PROJECT DESCRIPTION:
Rationale

The safe closure and rehabilitation of Legazpi City’s open dumpsite at Sitio Caridad in
Barangay Banquerohan initiated the need of a new disposal facility that adheres to the
standards mandated by RA 9003 or the Ecological Solid Waste Management Act of 2000 and
Department of Environment and Natural Resources (DENR) to cater the increasing solid waste
generation of the city. In 2010, the construction of Legazpi City sanitary landfill (SLF) with
Environmental Compliance Certificate (ECC) No. ECC-RO5-0803-040-9200 started through the
financial grant of Agencia Espanola Cooperacion International Para El Desarrollo (AECID) in
the amount of EUR€ 1.5 Million, and additional amount of EUR€ 0.2 Million was given to
ensure that the affected informal waste sector (IWS) is provided with livelihood project.
Target duration for the construction of SLF was 18 months but during the construction stage,
some variations have to be pursued that extended the project implementation to a total of 24
months. The SLF (cell 1) became fully operational in October 2011, followed by cell 2 in the
4th Quarter of 2016. In addition, cell 3 became fully operational last September 2019 and is
currently the active cell for the daily disposal of residual waste coming from the 70 barangays
of the city.

Two (2) levels of collection are currently being implemented by Legazpi City. In the Barangay
level, Eco Aides of each barangay are regularly collecting the segregated wastes from each
household, commercial establishment, public institution etc. using their mobile solid
collection equipment. The collected wastes are then transported to the Barangay Materials
Recovery Facility/Drop-off Center for temporary storage. On the other hand, the residual
wastes collected by the city dump trucks from each barangay are being transported and
disposed to the City’s Sanitary Landfill Facility.

As of September 2022, the city solid waste collection reached up to 47.49 tons/day
comprising of 66.79% residual waste, 32.18% biodegradable wastes and the remaining 1.03%
is special waste. With a remaining landfill volume of 50,349.60 cubic meters, the total volume
of accumulated residual wastes disposed in SLF cell 3 has already surpassed 176,084 cubic
meters. The estimated remaining lifespan of cell 3 will be in 1.5 years at the current disposal
rate. Moreover, the generation rate of residual wastes is projected to increase due to the
growing population and booming economy of the city. Hence, the commencement of SLF Cell
# 4 construction is needed to anticipate the incoming residual wastes in the succeeding years.
II. Brief description of nature of the project

The establishment and operation of SLFs is provided in Sections 40 to 42 of RA 9003. In less


than two (2) years, it is intended to subject Cell 3 for safe closure and rehabilitation and
facilitate an additional Cell 4. The project includes earthworks, construction of access road,
landfill liner system, leachate collection and treatment, groundwater monitoring wells,
drainage system, perimeter fence, and installation of gas venting system. Earthworks
operations include the excavation, transport, placement, and compaction of fill materials.
Construction of access road is necessary to provide access into and through Cell 4. A landfill
liner system is provided at the base and sides of the landfill to prevent migration of leachate
or gas to the surrounding soil. The leachate collection and treatment direct the leachate to
collection sumps and pumped into the leachate storage ponds. Ground water monitoring
wells are used for observing groundwater levels and flow conditions. A drainage system will
be installed to prevent storm water from running into the landfill and off the surrounding
water environment. A perimeter fence is also necessary to prevent unauthorized access.
Installation of a gas venting system allows controlled release of gaseous by-products into
earth’s atmosphere.

III. Objectives

1. To design a system to ensure that solid waste will not touch the ground until treatment
and final disposal;
2. To avoid spillage of solid wastes in the environment; and
3. To maintain a balanced SWM system which benefits the community while following
regulatory requirements.
