EXECUTIVE SUMMARY

A. Introduction

Upi Agricultural School is one of the remaining six (6) CHED- BARMM
supervised institutions in the country which invokes on to the legal bases sourced
out from the National Library, House of Congress Archives and Malacañang
Archives, to wit:

Proclamation No. 191 series of 1928 and Proclamation No. 68 series of


1936;

Both proclamations declared the reservation of the 1,352.9906 hectares for


agricultural school purposes

Republic Act No. 303 series of 1948 and Republic Act No. 336;

Both acts provide for the fund appropriations intended for the maintenance,
rehabilitation and expansion of Upi Agricultural School

DECS Order No. 37, s. 1988;

This is the order operationalizing the Agricultural Technology Education


Project (ATEP) as part of the National Agriculture Education System (NAES)
whereby UAS was tapped to be one of the 13 Provincial Technical Institutes of
Agriculture (PTIA’s) to offer tertiary agricultural programs, to wit:
a. Diploma in Agricultural Technology (2 years)
b. Bachelor of Agricultural Technology (4 years)

Upi Agricultural School is located at Nuro, Upi, Maguindanao, 36 kms.


south of Cotabato City. It is approximately 1,500 feet above sea level. UAS was
founded in August 19, 1919 by the late Captain Irving Bryant Edwards, a retired
USAFFE soldier–educator who married a homegrown Téduray woman named
Luisa Cariaga Tenorio. They had 7 children, two are living, Helen Ruth and
Pauline Tripp.

The school is headed by Engr. Sukarno B. Datukan, Ph.D., the 24th agency
head. Engr. Datukan has been appointed to office in 1995 as OIC and as full-
fledged Vocational School Administrator II since July 21, 2001. On his
incumbency, he has organized the Executive Management Team (EMT) as the
policy-making of the institution.

UAS is one of the supervised higher educational institutions of the
Commission on Higher Education (CHED) – Bangsamoro Autonomous Region in
Muslim Mindanao (BARMM) offering the following:

Tertiary Courses
1) Bachelor of Science in Agriculture (BSA) Major in a) Crop
Science and b) Animal Science;
2) Bachelor of Technology and Livelihood Education (BTLEd)
Major in Home Economics;
3) Bachelor in Elementary Education (BEEd);
4) Bachelor in Secondary Education (BSEd) major in T.L.E.,
5) Bachelor of Science in Agribusiness;
6) Bachelor of Science in Home Technology; and
7) and the Bachelor of Agricultural Technology.

Secondary Education
1) Junior High School (JHS); and
2) Senior High School (SHS) with Tracks Offered as follows:
a) General Academic Strand (GAS)
b) Cookery
c) Agricultural - Crop Production (ACP)

Tech-Vocational Education
1) Agricultural Crops Production NC II; and
2) Organic Agriculture Production NC II.

B. Financial Highlights

The financial position and financial performance for CY 2020 with


corresponding figures for CY 2019 are as follows:

C. Operational Highlights

The school reported, among others, the following accomplishments:

A. Graduation

95 college students met the prescribed academic requirements for the


Academic Year (A.Y.) 2019-2020 as reported by the college registrar. No face-to-
face commencement exercises were conducted due to COVID19 restrictions, and
in replace is a virtual graduation with Minister Mohagher M. Iqbal as
Commencement Speaker.

B. College Enrolment

Enrolment data has increased by 15% (417/362) despite the pandemic. This
means many students took interest to take their tertiary education at Upi
Agricultural School. We have a total of 170 freshmen enrollees – 76.5% of whom
are enrolled in the teacher education programs and 23.5% are enrolled in the
agriculture programs

C. Secondary Department

The enrolment of the JHS has increased by 14% compared to last year’s
enrolment data (908/784). UAS-SHS has a total population of 446 students enrolled
in the different tracks such as GAS, Cookery and ACP. All students have LRNs.

D. Scholarship Programs

Out of 417 students enrolled during the 1st semester of A.Y. 2020-2021,
174 (42%) are grantees of the various scholarships/educational assistance (EA).
243 students do not have EA’s. CHED (under the Tulong Dunong Program) has the
highest number of scholars with 87 grantees (50%). 2020 Accomplishment Report

E. Faculty Development

Two of school’s faculty members have finished their respective master


degrees as follows: 1) Esther L. Laguidao, MAFil - Master of Arts in Filipino
(CHED Scholar) 2) Asora E. Lidasan, MAPDS - Master of Arts in Peace
Development Studies. Further, two faculty members are on dissertation writing,
while four are on thesis writing, and aspiring to finish by the year 2021.

F. Student Development

Major achievements of the school’s students for the year are the following,
to wit:

1) Participation at the 2020 National Schools Press Conference; and


2) Participation at the 2020 Palarong BARMMAA.

G. Physical Development

Due to the increase of MOOE in the 2020, many repairs in offices, facilities
and grounds have been implemented by the General Services Unit of the school.
The concreting of college department road (project of the MPW-BARMM District
of Maguindanao I) was inaugurated on August 19, 2020, in time for the celebration
of the school’s 101st Founding Anniversary.

H. Production, Extension and Research

The department has continued to work hard to fulfill its mandates through
regular monitoring of various crop and animal projects, and sustaining several
research and extension programs. This 2020, the Vocational School Administrator
II has forged strong partnerships between different GO’s and NGO’s, such as Datu
Blah T. Sinsuat District Hospital, ASPAC Precision AG Group, Plan International,
Kapilit Elementary School, among others.

I. Extension Services

The TVI Unit has conducted eleven (11) different NC II trainings for the
year participated in by 258 trainees. Said trainings are sponsored by TESDA
National, Plan International and REACH Mindanao Project, and the BARMM
Scholarship for TVET Program. All NC II offerings are TESDA-Accredited. The
application for UAS TVI Assessment Center for ACP and OAP NC II is currently
on process.

D. Scope of Audit

The audit covered the review of accounts and operations of the Upi
Agricultural School for the period January 1 to December 31, 2020. The audit was
conducted to: a) ascertain the level of assurance that may be placed on
management’s assertions on the consolidated financial statements; b) determine the
extent of compliance with applicable laws, rules and regulations; c) recommend
agency improvement opportunities; and d) determine the extent of implementation
of prior years’ audit recommendations.

E. Auditor’s Opinion on the Financial Statements:

The Auditor rendered a qualified opinion on the fairness of the presentation


of the financial statements due to the uncertainty of the existence, completeness and
accuracy of the PPE balances totaling P12,110,333.36 as of December 31, 2020
could not be ascertained due to the non-submission of Report on the Physical Count
of PPE (RPCPPE).

F. Summary of Significant Observations and Recommendations

The details of the following significant audit observation and corresponding


recommendations are discussed in Part II of this report. Management views and
comments were incorporated in the report, where appropriate.

1. The existence, completeness and accuracy of the PPE balances totaling


P12,110,333.36 as of December 31, 2020 could not be ascertained due to the
non-submission of PRPCPPE, in violation of Volume II of the GAM for NGAs.

We reiterated our recommendations for the Management to:

a) Conduct thorough review of all its properties by establishing its actual


conditions and whereabouts, and conduct the actual physical count thereof
to come up with RPCPPE in accordance with the guidelines stated in the
Volume I and II of the GAM for NGAs;

b) to adhere with the submission of the annual RPCPPE not later than January
31 of each year to the Audit Team for subsequent review; and

c) Instruct the Supply and Property Unit and Accounting Office to strengthen
its system of maintaining its accounting and property records such as PCs,
PPELCs, and RPCPPE to facilitate periodic reconciliation of these records
to ensure reliability of the PPE account balances as presented in the
Financial Statements.

G. Status of Suspensions, Disallowances and Charges

The Upi Agricultural School has no suspensions, disallowances and charges


as of December 31, 2020.

H. Status of Implementation of Prior Year’s Audit Recommendations

The one (1) audit recommendation in the CY 2019 Annual Audit Report
(AAR) was partially implemented. The details are presented in Part III of this
report.
