My warmest greetings to the Class of 2023 for the successful culmination of your academic endeavors.
This milestone attests to the hard work and perseverance you have exemplified as you embark on
another journey leading you to the realization of your aspirations of a better life and a better future.
This year’s graduates have done a great job of channeling their passions into endeavors that will
enrich their pursuits and advance their respective vocations and professions.
May the knowledge and skills you have gained serve as your springboard for greater success
and inspire you to become catalysts of transformative social growth within your respective

I hope you will realize the depth of your potential and the power that you now possess as young
educated Filipinos - and use this not only to achieve your dreams and change your lives for the better but also to help our fellow Filipinos
and our country.
As future leaders and builders of our nation, may you become persistent, determined, and committed to the fight for peace, security, and
stability, the ending of poverty, the campaign to give Filipino children access to basic education, the promotion of health and nutrition, and
many other challenges that we are facing today.
To the parents and the academic community, let this milestone remind us of the indispensable role of education in charting the course of
our youth’s future and in harnessing their potential to become outstanding individuals.
Consistent with our vision in the MATATAG agenda, we will continue to promote programs and uphold reforms that will nurture resilient
mindsets so that we can hone young Filipinos who have the capacity and resiliency to thrive in challenging circumstances.
The grit and resilience of Filipino learners amid the difficulties of everyday life will continue to inspire us and empower us in building an
education system that responds the changes of our time.
Through an inclusive education that is forged by a positive learning environment, I am optimistic that we can continue to produce competent
young citizens like you who will help steer our nation’s path to sustainable development.
Together with our academic partners in all education levels, let us remain committed to promoting our youth’s strong sense of nationalism
so they can be part of a productive and responsible citizenry that will help chart the path of our nation’s growth.
May you continue to pursue your ambitions with zeal, persistence and excellence and use it to create a better future for all.

It is said that every commencement rite is not only a celebratory milestone but also a symbol of
resiliency, grit and diligence of Filipino learners treated and improved by a solid basic education
system that is responsive to the changing needs of time.
As a basic education leader, I am delighted and very proud of every learner participating in this
momentous event. You are a proof that education has succeeded amid all kinds of challenges.
As we dream of a Bansang Makabata and Batang Makabansa, rest assured that we will do all that we can for you and your education. Please
also be the best that you can be for yourself, your family, and your nation.
It is truly a celebration for you being part of this graduating batch after another
challenging year of hard work, amid the threat of the persistent Covid-19 virus
and the occurrence of disasters such as heavy rains, extreme heat, typhoons,
floods, earthquakes, fluctuating internet connectivity, power disruption, health
issues and others which continue to create a disruptive impact in our daily lives
and in your studies. But thanks God, despite these circumstances, you remained
steadfast and held on to your goal with determination
and perseverance. Your journey may have been rough

I also express my high appreciation to your parents/guardians and the rest of your family members who supported
you, dreamt with you and guided you. Their involvement in your scholastic journey is very crucial. They were
with you in making it through the challenges of the times particularly in the successful implementation of
learning modalities and being engaged in school activities, notwithstanding their own economic concerns and the
sacrifices they underwent to make both ends meet, to enable you to study in an inspiring and supportive learning
environment. I also happily recognize the support of the officials of the Parent-Teachers Association, the School
Governing Council, the Local and Provincial Government Units, and other government and non-government
agencies and organizations for helping you (and us) augment resources. Apparently, they are your (and our) source
of inspiration, of strength. You made it to these graduation because of them and you will continue to strive and
succeed because of them.
My salute also goes to the school administration, the teaching and the non-teaching personnel who collectively
played well their respective roles for your education. It was not easy addressing your needs to acquire the skills for
life-long learning and meeting your changing expectations. It was not easy for them to keep pace with the fast-
changing technologies to aid instruction. It was not easy becoming second parents to you, my dear graduates. It
was not easy giving you a home in school as there are setbacks beyond their control. But look how they all paved
the way for you. They have given you the best of themselves in school through their commitment and dedication
to their duties, making sure that you acquire the knowledge, skills, and attitudes necessary for your survival. They
surmounted the challenges of the new normal for you. We, in the Division Office, are counting so much on them
and they are doing their very best to live up to our expectations and those of the community. Despite their own
varying limitations, they continue to value and protect the nobility of their profession. They remain consistently
hardworking and striving to achieve their part in the of the Department of Education’s agenda of MATATAG:
Bansang Makabata, Batang Makabansa, by way of producing active and responsible citizens, taking good care of
your well-being, and maintaining a positive learning environment, among others.
I am grateful for your teachers for their greater part in molding you and for not failing your parents’ and your
community’s expectations. It is because of their guidance and love that your faces today are beaming brightly
with happiness and success. It is because of your teachers too that your dreams and aspirations grow bigger. It is
because of their genuine concern for you that your parents and guardians are proud of their accomplishments. It is
because of their priceless and respectable efforts as professional teachers that the local government units and other
stakeholders continue to support the school and untiringly work with all of us to respond to the needs of the school
for efficient delivery of best educational services.
My dear graduates, celebrate joyfully this milestone in your life. But please remember that your journey will still go
a long way. You will meet more difficulties, make more mistakes and experience fears. Don’t run away from them.
They are opportunities in disguise. Hold on to your dreams and ambitions. When the time comes that you are
already successful, go back to your Alma Mater and proudly offer your laurels.
Finally, as you head on to another chapter in your lives, always bear in mind that whatever choices you make, they
would be for the benefit not only of your own selves but of your family, community and our nation, as well, and
that all of these shall be for the Glory of the Good Lord who is always around us and within us. Continue to be
the persons that we want you to be- always in search of what is good, true and beautiful. Likewise, may every one
of you harmoniously live by and for our mantra: SDO-Camarines Sur: Leading Change, Transcending Barriers,
Serving All.
The pandemic is really challenging for us especially to you my dear graduates, as if we are riding in a roller coaster and this
really tried our patience. In spite of these, the education providers are really doing their best to ensure quality education
and consistency during this difficulty. We can’t change the hands of time but you strongly reprogram yourselves to see
reality. It is hard to adjust but we need to embrace it positively than to keep complaining to the new system.
Always be a better version of yourselves. Believe that you can achieve and attain your dreams no matter what. Your
school molded you with knowledge, skills, and good values as you walk in the School of Life.
Graduates, I know you have dreams in mind. Some of you want to become a teacher, doctor, engineer, nurse, medical
technologist, or agricultural engineer. Among many others, chase that dreams, strive hard, and push more not only for
yourselves but for your families. May all your dreams and desires of your hearts come true.
“This is your time to shine! Let us show the world that the lockdown generation are resilient!
You are fortunate and deserving of this cherished moment for you have shown your
resilience and indomitable spirit as we battle and thrive the COVID-19 pandemic and
its ill-effects. We all witnessed its horror, but let us also accept that it brought forth the
best in all us, the best in you. It taught you to value what you really hold dear: family,
friends, teachers, life, and the source of all that we long for, God.

After almost three years, the shunned doors of Tamban National High School were School Head
once again opened for you, embraced you with its broken arms. It was not easy, for
you have become living witnesses of various challenges we have encountered, but thanks to your thirst for knowledge
and zest for life you were able to reach the finish line, scathed but learned and strong.
Armored with relentless spirit, I pray that all march on proudly to your next academic journey. Hold on to the values
that make an educated man truly human. Beware of the enticing life of leniency and complacency. Let not the persistent
problems of life dissuade you and hamper your dreams, rather, use them to fuel your burning passion to attain them.
Make your Alma Mater and your community proud. And as you move forward to greater heights, never forget your
humble beginnings, your humble school, your teachers that sheltered and who lovingly cared for you!
