1.0 Scope
1.2 The contractor will be responsible to arrange the specified engine from M/s
Cummins meeting the requirement as indicated in PTS RN/3020/E/ 006 and assembly the
same with the free issue items like Generator, Combined base-plate, mounting
arrangements, coupling etc.
2.1 Following lists are required to be forwarded by firm along with offer considering PO
4500007257 & the items taken out from 1 MW DG set of yard 3020 (i.e. Diesel driven
prime mover and other associated items) for repairing the 1MW DG set of yard 3017:
ii) List of free issue items (in excel format) required to complete the assembly &
testing (FAT) of 1 MW DG set.
3.1 Trial & testing of complete set is to be carried out by the firm to the entire
satisfaction of the inspection agency as indicated in PTS RN/3020/E/006 after assembling
the DG set at OEM premises.
4.1 Please note that all other relevant clauses related to 1 MW DG set indicated in
para 2.0 to 11.1 in PTS RN/3020/E/006 will remain valid.

the scope for Installation Commissioning Trials & Supervision of 1 MW DG set as these
are already covered under PO 4500007257 and are to be carried out by firm accordingly.
7.0 On Board Spares: On Board Spares are not required to be supplied by firm as
these are already covered under PO 4500007257.

AUTHORITY.
INTEGRITY PACT
Between M/s. Garden Reach Shipbuilders & Engineers Limited (GRSE) hereinafter
referred to as “The Principal”
and
……………………………………….. hereinafter referred to as “ the Bidder /
Contractor”
The Principal intends to award, under laid down organizational procedures, contract
for……………………………….. The Principal values full compliance with all relevant
laws of the land, rules, regulations, economic use of resources and of fairness
/transparency in its relations with its
Capital Bidder(s)/ or Contractors(s).
In order to achieve these goals, the Principal will appoint an Independent External
Monitor (IEM), who will monitor the tender process and the execution of the contract for
compliance with the principals mentioned above.
[1] The Principal commits itself to take all measures necessary to prevent corruption and
to observe the following principles :-
a. No employee of the Principal, personally or through family members, will in
connection with the tender for , or the execution of a contract, demand, take a promise
for or accept for self or third person, any material or immaterial benefit which the person
is not legally entitled to.
b. The Principal will, during the tender process treat all Bidder(s) with equity and reason.
The Principal will in particular, before and during the tender process, provide to all
Bidder(s) the same information and will not provide to any Bidder(s) confidential /
additional information through which the Bidder(s) could obtain an advantage in relation
to the tender process or the contract execution.
c. The principal will exclude from the process all known prejudiced persons
[2] If the Principal obtains information on the conduct of any of its employees which is a
criminal offence under the IPC/PC Act, or if there be a substantive suspicion in this
regard, the Principal will inform the Chief Vigilance Officer and in addition can initiate
disciplinary actions.
Section 2 – Commitments of the Bidder(s)/ Contractor(s)
[1] The Bidder(s) /Contractor(s) commit himself to take all measures necessary to
prevent corruption. He commits himself to observe the following principles
during his participation in the tender process and during the contract execution.
a. The Bidder(s) / Contractor(s) will not, directly or through any other person or
firm, offer, promise or give to any of the Principal’s employees involved in the
tender process or the execution of the contract or to any third person any material
or other benefit which he/she is not legally entitled to, in order to obtain in
exchange any advantage of any kind whatsoever during the tender process or
during the execution of the contract.

b. The Bidder(s)/Contractor(s) will not enter with other Bidders into any
undisclosed agreement or understanding, whether formal or informal. This
applies in particular to prices, specifications, certifications, subsidiary contracts,
submission or non-submission of bids or any other actions to restrict
competitiveness or to introduce cartelization in the bidding process.
c. The Bidder(s)/Contractor(s) will not commit any offence under the relevant
IPC/PC Act; further the Bidder(s)/Contractor(s) will not use improperly, for
purpose of competition or personal gain, or pass on to others, any information or
document provided by the Principal as part of the business relationship,
regarding plans, technical proposals and business details, including information
contained or transmitted electronically.
(1) If the Principal has disqualified the Bidder(s) from the tender process
prior to the award according to section 3, the Principal is entitled to
demand and recover the damages equivalent to earnest Money Deposit
/Bid Security.
(2) If the principal has terminated the contract according to section 3, or if
the Principal is entitled to terminate the contract according to section 3,
the Principal shall be entitled to demand and recover from the Contractor
liquidated damages of the Contract value or the amount equivalent to
Performance Bank Guarantee.

If any claim is made / lodged during this time, the same shall be binding and
continue to be valid despite the lapse of this pact as specified above, unless it is
discharged / determined by Chairman of GRSE.
4) Should one or several provisions of this agreement turn out to be invalid, the
remainder of this agreement remains valid. In this case, the parties will strive
to come to an agreement to their original intentions.

1.0 INTRODUCTION
1.1 PREAMBLE
1.1.1 These Statements of Technical Requirements (SOTR) for DG Sets are meant to
be used as Procurement specifications. This document is to be read in conjunction with
the document ‘General Condition For Compliance By Engineering Equipment
Manufacturer’ (GRSE Document No. RN/3017-20/E/003 Rev 06 based on DND SOTR
‘General conditions for compliance by Engineering Equipment Manufacturers’ (Doc 28E-
070-001-001-V01) which contains the general requirements relating to Environmental
Conditions, Seaway Conditions, General Specifications, Miscellaneous Requirements,
Quality Assurance, Inspection & Testing / Trials, Spares, documentation and training
requirements. The items projected in this specification are for the use on Indian Naval
Ships (PROJECT-28) being built by Garden Reach Shipbuilders & Engrs. Ltd. A total of
four Ships are to be built. All the items must be suitable for Naval ship Application.
1.1.2 The specification defines naval duties and details pertaining to evaluations and
testing of the equipment. Manufacturer may be guided by this document to ensure that
their product meets the standards of installation on naval ships.
1.2 SCOPE
1.2.1 This specification relates to the design, manufacture and supply of 02 nos.
each of 500 KW without Acoustic enclosure and 1000 KW with Acoustic enclosure-
415 V, 50 Hz, 3 phase diesel generators, complete with prime mover, generator,
engine driven pumps, associated piping, instrumentation, control system, air
intercoolers, combined base-plate, mounting arrangements and necessary
coupling for connecting the diesel engine with the generator. The engine design
should ensure high reliability, economy of oil/fuel consumption, economy of weight/space,
resistance to shock and silence of operation.
1.2.2 The main contractor for the diesel generating set shall be responsible for the
exchange of sufficient information between the engine manufacturer and the generator
manufacturer, to enable the combined equipment to be designed to meet the specified
performance requirements. The contractor will also be responsible for supply, erection,
installation & testing of such equipment including training, documents & any such
information required by the Indian Navy. The prime contractor for DG sets will be
responsible for complete execution of contract in following stages:-
a) Design & Supply : The firm will be responsible in totality for undertaking
detailed Design, supply of DG sets including associated systems , uptake/intake ,
acoustic enclosure & alternator as per SORs.
b) Installation : The firm shall assist Shipyard during installation of DG sets & its
associated systems.

c) Integration : The DG sets & systems are required to be integrated with other
ship systems/ structures & platform management system to ensure desired
performance objectives.
d) Setting to work & Trials : The firm will assist Shipyard for setting to work &
conducting trials for acceptance of DG sets by IN.
e) Training & logistic Support : The firm will also impart training for operators/
maintainers and ensure logistics support for Ship’s life of 30 years.
2.1 The following documentation (the latest issue in effect) is to form a part of this
specification to the extent specified herein, except where a specific issue is indicated. In
case of a conflict between the contents of this document and the applicable portions of the
referenced documents, the content of this document shall take precedence.

2.2 Any deviation from the above design and manufacturing requirements, which
can result in technical and / or economic benefit, shall be proposed by the supplier and
fully justified. Alternatives based upon requirement Naval Standards may be proposed but
must be compatible and acceptable to IN.

3.1 Applicable environmental conditions are to be as per NES 1004 and the diesel
engine is to be MARPOL 73/78 (International Convention for the Prevention of Pollution
from Ships, 1973, as modified by the Protocol of 1978 relating thereto) compliant.
3.2 The equipment offered for marine applications shall achieve specified output
and function smoothly under tropical conditions. It shall withstand air contamination
through oil, salt and other contaminants associated with the marine environment. The
equipment shall be water drip proof as a minimum requirement.

5.1 Shock standard : The equipment shall meet the shock requirements as stated
in BR 3021, & as amended by the IN to replace NSS1 grade curves by IN shock grade ‘ A’
curve (placed at Appendix-2). Design shall be suitable to withstand shock loading without
significant effect on performance and without any portion of the equipment coming adrift
or creating a hazard to personnel or to other equipment.
5.2 Shock qualification : Shock qualification methods such as testing for the
complete equipment, dynamic design analysis, existing certification of similar equipment
or to equivalent shock standard for combatant vessels, will be decided on a case to case
basis.
5.3 When exposed to the specified shock standard, the power generation
equipment, shall continue to work satisfactorily without time restriction. In addition, the
associated controls and ancillary equipment shall be operationally available for a
minimum period of 48 hours after exposure to shock.
5.4 For equipment being resiliently mounted, the mounting system shall be capable
of attenuating the shock impact below the inherent shock resistance characteristics of the
concerned equipment. The installation and connections of the relevant equipment shall
account for the extreme displacements that may occur under shock conditions. Where
necessary, suitable stops/snubbers shall be provided to prevent excessive motion.
5.5 Brittle materials, such as grey cast iron, or any material having an elongation
capability of less than 10% shall not be used unless the stresses can be proved
acceptable by shock testing the equipment.
(ii) The Control Panels of 1MW DG Sets and 500 KW DG Sets are
identical (as confirmed during TNC). Shock/ Impact test will be
carried out on One no. Control Panel for 1MW DG Set as part of Type
test. (Shock and Impact Test is covered under JSS 55555-Test 24)

(iii) Other major sub-assemblies i.e. Sea water pump, Motor driven
L.O. Priming Pump are to have inherent shock qualification to IN
Shock grade “A” , duly supported by document or are to be mounted
on Common Base plate duly including these sub-assemblies in the
Shock-qualification calculation for the DG Set assembly.
(ii) Other major sub-assemblies i.e. Sea water pump, Motor driven
L.O. Priming Pump are to have inherent shock qualification to IN
Shock grade “A” , duly supported by document or are to be mounted
on Common Base plate duly including these sub-assemblies in the
Shock-qualification calculation for the DG Set assembly
5.7 Shock & Vibration (S & V) mounts: The S & V mounts are to be supplied along
with the equipment indicating the following data: -

(a) Mounting below the common base plate (Second stage mounts)
(i) Type - Metalastic Super D Mounts
(ii) Quantity - 10 nos.
(iii) Dynamic stiffness of mounts - To be submitted as binding info.

(b) Mountings between the equipment feet (Diesel Engine & Alternator)
& the common base plate (First stage mounts)- For each type
5.7.1 Rotating and reciprocating machinery and equipment in noise critical systems
shall be mounted on low frequency mounts except as otherwise specified. Resilient
mounts shall be selected as advised by IN or from BR 3021 if such information is not
available. Where the installation requires the use of other mountings, these mountings
shall be approved or qualified for on-board application of similar combatant vessels, or
qualified by extension, supported by appropriate calculations, of previous acceptance for
similar application.
5.7.2 Above and below the mounts vibration data is to be recorded as velocity dB
reference 10–6 cm/sec (RMS). This data shall be in both 1/3 Octave band and narrow
band spectra within a frequency range of 10 Hz to 10 kHz at 25%, 50%, 80% and 100%
rated output, and supplied in graphical and digital format.
5.7.3 Required characteristics of the S & V mountings, to be used below the Common
Base plate is placed at . The tables show the maximum above mount acceleration levels
allowed in the vertical direction. The transverse and horizontal levels should be no worse
than the vertical levels.
5.8.1 Every reasonable and practical effort shall be made to minimize equipment noise
through sub-assembly and component design. All parts of the equipment and accessories
are to be designed to ensure resistance to fracture distortion or misalignment due to
forces of vibration.

5.8.2 Above-mount structure vibration levels for the equipment is also placed at .
Dynamic stiffness of mounts must not exceed the levels specified. These values need to
be guaranteed. . Narrow band vibration levels must be 12dB below the 1/3 Octave levels
mentioned at .
5.9.1 The structure borne noise levels, from the diesel generator must be less than
the noise targets given in Appendix-3 . The table shows the maximum above mount
acceleration levels allowed in the vertical direction, the transverse and horizontal levels
should be no worse than the vertical levels. The noise targets are given as 1/3 Octave
band levels under ordinary operation conditions. The peak tonal levels should be 12 dB
below the corresponding 1/3 Octave level. The levels specified are to be guaranteed by
the manufacturer .
5.9.2 The attenuation from the main machine across first stage and raft to the top of
the second stage mounts must be no less than that shown in the table. Also, the second
stage mounts should be no stiffer than the levels indicated.
5.9.4 The instrumentation, measurement and analysis of structure borne noise should
comply with MIL-STD-740-2. For narrow band analysis of the tonal levels, the bandwidth
of the analysis must be shown to be greater than the bandwidth of the tone being
analysed.
5.9.5 The mechanical vibration requirements for all machinery and equipment shall be
in accordance with MIL-STD-167 and, accordingly, all limitations, calculations, and
analyses for vibration and balancing shall comply with this standard.
5.9.6 All equipment shall withstand, without any reduction of reliability and
performance, the effects of environmental vibration as defined by MIL-STD-167-1 type I.
5.9.8 Vibration Measurement Sensors During service, the vibration levels would be
measured (by accelerometer) at points having minimum mechanical impedance from the
bearings. These points are to be spot faced. Where it is required to monitor bearing
health by means of bearing noise measurements, the bearing housing is to be
arranged to accept the probe of a shock pulse meter.
5.9.9 Air borne noise The air borne sound power level radiated by the auxiliary
equipment should comply with the levels set out in MIL-STD-1474D. Airborne noise

5.9.10 The maximum air borne sound power level radiated by the generator must be less
than the target levels given in . Although the specifications do not specify the use of an
acoustic enclosure for 500 KW DG Sets, the airborne power levels are based on those
expected from such an enclosure.
5.9.11 The instrumentation, measurement and analysis of airborne noise should comply
with, in an order of priority BS ISO 3744 and MIL- STD-1474 D.
5.9.12 When the supplier is unable to comply with the above test procedures, reasons
and justification for deviations from the standards should be submitted to GRSE & IHQ,
MOD (Navy) for approval, as well as proposed amended test procedures.
5.10 As confirmed during TNC, the firm will ensure measures for the following:
(a) Reduce the vibration levels to lower than those offered for P-17
(b) The level of Air borne Noise will be within 100 dB (A) at 01 M distance
and efforts will be made to better the levels.
5.11 Following Noise and Vibration level measurements are also to be carried out
during Factory Acceptance Tests:
(a) Vibration levels at the foot of the equipment and vibration levels above

the second stage mounts as Acceleration DB ref 1e
(c) Dynamic Stiffness data of the second stages (below the raft)

GENERAL
6.1 (a) 500 KW Diesel generator sets are to be without Acoustic enclosure
(b) 1 MW Diesel generator sets are to be with Acoustic enclosure
6.2 The diesel generator sets should be capable of delivering the specified
continuous outputs of 500 KW & 1000KW when operating under extreme tropical
conditions.
6.3 The limiting values of intake pressure losses and exhaust gas back pressure at
which the diesel generator set will be capable of delivering its rated output are to be
INTIMATED to GRSE/ IHQ(MoD-N) after carrying out detail engineering. Same is to be
intimated within 08 Weeks after receipt of Purchase order.
6.4 Firm is to concur the dimensions & route indicated in Air intake and
Exhaust drawing, to be prepared by GRSE based on Binding data provided by M/s
WIL. In case certain modification is required to meet the desired limiting values of
intake pressure losses and exhaust gas back pressure, same is to be intimated by
the firm to GRSE.

6.5 The exhaust is not to be darker than “slightly shady” at steady state, at all
powers up to 100% rated power at design conditions in a fouled state.
6.6 The engines are to be capable of withstanding 10% overload for duration of at
least 30 minutes as a minimum.
6.7 The Prime mover is to be a marine diesel engine as per specifications laid out
in NES 313.
6.8 The diesel engine design and installation onboard should ensure that liquid
does not overflow from the engine sump and header tanks under the indicated seaway
conditions.
6.9 The maximum effective installed rake will be restricted to a maximum of 8.5º.
6.10 The engines are to be supplied with all accessories mounted on the engine. The
terminal points of diesel engine are to be considered as follows :-
a) The inlet flange of the inlet manifold or supercharger or air filter where fitted
to the engine air intake

b) The outlet flange of the exhaust manifold or exhaust outlet flange of the
supercharger, where fitted.
c) The inlet flange of the fuel filter or of the engine driven fuel boost pump,
where fitted. All filters (coarse & fine) included in the scope of supply. ( all heat
exchangers ,pumps ,vacuum pumps included in the scope of supply)
e) The inlet flange of the fresh water pump and outlet flange of the distilled
water manifold or the outlet flange of the thermostatic bye-pass valve where
fitted.
g) The inlet flange of the starting air manifold for direct air-starting or the inlet
flange of the air start motor, where fitted.
h) Inlet and outlet flange of the sea-water pump, sea water cooler, Heat
Exchangers & pumps to be included in supply.
(i) On wet sump engines, the suction flange of the engine sump
and closed circuit lub oil returns from the engine and gearing to the
sump including the priming system.
6.11 Balancing :

cooling water under the ship motion as well as due to leaks developing in the heat
exchanger are to be provided.
6.13.1 Casting :
6.13.1.1 Grey cast iron is not to be used for engine construction unless specifically

approved.
6.13.1.2 Casting design and procedure should give consideration to production of sound
castings. Simple castings or cast/wrought items joined by welding are preferred to single
complex castings.
6.13.2.1 The engine and generator are to be mounted on a common base plate, which is
to be constructed of fabricated steel plates, sections, steel casting or aluminium alloy.
6.13.3 Crankshaft:
6.13.3.1 Crankshafts are to be single piece forged construction with continuous grain flow
6.13.3.2 Provision should be made for cleaning crankshaft oil passages. Crankshafts are
to have provision for gauging between crank webs for the measurement of crankshaft
deflections. The crankshaft must allow adequate lubrication of main bearings / big end
bearings at all points & at all loading conditions.

6.13.4.1 Steel piping and fittings are preferred for fresh water systems of steel-framed
engines
6.13.4.2 Piping for the coolant system is to be hot finished carbon steel to BS 3602 or
90/10 Cu-Ni alloy to NES 779 Part 3. Fittings in steel and non-ferrous pipe work are to be
to NES 849 and NES 830 Part 1 respectively.
6.13.4.3 The liquid coolant expansion tank is to be of mild steel to NES 791, galvanized
externally. Purging connection is to be provided near the engine top.
6.13.5.1 Piping for the seawater secondary cooling system is to of 90/10 Cu-Ni to NES
779 Part 3 with fittings of gunmetal to NES 830 Part 1. Sea water system materials must
be rationalised in relation to the galvanic series. Adequate arrangements are to be made
for rust prevention of the system by means of Zinc protectors etc.
6.13.6.1 Heat Exchangers for 500 KW DG Set - Tubular type heat exchangers with
Materials for components conforming to NES 329 as given below will be provided and in
case of any deviation approval from GRSE/ IHQ, MoD(N) has to be obtained:
a. Shells- Gun metal to NES 830 Part 1 Issue 2 or Cu-Ni to BS 2875 CZ 102.
b. Boxes, headers and end covers – Gun metal to NES 830 Part 1 Issue 2.
c. Tube Plates – 70/30 Cu-Ni DGS 8541 or Al Bronze DGS 1043.
d. Baffles and Diaphragm plates – As for shells or Brass BS 2870 CZ108.
e. Tubes – 70/30 Cu-Ni to NES 780 Part 3.
f. Ferrules – 70/30 Cu-Ni to NES 780 Part 3.
g. Bolts, Studs and Studs bolts – Steel DGS 8060.
h. Nuts – HT Al Bronze DGS 1043.
j. Stay rods – MS to BS 9700 70M 20

6.13.6.2 Heat Exchangers for 1MW DG Set - Plate type heat exchangers with

work are to be of carbon steel to NES 849 and in non-ferrous pipe work are to be of
aluminum-silicon bronze to NES 834 Part 2.
6.13.8.1 Lubricating oil piping on engine, if any, is to be of 90/10 Cu-Ni alloy to NES 779
Part 3 or 70/30 Cu-Ni to NES 780 Part 3. Other material ( to agreed standard) such as
stainless steel may be provided the material selected does not reduce the fire resistance
of the compartment, however cost effectiveness is also to be shown by the engine
manufacturer.
6.13.8.2 Fittings in non-ferrous pipe work are to be of gunmetal to NES 830 Part 1 or
extruded from 90/10 Cu-Ni alloy tubing to NES 779 Part 3. Fittings in Steel pipe work are
to be of carbon steel to NES 849.
6.13.8.3 The use of cadmium or zinc finish is not permitted on surfaces in contact with
lubricating oil.
6.13.8.4 Use of high quality durites may be considered for parts that are inaccessible, for
easy renewals.

The exhaust ducting and silencer are to be manufactured from either carbon
manganese steel HR 54/35 to BS 1449 or stainless steel to 316 S12 to BS 1449. Engine
maker should recommend on the optimum location of the silencer in the exhaust line
based on the exhaust noise / plus characteristics. Material for flexible bellows is to be
stainless steel 316 S12 to BS 1449.
6.14.1.1 Air starting equipment suitable for operation at reduced pressure from the ship’s
main compressed air supply system is to be provided. (Pressure is to be indicated by the
contractor)
6.14.1.2 The quality, quantity of air required and air pressure required for starting the
diesel engine are to be stated in the proposal. The starting system (direct injection or air
start motor) is to be clearly indicated. The starting air system should be able to provide a
minimum of six starts from cold state.
6.14.1.3 The diesel generators must be capable of being started from a “dead” ship
condition (i.e total power failure condition).
6.14.1.4 The starting arrangements are to be such as to permit local and / or remote
starting of the engine by one operator. Interlocks are to be provided to prevent the engine
being started under the following conditions:
6.14.1.5 The starting and stopping of the diesel generator set should be possible by the
single push of a button. These buttons are to be suitably coloured to suit the function.
6.14.2.2 Forced type lubrication is only to be provided. Each positive displacement pump
is to be provided with a spring- loaded bypass valve, fitted on the discharge side &
arranged to discharge to the engine sump.

6.14.2.3 Oil change frequency, sump capacity, minimum level of oil permitted and the oil
consumption are to be intimated.
6.14.2.4 Suitable means of checking the oil level and looping up of the oil are to be
provided. It is to be external to the acoustic enclosure in case of 1 MW DG Set.
6.14.2.6 Engine driven lubricating oil pump must be directly coupled & must be of gear
type or screw type (i.e. positive displacement pump).
6.14.2.7 Suitable arrangement for emptying the lubricating oil sump is to be provided.
6.14.2.8 Hand pump(s) with flexible hose is to provided in the system for filling in,
draining of, pressure testing & for starting the engine in case of “total power failure”.
6.14.2.8 A suitable lubricating oil priming arrangement, with necessary control for
Auto- Start/ Stop of LO Priming pump at periodic interval to meet the APMS
requirement is to be provided. 24V DC Supply as required during
Starting/operation of Engine during Dead Ship Condition will be taken from Ship’s
24V DC System. Complete details of the system are to be indicated after detail
engineering. Details are to be furnished within 08 weeks from receipt of Purchase
order by the firm.
6.14.2.9 Engine lub oil system should comprise of the engine driven pump, full flow
duplex filter with changeover cock, oil cooler, thermostat, priming pump etc. The oil
analysis system could be provided as a portable kit as specified by IN. (M/s WIL have
confirmed that chip detector & chip trap are not applicable for the Engines considered)

6.14.3.1 Water cooled engines are to have arrangements for fresh water cooling of
cylinder jackets, cylinder heads, and supercharges where applicable. The fresh water

cooling system is to include an engine driven fresh water pump of an approved design,
expansion tank, and seawater cooled heat exchanger. Fresh water cooling of charge air
coolers will be acceptable for highly supercharged engines.
6.14.3.2 Automatic arrangements are to be provided for controlling the fresh water outlet
temperature at a pre-set valve. Adequate provisions are to be made in both fresh water &
sea water system for drainage and venting of the system pipe works and equipment
6.14.3.3 The Fresh Water is to be treated with an approved corrosion inhibitor. Details
of the inhibitor proposed are to be indicated in the offer.
6.14.3.6 Safety alarm & trip to be included for high fresh water temperature
6.14.3.7 Hand pump must be provided for filling in fresh water & for pressure
testing of the system
6.14.3.8 Test kit for salinity/pH value must be included in the scope of supply.
Chemicals used and their consumption rate for the same must be mentioned clearly. Such
kits will be specified by IN.
6.14.3.9 Fresh Water pump must be on engine end & must be easy to remove. It
should be directly coupled to the engine.
6.14.4.1 A sea water cooling system including a engine driven sea water pump is to be
provided to circulate heat exchanger and when so specified the charge air cooler and lub
oil cooler. The engine seawater pump also will supply the generator air cooler. All
corrosion plugs are to be of SS / Brass (Al.Br.).
6.14.4.2 In the event of a failure of the engine driven sea water pump, a provision is to
be made to run the engine by accepting and emergency supply of sea water from the
ships cooling water main at 2.5 Kg/Cm2.

6.15.2 IR Signature: In case of future decision for fitting IR suppression devices on the
engine exhaust, the manufacturer is to provide details such as temperature calculations at
various stages, heat dissipation measures, percentage constituents of exhaust gas,
exhaust mass flow and velocity and permissible back pressure etc.
6.15.3 Unless otherwise approved, each engine will have independent exhaust
trunking. Trunking size is to be based to limit the gas velocity to 100-150 ft/sec and to
minimize exhaust back pressure. The engine manufacture is to specify the maximum
permissible back pressure and satisfy themselves with exhaust trunking design to ensure
that the engine performance is not affected.
6.15.4 Expansion bellows and Exhaust Silencer: Dry type exhaust silencer will
be required for this application. It may be necessary to fit more than one
silencer in series if required as an outcome of the Noise studies. Expansion
bellows, at turbocharger outlet and exhaust silencer, are included in the
scope of supply of the engine manufacturer.
6.16 Governor:
6.16.1 Woodward make DPG 2201-001 Electronic Governors will be fitted to both
500 KW & 1 MW DG Sets. (Similar to those fitted on P-17 ships)
6.16.3 The diesel generator sets are required to be capable of unattended parallel
operation under the control of their respective AVRs and governors at any combined load
between 20% and 75% of the combined generator ratings. Within these load limits and
without adjustment of the AVR or governor, the maximum difference between the actual
kilowatt load of a generator and its proportionate share of the total kilowatt load must not
exceed 10% of the mean kilowatt rating of the generators.
6.16.4 One no. Governor will be Type tested as per JS 55555 and to be YELLOW
BRANDED
6.16.5 Governors are to comply with the following requirements for CHANGES OF
STEADY STATE SPEED :-
i) The change of steady state mean speed between no load and full load
and vice versa is to be between 0.875% and 1% of the nominal speed. [NES

iii) The rate of change of speed with a change of load is to be not less
than 0.4 times the average rate of change from no-load to full load. [NES 630

6.16.6 The governor is to comply with the following requirements for MOMENTARY
CHANGE OF SPEED:-
i) For load changes of 25% of the rated load the momentary change of
speed is not to exceed 1.5% of the nominal speed and should recover to
within 0.2% of the final speed in not more than 2 seconds. . [ NES 630 Issue
3- Clause ref. 0629 (Electronic governor)(c) ]
ii) For instantaneous load changes from No-load, the momentary change
of speed is not to exceed 5% of the nominal speed. For Load changes from
Full Load to No Load and vice-versa (except for highly rated turbocharged
engines where a maximum load increase of 70% of the Naval Test Rating is
acceptable), the speed is to return to and remain within 0.2% of the final
steady state speed in not more than two seconds from the instant of load

6.16.7 The nominal speed for the diesel generator sets is to be taken as the mean of
the no-load and full load steady state mean speeds and is to correspond with the
specified frequency. [ NES 630 Issue 3- Clause 0629 (a) ]
The diesel engine should be provided with a suitable turning arrangement. The
arrangement should facilitate engine turning by one person. Complete details of the engine
turning arrangement being provided are to be indicated. Interlock is to be provided with
starting air system. Low pressure engine turning for direct injection air starting engines may
also be considered.

6.18.2 The engine manufacturer should confirm that the natural frequencies of
torsional, axial and whirling vibrations of the system are not within or near the operating
speed range of the engine. This evaluation is to be submitted to IHQ, MOD(Navy) for
approval. The operating speed range is to be considered as 15% on either side of the
normal full load speed.
6.18.3 When any of the natural frequencies are within or near the operating range of
the engine, the amplitude of vibrations and stresses at critical points are to be evaluated
by methods recommended by Classification Societies. If required, amplitude and
frequencies of vibration will be recorded during trials to confirm theoretical predictions.
6.18.4 A viscous torsional vibration damper is to be fitted at free end of the crankshaft.
ALTERNATOR
6.20 General Requirements
6.20.2 Care must be taken to ensure efficient oil sealing between the generator and
the engine.
6.20.3 Insulation of stator and rotor should be class-F or higher class suitable for
extreme tropical conditions.
6.20.5 The AVR voltage adjustment potentiometers, QDC Pot, Single parallel switch
etc, are to be supplied to switchboard manufacturers for fitment on the switchboard. The
supply of these items to switchboard manufacturers will be the responsibility of the main
contractor.

6.27.1 Main 50Hz generator brush less type is to be 380 Volts continuous rating with a
3 Phase star connected winding.
6.27.2 The generator to be supplied by the Generator maker shall comprise the main
A/C generator, A/C exciter and rotating rectifier assembly. Automatic voltage regulator
and hand voltage regulator to be fitted in switch board.
6.27.3 The generators are to be of the closed air circuit water-cooled type, water tight to
shaft level. The rectifier assembly fitted in line with the main shaft is to be included in the
cooling air circuit. The generator design is to permit easy removal of the prime mover
without undue disturbance to the generator.
6.27.4 The ducting connection of the cooler to the machine is to be arranged to provide
emergency natural ventilation by means of easily open able doors or covers sited above
shaft level. In this ventilated condition, the machine is to be drip proof. The generator
should be able to take 70% rated load continuously in this mode of operation.
6.27.5 In order to meet shock requirements and to facilitate the alignment of the bearing
in the case of single bearing machines where the end shield carried the bearing, the end
shield is to be doweled to the stator frame after installation in the ship.
6.29 Excitation:
6.29.1 Machines are to be of the brush less self-excitation type and shaft mounted.
6.29.2 The design of the rectifier assembly together with any associated protection or
surge suppression devices is to be such as to ensure that during routine operation or in
the event of bad synchronizing or short-circuit, the voltage and current rating of the diodes
are not exceeded. When diode protection fuses are fitted, the operation must not cause
the fuses to rupture.
6.29.3 When individual diode protection fuses are fitted, the fuse and diode rating must
be such that only the fuse in series with a faulty diode ruptures. The excitation system is
to be such that in case of one fuse being ruptured or a diode goes faulty, the machine
must remain capable of continuous normal operation, transient performance requirements

need not be achieved. If diode protection fuses are not provided, the manufacturer must
state in the tender the percentage load which can be supplied by the generator, at rated
voltage, for a period of 15 minutes without damage with one diode short circuited and the
machine at its maximum operating temperature. Diode failure indication is to be provided
on switchboard.
6.29.4 One each excitation panel for each generator shall be provided for
excitation control. It will be bulkhead mounted type and suitable for protection
grade of IP 44. Over all dimension will be kept as minimum as possible (Over all
dimension of Excitation panel as indicated (1400x600x500 mm) by the firm is
considered high).
6.30 Terminations:
The ends of the three phase windings are to be symmetrically brought out to
each side of the frame. The neutral point is to be made by a removable link. The terminal
box is to be fitted on one side of the frame and on the other side, the neutral points is to
be accessible although insulated from the frame, under a cover. Handling requirements
for a specific ship installation will be given in the statement of requirements, but the
terminal box, neutral cover and associated termination must be capable of being
interchanged.
Hand voltage regulator is tobe fitted on the switchboard and on the central PGD
control console. The HVR should be able to vary the generator voltage to the range from
5% below to 5% above the rated voltage at all conditions of load and at all frequency
below +5% within 5% of the nominal.
Means of adjusting the generator speed setting would be through pot free
contacts for ‘Speed Raise’ and ‘ Speed Lower” (Refer Para 3(p) of Minutes of Meeting)

The difference between the highest and lowest values of the three RMS line
voltages must not exceed 1% of the average of three line voltages of the generator are to
be maintained between the limits of +1% of the set voltage by means of an AVR at all
steady loads from no load to rated load and at all frequency between 47-53 Hz.
6.38.1 When the generator is supplying any load upto 94% of the rated load at 0.8
lagging power factor and a load equal to 50% rated KVA to any power factor between
zero and 0.4 lagging is suddenly applied the momentary voltage change must not exceed
15% of the rated voltage.
6.38.2 When the generator is supplying any load between 25% and 100% of rated load
at 0.8 lagging power factor and a load equal to 25% rated load at 0.8 lagging power factor
is suddenly removed the momentary voltage change must not exceed 7.5% of the rated

voltage. Equivalent KVAR load may be applied to the generator with zero base load if
facility for this test is not available.
6.38.3 In both the above cases the voltage must be restored to and remain within 1%
of the final steady state voltage within 1.0 second of the instant of load change.
The total harmonic content of the line voltage wave form at no load must not
exceed 2% of the amplitude of the fundamental, where the total harmonic content is
defined as the square root of the sum of the square of the individual harmonics expressed
as a percentage of amplitude of the fundamental.
The short circuit current when in AVR control and with the generator hot is to be
at least three times the rated current and is to be sustained for at least 3 seconds. The
generator terminal voltage is not exceed 130% of the rated voltage after a short circuit
which has been applied for 3 seconds is suddenly removed. In addition, the over voltage
protection of excitation fault protection is not to be tripped by this condition.
6.43.1 Unless otherwise specified, the use of interconnecting cables for differential
compounding schemes is not permissible.

6.43.3 For unattended parallel operation, the generators are to be capable of running
continuously in parallel under the control of their respective AVR and governors at any
combined load between 20% and 75% of the combined generator ratings. Within these
load limits, and without adjustment of the AVR or governor, the maximum difference
between the actual kilowatt load of a generator and its proportionate share of the total
kilowatt load must not exceed 10% of the mean of the kilowatt rating of the generators. In
addition, the maximum difference between the actual generator current and its
proportionate share of the total current must not exceed 10% of the mean of the rated
current outputs.
6.43.4 The method of achieving the specified load sharing must be fully described in
the DOCUMENTATION.
In the construction of generator it is most important that the design, while using
proven assembly techniques, it is to be as compact and light as possible consistent with
reliability of operation in the environmental condition of temperature, humidity, shock and
vibration as specified.
6.47.1 The manufacturer must assess all possible shipboard hazards and design must
eliminate, or reduce to minimum any danger to personnel in assessing these hazards the
designer is to take in to account the environment in which the equipment will be fitted and
incorporate the maximum safeguards against injury to personnel during its operation and
maintenance.
6.47.2 Doors and withdrawal units: Doors of equipment, and units which can be easily
withdrawn from their housings are to be provided with a positive mechanical locking
device to secure them in the open and closed position under conditions of ship movement
and shock.

6.47.3 Electrical Shock and Mechanical Hazards: In no case must it be possible for
personnel to come into contact with live or moving parts either by accident or while
performing their normal duty. The design of the equipment must ensure protection against
both electrical sock and mechanical hazard. Voltage warning labels is to be fitted in a
prominent position containing dangerous voltage.
6.47.4 Shock Strength: The inherent shock strength of the generator is to meet the
requirements of NSS 1 shock grade – A. The evaluation of the inherent shock strength of
the generator is normally to be made in accordance with shock design procedure 1 of BR-
3021.
6.48 Vibration:
NES-627 containing the requirement for rotating electrical machinery and NES-
501 for the design of electro technical equipment shall be adhered to.
6.50 Material:
The whole of the equipment supplied shall be made from approved material as
specified in NES-507 and the workmanship shall be of the highest quality and to the
satisfaction of the inspecting authorities. Where materials other than those covered by
SES-4 are proposed, they shall be of the best quality, and if required, samples and test
results shall be submitted for approval before use. The use of combustible materials,
where not absolutely essential, shall be required to be approved by Naval Headquarters
before usage.
6.51.1 In closed air circuit water cooled machines where the cooler is mounted on the
top of the machine, the terminal box is to be positioned on the side, above the center line.
In specific cases where deviations are required approval of NHQ is to be obtained.
6.51.2 Where possible, the terminal arrangements of top-mounted terminal boxes are
to allow for cable entry from either side of the terminal box and if necessary, glands on
both sides are to be provided for this purpose.
6.51.3 The terminals of all machines shall be in an accessible position clear of any
possible accumulation of oil, water or dirt and shall be wholly enclosed, provision being
made for ready access to them without disturbing the machine. Each terminal shall be

insulated with mica, ebonite or other approved material, which shall be in accordance with
SES-4. Terminal block of naval brass only with suitable crimping socket of electrolytic
copper is to be used.
6.52 Heaters:
The driving end should have two bearings (Single bearing may be considered
based on manufacturer recommendations). Provision is to be made for one of the
generator bearings to take any axial thrust resulting from the ships motion and the
concurrence of the manufacturer of the prime mover, with regards to the design of the
bearing to be used for this purpose, must be obtained. Machines are to be designed so
that the passage of any injurious electrical current through the bearing is avoided. The
bearings should meet following conditions:
a) Allows for some misalignment of the rotor to take place without adverse
effect upon the bearing and shaft.
b) Caters for any axial expansion of the rotor. To ensure a long grease life, the
speed factor of grease lubricated bearings is normally not to exceed 75%
speed factor, where speed factor is defined as the ratio of maximum
machine speed to maximum speed at which the bearing can be used with
grease lubrication.
c) Equivalent radial loads of rolling bearing must not exceed the values, which
results in a minimum bearing rating life of 30,000 hours. When assessed in
accordance with ISO recommendation R-281 and Def Stan 31-3 Part-1. The
capacity of bearing to withstand shock is to be assessed in accordance with
BR-3026.

e) The manufacturer shall guarantee at least 40000 working hours as life of the
bearings.
NOTE: For Heat stabilized Roller bearing i.e Roller bearing for use above 125 ˚C - It is
to be assumed that the static and dynamic load capacities of such bearings are
25% below values for similar standard bearings (operating temperature 125˚C
maximum) and the calculated life and stock capacity of such bearings will
always be correspondingly less than similar standard bearings. Heat stabilized
bearings should, therefore, be used only when necessary and must not be used
where standard bearings would be adequate.
The insides of bearing housing are not to be painted. Care is to be taken in the
selection of jointing materials to ensure that there is no reaction with the lubricant. A
jointing washer is to be used. Where a paste is essential, care must be taken to ensure
that none of the material enters the housing during assembly. All housing and shafts are
to be adequately sealed to prevent lubricant exuding, or foreign matter entering the
housing. Inner and outer bearing caps are to be separate items. The inner cap is to be
prevented, (e.g. by means of a shoulder on the shaft), from moving so far back during
assembly that its securing studs are inaccessible from the outside. The securing studs are
to be riveted. Inner rings of located bearings are to be located against the shaft shoulder
by means of a locked retaining nut. This may be achieved indirectly through the locating
sleeve and or locked component.
6.55 Shaft:
6.55.1 Shafts for the generators are to be forged in accordance with ADSPEC 1100.
Material shall be EN-24 or equivalent.
6.55.2 The shaft is to be designed so that no undue vibration occurs at any speed with
the operating range or at the speed specified for the over speed test. The coupling
between the engine and the generator should be such that the interchangeability of the
engine and between the machines of the same design is readily attainable.
6.56 Lubrication:
6.56.1 Grease type XG 274 is to be used for rolling bearings whose maximum operating
temperature will not exceed 121˚C and grease type XG 344for bearings where the
operating temperature is higher than 121˚C up to a maximum of 150˚C. Grease type XG
293 can be used instead of XG 274 and XG 344 for operating temperatures up to 175˚C.

XG 293 is compatible with XG 274 or XG 344 and can be mixed when re-greasing with a
fresh charge of XG 293. Sleeve bearings are to be lubricated with oil OM 100, OEM 69 or
OEP 80 and the bearing arrangement is to be capable of being satisfactorily lubricated by
any of these oils.
6.57.2 Salient Pole Field Frames: The pole cores are to be separated from the
magnet frame and so arranged that they may be withdrawn along with their exciting
windings with the armature in position. The pole shoes, when separate from the pole core,
are to be secured by screws or bolts effectively locked. All shims, liners etc used for
adjustment purposes must be secured in position to prevent incorrect replacement during
reassembly. Where specified the magnet ring is to be rotatable to facilitate the removal of
the poles. In such a system, the complete field magnet is to be mounted in a cradle. The
weight of the machine is to be taken on the upper surface of the cradle and must not be
transmitted through setscrews. Provision is to be made for rotating the field magnet, and
an efficient means to be provided to positively lock it in the running position.
6.57.3 Salient Pole Rotors: Salient pole rotor may be constructed with the hub-
forged solid with shaft or with the poles mounted on a separate hub of spider as may be
approved. When spider is employed, it is to confirm to the clause 0712-0714 of NES 627.
The pole cores and shoes may be of forged, cast, rolled or laminated sheet steel. The
poles must be secured to the hub of spider by dovetails, screws or bolts, as approved and
effectively locked. The use of special tools must be avoided. Where field coil clamps are
necessary, they are to be so arrange as to cause minimum obstruction to the flow of air
over the coils.
6.57.4 Slot Skew: Adequate measures such as skewing of slots should be taken to
prevent cogging or drawing. In order to reduce noise of the machine skewing of one slot
pitch only is to be provided.
6.57.5 Slot Design:

to the use of closed rotor slots or of magnetic wedges. Similarly, stator slots are
to have the minimum opening consistent with the type of winding.
b) The stator / rotor slot combination is to be chose such that vibration due to
rotor and double rotor slot frequencies is a minimum. To achieve this the
number of vibration nodes is to be as high as possible. The number of nodes for
primary rotor slot frequencies can be found from the following expression.
6.57.6 Spiders: The spider, if not integral with the shaft, is to be pressed on and
positively driven from the shaft. If the spider is formed, by welding arms on the shaft, there
must be no sudden change of section and the arms must not be recessed into the shaft.
6.57.7 End Brackets and End Shields: The end shields of main generator are to be
wholly of steel frames with sheet panels. Particular attention should be paid to the end
shield design to prevent ingress of oil from the prime mover. The jointing compound used
for sealing bearing cap joints must be stated on the approval drawings, red and white lead
must not be used.
6.58 Windings:
6.58.1 Winding & Internal Connections: All rigid and flexible conductors forming
connections to or between windings are to be insulated using materials listed in clause
“Insulation of connection”. Connections should be as short as possible and adequately
supported against shock, vibration and fault conditions.
6.58.2 Salient Pole Field Coils: Joints in coils are to be avoided, but where
necessary they are to be made by electric welding or brazing, soft soldering is not
acceptable for this purpose.

6.59 Insulation:
6.59.2 Conductor Insulation: Coils built up from bare copper strip must be insulated
before insertion in the slot with material of minimum thickness 0.25mm selected from
those specified for slot insulation. 0.25 mm thickness may be made we made up from
multiple thickness of the insulation tap.
a) Polyester film.
b) Polyester fiber paper.
c) Polyamide fiber paper
d) Polyamide film.
e) Mica.
f) Glass.
a) Class 1F’ materials (c), (d) and (e) only may be used singly or in
combination. The combination of materials (a) and (b) is to be a paper-
film-paper composite polyester or epoxy resin impregnated of minimum

conjunction with the other materials listed.
b) Class `H’ materials (c), (d), (e) and (f) only may be used. Material (c), (d)
and (e) may be used singly or in combination. Material (f) may only be

6.61 Assembly:
6.61.1 Coils within a slot are to be insulated from each other by providing a separately
formed pockets for each coil, each pocket to be formed, by a U-piece with tops folded
over with overlap. The insulating pockets are to be protected from earth and from
mechanical damage by a separate piece of the same material inserted as a slot liner.
6.61.2 Where the arrangement in (a) above restricts the assembly of coils into a slot
the tops of the insulating pockets may be left open providing each coil is contained well
within the depth of its U-piece. Where space is very restricted, the forming of discrete
pockets may be omitted and a single slot liner and through shaped separator used in lieu.
The tops of the insulating pocket and / or liner for the coil immediately under the closer or
wedge however are to be folded with overlap or butt-closed, as necessary to provide
adequate creepage distance between the winding and the field frame.
6.61.3 For coils wound direct into slots or where former wound coils are assembled in
the slots with fed-in-slot insulation, separation between coils is to be affected by one of
the methods covered by (a) and (b) above and not by strips of material inserted between
the coils. Where fully insulated bars or coils are assembled in the slots, separation
between coils may be by strip type separators.
6.61.4 Slot liners, pockets and closers are to extent for at-least 6mm from beyond the
core and plates.
6.61.5 Each slot is to be closed with a closer and / or sedge, where a slot is long and
narrow a wedge may be in two parts inserted from both ends. Materials used for closers
and wedge are to be selected from the following:
a) Closure: Class `F’ and `H’ polyamide fiber paper min. thickness 0.375 mm.
b) Wedge: Class `F’ polyester or epoxy resin bonded glass fabric laminate.
Class `H-silicon or hydrocarbon-phenolic resin bonded glass fabric laminate.
6.61.6 End Windings (over hangs) : The materials used for phase barriers and for
insulating coil crossover etc. in end windings is to be selected from those specified for slot
insulation. Minimum thickness of material to be 0.175mm. Where practicable end

windings are to be completely taped with open weave tape prior to impregnation. Where

ACOUSTIC ENCLOSURE:
6.68 Specification of Enclosure
6.68.1 The details of the enclosure ventilation (cooling, intake and exhaust) are to be
submitted giving detail of the pipe diameters, and ship service requirements. The airflow
rate & cooler is to be designed to effect 100 % removal of wild heat. The
enclosure exhaust temperature must not be more than the DG Compartment
air temperature. Seawater will be provided from Ship’s systems. Quantity of
seawater required, to maintain the above condition, is to be clearly indicated
by the firm.
6.68.3 Ventilation inlets should be fitted with shut off dampers and vane distribution
grills.
6.68.4 Ventilation outlets should be fitted with shut off dampers and an outlet silencer
with wire mesh grill.
6.68.5 The enclosure should be provided with adequate internal lighting. Electrical
Supply requirement for the same is to be indicated in the proposal.
6.68.7 The details of enclosure cooling during NBC closed down conditions is to be
indicated.
6.68.9 All individual parts forming the acoustic enclosure system are to be capable of
passing through normal ship man way doors and hatches and to be maneuvered single-
handed.
6.68.10 The majority of wall and roof panels to be swiftly removable by one person and
safely stowed in the vicinity of the enclosure.
6.68.11 The complete enclosure is to be capable of simple and complete dismantling for
major refits.

6.68.12 The maximum duration of safe operation of the DA with closed acoustic
enclosure panels (and the limitations on loading) in case of the following situations are to
be clearly indicated:
(a) Failure of the ventilation blower.
(b) Failure of one of the ventilation blowers in case of two blower system.
(c) Failure of the cooling water for the ventilation cooler (blower still
running).
6.68.13 The firms are to carefully study their drawings and confirm that the space made
available around the DA acoustic enclosure are sufficient for carrying out all onboard
maintenance. To be able to clearly establish the accessibility to components those need
to be removed/ replaced onboard, dimensions of such components indicating the
maintenance envelope is to be indicated in the offer.
6.69.1 The DA control system must include the following control interlocks/ alarms for
Acoustic enclosure:
(f) In case of a closed cycle ventilation system with part air being drawn
from the atmosphere, an actuating mechanism is to be provided to shut down
the damper in the atmospheric air ducting to achieve isolation during NBC
conditions.

(h) A local CO2 release panel is to be provided on the enclosure panel for
local activation. To prevent the unintentional actuation of CO2 flooding, an
inhibit switch is be provided adjacent to the main access doors of the prime-
mover, for activation when the operator is required to open the panel doors and
work inside the enclosure.
(k) All indicating instruments and engine control units, required for
emergency operation are to be installed on the on-module panels.
A complete fire detection and fire suppression system operating from 24 V DC supply is to
be supplied and fitted within the enclosure to provide automatic visual, audible and remote
operation in the event of fire. The use of Halon is not permitted. The number of bottles, its
capacity and the firefighting system details are to be indicated
DG SET ASSEMBLY
6.70 Control And Instrumentation:
6.70.1 All bourdon tube pressure gauges are to be selected from the range specified in
DME 405 (R1). The electrical indicators should be selected from the range specified in
DME 424.
6.70.2 Other instruments such as RTDs, Transducers, their pressure and temperature
switch etc. should be selected such that they have commonality with those in service in
the Navy. Commonality of instruments and control elements with those supplied earlier
(Applicable for manufacturers who have supplied equipment earlier for Project 25A/15/17
of the Indian Navy) may be ensured. Instruments supplied should have complete details
of OEM, Test Certificate, Calibration procedure etc.
6.70.4 The control and monitoring system offered should be capable of being
interfaced with an Integrated Platform Management System (IPMS). The equipment

manufacturer will therefore be required to interact with the IPMS supplier selected by the
IN. Signal list, as required by the IPMS supplier is required to be furnished subsequently.
6.70.5 Indication of plant running status is to be provided on the control panel and will
provide digital outputs for remote monitoring and control. Each vital machinery shall be
capable of control at the equipment level and from each specified remote control station.
The equipment shall incorporate the necessary sensors for trend monitoring and condition
based maintenance.
6.70.6 The plant will be controlled / monitored both locally and from remote position.
The responsibility of the Interfacing would rest with the IPMS vendor selected by the
Navy. However, requisite inputs in the form of signals would have to be made
available by the DG Set Supplier . The control interface requirements are likely to be as
follows:-
6.70.6.1 The system should check fulfillment of the following initial conditions to indicate
system readiness for start :-

6.70.7 Suitable guards are to be provided for the `STOP’ and `EMERGENCY
STOP’ buttons to prevent inadvertent stopping / tripping of the diesel generator.
These must be appropriately marked & positioned in noticeable area on the panels
6.70.8 All pressure, flow and level sensing devices are to be fitted with isolating valves
at the source.
6.70.9 Complete list of instrumentation being provided (for local and remote
monitoring) is to be indicated. The following list is to serve as a guideline :-

c) Hydraulic & pneumatic controls are to be designed to fail safe for DG sets.

6.70.11 The diesel engine is to be provided with back-up hand control. Details of such
provisions are to be indicated in the Installation data.

6.71.2 The Final list of warning and shut down devices being provided are to be
submitted within 08 Weeks from date of Purchase order. Installation / Connection
accessories such as shock mounts, free end connectors, plug, socket etc. are to be
supplied along with the panel.
6.71.3 Warning devices should operate at pre-selected values so that sufficient time is
available to take corrective measures or shut down before a catastrophic failure can
occur. Arrangements are to be provided for safe & easy periodic testing in service all
emergency trip gear. All governor & emergency trip gear is to be of robust & corrosion
proof designs. These are to be protected by portable guards, if applicable. The Warning
(Alarms), Trip/ Shut down and Interlocks only as indicated below are to be provided:

before restarting.
6.74 Submersibility:
6.74.1 The diesel generator set and its service system should be capable of operation
for a period not less than 8 hours when submerged to the lowest part of the underside of
the engine crankshaft main bearings.
6.75.1 All machinery equipment shall be designed and constructed to avoid any leaks
of fluids and materials possibly contaminated by NBC agents. In this condition, the room
temperature may reach a maximum of 70ºC (hottest points).
6.75.2 The machinery rooms protection zones are configured so that a controlled flow
of air will be drawn from the citadels and supplied to each machinery space to ensure an
over pressure of 40mm WG.

7.1 One No. Independent Electric Driven Oil Priming Pump mounted on the engine
along with the starter & requisite controls to be provided. Suitable shock mounts for pump
and starters, if necessary to be provided.
7.2 Holding down bolts for S&V mounts, Jacking Bolts / Studs and any other
fasteners required for the Enclosure are to be supplied with the enclosure.
7.3 Recommendation for ships seat design machining requirement (viz Tolerances,
required accuracy etc). are to be provided in the binding drg & documentation.
7.4 All jigs/fixtures (along with their drawings),special tools & equipments required
for installation, set to work, alignment, trials, maintenance etc. are to be provided with the
equipment.
7.5 Flexible connections for the air intake duct and the enclosure along with
the companion joints / flanges to be provided.
7.6 Flexible connection for the exhaust outlet duct and the enclosure along
with the companion joints / flanges to be provided.
7.7 All inlet and outlet connections from the enclosure and to the enclosure
should be provided with flexible connections along with companion flange / joints
to match with ship system.
7.8 Silencer’s detailed mounting along with the sliding feet / arrangement to
be provided. Expansion joints for the piping/ ducting to be included by the supplier.
7.11 Operating side of the DA is to be decided in consultation with DND and the
mounting of the local control panel on the enclosure is also be decided in consultation
with IHQ/ MoD(Navy)/DND.
7.12 Supplier to confirm the available head for fuel inlet from the service tank to the
DA. Any additional requirement viz. Fuel oil booster pump for each engine mounted on
the engine, to be provided with starter, if required.

7.13 Supplier to confirm that the alignment between prime mover and alternator will
be carried out and certified by the inspection authority in the factory before FAT’s. No
further alignment check is to be done at shipyard. However in case the DG Set can not
be lowered in the Ship’s DA Compartment in the aligned condition (i.e requires dis-
assembling of Engine, Alternator, Base Plate and Enclosure necessary Re-
alignment/ Installation support is to be provided by the Firm.
7.15 Cable glands and free end connectors for watch keeping panel to be provided.
Cable glands shall conform to DGS/EE/VI/1535/R6.
7.16 If excitation panel is to be fitted outside the switchboard then suitable shock
mounts, free end connections, plug/sockets, cable glands etc. to be provided by the
supplier.
7.17 Jigs and fixtures and special tools for installation and alignment – 1 per ship set
to be supplied.
7.19 Exhaust system bellows, pipe hangers will be provided as per DA.
7.23 Alarm and indication for “Enclosure door in Open” condition will be provided.
7.25 Hardwired starter panel for enclosure blowers in control panel to be provided.
7.26 Auto-shut down of the enclosure blowers on actuation of CO2 fire fighting
system to be included.
7.27 Portable lube oil analysis kit to be included in the scope of supply.
7.28 Flexible bellows for all systems are to be supplied along with counter-
flanges to match with Shipyard system piping.

7.31 Air intake filter for combustion air along with the flexible connection is in firms
scope of supply.
7.32 The supplier to provide all connection from the module to the silencer, inclusive
of silencer.
7.33 Enclosure ventilation blower should be started during the auto-start cycle, if two
ventilation blowers have been provided, then both the blowers have to be started during
the start cycle. Manual override is to be provided.
7.34 In the event of failure of the ventilation blower motors or non-availability of sea
water in the cooler, an audio-visual alarm should be initiated in the local and remote
control panels.
7.37 Independent sea water cooling pump with starter panel and interlock with DA
Auto start to be provided.
7.38 Emergency seawater cooling connection for engine and for ventilation system
to be provided.
7.47 A separate excitation panel consisting of BCD 681 & BCD 601 Control Cards
with two AVRs and one manual feature along with smooth change over unit to be
provided by supplier. QDC feature in AVR also, is to be provided. Features like
unattended operation is to be provided as per TSP.
7.49 All tests to be carried out as per EED-CL-242(R1), Supplier to abide by NHQ
GRAQ.

7.50 Testing of alternator to be done at 0.8 lag PF. Upon coupling with the prime-
mover at set builders premise, testing shall be at unity PF.
Binding dimension (over al , fixing details, terminal connection details etc.) of these
items shall be provided by the firm within 4 weeks of placement of order to MSB
manufacturer/GRSE to cater necessary provision in MSB. These items would be
supplied duly mounted unwired in the Excitation panel to GRSE and they would
carry out connection of these items in MSB.

9.3.2 Type Test as per JS 55555 would be conducted on one Governor and
would be considered as Yellow Banded. (The Governors of 500 KW & 1 MW being
identical, except the software, Type testing on only one Governor is required)
9.3 Tilt Test & Endurance Run (Reference Para 3(t) of TNC minutes
Tilt Test and Endurance run would be carried out on One no. 500 KW DG
Set. Since these tests for identical 1MW DG Set has already been carried out on P-17
Project, above tests are not required to be carried out for P-28 supply. However the Test
results and certifications for 1 MW DG Set as issued against the P-17 project are to
be furnished as a part of Documentation.
9.4.2 The supplier would provide detailed program of Dockside and shipboard test /
trial require to be carried out during and after installation on board.
9.4.3 Assistance would be provided for Alignment and Installation of the equipment
/units. Stage wise inspection requirement for alignment and installation activities should
be indicated by the supplier along with their tolerance limits and to be proved in presence
of Inspection Agency.

9.4.4 Pressure Testing & Flushing, tuning, setting safeties etc. of related auxiliary
system: Values for the same are to be indicated by the supplier along with their tolerance
limits and to be proved in the presence of the inspection Agency.
i) Starting trails from all positions. Specified no. of starts from the
installed reservoir should be achieved & air pressure recorded.
9.5.1 Draft HATS/SATS documents, including noise and vibration are to be supplied
for approval of Naval Headquarters. HATS/SATS are to be carried out to the satisfaction
of Naval agencies such as Machinery Trials Acceptance Authority (MTAA) and Electric
Trials and Modification Agency (ETMA) as per approved documents. All special tools /
instruments / gadgets required for HATS/SATS should be supplied. However any
tools/gadgets not supplied will be the liability of the supplier to be made them available
during the Trials. Exceptions, if any, should be clearly stated in the offer.
9.5.2 Overall tests to establish the dynamic performance and servo stability of the
control system are to be carried out to at the manufacturers works. A complete test
schedule is to be provided by the manufacturer well in advance of the tests.
9.5.3 The Manufacturer is to formulate & submit a proposed Test/Trial format for test
bed as well as HATS/SATS & CST for finalisation by Naval Acceptance agencies

(ii) Part B : Price bid (containing only price).
(a) Quantity indicated in the technical bid and price is for 01 ship and our actual
requirement is also for one ship set i.e Yard -3020/P-28
(b) Your offer should reach within the scheduled date and time as mentioned in the
tender.
(c) Techno-Commercial Bid will be opened in the scheduled date and time. You are
requested to depute your authorized representative during opening of the Techno-
Commercial bid. Scheduled date & time of Techno Commercial Bid opening will not be
normally extended.
(d) Price Bid will be opened on later date, after scrutinizing the Techno-Commercial
bid. Price bid of those firms will only be opened, whose offer will be found suitable after
technical & commercial evaluation.
(e) As a general rule price negotiation with L1 vendor(s) will not be entered into as far as
possible, unless warranted by unreasonable price quoted in the opinion of GRSE.
(f) To avoid any complication regarding late receipt or non receipt of offer, it is to be
clearly noted that responsibility is lying with the tender to ensure that the offer should
reach within the due date and time. No offer will be considered which will be received
after due date and time. In case of submission of offer in wrong place, the offer will be
considered as invalid.

Commercial Terms & Conditions:-

01. Scope of Supply: As per SOTR NO- RN/3020/E/188. dtd. 08.12.2014 and tender
and item specification indicated in technical bid/price bid/indent matrix and technical
clearance from CDO.
02. Terms of price: Price is to be firm and fixed FOR GRSE, Kolkata. No. price
escalation is allowed at any stage.
Quoted price is to include all items as per required specifications (As per tender)
03. Terms of Delivery: Price is to be FOR GRSE Works (Door Delivery). Packing &
Forwarding, freight and insurance charge are to be borne by the supplier.
Note:-
i) The above payment will be made limited to four phases on pro-rata basis.
ii) The Bank charges of respective Banker is to be borne by M/S. Wartsila and GRSE.
Note: Delivery is the essence of the contract. Non –confirmation of above delivery
schedule may lead to rejection of offer. The firm who will meet the above delivery
schedule may only quote.
b) Service to be provided for all the tendered items to be guaranteed for a period of two
years from the date of commissioning.
07. Duties/ Taxes : Duties, Taxes and / or any other charges as applicable are to be
mentioned clearly and separately. As materials will be used for construction of Warship
for Indian Navy, the following terms will be applicable in this case. :-

a) Excise Duty : Excise Duty Exemption Certificate Duly signed by Naval Authority will
be provided by us on demand. Excise Duty is not payable.
b) Customs duty: Nil. Customs duty exemption certificate will be issued by buyer based
on submission of following documents to GRSE:-
i) Copy of Foreign Suppliers invoice
ii) Copy of AWB/BL
iii) Copy of P.O Placed on the foreign supplier
c) Sales Tax :-
i) Inside West Bengal : VAT as applicable to be indicated
ii) Outside West Bengal: Declaration Form “C” will be provided against submission of the
following documents to avail CST at concessional rate as applicable (Present rate is
2%).
(iii) Ink signed Tax invoice and Copy of LR.
(iv) Way bill reference
(v) Payment advice, if any.
Requisition for the C Form shall be sent by the firm to SM (F-TAX), GRSE, through a
letter on firm’s letter head along with the above supporting documents. Such letter must
reach GRSE latest by end of the month following next to a quarter.
08. Inspection : As per orginial order – 4500007257/as per SOTR
a. Inspection Authority:- Dte. Of quality assurance (Warship Project)DHQ P.O., New
Delhi 110011.
c) Receipt Inspection:- Will be carried out by WOT (Kol) and RIC of GRSE at GRSE. Any
discrepancy / short fall noticed during receipt inspection are to be made good
immediately by you free of cost.
AS PER SOTR
Notes:
i) Submission of drawing and QAP are to be strictly adhere to as per S.O.R. enclosed at
annexure 1 and II.
ii) Incase of any change of inspection authority, the inspection charges (if any), will be
settled and reimbursed by GRSE.
b) Penalty @½% per week delay in initial submission of drawings based on technical
input as mentioned in PTS based on MOM of TNC dt.19 May 07 and submission of final
system, equipment and QAP as mentioned in PTS based on MOM of TNC subject to
max. 2% of order value will be imposed.
c) Penalty @½% per week delay in submission of OBS and B&D Spares list in ILMS
format (within 16 weeks from date of approval of drawings) will be imposed subject to
max. 2% of order value.

10. Risk Purchase : For unsatisfactory progress even before contractual delivery
date or delay in delivery, GRSE shall have the right to cancel the order and procure
materials from alternative source at the suppliers risk and cost.
11. Performance Bank Guarantee: Performance Bank Guarantee (in GRSE format) for
10% of total value of order is to be submitted alongwith 10% bill after despatch of
materials for the respective shipset order and the same shall remain valid till expiry of
guarantee period with a claim period of one month.
12. Contract Performance Bank Guarantee(CPBG): M/s. WARTSILA will submit the
contract performance BG (in GRSE format) for 10% value of order within 30 days from
placement of order and same shall remain valid till satisfactory performance of the DG
system. In event of failure to deliver the material or default by M/s. WARTSILA the
contract performance Bank Guarantee will be invoked.
13. Force Majeures : Applicable as per CVC Guide Line ( as vetted by Ministry of
Law ).
14. Indigenization (Applicable only to eqpt. with an import content): The supplier is to
indicate if the equipment is original OEM supply or manufactured in India under
license(specifying the import content). The manufacturer is to engage into a co-operation
with a reputed manufacturer of similar equipment in India and accordingly plan for a
progressive indigenization.
In this respect, the Equipment Manufacturer shall confirm that he will be able to
authorize priority work at his works and provide the necessary local support as required
to meet the ship construction and trials programme. Future plans for indigenous
production of the equipment, associated control/monitoring devices and transfer of
technology are to be indicated in the proposal for consideration of Naval Headquarters.
15. Shipping: All equipment / materials are to be properly packed with supports to
ensure adequate protection during all modes of transportation as applicable. Each unit
within package / container shall be clearly marked for identification. The container shall
clearly indicate the commodity description with caution marks, weight, size etc. A
separate document giving complete details and instructions for storage, preservation,
handling and transportation after delivery is to be supplied. The supplier should indicate
the delivery schedule, port of embarkment, transport, packing, preservation, insurance
etc.
16. M/s. Wartsila India Ltd., Mumbai will despatch the equipment duly preserved
(suitable for local conditions) for a period of 24 months (only if the storage instructions by
M/s. Wartsila India Ltd., Mumbai are followed). However, if materials received in cocoon
and if cocoon is required to be opened during receipt inspection same will be re-
cocooned duly preserved (including supply of consumable) for 24 months by M/s.

Wartsila India Ltd., Mumbai at their cost. If re-preservation is required after expiry of
initial preservation period, same will be carried out (including supply of consumables) by
M/s. Wartsila India Ltd., Mumbai as and when required by GRSE till commissioning of
the ship on chargeable basis. GRSE will however ensure storing all materials in safe
custody, free from rain, water and fire.
18. Maintenance record/ log book are to be kept for all routine undertaken in the form of
a logbook. All maintenance records must be signed by DGM(E) of Yard or or any other
designated authority by PL 3017. OEM must ensure the same and responsibility for the
same will rest solely with OEM
20. Arbitration : Any dispute / differences between the parties arising out of and in
connection with the contract shall be settled amicably by mutual negotiations. In the
event of any unresolved dispute, CMD of GRSE or any other person, duly authorised by
him, will act as sole Arbitrator.
Arbitration clauses as indicated below shall be included in all contracts & supply orders.
Model Arbitration clause for indigenous contracts / supply orders:-
(i) If, at any time, before, during or after the contract period, any unsettled claim,
question, dispute or difference arises between the parties, upon or in relation to or in
connection with or in any way touching or concerning this tender / agreement / supply
order (retain whichever is applicable) the same shall be referred to the Chairman &
Managing Director (CMD in short) or the Managing Director(MD in short), as the case
may be of Garden Reach Shipbuilders & Engineers Ltd. (GRSE Ltd in short ) for
adjudication of the said disputes or differences, as Sole Arbitrator, in accordance with the
provisions of the Arbitration and
Conciliation Act, 1996.
(ii) The CMD or MD, GRSE Ltd. if he so desires, may nominate appoint another
officer of GRSE Ltd. or a person, whom he thinks fit and competent, for adjudication of
the disputes or differences, referred to him as the Sole Arbitrator.
(iii) Such arbitration shall, in all respects, be conducted in accordance with the
provisions of the Arbitration and Conciliation Act, 1996 and the rules framed there under
or any statutory modification or re-enactment thereof for the time being in force.
(iv) The Award of the Sole Arbitrator shall be final, conclusive and binding upon
the parties.
(v) In the event of the death or resignation for any reason whatsoever of the said
Sole Arbitrator, appointed by the said CMD or MD of GRSE Ltd., the CMD or MD of
GRSE Ltd., on an application from either of the parties in this behalf, shall act himself as
the Sole Arbitrator or nominate/appoint,
in place of the outgoing Arbitrator, another officer of GRSE Ltd. or a person whom
he thinks fit and competent to adjudicate the said disputes and differences in accordance
with law.

(vi) Also in the event of an arbitration award is set aside by a competent court on
an application from either party and unless otherwise ordered by the said court, the CMD
or MD of GRSE Ltd., on an application from either party, shall himself act as Sole
Arbitrator or nominate / appoint another officer of GRSE Ltd. or a person whom he
thinks fit and competent to adjudicate the disputes and differences in accordance with
law.
(vii) The cost of the arbitration, fees of the arbitrator, remuneration of the
stenographer and clerk, stamp paper etc., as shall be decided by the Sole Arbitrator,
shall be shared equally by the parties. The venue of arbitration, unless otherwise decided
by the parties or by the Sole Arbitrator himself, shall be the premises of Garden Reach
Shipbuilders & Engineers Ltd. located at 43/46, Garden Reach Road, Kolkata 700 024.
21. Validity of offer: - Offer must be valid for 120 days from the date of opening of
tender.
22. Offer in duplicate must be submitted in two separate Data Sheets (Part I & Part II)
as follows : -
i) Part I : Techno-commercial bid: Technical and commercial points confirming
scope of supply and SOR but without Price.
ii) Part II : Price Bid: Item wise price should be indicated in that sheets.
23. (a) Notice for Implementation of Policies for Micro and Small Enterprises, 2012,
regarding benefits being accorded to the Micro & Small Enterprises is enclosed .
(b)Firm is to submit certificate from competent authority as mentioned in the above said
notice along with techno-commercial bid.
( c) The firm will be liable for all consequences in the event of any kind of suppression of
fact or falsification of statement.
In addition of above, following is also to be noted:-
(i) Whether MSE registered? If “YES” then you have to submit scanned copy of Valid
Registration Certificate & EMII Certificate failing which benefits cannot be extended to
the firm.
(ii) Whether MSE registered firm is owned by entrepreneur belonging to SC/ST
category? If “YES”, then documentary evidence to be submitted, failing which, benefits
cannot be extended to the firm.
24. During technical and/or commercial negotiation in case the participating vendors
indicate the need of submission of revised price bid but the same is not acceptable by
the competent authority in due course; GRSE reserves the right to consider such bid(s)
to be disqualified on this ground under intimation to the relevant vendor(s) before price
bid opening.
25. This tender is being issued without any financial commitment and GRSE reserves
the right to change or vary the quantity of item mentioned herein, at any stage during
execution the order. GRSE also reserves the right to withdraw this tender, if so
necessary at any stage.
27. All the terms and condition stipulated in the tender is to be complied by the
participated firms. In case Deviation/Non acceptance/Non compliance of any term,
GRSE reserve the right to not to consider the offer at any stage.

28. Suppliers/vendors are to submit bills for payment complete in all respects as
relevant as per terms of order, in the check list enclosed, to the officer in charge,
Finance-SLP section of Corporate Finance Dept. of GRSE. The checklist for submission
of bill(s) is enclosed. Followings are to be noted:
i) A transition fee of Rs. 500/- will be charged in case of first return of bill(s)due to
inappropriate/incomplete/faulty submission of documents.
(ii) A transition fee of Rs. 1000/- will be charged in case of each subsequent return of the
bill(s) for the same.
32. All other terms and conditions are as per tender and GRSE “STACS-PE-INDG”
(August, 2006).

ANNEXURE:
IN-1 GENERAL
IN-101 The word ‘Purchaser’ refers to GARDEN REACH SHIPBUILDERS & ENGINEERS LIMITED,
(GRSE), a Company registered under the Indian Companies Act 1913 and includes its successors or
assigns.
IN-102 The word ‘Sub-contractor / Supplier / Vendor ’ means the person / firm / Company who undertakes to
manufacture and / or supply and / or undertake work of any nature assigned by the Purchaser from time
to time and includes its successors or assigns.
IN-103 The word ‘Owner’ means the person or authority with whom Garden Reach Shipbuilders & Engineers
Limited (Purchaser) has contracted to carry out work in relation to which orders are placed by the
Purchaser on the Sub-contractor / Supplier / Vendor under this contract for supply or manufacture of
certain items and would include Department of Defence Production & Supplies, Ministry of Defence,
Government of India, the Indian Navy, the Coast Guard and any other specified authority.
IN-104 The equipment / products / items to be supplied shall be strictly in accordance with the Drawings /
Specifications / Requirements indicated in the Tender / Inquiry / Order with deviations, if any, as
mutually accepted.
IN-105 The Sub-contractor / Supplier / Vendor shall not either wholly or partly sell, transfer, assign or
otherwise dispose of the rights, liabilities and obligations under the contract between him and the
Purchaser without prior consent of the Purchaser in writing.
IN-106 The Sub-contractor / Supplier / Vendor shall hold harmless and keep the Purchaser indemnified against
all claims arising as a result of infringement of any patent / copy rights on account of manufacture, sale
or use of articles covered by the order. A clear & quite possession of goods should take place with the
passing of the title on execution of order.
IN-107 Any letter, facsimile message, e-mail intimation or notice sent to the Sub-contractor / Supplier / Vendor
at the last known address mentioned in the offer / order shall be deemed to be valid communication for
the purpose of the contract.
(b) The Sub-contractor/Supplier/vendor is warranted that all goods purchased against the enquiry shall
conform with all applicable city, states & central laws, ordinances and regulations. Further, the
supplier shall indemnify / defend / relieve GRSE harmless from loss, cost of damage, by reason or
any actual or alleged violation thereof.
(c) GRSE shall not be liable under the workmen’s compensation Act of 1923, in case any employee or
workmen of any contractor receives injury while actually serving his employer in connection with
the latter’s work inside the compound of GRSE Ltd.
(d) The existing Laws on employment of Child Labor shall be binding for the contract.
(e) Sub-contractor/Supplier/vendor working at GRSE site , shall have ESI and PF registration no. of
their own and shall ensure compliance with all provisions of ESI & PF act & rules, failing which
withholding / deductions from Sub-contractor/Supplier/vendor’s bills /dues as applicable or
termination of the contract will be effected.
Sub-contractor/Supplier/vendor working at GRSE site , are required to submit evidence showing
compliance with ESI & PF formalities in respect of employees engaged in job of GRSE viz.
monthly challan of ESI deposit, certified copy of half yearly returns submitted to ESIC, proof of
P.F. deposition etc.
(f) Sub-contractor/Supplier/vendor working at GRSE site are required to comply with all statutory
obligations as per Contract Labour (R & A) Act 1970 and Contract Labour (R & A) Central Rules
1971 including obtainance /renewal of Labour Licence from Regional Labour Commissioner
(Central) failing which deductions as applicable from bills / dues of contractor or termination of the
contract may be effected.
IN-109 The Sub-contractor / Supplier / Vendor shall unconditionally and free of cost to the Purchaser transfer
information on technological developments / innovations / modifications which the Sub-contractor /
Supplier / Vendor would evolve in future (within 3 years) in relation to the supplied equipment. To
enable this, the Purchaser’s address shall be added to the Sub-contractor’s / Supplier’s / Vendor’s
mailing list or database or any other document maintained for dissemination of product information and
the Purchaser shall be informed of the action taken in this regard. If such improvements / modifications
are brought in by the Sub-contractor’s / Supplier’s / Vendor’s Design Department in course of
manufacture of equipment ordered by the Purchaser, the Sub-contractor / Supplier / Vendor shall
incorporate such improved versions in the equipment without any extra cost to the Purchaser.
IN-110 If the Purchaser be desirous of getting incorporated all post supply modifications / improvements
arising out of technological developments to the original equipment supplied by the Sub-contractor /
Supplier / Vendor, the Sub-contractor / Supplier / Vendor, shall quote for and carry out all such
modifications to the equipment.
(a) Where the whole or a portion of the equipment has been specifically developed by the Sub-
contractor / Supplier / Vendor for the Owner and the latter would, through the Purchaser, be
bearing the entire or part of the development cost incurred by the Sub-contractor / Supplier /
Vendor, the design rights for the whole or portion thereof, of the equipment as appropriate,
shall vest in the Owners.
(b) Prior approval of the Owner should be obtained before similar articles are sold / supplied to
any other party other than the Owner. If such approval is given and sale is effected, the Sub-
contractor / Supplier / Vendor shall pay to the Owner royalty at the rate mutually agreed to.
IN-111 Secrecy :
All information given to the supplier for the execution of the order is to be treated as SECRET /
CONFIDENTIAL. The Technical information, Drawings, Specification and other related Documents
forming part of this Enquiry /Order are the property of the Purchaser and shall not be used for any
other purpose except for the execution of order. Any information / drawing etc. shall not be copied,
transcribed, traced or reproduced in any other form or otherwise in whole / part or duplicated, modified,
divulged and / or disclosed to a third party, not misused, used in any other form whatsoever without
Purchaser’s prior consent in writing except to the extent required for the execution of this order. At the
time of tendering, the tenderer has to give an undertaking in favour of GRSE that in the event of any
breach of the above provisions, he would make good of any loss /cost/damage / any other claim
whatsoever preferred by anybody to GRSE in this respect.
IN-112 Preservation:
A detailed procedure for long and short term preservation of the equipment and periodicity of
preservation alongwith special preservatives, if required, prior to installation of the equipment shall be
furnished by the Sub-contractor / Supplier / Vendor. The detailed procedure for de-preservation prior to
commissioning shall also be furnished.
Should any material require any additional preservation till its final installation / fitment on board the
Ship, the materials should be supplied in preserved (sealed or in cocoons) condition for long duration of
time as per order. Detailed procedures for subsequent de-preservation / re-preservation are to be stated
by Sub-contractor / Supplier / Vendor.
The preserved sealed cases / cocoons will not be opened on receipt and same will be opened when the
first preservation is due or if required on board earlier. The short fall, discrepancy or damage , if any,
found during the inspection after opening these cases will have to be replaced / made good by the
supplier free of cost within reasonable period.
IN-113 The Sub-contractor / Supplier / Vendor shall render free of cost guidance in case the Purchaser intends
to set-up testing, repair / maintenance facility to overhaul the equipment supplied by the Sub-contractor
/ Supplier / Vendor.
IN-114 The Sub-contractor / Supplier / Vendor shall continue to support the equipment for a minimum period
of 20 years from the date of supply by making available spare parts and assemblies of the equipment
supplied. Should the Sub-contractor / Supplier / Vendor decides to discontinue the product, for any
reason whatsoever, adequate notice shall be given to the Purchaser / Owner to enable procurement of
the requisite lifetime spares.
IN-115 Purchase preference in respect of equipment / product and or services of Central Public Enterprises will
be applicable for such / similar equipment / product / services on tender as per extant policy
promulgated by Department of Public Enterprises, Government of India.
IN-116 The Purchaser reserves the right to accept and or reject any or all tenders and / or to withdraw the
tender in toto without assigning any reason whatsoever.
(a) The Sub-contractor/Supplier/vendor is to confirm whether they are registered with GRSE as approved
Sub-contractor / Supplier / Vendor under 5-disit Supplier Code and indicate Product Group Code. If
not registered, the Sub-contractor / Supplier / Vendor will have to approach GRSE’s V R Cell for
completion of all formalities for permanent registration with GRSE immediately after submission of
any quotation/offer. Failure to comply to this requirement will result in rejection of offer and restriction
of further business.
(b) The bidder is to confirm whether they are registered with DGQA as approved vendor for supply of the
category of item as tendered. If not registered, the bidder is to approach DGQA immediately for
registration after complying with all formalities like capacity assessment for supply of the required
category of equipment / item within a time frame of 6 weeks from placement of conditional order, if
issued.
IN-118 MOU : Regular suppliers are requested to enter into Memorandum of Understanding with GRSE as
regards Commercial Terms & Conditions contained in this STACS.
IN-119 Examination of price: Where the contract price has not been fixed in effective competition and the
contract is not for articles whose prices are controlled, the owner reserves the right to investigate
reasonableness of the price paid and negotiate directly with the sub-contractor/supplier/vendor for
reduction of price where appropriate. The Owner can also ask for declaration that less basic price is not
charged to other customers including Govt. and PSU.
IN-120 Individuality of contract: In the event of the offer getting converted into an order, the said order shall be
treated as an individual contract, shall not allow any general lien to the parties and shall not get
prejudiced in execution due to situation arising out of some other contract that the supplier may have
with GRSE.
(a) Tender number and due date to be superscribed on all the envelopes.
(b) Tender to be submitted on or before the due date and time.
(c) Offer to be as per specifications and complying with tender conditions.
(d) The envelopes to be sealed properly.
IN-202 Unless otherwise stated, the offers shall be in ‘Two Bid System’ only, in two separately sealed
envelopes: -
(a) PART-I - ‘Techno-Commercial Bid’ and marked thus. In addition, Part-I shall include-
(i) Proforma Price Schedule blanking the prices and indicating ‘Quoted / Not Quoted’ (as
applicable against each item on tender).
(ii) Duties / Taxes, Octroi, freight charges, insurance and/or any other Statutory levies
payable, specifying incidence clearly / separately against each head.
(iii) The cost incidence against each head clearly indicating for Door Delivery or F. O. R. or
Ex-works alongwith charges for packing and forwarding.
(iv) Compliance Statement clearly highlighting deviations / exceptions, if any, to Technical
Specifications, Standard Terms and Conditions of Supply and Specific Tender
Conditions. Non-specifying of deviations against any or all clauses would be construed as
compliance to any / all conditions of tender. Any deviations to STACS, having financial
implications, would be considered suitably for loading the quoted price. (STACS
Acceptance Format is placed at Annexure 5).
(v) Earnest Money Deposit (interest free) as stipulated in the tender by way of D.D. / Pay
Order / B.G. (as per GRSE format & guide line at Annx.-1) issued by any scheduled
Bank other than Co – operative Bank to be provided by the bidder / tenderer in favour of
GRSE as per discretion of the Purchaser.
vi) Copy of ISO 9000 or equivalent Quality System Standards certificate valid as of date.
vii) Delivery Schedule.
viii) IIG Form regarding Codification of Defence Equipment enclosed with SOR is to be
filled -in and submitted. The same is included as deliverables by the supplier.
(ix) Standard format for data to be provided by OEM as per ILMS requirement (Integrated
Logistic Management System):- As required by Indian Navy for operation of ILMS
successfully at their end, detail information regarding ILMS compatibility as per format
provided in SOR is to be filled in by OEMs and submitted to GRSE as part of their
contractual obligations and to be included as deliverables.
(b) PART-II – ‘Price Bid’ - Quotes to be written in figures and words duly authenticated / signed by
the authorised person and marked thus.
IN-203 a) Both these sealed envelopes-Part I and Part II, shall be put in a third envelope duly superscribing
the Tender number and Due Date and sealed properly and deposited as specified in the enquiry in
the securely locked Tender Box kept in the concerned deptt.
b) Outstation Bidder / Tenderer shall forward their offers addressed to concerned Authority either by
courier service or by speed post so as to reach well in advance of the due date of tender or by hand
delivery before due date and time of tender closing. Purchaser shall not be responsible for any
postal / courier delay and it is attributable solely to the tenderer.
c) Offer in “Two Bid System” received by fax / e-mail and / or offers received beyond due date and
time of tender is liable to be rejected.
IN-204 (a) The price per ‘Ship set’ shall be quoted and breakup price of individual items of equipment and
its accessories must be clearly stated.
(b) The cost incidence against each head shall be clearly indicated for –
- Door delivery
- F. O. R.
- Ex-Works - with charges for packing and forwarding
(c) The offer shall indicate the discounted price, if more than one shipset is ordered.
(d) The offer shall clearly indicate the Foreign Exchange content, if any, and base Exchange Rate and
cut off date for Import. If any item/s is / are required to be imported by the Sub-contractor /
Supplier / Vendor for use in the manufacture of final product, Import Licence for such product/s
is to be arranged by him only.
(e) The vendor/supplier/sub-contractor shall indicate the bill of materials for intended import for
incorporation in order. The purchaser shall issue Customs Duty Exemption Certificate on receipt of
request from the vendor/supplier/sub-contractor along with the copies of bill of lading and invoice.
The price advantage for Customs Duty Exemption will be passed on to the purchaser.
(f) The purchaser reserves the right to investigate the reasonableness of the price and ask the
vendor/supplier/sub-contractor for detail break up of their cost.
IN-205 (a) The offer shall be valid for 90 days for acceptance and the prices shall remain firm and fixed until
delivery of the full quantity of the goods in the Purchaser’s Yard. If not, the Sub-contractor /
Supplier / Vendor shall indicate the period during which the quoted price shall remain valid for
supply of the equipment / article contracted for.
Should the Purchaser desire postponement of delivery of the equipment / article within or beyond
validity date of the offer, the Sub-contractor / Supplier / Vendor shall indicate –
(i) The date by which such communication must be received by him for deferring delivery without
any financial implication to the Purchaser,
and
(ii) Terms and conditions for effecting postponement of delivery beyond the price validity
period.
(b) Purchaser reserves the right to consider placement of Purchase Order in part or in full against the
tendered quantity.
IN-206 The Sub-contractor / Supplier / Vendor shall inform the Purchaser in advance in case he is unable to
participate in the tender for whatsoever reason. Failure to comply with this will be viewed seriously and
consecutive three failures on the part of Sub-contractor / Supplier / Vendor to do so is liable for
disqualification / debarring of the Sub-contractor / Supplier / Vendor from all future tender enquiries
and or delisting from the list of ‘Approved Registered Vendors.’
IN-207 Spares:
(a) Testing and tuning / commissioning spares shall be supplied along with the main equipment, as
specified in the requisition.
(b) The Sub-contractor / Supplier / Vendors offer shall include a list of manufacturer’s recommended
spares together with itemized prices for
• One year uninterrupted operation – validity of offer shall be a minimum for 90 days.
• Five year operation – validity of offer shall be a minimum for 180 days. (Minimum order
quantity against each item, if applicable, may also be stated.)
(c) While the spares for one year are ordered by the Purchaser, the spares for 5 years Operation will
be ordered by the Owners or Purchaser. In case of 5 years operation spares, the Sub-contractor /
Supplier / Vendor shall indicate a base price applicable to the year of quotation and indicate an
acceptable annual escalation formula based on which prices for future requirements could be
established during the life cycle of the equipment in service.
In the event of inability to make an offer for these spares at the time of quoting for main
equipment, the Sub-contractor / Supplier / Vendor shall commit a date by which such an offer can
be made and adhere to it. Non-receipt of offer as committed will render the order for main
equipment liable for cancellation without notice from the purchaser and without any financial
implication to the Purchaser.
IN-208 Tenders will be opened on the specified date and time in the concerned department. Only authorised
representatives of tenderers are permitted to witness the Part I tender opening for Press tenders only.
Tender opening shall neither be delayed nor withheld / postponed on account of absence of any one or
more Tenderers. All the envelopes marked as ‘PRICE BID’ received at the time of Tender opening will
be noted and held unopened separately.
IN-209 Authorised representatives of only technically qualified tenderers, in case of Press Tenders only, who
have submitted EMD as applicable, and complied with tender terms, will only be permitted to be
present and note the proceedings of the Price Bid - Part II opening in a manner as directed by the tender
opening officers. Qualifying tenderers not present during price bid opening will not be furnished with
information on prices at a later date. EMD of unsuccessful tenderers will be refunded / returned within
30 days of finalisation of order on surrendering the Original copy of Money Receipt and upon
instruction of Purchaser. EMD, if not claimed within one year from the date of notification to the
tenderer for refund, will be forfeited.
IN-210 With the acceptance of the successful bidder’s offer by the Purchaser, which is as per the Terms and
Conditions of the tender, by means of LOA / Purchase Order, the Contract is concluded.
The Sub-contractor / Supplier / Vendor shall, on receipt of the order, communicate his unconditional
acceptance within two weeks of from the date of mailing / receipt of the same in its entirety by
returning a copy of the Purchase Order duly signed by the authorised person and without any
qualification. Communicating acceptance of the order subject to any other terms and conditions of the
contract on the part of the Sub-contractor / Supplier / Vendor shall not bind the Purchaser in respect of
these conditions which are less favourable to the Purchaser as compared with the conditions mutually
agreed to and / or stipulated in the order. It shall be the responsibility of the Sub-contractor / Supplier /
Vendor to enumerate specifically any error or discrepancy in the order at the time of acceptance. Failure
to do so shall make the order binding on the Sub-contractor / Supplier / Vendor in all respects.
Any delay in acknowledging the receipt of the Purchase Order within the specified time limit or any
qualification or modification of the Purchase Order in the acknowledgement of the Purchase Order by
the Sub-contractor / Supplier / Vendor shall be a breach of the contract on the part of Sub-contractor /
Supplier / Vendor. Compensation for the loss caused by the breach will be recovered by the Purchaser
by forfeiting the Earnest Money, given by the Sub-contractor / Supplier / Vendor. If the Sub-
contractor’s / Supplier’s / Vender’s bid contains any condition and any correspondence which are
contrary to the Notice Inviting Tender (NIT) then they shall be considered as superseded and void on
the acceptance of the bid by the Purchaser.
Recovery of compensation by the Purchaser from the Sub-contractor / Supplier / Vendor by forfeiting
the Earnest Money shall be regarded as cancellation of the contract which has come in to existence on
the acceptance of the offer by the Purchaser.
IN-212 Unless otherwise specified in the ‘Statement of Requirement’ / ‘Technical specifications for
Procurement’, the supply shall include one set of reproducible Velographs stamped ‘Approved’ by the
Inspecting Authority, micro-films, floppies / CDs and six sets of paper prints. It shall also include 15
sets each of the Operation / Maintenance Manuals, Part Identification List, Comprehensive Part List,
Test Certificates / Shop Trial reports etc. of the article/s supplied.
a) The Supplier on receipt of Purchase Order and by a date not later than 8 weeks from receipt of P.O.,
shall list out and confirm all deliverables including Main Equipment, Accessories, On Board Spares,
Tools, Technical Documentations and other items. Each item shall have the firm’s part no. and break up
price. The same is required essentially for incorporating GRSE material code nos. into the Purchase
Orders and computer systems. In the event of delay in submission of the required details penalty @ ½%
per week or part thereof upto the maximum of 5% of total value of all deliverables, shall be levied on
the Supplier.
GRSE shall issue amendment to Purchase Orders incorporating the details receipt from the
Supplier with GRSE Code numbers , individual prices etc. in advance of contractual delivery. While
despatching the Supplier shall identify each item with GRSE code no. and the firm’s part number.
Packing list should indicate all deliverable items specially mentioning/ mounted on main equipment or
loose items. Each item should be identified with metallic or plastic tag indicating both GRSE code no.
and firm’s part no. In case of any deviation, GRSE shall not be in any way responsible for delay in
issue of receipt inspection report and payment.
All OBS are to be PIP packed. OBS and tools are to be supplied in separate boxes with clear
identification and part numbers in metallic or plastic tag. Supplier’s rep. is required during receipt
inspection of loose items, accessories, spares and tools for easy identification and detection of
shortfall.
b) All material shall be strongly and securely packed for shipment / transportation as applicable in
minimum cubic space in such a manner as to prevent damage and pilferage in transit from point of
shipment to final destination. Metal parts wherever necessary shall be well slushed with preservatives to
prevent rusting in transit. Should it be proved that loss and damage has arisen from inadequate packing,
the losses shall be borne by Sub-contractor / Supplier / Vendor. Each packing shall be plainly marked
and numbered upon four sides and the top thereof as directed in the Purchase Order. Letters and
numbers shall be atleast 80 mms. high wherever possible. Packing should indicate Case No., Order No.,
Gross Weight in Kgs., Nett Weight in Kgs. and outside dimensions LxWxH (The information on
outside dimensions and weight shall be furnished to Purchaser atleast one (1) month prior to shipment /
despatch). No marking other than as directed shall be inscribed on the said packages.
IN-302 Insurance:
IN-302.1 In cases where the Sub-contractor’s / Supplier’s / Vendor’s offers are for ‘Free Delivery to Purchaser’s
Yard,’ transit Insurance charges shall be borne by the Sub-contractor / Supplier / Vendor.
IN-302.2 In case of Ex-works / Ex-Transporter’s warehouse or Railway godown offers, the Sub-contractor /
Supplier / Vendor shall give details of materials with despatch particulars and their value to Purchaser
immediately after the despatch. The Insurance Charges will be borne by Purchaser.
IN-303 Storage and Demurrage will be claimed from the Sub-contractor / Supplier / Vendor for all shipments
that reach the purchaser without proper despatch documentations, Lorry Receipts not accompanied by
packing lists, invoices etc. The Sub-contractor/ Supplier/ Vendor shall be responsible for fines due to
errors or omissions in description, weight or measurements and for increased handling charges due to
improper packing.
IN-304 Where so stipulated in the order, the Sub-contractor / Supplier / Vendor shall render such reports from
time to time as regards the progress of the contract and in such a form as may be called for by the
Purchaser. The Purchaser reserves the right to cancel the order forthwith without any financial
implications on either side, if on completion of 50% of the scheduled delivery period the progress of
manufacture is not to the satisfaction of Purchaser / Owner and failure on the part of the Sub-contractor
/ Supplier / Vendor to comply with the delivery schedule is inevitable. In such an event the Sub-
contractor / Supplier / Vendor shall repay all the advances together with interest at prevailing bank rates
from the date of receipt of such advances till date of repayment. The title of any property delivered to
Purchaser will be reverted to the Sub-contractor / Supplier / Vendor at his cost.
IN-305 The Sub-contractor / Supplier / Vendor shall arrange despatch of goods by Rail / Road consigned to
GRSE through GRSE nominated transporter.. An Advance Copy of the invoice along with copies of
other relevant documents shall be forwarded to Purchaser sufficiently in advance to avoid demurrage.
In case of door delivery contracts, the Transporter shall be directed to deliver the ordered equipment
without insisting for consignee copy of Lorry Receipt.
However, for manufacture of Naval Ships under Cost plus Contracts, GRSE is acting in the capacity of
an Agent since Purchase Orders are issued by GRSE on behalf of Indian Navy under MOD, Govt. of
India. Accordingly, in case of orders for supply to Naval Ships under cost plus contract, despatch
document (challan / Consignment Note etc) and Invoice should be marked with the words “GRSE A/C
INDIAN NAVY”.
IN-306 (a) The binding drawings called for as per the ‘S. O. R.’ / ‘T. S. P.’ or the Purchase Order shall be
supplied within stipulated time frame as indicated in the Purchase Order, free of cost. Failure to
comply may lead to cancellation of Purchase Order without any financial implications to the
Purchaser.
(b) The drawings shall be submitted to Inspecting Authority and or DGQA / NSM / GRSE /
Classification Society, as appropriate, as specified in the Order. The onus of getting the drawings
approved within the stipulated time frame shall lie with the supplier/vendor/sub-contractor.
(c) Wherever applicable, pilot sample shall be submitted to the authorities within the stipulated time
as specified in the Order.
(d) In case of patternised items the vendor/supplier/sub-contractor must confirm that the relevant
drawings are held by them and no waiver of contractual terms of order shall be considered for
non-performance on this account.
(e) For repeat orders, unless otherwise some changes in design had taken place, fresh approval of
drawings will not be required if the same has already been approved. Supplier/vendor/sub-
contractor shall go ahead with manufacture of the items which are already developed for same /
deferment ships for Navy based on earlier approved drawings. Immediately on receipt of order,
Supplier/vendor/sub-contractor shall submit 6 copies of drawings for stamping and distribution.
IN-401 The equipment/materials are to be guaranteed/warranted for satisfactory performance for the period of
18 months from the date of satisfactory commissioning of the vessel on which the
equipment/materials/items are installed OR for the period of 48 months from the date of final dispatch,
whichever expires earlier, against improper design, defective materials and faulty workmanship.
During guarantee/warrantee period any equipment or component thereof supplied by the vendor/sub-
contractor, suffers due to defective material and or due to improper design and or due to defective
drawing or due to faulty workmanship the vendor/sub contractor will assume full responsibility of
rectification of such defective equipment or component thereof including direct expenses related to
removal and re-positioning of the replacement/repaired equipment or component thereof and
subsequent test & trial, incurred thereon without any financial implication to GRSE.
In the event Purchaser/Owner desires to have extension of Guarantee/Warranty period beyond the
stipulated period, as above, the vendor/sub-Contractor/supplier shall quote for the same on monthly
basis for the period of such extension.
IN-402 If the defects intimated during the Guarantee period are not remedied within a reasonable / stipulated
time, the Purchaser may proceed to rectify the defects at the Sub-contractor / Supplier / Vendor’s risk
and cost, but without prejudice to any other rights which the Purchaser may have against the Sub-
contractor / Supplier / Vendor in respect of the failure of the Sub-contractor / Supplier / Vendor to
remedy such defects.
IN-403 Inspection and approval of the equipment or material by the Inspecting Authority/ies does not absolve
the Sub-contractor / Supplier / Vendor of the responsibility of guarantee for the equipment / material. It
will be the sole responsibility of the Sub-contractor / Supplier / Vendor to ensure that the equipment /
material supplied is complete in all respects and performs to its / their designed parameters.
IN-404 In the event of Sub-contractor’s / Supplier’s / Vendor’s failure to attend the Guarantee defects within a
reasonable period of time, the Performance Bank Guarantee will be encashed by the Purchaser. The
Purchaser’s decision shall be final and binding on Sub-contractor / Supplier / Vendor in this regard.
IN-501 Purchase preference will be considered in case the Sub-contractor / Supplier / Vendor is accredited with
ISO 9000: 2000 or equivalent International Quality System Standards in respect of equipment /
Products and or items on tender.
IN-502 The Sub-contractor / Supplier / Vendor shall submit as proof, in Part-I of the bid documents, a copy of
ISO 9000: 2000 or equivalent International Quality System Standards certificate valid as of date.
IN-503 The Sub-contractor / Supplier / Vendor shall preferably engage sub-contractors and avail supplies from
suppliers with prior approval of Purchaser and such sub-contractors and suppliers shall also be
accredited with ISO 9000: 2000 or equivalent International Quality System Standards.
IN-504 In the event the Sub-contractor / Supplier / Vendor is not being ISO 9000: 2000 accredited firm, the fact
shall clearly be stated and the Quality Assurance / Quality Control organisation of the company be
described in detail. Pursuant to scrutiny of such statement / documentation, the Purchaser may decide to
accept the offer with pre-conditions specified for acceptance or reject the bid submitted.
IN-601 (a) Unless or otherwise mutually agreed upon and stipulated in the Purchase Order, the terms of
payment shall be 90% of Order value within 45 days from the date of receipt inspection and
acceptance of material and presentation of bill supported with complete set of documents as
under: -
i. Seven copies of signed invoice indicating Vendor Code Number and itemwise price
(indicating GRSE material code no. if in the order) alongwith packing lists. In case of
orders for supplies to Naval Ships, invoice should be marked with the words “GRSE A/C
INDIAN NAVY” for cost plus contract, as detailed in para IN- 305. However in case of
fixed cost contract , Invoice will be in the name of GRSE.
ii. Warranty Certificate in triplicate.
iii. 3 copies of Manufacturer’s Works Test Certificate.
iv. 3 copies of Certificate of Inspection and approval from LRS / IRS / ABS / DQA (WP) /
DQAN / CQAE / WOT / GRSE (whichever is applicable).
v. 3 copies of GRSE’s unqualifying Inspection Cum Goods Receipt Note (ICGRN)
vi. Complete set of Classification / On board spares as per the Purchase Order.
vii. Complete set of operation / Maintenance / Instruction Manuals as per the Purchase Order
and also in Electronic Medium.
viii. Complete set of Parts Identification List / Comprehensive Parts List as per the Purchase
Order and also in Electronic Medium.
ix. Complete set of “As fitted” drawing and reproducible drawings.
x. Quotations for B & D spares for (a) 2 years operation and (b) 5 years operation.
xi. IIG Forms duly filled in.
xii. Standard Format for data provided by OEM as per ILMS requirement (Integrated
Logistic Management System).
All the documents shall clearly indicate the GRSE’s Purchase Order No. and date.
(b) (i) Balance 10% will be released after G.P. or against submission of PBG for
Equivalent amount (as per GRSE format & guidelines at Annex-3) valid till G.P.
(ii) Issue of GRN : For materials received at GRSE without Inspection report of 3rd party,
GRN will be issued to Local supplier for their submission of bill with GRN. But for
materials received at GRSE with 3rd party Inspection report received from outstation
suppliers, balance payment bill is to be submitted by suppliers with copy of clear &
accepted ICGRN for further linking by Corporate Finance with GRN for processing
balance payment.
(c) Payment may be made to the vendors through Electronic Clearing System (ECS). Vendors are to
furnish requisite documents / information on receipt of the order. (ECS Format for Bank
Particulars and Payment Procedure enclosed at Annex.- 6).
(d) In special cases and /or for development equipment where advance / stage payment is
specified in order, all such payments shall be made against Bank Guarantee of equivalent amount
in GRSE format valid till receipt and acceptance of material. No advance payment shall,
however, be claimed without submission of binding drawing to Approving Authority. The
advance payment may be released in stages depending upon the progress of work and
mobilization of required equipments etc.
(e) All advance payments should be interest bearing. Penal interest is to be charged on the of delay in
delivery of supplies beyond the agreed schedule. Amount of Advance & Rate of interest will be
decided by the Management / TC as appropriate.
(f) Where order is cancelled and advance payments already released to the contractor, the contractor
shall refund all such advance payments received to GRSE with prevailing Bank interests and GRSE
shall also have the right to recover the amount from outstanding dues to the Contractor against any
other Purchase Orders placed by GRSE.
(g) Works Contract : In case of works contract following payment terms shall be followed:-
(h) If GRSE material code no. & itemised price is not incorporated in the order, supplier will submit
detailed list of items (separately deliverables) and price break-up latest within 6 weeks of receipt of
order to enable GRSE amend the order indicating material code no. of each item with its price. All
Invoices, Packing list etc should invariably indicate GRSE material code no. against each item for
recording receipt and issue of ICGRN as well as for processing payment.
IN-602.1 Octroi Duty at present is not applicable in West Bengal. However, Octroi Duty if applicable, at a later
date, will be re-imbursed by Purchaser at actuals against submission of ‘Original Octroi paid money
receipt’ and copy of Form ‘B’. Octroi receipts are to be issued in the name of ‘GARDEN REACH SHIP
BUILDERS & ENGINEERS LTD.’ only.
IN-602.2 Way Bill – In West Bengal, Way Bill is to be issued for entry of materials from outside the state. GRSE
will issue the Way Bill on submission of copy of Invoice and Consignment Note. Consignment Note
should be in the name of GRSE.
In case of Transit Sale, the name of the Consignors (other than seller) are to be mentioned in the P.O.
and Consignment Note will be in the name of GRSE as consignee.
IN-603 The Sales Tax Registration Number and Central Sales Tax Number, Service Tax Number, as
applicable, are to be quoted on all invoices. Invoices shall be accompanied by a certificate to the effect
that the Sub-contractor’s / Supplier’s / Vendor’s registration certificate was in force on the day the sale
was effected.
IN-604 Unless otherwise stated Excise Duty, Sales Tax and any other statutory levies will be payable extra at
actuals. However, the Sub-contractor / Supplier / Vendor shall submit the proof of having paid the
duties / levies along with the Invoices / Bills.
In case of orders for supplies to Naval vessels, Excise Duty exemption certificate issued by Indian Navy
will be provided on readiness of items for despatch & GRSE is to be intimated by supplier / vendor /
sub-contractor regarding readiness of items at least a month before despatch. Such exemption
certificates shall be issued to Sub-contractors / Sub-vendors of Sub-contractor / Supplier / Vendor on
whom Purchaser had placed a Purchase Order.
IN-604.1 For supplies from States outside the state of West Bengal, Declaration Form “C” or “D” as
applicable will be issued to the supplier for concessional rate of Sales Tax . In case of sale within the
state of West Bengal, W.B.S.T. Form will be issued for concessional rate of Sales Tax.
IN-604.2 Declaration Form can be issued to suppliers in case of transit sale, i.e. transfer of documents during the
period of transit of the materials to obtain Sales Tax benefit.
Invoice shall clearly indicate cost incidentals against each head, as applicable:
Basic Cost, Excise Duty, Packing & forwarding charges, Central / State Sales Tax, Service Tax,
Freight, Insurance, etc.
IN-605 Payment made under one order shall not be assigned or adjusted to any other order except to the extent
agreed upon in writing by the Purchaser. During the currency of the contract, if any sum of money is
payable by the Sub-contractor / Supplier / Vendor the same shall be deducted from any sum then due or
thereafter may become due to the Sub-contractor / Supplier / Vendor under the contract or any other
contract with the Purchaser.
IN-606 Works Contract Tax, wherever applicable, will have to be borne by Sub-contractor / Supplier / Vendor.
In addition, Employees State Insurance premium, Provident Fund, Service Tax and other statutory dues
of workers deployed at Purchaser’s premises by Sub-contractor / Supplier / Vendor will have to be
borne by him. In case of Works Contract Form 58 or 59 as applicable is to be submitted by the
vendor/supplier/sub-contractor.
(b) the equipment / product when tested in accordance with the performance requirement of the
Purchase Order, fails to meet those performance parameters, the buyer (Purchaser) will suffer
damages in an amount that is not susceptible to calculation with reasonable certainty.
Therefore, any Liquidated Damages set forth in the Purchase Order represent a reasonable
determination of the amount of damages that the Purchaser will suffer, and are not in the way
of penalties. Seller hereby waives any defence to Purchaser’s recovery of such Liquidated
Damages on the plea that actual damages are ascertainable or that such Liquidated Damages
do not represent a reasonable determination of damages suffered by Purchaser or are penalties.
IN-607.2 Sub-contractor / Supplier / Vendor (Seller) will be liable to pay Liquidated Damages for late
delivery of Products, Manuals, Drawings and Documentation as stated in the Purchase Order.
Unless otherwise expressly specified, the rate of Liquidated Damages for late delivery shall be
at the rate of 1% of the total order value per week or part thereof of delay upto a maximum of
10% of the total order value. Such Liquidated Damages shall be deducted by the Purchaser
from any monies due to Sub-contractor / Supplier / Vendor (Seller). Payments made by the
Sub-contractor / Supplier / Vendor (Seller) of Liquidated Damages shall be in addition to any
other remedies (other than any other remedy for the recovery of damages) available to the
Purchaser, including without limitation the remedy of cancellation of Order for default.
IN-607.3 Sub-contractor / Supplier / Vendor (Seller) will be liable to pay Liquidated Damages for late
submission of Drawings for approval as agreed to by Purchaser and Sub-contractor / Supplier /
Vendor (Seller) and as stated in the Purchase Order. The amount of such damages will be
clearly defined in the Purchase Order and may extend upto 5% of the Order value.
IN-607.3.1 Drawings submitted by the Sub-contractor / Supplier / Vendor (Seller) will be the property of
Indian Navy.
IN-607.4 If the equipment / article or any portion thereof be not delivered by the scheduled delivery date,
the Purchaser shall be at liberty, without prejudice to the right of the Purchaser to recover
Liquidated Damages / penalty as provided for in these conditions or to any other remedy for
breach of contract, to terminate the contract either wholly or to the extent of such default.
Amounts advanced or part thereof corresponding to the undelivered supply shall be recoverable
from the Sub-contractor / Supplier / Vendor at the prevailing bank rate of interest .
IN-607.5 The Purchaser shall be at liberty to purchase, manufacture or supply from stock as it deems fit,
other articles of the same or similar description to make good such default and or in the event
of the contract being terminated, the balance of the articles of the remaining to be delivered
thereunder. Any excess over the purchase price, cost of manufacture or value of any articles
supplied from the stock, as the case may be, over the contract price shall be recoverable from
the Sub-contractor / Supplier / Vendor.
Computer generated acknowledgement for the bills dropped during the previous day may be
collected in the next working day from the Central Despatch Section, except Saturday.
Corporate Finance (SLP Section) will forward the computer generated receipts to Central
Despatch Department by 11-00 hrs. everyday.
The supplier should ensure that all the bills are kept in a separate envelope orderwise and also
mention their vendor code number for easy identification and registration. All enclosures are
also be firmly fixed with the bills and no responsibility will be taken by the SLP Section for
alleged missing of documents. Bank Guarantee must be submitted separately in sealed closed
cover of the Bank to the SLP Section AND NOT TO BE ENCLOSED WITH BILL.
For payment through ECS, bills will be deposited in the Box kept at the entrance of Corporate
Finance Dept. as elaborated above. ECS Format of Bank particulars and Payment Procedure are
enclosed at Annexure – 6 reference Clause IN 601(c) above.
IN-702 The articles to be supplied shall be strictly in accordance with the drawings/specification/statement of
requisition (SOR) / samples indicated in the order.
IN-703 The supplier /vendor/sub-contractor shall not sell, transfer, assign or otherwise dispose off the rights,
liabilities and obligations under the contract without the previous consent of the purchaser in writing.
IN-704 The articles shall be subject to Inspection and Quality Assurance by QA Authorities or their agents
(Inspecting Officer) as specified in the order. The supplier/vendor/sub-contractor shall give 30 days’
notice for inspection and will make necessary arrangements / provide necessary facilities to inspectors /
nominated agency to carry out inspection / testing during course of manufacture/final inspection and
testing as required. Formal Inspection Certificates will be issued by the relevant QA Authorities
/Agents.
IN-705 Immediately on receipt of order the supplier/vendor/sub-contractor shall get in touch with the
Inspection Authority and submit Quality Assurance Plan. Exact scope, stages and parameters of
inspection and test schedule shall be as per QA Plan duly approved by the QA Authority. All charges
for inspection shall be borne by the suppliers/vendors/sub-contractor.
IN-706 Receipt Inspection shall be carried out by GRSE/Indian Navy/Owner’s representative at GRSE yard as
applicable. Receipt Inspection of on-board spares (OBS) will be carried out by Quality Assurance (QA)
dept. of GRSE and thereafter, the same will be mustered & handed over to ship as & when required.
Joint inspection along with supplier/vendor’s representative shall be carried out for major items.
For materials supplied with long term preservation in sealed cases / cocoons, receipt inspection will be
followed as per PRESERVATION at Cl. IN-112 above.
IN-707 The price should be inclusive of inspection/approval/certification cost to meet the relevant requirement
of the technical specification. This should also include the cost of furnishing shock calculations and
type test results wherever applicable.
IN-708 The supplier/vendor/sub-contractor shall furnish all relevant Inspection Certificates and Test &
Guarantee Certificates along with each consignment and copies of same in triplicate shall also be
mailed / forwarded to GRSE immediately on despatch of articles. The supplier/vendor/sub-contractor
shall also provide 3 copies of weighed Weight Certificate for items supplied.
IN-709 The decision of the inspecting authority or his agent, as the case may be, on any question of the intent,
meaning and the scope of specifications / standards shall be final, conclusive and binding on the Sub-
contractor / Supplier / Vendor.
(a) Should the articles, or any portion thereof be rejected, the contractor shall collect the same from the
purchaser’s yard within 15 days from the date of intimation of such rejection to the supplier/vendor/sub-
contractor and replace/rectify the same on top priority basis. Before collection of rejected items the
supplier/vendor/sub-contractor shall furnish Bank Guarantee/Bank Draft of equivalent amount or accept
GRSE holding back payment of their qualifying bills of equivalent amount till deficiencies are made
good. The purchaser reserve the right to dispose off the rejected items at the end of a total period of 90
days in a manner to the best advantage to the purchaser and recover storage charges and any
consequential damages, from sale proceeds of such disposal. Rejection of materials and also the late
delivery will affect further business with GRSE.
(b) The guarantee period of replaced parts /items shall however be reckoned from the date
of replacement.
(c) If the defects are not remedied within a reasonable/stipulated time, the purchaser may proceed to rectify
the defects at the supplier/vendor/sub-contractor’s risk & cost but without prejudice to any other rights
which the purchaser may have against the supplier/vendor/sub-contractor in respect of their failure to
remedy such defects.
IN-711 The services of the Sub-contractor’s / Supplier’s / Vendor’s Engineers shall be provided free of cost till
Guarantee period / extended Guarantee period as required by the Purchaser to assist / supervise the
installation, setting to work, commissioning of the equipment supplied by the Sub-contractor / Supplier
/ Vendor.
IN-712 The Sub-contractor / Supplier / Vendor shall provide the requisite training for the Purchaser’s / Owner’s
Personnel at Sub-contractor’s / Supplier’s / Vendor’s/ GRSE’s premises or on board the vessel where
the equipment is installed, in respect of the equipment received from the Sub-contractor / Supplier /
Vendor. The cost of travelling, lodging, boarding etc. shall be borne as mutually agreed to and detailed
in the order.
IN-713 The services of the Sub-contractor’s / Supplier’s / Vendor’s Engineers shall be provided free of cost as
required by the Purchaser to assist/supervise the installation, setting to work, commissioning, harbour
and sea trials of the equipment supplied by the Sub-contractor / Supplier / Vendor for the periods as
mutually agreed upon and as per the terms and conditions of the order.
Should the Purchaser / Owner desire to avail services beyond the free service periods available against
the contract, the Sub-contractor / Supplier / Vendor shall quote for the same on hourly / daily rate basis
along with other terms and conditions, if any.
IN-714 Conditions of tests and inspection requirements, if not held by the Sub-contractor / Supplier / Vendor
are to be obtained from the Inspection Authority.
IN-8.0 Miscellaneous:
Should any force majeure circumstances arise, each of the contracting party shall be excused for the non
fulfilment or for the delayed fulfilment of any of its contractual obligations, if the affected party within 15
days of its occurrence informs the other party in writing.
Force majeure shall mean fires, floods, natural calamities or other acts such as war, turmoils, strikes (as not
limited to be establishment of the seller), sabotage, explosions, quarantine restrictions beyond the control of
either party.
It is understood and agreed between the parties hereto that the rights and obligations of the parties shall be
deemed to be in suspension during the continuance of the force majeure event as aforesaid and the said
rights and obligations shall automatically revive upon the cessation of the intervening force majeure event.
The period within which the rights and obligations of the parties shall be in suspension due to force majeure
event shall not be considered as a delay with respect to the period of delivery and / or acceptance of
delivery under the contract or otherwise to the detriment of either party.
Notwithstanding the provisions of the immediately foregoing clauses it is further understood and agreed
between the parties hereto that in the event of any force majeure persisting for an uninterrupted period
exceeding 6 (six) months, either party hereto reserves the right to terminate this contract upon giving
prior written notice of 30 (thirty) days to the other party of the intention to terminate without any
liability other than reimbursement on the terms provided in this agreement for the goods received.
IN-802 Arbitration:
1) If, at any time, before, during or after the contract period, any unsettled claim, question, dispute or
difference arises between the parties, upon or in relation to or in connection with or in any way
touching or concerning this tender / agreement / supply order (retain whichever is applicable) the same
shall be referred to the Chairman & Managing Director ( ‘CMD’ in short) or the Managing Director
(‘MD’ in short), as the case may be of Garden Reach Shipbuilders & Engineers Ltd. (GRSE Ltd’ in
short ) for adjudication of the said disputes or differences, as Sole Arbitrator, in accordance with the
provisions of the Arbitration and Conciliation Act, 1996.
2) The CMD or MD, GRSE Ltd. if he so desires, may nominate / appoint another officer of GRSE Ltd.
or a person, whom he thinks fit and competent, for adjudication of the disputes or differences, referred
to him as the Sole Arbitrator.
3) Such arbitration shall, in all respects, be conducted in accordance with the provisions of the
Arbitration and Conciliation Act, 1996 and the rules framed thereunder or any statutory modification or
re-enactment thereof for the time being in force.
4) The Award of the Sole Arbitrator shall be final, conclusive and binding upon the parties.
5) In the event of the death or resignation for any reason whatsoever of the said Sole Arbitrator,
appointed by the said CMD or MD of GRSE Ltd., the CMD or MD of GRSE Ltd., on an application
from either of the parties in this behalf, shall act himself as the Sole Arbitrator or nominate / appoint,
in place of the outgoing Arbitrator, another officer of GRSE Ltd. or a person whom he thinks fit and
competent to adjudicate the said disputes and differences in accordance with law.
6) Also in the event of an arbitration award is set aside by a competent court on an application from
either party and unless otherwise ordered by the said court, the CMD or MD of GRSE Ltd., on an
application from either party, shall himself act as Sole Arbitrator or nominate / appoint another officer
of GRSE Ltd. or a person whom he thinks fit and competent to adjudicate the disputes and differences
in accordance with law.
7) The cost of the arbitration, fees of the arbitrator, remuneration of the stenographer and clerk, stamp
paper etc., as shall be decided by the Sole Arbitrator, shall be shared equally by the parties. The venue
of arbitration, unless otherwise decided by the parties or by the Sole Arbitrator himself, shall be the
premises of Garden Reach Shipbuilders & Engineers Ltd. located at 43/46, Garden Reach Road,
Kolkata 700 024.
IN-803 Indemnification:
The Sub-contractor/Supplier/Vendor, his employees, licencees, agents or Sub-Vendor / Sub-contractor,
while on site of the Purchaser for the purpose of this contract, shall indemnify the Purchaser against
direct damage and / or injury to the property and/ or the person of the Purchaser or that of Purchaser’s
employees, agents, Sub-Contractors / Suppliers occurring and to the extent caused by the negligence of
the Sub-contractor / Supplier / Vendor, his employees, licencees, agents or Sub-contractor by making
good such damages to the property, or compensating personal injury and the total liability for such
damages or injury shall be as mutually discussed and agreed to.
b) The Sub-contractor / Supplier / Vendor shall not offer or agree to give any person in the employment of
Purchaser any gift or consideration of any kind as “Inducement” or “reward” for doing or forbearing to
do or for having done or foreborne to do any act in relation to the obtaining or execution of the
contract/s. Any breach of the aforesaid condition by the Sub-contractor / Supplier / Vendor or any one
employed by them or acting on their behalf (whether with or without the knowledge of the Sub-
contractor / Supplier / Vendor) or the commission of any offence by the Sub-contractor / Supplier /
Vendor or by any one employed by them or acting on their behalf which shall be punishable under the
Indian Penal Code 1980 or the Prevention of Corruption by Public Servants, shall entitle Purchaser to
cancel the contract/s and all or any other contracts and then to recover from the Sub-contractor /
Supplier / Vendor the amounts of any loss arising from such contracts’ cancellation, including but not
limited to imposition of penal damages, forfeiture of Security Deposit, encashment of the Bank
Guarantee and refund of the amounts paid by the Purchaser.
c) In case, it is found to the satisfaction of the Purchaser that the Sub-contractor / Supplier / Vendor has
engaged an Agent or paid commission or influenced any person to obtain the contract as described in
clauses relating to Agents / Agency Commission and use of undue Influence, the Sub-contractor /
Supplier / Vendor, on a specific request of the Purchaser shall provide necessary information /
inspection of the relevant financial document / information.
