2. INTRODUCTION:
Bombardier will soon be introducing the Low Temperature Ground Wing Anti-Ice System (LTGWAIS) Service
Bulletin (SB) as part of the Takeoff Safety Enhancement (TOSE) initiatives, the SB is targeted for Q4/2015.
TOSE is the term used to refer to a series of actions taken by Bombardier to further enhance the safety of the
Challenger 601/604/605 aircraft.
This Advisory Wire (AW) is released to raise awareness of the impact and scope of the forthcoming
recommended SB and to plan ahead for the maintenance time and/or evaluate prerequisites as required.
Details of the introduction and implementation of this modification are also provided through the Bombardier
Forum Newsletter, ref. 1.1 and tracked at the Advisory Council meetings, ref. 1.2.

3. DESCRIPTION:
The TOSE initiative was launched in March 2008 and introduced different risk mitigation activities which were
assessed to improve safety during winter operations, namely:
· Limitations and Procedures
Ø Revised to add additional mitigations and to align with ADs

· Flight Control Computer (FCC) Upgrade (Challenger 604/605)


Ø Revised takeoff pitch target to 12 degrees to reduce rotation rate on takeoff

· Training and Awareness Activities


Ø Various regular and ad-hoc communications to operators
Ø Free training and awareness material provided online
Ø “Roadshow” presentations to worldwide audience in excess of 2,000

Also part of the TOSE initiative to further enhance the safety of the aircraft is the Low Temp Ground Wing Anti
Ice System (LTGWAIS). An SB will be released to introduce a modification designed to remove and prevent
(when the system is ON) accumulation of ice/frost contamination even when no anti-ice fluid is applied, while
the aircraft is on the ground prior to take off. This system is designed to ensure that the temperature on the
leading edge is above freezing and below the maximum allowable for anti-icing fluid application during ground
operation. The system will not provide 100% protection over the complete range of winter conditions (i.e snow,
slush, etc…). Therefore, normal winter operation procedures will remain applicable.
The upcoming SB will be applicable to Challenger 601/604/605 operators and will require significant labor and
downtime; in the order of three weeks. In an effort to reduce cost to operators Bombardier has assumed all the
non-recurring engineering costs for the development of this modification. The parts and labor will be
chargeable to operators.
Strategy for Challenger 600 operators is under discussion with Transport Canada at this time.
The implementation plan of this fleet-wide modification is expected to be driven by a 48-month Airworthiness
Directive in conjunction with the Bombardier Service Center and ASF logistical capacity to support the fleet.
The primary capture times for most aircraft will be the 48-month and 96-month heavy maintenance downtimes
for Challenger 604/605 aircraft and 60-month and 120-month heavy maintenance downtimes for Challenger
601 aircraft. The Dedicated Schedule is based around operators using these downtimes, any operator who
delays implementation will incur extra costs due to increased access labor. Note that the schedule is not
driven by kit capacity, but rather service network capacity.
Customer Support Engineering will be holding customer call-in sessions in Q3/2015 to provide operators with
all available information and provide an opportunity to ask any questions.
The table on the following page provides preliminary details regarding the logistics, implementation plan,
pricing and downtime.
