ACT 7160 OTHERWISE KNOWN AS THE LOCAL GOVERNMENT CODE OF

THE PHILIPPINES AND ITS IMPLEMENTING RULES AND REGULATIONS

WHEREAS, Ulo ng Apo Amateur Radio Club, Inc. applied to be accredited by the Sangguniang Panlungsod
with accompanying documents such as SEC Registration, Annual Accomplishment Reports, Annual
Financial Reports, and Organizational Profiles;

WHEREAS, Ulo ng Apo Amateur Radio Club, Inc. has the corresponding SEC Registration Number 141694
issued on June 22, 1987;

NOW, THEREFORE, on motion of City Councilor Eyrma Yvette Marzan-Estrella, with the unanimous
accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to approve


as it hereby approves the renewal of accreditation of Ulo ng Apo Amateur Radio Club, Inc. pursuant to
Republic Act 7160 otherwise known as the Local Government Code of the Philippines and its

WHEREAS, Kapisanan ng Lingap Kapwa sa Nayon, Inc. (KALIKASAN, Inc.) applied to be accredited by the
Sangguniang Panlungsod with accompanying documents such as SEC Registration, Annual
Accomplishment Reports, Annual Financial Reports, and Organizational Profiles;

WHEREAS, KALIKASAN, Inc. has the corresponding SEC Registration Number CN201103441 issued on

Panlungsod with accompanying documents such as Department of Labor and Employment (DOLE)
Registration, Annual Accomplishment Reports, Annual Financial Reports, and Organizational Profiles;

WHEREAS, Iram Purok 5 Olongapo Tricycle Operators and Drivers Association, Inc. applied to be
accredited by the Sangguniang Panlungsod with accompanying documents such as SEC Registration,

A RESOLUTION INTERPOSING NO OBJECTION TO THE APPLICATION OF PHOENIX PETROLEUM
PHILIPPINES, INC. TO CONSTRUCT AND OPERATE A GASOLINE RETAIL STATION IN A MANNER
CONSISTENT WITH LAWS

WHEREAS, Phoenix Petroleum Philippines, Inc. a duly registered independent Oil Company with Office
address at 25th Floor Fort Legend Towers, 3rdAvenue corner 31st Street, Fort Bonifacio Global City,
Taguig City applied for the construction and operation of a gasoline retail station in Rizal Avenue, West
Bajac-Bajac besides Olongapo City Elementary School;

WHEREAS, Phoenix Petroleum Philippines, has more than 325 stations nationwide and has been
established as one of the reputable independent petroleum company;

WHEREAS, the Phoenix Petroleum Philippines were able to get certification of no objection from the
Principal and Parents Teachers Association (PTA) officers of nearby school particularly to the people of
Olongapo City Elementary School (OCES);

WHEREAS, Phoenix Company will live up to its core value of stewardship through social corporate
responsibility through projects in service to the Community of Olongapo City which shall focus on
Education, Health and safety, and outreach and disaster relief;

WHEREAS, The Committee on Environmental Protection, Urban Planning, Land Use, Housing and Zoning
conducted committee hearing last 19 August 2013 duly attended by representatives from concerned
government offices, OCES PTA and Officials and Barangay West Bajac-Bajac and there are no objection
raised;

WHEREAS, the Sangguniang Panlungsod interposes no objection to the application of Phoenix Petroleum
Philippines provided of the following:

1. The company shall apply the outmost safety and security procedures in safe handling of their
products/services.
2. In terms of employment, the company shall give priority to the people of Olongapo at 80/20 ratio in
favor of Olongapo residents.

3. The company shall secure zoning clearance which will be an integral part of this resolution together
with the no-objection from PTCA - OCES, and Barangay West Bajac-Bajac.

NOW THEREFORE, on motion of City Councilor Eduardo J. Piano co-sponsored by City Councilors Eyrma
Yvette Marzan-Estrella, Eduardo G. Guerrero, Benjamin G. Cajudo II, Elena C. Dabu, Noel Y. Atienza,
Alreuela M. Bundang-Ortiz, Edna A. Elane and Emerito Linus D. Bacay, with the majority decision of the
Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to


interpose, as it hereby interposes, no objection to the application of Phoenix Petroleum Philippines, Inc.
to construct and operate a Gasoline Retail Station in a manner consistent with the Zoning Ordinance and
other pertinent laws.

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that this resolution shall only take effect
upon the attachment of the zoning clearance, resolution interposing no objection from PTCA-OCES and

A RESOLUTION AMENDING SECTION 80 OF RESOLUTION NO. 55, SERIES OF 2013 OTHERWISE KNOWN
AS “A RESOLUTION ADOPTING THE REVISED INTERNAL RULES OF PROCEDURES FOR THE SANGGUNIANG
PANLUNGSOD
CITY OF OLONGAPO”

WHEREAS, the dynamics of local governance need to be addressed under the vision of our local chief
executive of “transparency and good governance”;

WHEREAS, in order to set the visions of transparency and good governance into realization, there is a
need to segregate the Standing Committees of Sangguniang Panlungsod;

NOW, THEREFORE, on motion of City Councilor Noel Yabut Atienza, with the unanimous accord of the
Members of the Sangguniang Panlungsod present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to amend


as it hereby amends Section 80 of Resolution No. 55, Series of 2013 otherwise known as “A Resolution
Adopting The Revised Internal Rules of Procedures for the Sangguniang Panlungsod City of Olongapo,”
to read as:

SECTION 80. Standing Committees – There shall be twenty-seven (27) Standing Committees consisting of
a Chairman, Vice-Chairman and at least three (3) Members. The Committees are constituted with their
specified duties and powers to wit:

1. Committee on Finance and Appropriations – This shall have general jurisdiction over all matters
relating to the approval of the budget, monetary and fiscal matters, all matters relating to the funds for
the expenditure of the City Government and for the payment of public indebtedness, claims against the
government, and appropriation of public fund.

2. Committee on Ways and Means – This shall have jurisdiction over all matters related to taxes, fees,
charges, loans, study and revision of tax measures; and generation of other sources and forms of
revenue form public and private sectors, including codification of revenue ordinance.
3. Committee on Organizational Development and Personnel Matters - This shall have jurisdiction to
determine the compensation of personnel, the creation and re-organization of local officers and shall
oversee the personnel development program.

4. Committee on Laws, Complainants, Investigation and Human Rights Protection – This shall have
general jurisdiction over all matters relating to penal ordinances, expropriations naming of streets and
public places, legal orders from the court on City Ordinances; all matters relating to complain that are
lodged with and undertaken by the Sanggunian; investigation of charges of misfeasance and
malfeasance against local official and employees; and matters relating to the promotion and protection
of human rights.

5. Committee on Education - This shall have jurisdiction over all matters relating to education, local
schools, colleges and universities, libraries, non-formal and community adult education, scientific and
technological research, development and advancement.

6. Committee on Arts. Culture, Public Information and Media Affairs – This shall have jurisdiction over
all matters relating to the city’s preservation of customs and traditions, mores and values as well as the
enhancement of Olongapeños’ talent and abilities and shall be empowered to enact laws relative to
public dissemination and media affairs.

7. Committee on Health and Public Welfare – This shall have jurisdiction over all matters relating to
the health and welfare of the residents, including proposals pertaining to sanitation, cemeteries,
hospitals, health centers and other health and sanitary measures.

8. Committee on Utilities, Telecommunication and Information Technology (IT) - This shall have
jurisdiction over all matters relating to utilities including the power system, and the water system and
shall have general jurisdiction over all matters relating to: 1) telecommunications such as
land/microwave/satellite based telephone including cellular phone system, radio and television
broadcasting, including cable TV, and general telephony; and 2) information communications technology
(ICT) including internet, e-business and e-governance. Shall oversee advances in ICT and ensure that
the City’s computerization program complements effective governance.

9. Committee on Engineering and Public Works -This shall have general jurisdiction over all matters
relating to planning, construction, maintenance, improvements and repair of public building, highways,
bridges, roads, parks, shrines, monuments, playground, and other public edifices, drainage, sewerage,
flood control and protection, building permits and other public improvement projects.

10. Committee on Peace & Order – This shall have jurisdiction over all matters relating to police work
and service, drug prevention; maintenance of public order and security and prevention of crimes in
coordination with the Philippine National Police and other protective agencies and organizations of the
national government.

11. Committee on Public Safety- This shall have jurisdiction with disaster preparedness program of the
local government unit and other allied activities.

12. Committee on Transportation and Franchise - This shall have the jurisdiction over all public
transport operating within the city (sea, land and air) This shall have jurisdiction over all matters relating
to the issuance of franchise to all public transport within the City;

13. Committee on Traffic Management.This shall have jurisdiction over all matters relating to traffic
management.

14. Committee on Ethics, House, Rules and Privileges- This shall have jurisdiction over all matters
relating to the Sangguniang Rules of Procedures, Order of Business, Certification of Ordinance,
implementation of local ordinances and conduct, rights, privileges, safety, dignity, integrity and
reputation of the Sangguniang and its members;

15. Committee on Public Markets – This shall have jurisdiction over all matters relating to public market
and their maintenance and allied project.

16. Committee on Business, Economic Enterprise and Public-Private Partnership and Tourism- This shall
have general jurisdiction over all matters relating to the establishment, operation and maintenance, and
regulation of all business establishment within the City; enhancement of entrepreneurial services and
undertakings, provision of incentives to investors and shall have jurisdiction over all economic
enterprises being run and maintained by the city, except the markets. This shall have general jurisdiction
over all matters relating to the development and promotion of tourism in the City.
17. Committee on Labor and Manpower Development– This shall have jurisdiction over all matters
relating to protection of labor and provision of ameliorative service, shall spearhead employment
generation and vocational, technical and skill development program.

18. Committee on Environment Protection, Urban Planning, Lands, Housing and Zoning – This shall
have jurisdiction over all mattes relating to environmental protection, land use and re-classification,
housing, zoning and allied matters.

19. Committee on Women, Family and Gender Equality - This shall have jurisdiction over all matters
relating to the promotion and protection of the rights, opportunities and welfare of women,
strengthening and developing of family life and the promotion of gender equality.

20. Committee on Livelihood and Cooperatives - This shall have jurisdiction over all matters relating to
livelihood programs in the City, organization and supervision of local cooperatives.

21. Committee on Social Services - This shall have jurisdiction over all matters related to social welfare
and ameliorative services; public social services for the disadvantaged groups in the Philippine society
including disabled and street children.

22. Committee on Agriculture and Fisheries - This shall have jurisdiction over all matters related to
agriculture and fisheries, agricultural and aquatic economic research; soil and water survey and
conversation, agricultural and fishing education.

23. Committee on Barangay Affairs and Community Development - This shall have general supervision
over all matters pertaining to supervision by the City Government over the barangays and the
undertaking of community projects at the Barangay level.

24. Committee on Youth - This shall have jurisdiction over all matters pertainind to the youth; the
promotion of the youth’s moral, physical, intellectual and social well being.
25. Committee on Sports Development - This shall have jurisdiction over all matters relating to the
development of sports and sportsmanship in the community.

26. Committee on Senior Citizens and Veteran’s Affairs - This shall have jurisdiction over all matters
relating to the promotion of the rights, opportunities and welfare of the elderly, and relating to
Veteran’s Affairs.

27. Committee on Wildlife, Parks, and Playgrounds - This shall have jurisdiction over all matters relating
to the maintenance, operation ad regulations of wildlife, parks ad playgrounds.

RESOLUTION NO. 158

A RESOLUTION AFFIRMING THE INTEREST OF OLONGAPO CITY TO APPLY, NEGOTIATE AND BORROW
FUNDS FROM THE MUNICIPAL DEVELOPMENT FUND OFFICE (MDFO) OF THE DEPARTMENT OF FINANCE
(DOF) FOR THE IMPLEMENTATION OF THE FERRY RE-DEVELOPMENT OF THE OLONGAPO-SUBIC BAY
DRAINAGE CHANNEL PROJECT”

WHEREAS, the dredging and desilting of rivers are indispensable preliminaries in keeping waterways
navigable, significant to the ferry- redevelopment of the Olongapo-Subic Bay channel as well as in the
flood control projects of the City. The said priority projects of the City, amounting to more or less
Forty-Eight Million Pesos (PhP48,000,000.00) are listed in its Annual Investment Program for 2014;

WHEREAS, such activities require the use and availment of heavy equipment such as dredgers,
backhoes, excavators and the like;

WHEREAS, it is deemed that the purchase of equipment for the said activities will translate to the
greater benefit of the Olongapo constituents;
WHEREAS, however, due to financial constraint to finance the said desilting and dredging activities for
the said re-development of river channels, Olongapo City opted to avail of a credit facility for its
implementation;

WHEREAS, the Local Government Code of 1991 empowers the local government units to create
indebtedness, and avail of credit facilities to finance local infrastructure and other socio-economic
development projects in accordance with the approved local development plan and public investment
program;

WHEREAS, the Municipal Development Fund Office (MDFO), an attached agency of the Department of
Finance, provides financing assistance to Local Government Units (LGUs);

WHEREAS, the City Government of Olongapo would like to access the credit financing offered by the
MDFO, and expresses its intent to comply to the financing terms and conditions set forth by the same;

NOW, THEREFORE, on motion of City Councilor Benjamin G. Cajudo II, with the majority decision of the
Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to affirm,


as it hereby affirms the interest of Olongapo City to apply, negotiate and borrow funds from the
Municipal Development Fund Office (MDFO) of the Department of Finance (DOF) for the
implementation of the Ferry Re-Development of the Olongapo-Subic Bay Drainage Channel Project.

RESOLVED FURTHER, AS IT IS HEREBY FURTHER RESOLVED, that the City Government of Olongapo
hereby commits to undertake the necessary acts for the implementation of the Project, as follows:

a. Create a Project Implementation Unit (PIU) by providing adequate number of technical and support
staff, office space and all necessary facilities and assistance for the effective and efficient management
of the Project;

b. Provide the LGU equity for the Project, when necessary;

c. Appropriate the total project costs composed of loan proceeds, equity and grant (if applicable)
d. Appropriate funds for the amortization of loan until fully paid. The funds appropriated shall include
the cost of insurance and all operation and maintenance expenses of the Project;

e. Conduct public hearings and consultations, enact ordinances authorizing the collection of fees,
charges and other impositions and carry out necessary measures in support of viability and sustainability
of the Project;

f. Authorize the MDFO to deduct from the LGU’s Internal Revenue Allotment (IRA) the amount due to
MDFO in connection with the Project under the following cases : (i) default in the payment of principal
amortization including interests and penalties; or (ii) any unliquidated financial obligations. The right of
MDFO to deduct on the LGU’s IRA shall be without prejudice to any other remedies available under
Philippine law;

g. To appropriate LGU funds to defray expenses incurred by MDFO during appraisal which include
administrative/travel expenses settled between the parties in case the LGU would withdraw, cancel or
postpone the application.

RESOLVED FURTHERMORE, AS IT IS HEREBY FURTHERMORE RESOLVED, to

a. Authorize and empower the incumbent local chief executive, Honorable Rolen C. Paulino, City
Mayor, Olongapo City and his successor, for and in behalf of the City Government of Olongapo to:

i. Apply, negotiate and enter into a loan agreement with the MDFO and with partner
agency/agencies, when necessary, and execute deeds and to do all acts necessary and proper under the
premises for the effective and efficient implementation of the Project;

ii. Enter into agreements with qualified private individuals or corporations, after public bidding, to
execute the above-mentioned project; and

iii. Together with the Local Treasurer, to open a separate bank account to facilitate the transfer
of funds due to MDFO as payment for principal amortizations, interests and any other amount owing to
MDFO by Olongapo City in connection with the project;

RESOLVED FINALLY, AS IT IS HEREBY FINALLY RESOLVED,within a reasonable time from its adoption, to
furnish the MDFO with a copy of this Resolution.

A RESOLUTION EXPRESSING DEEPEST SYMPATHIES TO THE BEREAVED

FAMILY OF DAN C. ERALDO A.K.A. DJ DAN AND COMMENDING THE LATTER’S SIGNIFICANT
CONTRIBUTIONS TO THE LOCAL BROADCASTING INDUSTRY

WHEREAS, Dan C. Eraldo popularly known as “DJ DAN” was a radio announcer of DWGO AM 1008 KHZ
back in early 1990s where he handled music programs that brought rhythm in every home reached by
the airwaves. His introduction of greetings and song dedications alongside with music then created a
perfect form of entertainment to the subtle broadcast industry in Olongapo;

WHEREAS, in late 1990s, Subic Broadcasting Corporation (SBC) established DWOK FM 97.5 and DJ Dan
was one of the FM station’s disc jockeys who pioneered the station’s music and greetings format;

WHEREAS, since DJ Dan possessed a remarkably powerful deep manly voice, he captured the listening
public’s attention which made people glue their ears with radio sets every time he uses the microphone
and be on air; Moreover, DJ Dan could play with his voice to sound like there were several characters
which created animation to his programming and radio commercials;

WHEREAS, inherent to his personality was the effortless way of making people laugh in his positive or
negative commentaries, be it in the form of pure comedy or at times with slight embarrassment caused
to the listeners, but nevertheless, DJ Dan undoubtedly made everyone happy in every word he
uttered;

WHEREAS, due to his exceptional people skills and convincing power, he was appointed in sales and
marketing where he was able to easily tap advertisers and sponsors which resulted to good revenue to
the radio station;

WHEREAS, DJ DAN proceeded to organizing events like concerts, competition and his renowned ‘Stage
Slammin”- a group dance contest which had drawn many young members in the community to shift to
dancing and bring out their unrecognized talents in motion and rhythm;

WHEREAS, dubbed as Olongapo’s “Master Showman”, DJ Dan discovered many local talents with
exceptional skills in singing, dancing, modelling among many others. He likewise created a young group
of trainees he called “DJs in a Row”, where he trained the members in radio announcing, event hosting
and personality development;

WHEREAS, Dan C. Eraldo, a young vibrant broadcaster and entertainer who created an impact to the
society, truly deserves a tribute for each and every fragment of his contribution during the golden years
of local media;

NOW THEREFORE, on motion of Councilor Eduardo J. Piano, with the unanimous accord of the Members
of the Sangguniang Panlungsod present;

RESOLVE, AS IT IS HEREBY RESOLVED, by the SangguniangPanlungsod in session assembled to express


deepest sympathies to the bereaved family of Dan C. Eraldo a.k.a. DJ Dan and commending the latter’s
significant contributions to the Local Broadcasting Industry;

A RESOLUTION DECLARING THE OUTBREAK

OF LEPTOSPIROSIS IN OLONGAPO CITY

WHEREAS, Olongapo City was submerged in flood water due to the heavy rains brought about by
Typhoon Odette and Habagat;

WHEREAS, the unexpected heavy rainfall of Typhoon Odette and Habagat not only destroyed properties
but has also caused immense health danger;
WHEREAS, there is a sudden increase in Leptospirosis cases reported at City Health Office resulting from
the victims’ exposure to flood water and soil infected with Leptospira Bacteria found on animal urine;

WHEREAS, as per Committee Report of Councilor Eduardo G. Guerrero, Chairman of Committee On


Health, there are One Hundred Eighty Two (182) cases of Leptospirosis including Five (5) death
casualties at James L. Gordon Memorial Hospital, Four (4) residents from Olongapo City and One (1)
resident from Subic, Zambales, as of 6:00 A.M. of October 09, 2013;

WHEREAS, as of date, October 10, 2013, there is a recorded Three Hundred Twelve (312) Leptospirosis
patients at James L. Gordon Memorial Hospital with Seven (7) death casualties, Six (6) of which are
Olongapo residents as per Dr. Rodrick Bustamante, Officer in Charge of the City Health, said rapid
increase in number unanticipated by the City’s Health Authorities despite massive city-wide prophylactic
measure conducted daily;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod present,

as it hereby declares the Outbreak of Leptospirosis in Olongapo City.

ON OCTOBER 23-25, 2013


WHEREAS, the annually celebrated “Oktoberfest” of Olongapo City known as the Olongapo Mardi Gras
props up the City’s tourism and enlivens the livelihood of the community by showcasing the homegrown
talents, the uniqueness of products and services of the local businesses and the culture of Olongapo
City;

WHEREAS, the City Government recognizes the efforts of the Olongapo businessmen like MOCCI/OBC in
bringing substantial economic development through tourism activities planned by the City;

WHEREAS, the successful celebration of the Olongapo Mardi Gras in the past has been spearheaded by
MOCCI/OBC with the City Government that triggered an influx of visitors, tourists and attendees in
Ramon Magsaysay Drive as well as encouraged groups or individuals to become entrepreneurs which
helps boost the local economy and further promote the City as a hub for both business and leisure;

WHEREAS, the Metro Olongapo Chamber of Commerce Inc. (MOCCI/OBC) in their letter to the City
Mayor Rolen C. Paulino dated July 8, 2013 expressed their intention to sponsor this year’s Mardi Gras
together with the City Government;

WHEREAS, in order for this activity to take effect, the City as represented by the Honorable City Mayor
Rolen C. Paulino must enter into a Memorandum of Agreement with the Metro Olongapo Chamber of
Commerce (MOCCI/OBC), Inc. represented by its President Mr. Ramon L. Del Rosario;

NOW, THEREFORE, on motion of City Councilor Edna A. Elane co-sponsored by City Councilor Elena C.
Dabu, with the unanimous accord of the Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panglungsod in session assembled to


authorize, as it hereby authorizes the Honorable City Mayor Rolen C. Paulino to enter into, execute and
sign a Memorandum of Agreement (MOA) with the Metro Olongapo Chamber of Commerce
(MOCCI/OBC) Inc., represented by its President Mr. Ramon L. Del Rosario for the management of the

A RESOLUTION CONGRATULATING MR. JOEMARIE P. ROSEL, TEACHER

OF BARRETTO NATIONAL HIGH SCHOOL AND MS. MARIEABEL LOMBOY, TEACHER OF TABACUHAN
ELEMENTARY SCHOOL FOR PASSING THE ACCREDITATION FOR THE NATIONAL JUDGES COURSE FOR
MEN’S ARTISTIC GYMNASTICS AND RHYTHMIC GYMNASTICS RESPECTIVELY

WHEREAS, Mr. Joemarie Pido Rosel, a teacher of Barretto National High School for nine (9) years,
together with Ms. Marieabel De Quintos Lomboy, a teacher of Tabacuhan Elementary School for five (5)
years, both passed the accreditation for National Judges Course for Men’s Artistic Gymnastics and
Rhythmic Gymnastics respectively held in Pasig City last August 2013;

WHEREAS, gymnastics, usually thought of as an elite sport, is judged by a competent and qualified
panel, depending on certain criteria. The selection of judges, therefore, relies in the individual’s vast
experience and skill in the field, as well as an accreditation given by the Gymnastics Association of the
Philippines (GAP);

WHEREAS, the National Judges Course for Men’s Artistic Gymnastics conducted by the GAP included six
different apparatus used in Men’s artistic gymnastics such as Floor, Vault, Ring, Parallel Bars, High Bars,
Uneven bar and Pommel horse; while the Rhythmic Gymnastics included light apparatus such as Clubs,
Ribbon, Hoop and Ball

WHEREAS, out of the one hundred people who took the rigorous exam, only nine (9) examinees passed
the accreditation for the National Judges Course;
WHEREAS, Mr. Rosel and Ms. Lomboy were included in the nine (9) successful examinees who passed
the accreditation for the National Judges Course and are now entitled to be a judge in national
gymnastics events in the Philippines;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlunsod present,

MISS WORLD 2013

WHEREAS, Ms. Megan Young started her stint in the beauty pageant arena in Olongapo City through the
Miss SUBAC (Subic Bay Arts Center) in 2002, where she emerged as one of the finalists prior to her
venture to the bigger, more prestigious beauty pageants;

WHEREAS, Ms. Megan Lynne Young, the reigning Miss World-Philippines 2013, represented the country
in the Miss World 2013, one of the oldest and prestigious beauty pageants in the world since 1951;
WHEREAS, Ms. Megan Young was crowned as the Miss World 2013 last September 26, 2013 in Bali,
Indonesia, where she bested other 127 beautiful candidates from all over the world, and becomes the
first ever Filipina to take home the most coveted title;

WHEREAS, Ms. Young, with her grace and confidence consistently became one of the top candidates in
the pageant where she also received the Top Model Award;

WHEREAS, Ms. Young, capped her victory with her uplifting response in the Pageant’s Question and
Answer portion, proving once more that Filipinas are well-rounded individuals beauty, grace and
intelligence;

WHEREAS, the City Government of Olongapo commends and congratulates Ms. Megan Lynn Young for
winning the Miss World 2013 title, bringing honor and prestige to Olongapo City and the Philippines;

WHEREAS, Cheridel P. Alejandrino, a resident of Barangay Gordon Heights, this city who worked as a
break-time reliever of the rest room and elevator attendants at SM-Olongapo gained prominence in the
internet as the jolly and dedicated elevator attendant of SM-Olongapo;

WHEREAS, even with her low level position in the company, she has shown positive attitude and
dedication to work that’s worth emulating as she takes pride in what she is doing, her enthusiasm and
jolliness bringing joy and happiness to the customers and appreciating her effort to give maximum
customer service;

WHEREAS, Cheridel’s instant fame helped the City Tourism by making the Olongapeños be known for its
positivism and dedication in person with tourists never failing to see Cheridel in person, the epitome of

A RESOLUTION AUTHORIZING CITY MAYOR HONORABLE ROLEN C. PAULINO TO ENTER INTO A


MEMORANDUM OF UNDERSTANDING WITH KOSMOS ENERGIES FOR THE POSSIBLE ESTABLISHMENT OF
WASTE MANAGEMENT DEVELOPMENT PROJECT (WASTE TO ENERGY PROJECT)
WHEREAS, the City Government with its effort to comply with the RA 9003 otherwise known as
Ecological Solid Waste Management Act of 2000 acquired loans from the Development Bank of the
Philippines for the construction and operation of Sanitary Landfill;

WHEREAS, wastes that will be collected in the Sanitary Landfill can be used for a much better purpose,
one is the conversion of waste to energy;

WHEREAS, Kosmos Energies, a corporation from France with expertise in converting waste to energy is
offering to construct a power plant converting solid waste into electric power under the Build Operate
Transfer scheme in accordance with Republic Act No. 7718 otherwise known as BOT Laws as amended;

WHEREAS, the proponent of the project will use the latest technology in converting waste to energy that
will evaporate solid waste that will prolong the life of our Sanitary Landfill and the power plant that will
be built will be at no cost to the City Government and the project can generate revenues that can help
out in the payment of our loans or its electric power can be use for the electrification of schools, street
lights and other government offices;

WHEREAS, the Resolution authorizes the Local Chief Executive to enter into an agreement with Kosmos
Energies for the realization of the waste to energy project that will be greatly beneficial to the city;

NOW, THEREFORE, on motion of City Councilor Eduardo J. Piano, with the unanimous accord of the
Members of the Sangguniang Panlungsod present;

RESOLVED, AS IT HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled to authorize,


as it is hereby authorizes City Mayor Honorable Rolen C. Paulino to enter into a Memorandum of
Understanding with Kosmos Energies for the possible establishment of Waste Management
Development Project (Waste to Energy Project)

A RESOLUTION REITERATING OLONGAPO CITY’S OBJECTION TO COAL-FIRED POWER PLANTS AS AN


ENERGY SOURCE AND URGING THE NATIONAL GOVERNMENT TO CONSIDER SAFER ALTERNATIVE
SOURCES OF ENERGY

WHEREAS, Redondo Peninsula Energy Inc., a joint venture between Aboitiz Energy and a Taiwanese
company is proposing to put up 2 X 150megawatt coal-fired power plant in Sitio Naglatore, Barangay
Cawag, Subic, Zambales;

WHEREAS, the City of Olongapo passed numerous resolutions expressing opposition to the project
posing environmental and health hazard and the negative effect to the tourism industry of the city;

WHEREAS, stakeholders opposing to the project filed a Writ of Kalikasan to the Supreme Court and has
referred the case to the Court of Appeals;

WHEREAS, the Court of Appeals recognized the overwhelming opposition of the people of Olongapo,
Zambales, and declared the Lease Development Agreement (LDA) and the Environmental Compliance
Certificate (ECC) of the project as invalid;

WHEREAS, while the Court of Appeals decision halted the project, the proponent was given another
chance to re-start the process for them to comply with all the requirements of the law;

WHEREAS, the people of Olongapo fears that the project will push through with the Department of
Energy endorsing the project owing to the perceived power crisis in 2016;

WHEREAS, the people of Olongapo reiterates their opposition to the Coal Power Plant Project, believing
that the President will heed to the outcry of the people whom he called his ”BOSS” and allay their fears
and consider a more safer alternative sources of energy;
NOW, THEREFORE, on motion of City Councilor Eduardo J. Piano, with the unanimous accord of the
Members of the Sangguniang Panlungsod present;

RESOLVED AS IT HEREBY RESOLVED, by the Sangguniang Panlungsod in a session assembled to


reiterate, as it hereby reiterates Olongapo City’s Objection to Coal-Fired Power Plant as an energy
source and urging the National Government to consider a Safer Alternative Sources of Energy.

A RESOLUTION COMMENDING THE ROTARY CLUB INTERNATIONAL CLUSTER 4C FOR GIVING RELIEF
DONATION TO THE CITY OF OLONGAPO DURING THE ONSLAUGHT OF TYPHOON MARING AND ODETTE-
HABAGAT”

WHEREAS, the City of Olongapo had been severely devastated due to the onslaught of Typhoon
Maring and Typhoon Odette-Habagat;

WHEREAS, damage to lives and property had been noted in (16) out of seventeen (17) barangays
during said calamity;

WHEREAS, Rotary Club International is an international service organization whose stated purpose is to
bring together business and professional leaders in order to provide humanitarian services, encourage
ethical standards in all vocations, and help build goodwill and peace in the world;

WHEREAS, Rotary Club International Cluster 4C comprises the following clubs: Rotary Club of Olongapo
Centennial, Rotary Club of Olongapo, Rotary Club of Freeport Zone, Rotary Club of Subic, Rotary Club of
Subic Bay, Rotary Club of Subic Bay Sunrise, Rotary Club of Downtown Olongapo, Rotary Club of Subic
Pearl and Rotary Club of Metro Olongapo;

WHEREAS, Rotary Club International Cluster 4C, headed by Governor Linda Winter and Assistant
Governor Imelda A. Ramos immediately responded to needs of the city during said calamities by
providing relief packages to its residents;

WHEREAS, the City of Olongapo expresses its deep appreciation to the assistance rendered by said
organization.

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod
present,

RESOLVED, AS IT IS HEREBY RESOLVED,by the Sangguniang Panlungsod in session assembled, to


commend, as it hereby commends and extend its heartfelt appreciation to the generosity of Rotary
Club International Cluster 4C headed by Governor Linda Winter and Assistant Governor Imelda A. Ramos
and its member clubs for giving relief donation to the City of Olongapo during the onslaught of typhoon
Maring and Odette-Habagat.

A RESOLUTION COMMENDING THE OLONGAPO CITY PENINSULA LIONS CLUB, INC. FOR SPONSORING
VARIOUS PROJECTS AND FREE CATARACT SURGERY BENEFITTING THE INDIGENT RESIDENTS OF
OLONGAPO CITY

WHEREAS, Olongapo City Peninsula Lions Club, Inc. is a secular service organization whose aim is
to meet the needs of communities on a local and global scale and to serve their community without
personal financial reward and to encourage efficiency and promote high ethical standards in commerce,
industry, professions, public works and private endeavors;

WHEREAS, the said club had been conducting several projects in the community and had been
rendering “Free Cataract Surgery” in the City of Olongapo every year for a period of twelve (12) years;

WHEREAS, the City of Olongapo expresses its deep appreciation to aforesaid laudable projects and
undertaking rendered by the club most particularly its’ yearly “Free Cataract Surgery” benefitting the
City of Olongapo;

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod
present,

RESOLVED, AS IT IS HEREBY RESOLVED,by the Sangguniang Panlungsod in session assembled, to


commend, as it hereby commends and extend its heartfelt appreciation to the generosity of Olongapo
City Peninsula Lions Club, Inc. for spearheading various projects and conducting yearly “Free Cataract
Surgery” benefitting the indigent residents of Olongapo City.

DONATION TO THE CITY OF OLONGAPO DURING THE ONSLAUGHT OF TYPHOON ODETTE-HABAGAT

WHEREAS, the City of Olongapo had been severely devastated due to the onslaught of Typhoon
Odette-Habagat;
WHEREAS, sixteen (16) out of seventeen (17) barangay had been inundated by water during said
calamity;

WHEREAS, Soroptimist International of Baliuag being a service organization whose mission and core
purpose is to improve the lives of women and girls in local communities and throughout the world, had
immediately responded to needs of the city by providing relief packages to its residents;

WHEREAS, the City of Olongapo expresses its deep appreciation to the assistance rendered by said
organization.

NOW, THEREFORE, with the unanimous accord of the Members of the Sangguniang Panlungsod
present,

RESOLVED, AS IT IS HEREBY RESOLVED, by the Sangguniang Panlungsod in session assembled, to


commend, as it hereby commends and extend its heartfelt appreciation to the generosity of
