PROJECT PROPOSAL

PROJECT TITLE: Construction of Mechanical Waste Segregation System with


Trommel Screen and belt conveyor

PROJECT LOCATION: San Antonio, Polanco, Zamboanga del Norte

I. PROJECT SUMMARY

A proposed mechanized waste segregation process with the aid of mechanical equipment
such as trommel screen, chutes and conveyors. The said project will be installed at the
Waste Recycling and Processing Facility at the newly proposed Municipal Sanitary Landfill
and Ecological Park located at Brgy. San Antonio, Polanco, Zamboanga del Norte.

The municipality receives and collects an estimated 6-8 tons of municipal wastes daily.
These municipal wastes are then collected by garbage collectors and will be received by
the garbage segregators for segregation process. Existing process of waste segregation
and sorting is done manually by hired Garbage Segregators. This type of segregation is a
bit time consuming, sorting tons and tons of piles of municipal wastes and is very harmful
and dangerous with respect to the health and safety of the segregators. Thus, automation
and mechanizing this process will not only protect waste segregators from the harmful
effects of municipal wastes but also hasten the entire process since based on process
assessment executed, it was identified that the segregation process was the bottleneck of
the entire waste management operation.

Segregation Process

The proposed waste segregation process involves the installation of an Infeed Hopper
where wastes will be transported going to the trommel screen. Wastes will then enter the
trommel screen where they will be screened down based on waste size. Smaller wastes
will be screened down going to the chutes installed below the trommel screen. Bigger
wastes will exit the trommel screen into a belt conveyor where the wastes will be picked
and sorted out by garbage segregators stationed based on waste classification (e.g. glass
bottles, plastics, cartons, etc.). Unclassified or unpicked wastes will be considered a non-
recyclable or a residual waste which will then be disposed off at the final disposal area or
landfill.

II. GOALS AND OBJECTIVES

 To fully observe the mandates stipulated under Republic Act 9003 otherwise
known as the Ecological Solid Waste Management Act of 2000
 To provide efficient and effective waste segregation process
 To address the health and safety concerns of the Garbage Segregators
 To hasten the waste segregation process where currently is the bottleneck of
the entire waste management and operation.

III. TARGET BENEFECIARIES

Garbage Segregators and the constituents of the Municipality of Polanco that generate
wastes including commercial, industrial and institutional establishments.

IV. PROJECT MANAGEMENT

The Municipal Planning and Development Office in coordination with the Office of the
Municipal Mayor shall be responsible for the project implementation and management.
The regular monitoring and evaluation during the implementation phase shall be
conducted by the Local Government of Polanco. In addition, the LGU thru Municipal
Planning and Development Office will be responsible for maintenance of the Sanitary
Landfill including the equipment mentioned above from pre-crisis to post-crisis.

V. PROJECT SUSTAINABILITY

Upon its completion, the Local Government of Polanco thru the Municipal Planning and
Development Office shall be responsible for the sustainability of the project.
Furthermore, the responsibility for the project sustainability will then be transferred to
the Municipal Environment and Natural Resources Office (MENRO) once the said office
will be established and created.

VI. PROJECT SCOPE OF WORK AND FINANCIAL PLAN

The total estimated cost of the project is Php 2,500,000.00. Fund source for the said
project will be from the Small Enterprise Technology Upgrading Program (SETUP) of the
Department of Science and Technology (DOST).
