
Vị giáo sư này cho biết thêm, có những quan điểm lập luận rằng chính phủ Úc đã không thúc
ép Việt Nam đủ mạnh để trả tự do cho ông Khảm. Điểm mấu chốt có thể nằm ở chính trị trong
nước của Việt Nam. Ông Khảm bị kết án theo Điều 113 về tội “khủng bố”, đây là một hành vi
phạm tội nghiêm trọng. Do đó, một số quan chức có thể còn chần chừ trong việc thả một tù
nhân được cho là không ăn năn, đặc biệt là người đó chưa chấp hành một nửa bản án của
mình.

‘Would you two please talk?’: Observers lament underwhelming US-China handshake at
Shangri-La Dialogue
“It's quite strange that both countries are saying they want to avoid conflict, yet they are not sitting
down to have a chat,” said University of New South Wales Canberra’s Emeritus Professor Carlyle
Thayer…
On a more personal front, Mr Li was sanctioned by the US government in 2018 for acquiring
Russian military equipment.
Noting that the snub could be down to a matter of pride, Prof Thayer asked: “How can someone
who is being sanctioned by the US sit down with an opposite equal at a table?”
Prof Thayer said that while the US has been careful to adhere to international law and not violate
China’s airspace in its surveillance activities, China sees them as reconnaissance that is too close
for comfort.
“China's quite unequivocal that nations outside of the region, including the US and Australia, don't
belong (in these areas). They are saying: ‘This is China's patch so mind your own business’.”
“One thing that everyone has agreed on at the Shangri-La Dialogue, and in ongoing conversations
regarding global security, is to maintain open lines of communication,” Prof Thayer told CNA938’s
Asia First.
“Yet that seems to be a challenge to achieve. As we saw, the Chinese refused to meet Mr Austin,
and refused to go beyond a handshake.”
Regional pressure from nations that have relations with both superpowers, and which will be most
affected by incidents in the South China Sea, could help initiate talks, Prof Thayer said. These
include Australia and the Association of Southeast Asian Nations (ASEAN) member states.
Multiple initiatives and international summits undertaken by ASEAN can serve as venues for such
dialogue, he added.
“(These forums) where ASEAN and Australian leaders are on the same page, can (tell US and
China), ‘Hey, you guys, would you two please talk? Because your tensions are upsetting regional
stability’.
“Both sides will have to see it's in their best interests (to have a constructive dialogue).

Australia-Vietnam ties deepen with closer trade links, ‘convergent’ views on South China
Sea
Analyst Carl Thayer said Australia viewed Vietnam as an important partner because of its
political stability, economic growth and “convergence of strategic outlook”.
“Both countries share a convergence of views on regional security that includes respect for
sovereignty, territorial integrity, freedom of navigation and overflight, trade liberalisation,
multilateralism, and a rules-based order,” said Thayer, a Southeast Asia regional specialist
who is also an emeritus professor at The University of New South Wales.

Though Australia did not issue a statement on preserving peace in the South China Sea that
Vietnam had earlier hoped for, Thayer said both Hanoi and Canberra had long shared similar
views on the disputed waterway.

Blinken walks a diplomatic tightrope to Beijing

In the end, the many points of dispute between the United States and China might also be
seen as more of a reason for a meeting between their top diplomats than an impediment
to it, said Carl Thayer, emeritus professor at the Australian Defense Force Academy in
Canberra.
“It is precisely because of the growing list of issues affecting bilateral relations that there
is increased urgency for dialogue to address these disputes and stabilize relations,” Thayer
said, and to break a cycle of “both putting the blame on the other for the failure of
dialogue.”
Besides allowing both sides to “take stock of the main irritants in bilateral relations and
how they can be managed,” the trip could lay the groundwork for another face-to-face at
the ASEAN summit in Jakarta in September or G-20 Summit in New Delhi in December, he
added.
“It is likely both China and the United States will find it in their interest to schedule a
meeting between Xi and Biden before the end of the year, when the regional diplomatic
calendar of events provides a convenient opportunity for them to meet,” Thayer said.

China's efforts to catch up in global electronic spying race

Carl Thayer, a professor at the Australian Defence Force Academy… said that although PLA
surveillance had a long way to go in catching up with the reach of the U.S. and its allies, the
Cuba station marked a fresh front in the SIGINT rivalry. Aside from monitoring capabilities, a
large, permanent presence on Cuba "is an important symbol, getting right under the noses of
the U.S. and reflecting China's global ambitions", he said.

của mình, Việt Nam đang theo đuổi chính sách quốc phòng Bốn không được nêu trong Sách

cũng như ủng hộ công khai sự hiện diện của Hải quân Hoa Kỳ ở Biển Đông miễn là nó đóng

Giáo sư Carl Thayer nói các nguồn tin riêng của ông tại Việt Nam báo rằng, việc hủy bỏ được

Ông Thayer nói Việt Nam đã lên kế hoạch để đón USS Ronald Reagan và việc này đương nhiên
ảnh hưởng đến cuộc sống của người dân ở Đà Nẵng. Tuy nhiên với sự thay đổi ngày từ phía

US aircraft carrier’s Vietnam port call ‘positive expression’ of commitment to peace in South
China Sea
Carl Thayer, professor emeritus at the University of New South Wales and specialist on
Vietnamese defence, said while the USS Ronald Reagan’s visit was likely to have been planned
far in advance, current events at sea had made its arrival particularly timely.
“China’s stepped-up assertiveness in Vietnamese waters in May to June no doubt reinforced
a convergence of views in Hanoi and Washington that the visit of the USS Ronald Reagan was
timely for the signal it would send to Beijing,” said Thayer, adding that China hoped its
increased presence near oil and gas fields would pressure Vietnam to desist from its drilling
and exploration.
“China is asserting its claims to sovereignty by physically sailing near oil exploration blocks
where Russian oil companies Zarubezhneft and Gazprom are active,” he said.
Such tactics, Thayer pointed out, had worked in the past.
Vietnam twice forced the Spanish energy company Repsol to scrap offshore drilling projects
in 2017 and 2018 under Chinese pressure. In 2019, a months-long standoff took place
between the Chinese coastguard and drillers working on a joint Russian-Vietnamese venture.
Rosneft, the Russian state oil company working at the site, eventually withdrew from the field.
“Beijing’s actions are part of a long-term strategy to force foreign oil companies from
operating in Malaysian, Philippine and Vietnamese waters claimed by China,” said Thayer.

US Aircraft Carrier to Visit Vietnam Amid South China Sea Tensions

It is within this framework that we should interpret this weekend’s carrier visit. The USS
Ronald Reagan was initially scheduled to visit last year, but the trip was cancelled
unexpectedly. Carl Thayer of the Australian Defense Force Academy in Canberra, a leading

observer of Vietnamese politics and defense policy, suggested that the Vietnamese side
cancelled the visit because of “rising tension in the South China Sea.”
As Thayer wrote, “Vietnam’s policy has been to welcome a U.S. Navy presence in the South
China Sea as long as it contributed to regional peace and security.” But given the Vietnamese
side likely assessed that hosting the ship at a time in which China was publicly accusing the
U.S. of destabilizing the region, it decided that discretion was the better part of valor.

US base agreement makes Philippines a target for China, former president warns
Duterte’s comments aren’t supported by the facts and won’t have a major impact on the
base-sharing agreement, according to Carlyle Thayer, an emeritus professor at the University
of New South Wales.
“The United States will never unilaterally initiate an armed conflict with China, especially from
the Philippines where no strategic nuclear forces are based to support such an action,” he
wrote in an email Thursday.

Philippine Planning First Ever Submarine Procurement: President

Citing defense experts, Stars and Stripes wrote that Subic Bay, an extension of the South
China Sea and a former US naval facility with shipyards, could be an ideal site for a submarine
to patrol the South China Sea.
“The acquisition of conventional submarines capable of operating in these waters would
bolster the ability of the Philippines to deter China by adding uncertainty and risk to Chinese
naval deployments,” University of New South Wales emeritus professor Carlyle Thayer told
the outlet.
Thayer added that Manila is also “hoping” to build a submarine base at Sangley Point, south
of Manila, which would help it “resist Chinese encroachment into the area.”
