NEW GUIDELINES FOR APARTMENT RENOVATIONS/PAINTING/REPAIRS/SEEPAGE


CORRECTIONS/AC INSTALLATIONS
(In effect from Jan 2023)
Please inform the maintenance office if you are doing any of the following Activities:
1. Repainting internal walls of your apartment
2. Changing the floor tiles or commodes of the bathroom/any other
room.
3. Carpentry work to refurbish wardrobes or kitchen cabinets etc.
4. Complete renovation of interiors
5. Enclosing balconies or fixing nets on balconies
6. Installation of air conditioners, DTH, cable and internet services
7. Any other minor repairs such as seepage correction etc that take more than half a day
to complete.
Process:

1. All activities above require ‘ REPAIR WORK DECLARATION FORM’ to be filled and submitted
in the maintenance office before the start of any such activity. The form along with the
drawings of the renovation should be submitted to the complex maintenance & renovations
committee via complexmaintenance@whitehousebangalore.in. Approvals may take up to a
week (7 working days)
2. ‘REPAIR WORK DECLARATION FORM’ should compulsorily have approval from immediate,
below & above neighbours. The name of Contractor & details of work should also be provided
with the number of labourers and their names, if possible.
3. The validity of the ‘ REPAIR WORK DECLARATION FORM’ is only for 4 months or equal to the
duration as declared in the form, whichever is earlier. Fresh declaration form and approval
has to be sought thereafter.
4. A minimum of 5 working days are needed for the office / committee to respond to such
applications.
5. For work under Activities 2 and 4 the following mandates will apply :
a. For period of work <= 4 MONTHS: a caution deposit of minimum Rs 35,000/- is to be
deposited to WHA
b. For period of work between 4 to 6 months: Penalty of Rs 5000/- month (or part of
month thereof) will be charged.
c. If any work continues beyond 6 months, the penalty will be increased to 10.000/- per
month.
d. None of the penalties are refundable.

6. Once Repair work is approved, the labourers will be issued temporary passes for the maximum
duration of 4 months or as per period of work declared whichever is earlier. On expiry of pass,
the renovating resident should re-apply for permission to commence work and authorize
labour entry by giving an application of extension.
7. Deposit will be refunded after 6 months of work completion subject to there being no damage
or seepage to the common area assets or neighbouring/below/above/ apartment assets.
8. A letter of completion and claim for deposit should be submitted by the Resident along with
clearance from neighbours.
9. Any serious damages exceeding the caution deposit, should they arise will have to be borne by
the renovating resident.
Additional Rules:

1. Inspection of neightbouring flats may be carried out by the EM/civil experts & apartment
owner whose house is being renovated, to identify any pre-existing cracks. EM/
Other Experts will inspect the renovating apartment to ascertain nature of declared work
before giving requisite permission and intermittently there on.
2. Alteration to the building structure (beams & columns) and laying tiles on existing tiles are
STRICTLY prohibited. If new tiles have to be laid, the old tiles must be removed. Demolition of
lofts should be avoided when redoing wardrobes. Use of sledge hammer for dismantling
existing walls is strictly prohibited, since its usage produces vibrations and potential surface
cracks, which may damage the main structure. Instead equipment like cutters, chippers etc
available in the market should be used.
3. Work timings: Any work should be carried out only between 9AM - 6PM Monday to
Saturdays only. No work (including painting, any other noise-free work) will be allowed on
Sundays and other public holidays. Work that creates noise (demolition, drilling, cutting, filing
etc) should not be carried out between 2PM-4PM.
4. Lift use should be avoided to transport heavy construction material or debris - especially for
work related to activities 2 and 4, as it will damage the lifts. Most of our lifts are passenger lifts
and not service elevators. Whatever materials fit into the trolley (provided by the maintenance
office) can be used. If unavoidable, debris should be transported in bags only. A charge of Rs
5000/- per month will be charged for usage of lifts.
5. Seepage issues : For bathroom makeovers, ensure that any seepage issues do not start
subsequently in the apartments/common areas. Debris/rubbish that results during makeovers,
particularly commodes and wash basins should not be left along corridors or dumped
anywhere within the complex.
6. Debris clearance: All debris should be cleared within three days of receipt of notification from
the maintenance office. The maintenance office will clear the debris if it is found lying around
for longer than three days. The cost of disposal will be charged from the caution deposit. If
donating any old articles /unused tiles etc to any of the housekeeping staff or maids, you are
responsible for having it cleared within 24 hours. Failure to do so, will lead to penalty charges
of 10,000/- which will be deductible from the caution deposit.
7. Painting- If painting work is undertaken then external painted areas should match
pre-existing colors in Whitehouse, such as white for balconies and coffee brown for grilled
structures. Ensure the paints don't spill into neighbouring flats, common areas or onto cars
parked in open slots. Cost of cleaning etc is to be borne by the declarant.
8. Protrusions & extensions PVC/ other sheets outside balconies and into other common
areas are not allowed. Balcony enclosures should be such that fire rescue access is not
hindered. Walls should not be erected on the balcony for enclosing nor should the facade of
the tower be changed in any way. For the same reasons, the builder-provided grills on the
balcony should not be removed. Condenser units, DTH units, clotheslines and any such
projections should not be installed in common areas or hang outside balconies on ledges
causing eyesores.
9. Tiling of wall area outside the main doors should be mindful of blending with the
builder-provided original colors. Colorful tiling that changes the neutrality of tones should not
be done. This will ensure uniform elevation as viewed from the lobby next to the lift.
Non compliance of rules shall entail penalties or complete forfeiture of caution deposit as
recommended by the Complex maintenance and renovations committee.

In spirit, residents who are undertaking renovations, should ensure there is minimum nuisance to
the neighbouring flats and no alteration of overall elevation/ external facade . This may also be
taken into account while considering the return of the deposit.

1. This approval is for a maximum of the period declared above or four months
whichever is shorter. Fresh approval to be sought if the work is not completed in this
period. Otherwise, the workers will be stopped at the gate.
2. Members approved by WHA should be allowed to inspect the flat any time before,
during and after completion of work
3. No structural alterations are permitted. If painting work is undertaken then external
painted areas should match pre-existing colors in Whitehouse, such as white for
balconies and coffee brown for grilled structures and balconies. Any additions that
change the facade of the building will not be allowed.
4. Work is allowed between 9 am and 6 pm only. No noisy work such as drilling or
hammering is allowed during 2-4 pm.
5. Workers shall not stay back after 6: 30 pm or enter before 8 am. Workers should and
comply with all rules of the complex in force at the time.
6. Use of lifts will attract fine as per guidelines. And any damages or complaints of
mis-use will attract charges as per guidelines
7. No storage of materials for construction and repair shall be stored or allowed to lie in
common areas. Likewise, dismantled cupboards, commodes or any other
construction debris shall not lie in common areas. It has to be removed immediately.
Please consult the estate manager for guidance in this regard.
8. Prior permission be obtained from owners of below, above and adjacent apartments.
9. The refund of the caution deposit will be made after 6 months of completion of the
work after a declaration by the neighbouring flat owners that there are no side
effects from the repair work.
10. In case of any damage to property in the common areas, an amount that is needed to
repair such a damage will be deducted from the caution deposit.
11. In case of damage to property in the neighbouring apartments, the cost incurred for
repairs of such damages will be borne by the resident owner of the apartment under
renovation.
12. I / We will be responsible for the safety of the workers and /or their personnel
engaged. Any claim arising out of any accident or act shall be met by me / us entirely
and solely, and WHA shall not be responsible for the same in any manner. Without
prejudice to the foregoing I/ We agree to indemnify and keep indemnified WHA
against all claims and demands of whatsoever nature by any such person while on
duty or due to any violation of applicable laws by me/us or breach of any
representation contained herein and against any loss, damage, charges and expenses
incurred by WHA in that regard.

NOTE: Declarant is fully responsible for ensuring labour entry/exit, damages caused to
neighbours’ property or lifts and common areas, managing complaints, renewal of pass or
declaration form etc, ensuring project completion on time as declared and all compliance to
all rules as above.

A pulley will be used to raise/lower debris and construction material to the floors
above your flat. The renovating resident has undertaken to bear the cost of repairing
any damages that may arise due to this activity. Prior information about the timing of
this activity will be given. It will not be carried out during 2PM to 4PM.
