SPECIAL POWER OF ATTORNEY

I, SIU MAN CHERRIE ANN R. LEE, of legal age, single, Filipino, and a resident of Villa Pastora
Subd., Batinguel, Dumaguete City, Negros Oriental, do hereby name, constitute and appoint
WILFREDA R. ALUNAN, of legal age, married and a resident of Villa Pastora Subd., Batinguel,
Dumaguete City, Negros Oriental, to be my true and lawful Attorney-in-fact, for me in my name,
place and stead, to do and perform the following acts to wit:

1. To apply for and process the necessary building permit required, including the various
requirements demanded by the National and Local Government, including but limited to:

a. Dumaguete Fire Department;

b. Dumaguete City Engineers Office;

c. City Planning Office;

d. City Health Office;

2. To process the payment/settlement of all taxes, fees, fines, and other obligations that is
imposed upon me, on my person or my property, by the BIR or other imposing Local
Government, in connection with the application for building permit;

3. To sign, execute, receive, and/or deliver whatever documents, papers, instruments, or

money, necessary for the application of the building permit for the proposed structure to
be erected in Villa Pastora Subd., Batinguel, Dumaguete City;

4. To negotiate, re-negotiate, enter, sign and execute any and all contracts with any private
persons, office, society, or partnership, in connection to the building of the proposed
structure aforementioned;

5. To pay for the services of the building contractor depending on the stipulation of the
contract that will be executed in a future time;

6. To demand, sign for, and receive receipts from the private persons, partnership, or juridical
entity for payment made;

7. To appear in my behalf for any mediation, arbitration, or conciliation, in the barangay level,
or any other judicial and quasi-judicial forum in cases of conflict arising from the contract
entered into in connection to the building of the proposed structure aforementioned, as
well as to enter into a compromise agreement for the settlement of any conflict arising
thereof;

8. To designate, hire, and/or appoint an attorney-at-law to protect my rights and interests

related to the power stated herein;

9. To make, sign, execute and deliver, and do any other acts that is necessary for the
processing of the aforementioned transactions above;

I HEREBY ACKNOWLEDGE that this Special Power of Attorney shall remain effective, until the
above purpose has been accomplished, or otherwise revoked.

I HEREBY GIVE AND GRANT unto my said Attorney-in-Fact full power and authority to do and
perform each and every act which may be necessary or convenient, in connection with any of

the foregoing as fully to all intents and purposes as I might or could do if personally present and
acting in person.

I HEREBY RATIFY AND CONFIRM all that my said Attorney-in-Fact may also do or cause to be
done under and by virtue of these presents.
