Chapter I

PROBLEM AND ITS SETTING

Introduction

Entrepreneurship is the practice of starting new

businesses or developing new products or services. It is

receiving greater attention from policy makers and experts

in developed and developing countries. New dynamic

enterprises contribute to economic development in several

ways: as an important channel to convert innovative ideas

into economic opportunities, as the basis for

competitiveness through the revitalization of social and

productive networks, as a source of new employment, and as a

way to increase productivity. The latest studies are

gradually demystifying the enterprise creation process. This

process covers the period from a potential entrepreneur’s

initial inspirational spark and motivation to begin a new

venture up through its startup and early development.

Entrepreneurship is defined by Periquet (2007) as the

ability to marshal resources in order to seize new business

opportunities which have uncertain outcomes. It has become

central to economic growth in light of the rapid advancement

of information technology and growing importance of

knowledge. Entrepreneurship has long been recognized by

development managers as an important aspect in development.

It puts together the three other aspects of production –

land, labor and capital. Entrepreneurship entails several

benefits. Among others, it improves the quality of life or

uplifts the standard of living of the people in the society.

Entrepreneurship is very much alive in the Philippines. The

Philippine government recognizes that entrepreneurship is a

strategic intervention that could hasten rural development

process. Among the 10 Point Agenda of Pres. Arroyo is the

creation of six million jobs in six years through more

opportunities given to entrepreneurs. Moreover, gauging the

importance of entrepreneurship in the country, the President

had created Office of the Presidential Consultant for

Entrepreneurship in 2005 whose mandate is the creation of

three million entrepreneurs by the end of Ms. Arroyo’s term

in 2010. In addition, the Philippines also enacted R.A. No.

9178, a law that promotes the establishment of Barangay

Micro Business enterprises by providing incentives and

benefits in promoting the formation of micro enterprises,

which serve as seedbeds of Filipino entrepreneurial talents,

by giving them fiscal and non-fiscal incentives that will

help them survive and grow into viable enterprises.

The importance of entrepreneurship in the development

of the country had been undeniably significant. Private

sector development and entrepreneurship development are

essential ingredients for achieving the Millennium

Development Goal of reducing poverty. While sound

macroeconomic policies and providing market access are

crucial, emerging markets need to nurture and develop

entrepreneurs able to take advantage of opportunities

created by globalization. History shows that economic

progress has been significantly advanced by pragmatic people

who are entrepreneurial and innovative, able to exploit

opportunities and willing to take risks. Recognizing the

need for a framework and detailed strategies to promoting

the culture of entrepreneurship, the Philippines has

prepared the National Small Medium Enterprises Agenda which

is now integrated into a Medium Enterprise Development Plan

for 2006-2010.

The great bulk of local enterprises are micro-

businesses, making up to 91.9%, with small and medium

enterprises comprising only 7.8% of the total entrepreneurs.

Large enterprises account for merely 0.33% of total

enterprises. Studies reveal that business success is

contributed to the management practices, entrepreneurial

competencies and personal characteristics of business owners

while study of Parilla (2009), emphasized the link of

management practices, entrepreneurial competencies and

business success, however, there is still a limited

literature to prove on the comparison of management

practices of microbusiness owners and small business owners.

It is in this context that this study was conceptualized and

it elicited information on the differences and similarities

of management practices of microbusiness and small business

owners. This study benefited the businesses owners as this

provided them information on the management practices for

them to have benchmark.

Conceptual Framework

The study entitled “Level of Management Practices of

Micro and Small Businesses in Zaragoza, Nueva Ecija” to

determine the similarities and differences of the management

practices and entrepreneurial competencies of micro business

and small business owners in Zaragoza, Nueva Ecija.

This study focused on the similarities and differences

of the management practices of micro business and small

business owners in the Province of Zaragoza, Nueva Ecija. It

looked into the entrepreneur profile such as personal

characteristics, entrepreneurs’ competencies and on the

organizational profile and management practices. The

respondents consisted of two groups; a sample of business

owners and sample of employees of these business owners.

Statement of the Problem

This research work determined the similarities and

differences of the management practices and entrepreneurial

competencies of microbusiness and small business owners in

Zaragoza, Nueva Ecija.

Specifically, it answered the following questions:

The research paradigm discusses the input, process and

output of the research. In the input, it is composed of the

demographic profile of the respondents, organizational

profile of the business, level of marketing practices,

management practices of micro businesses and small

businesses in terms of: Marketing, Human Resources, and

finance. In the process, it is composed of data gathering

procedure through structured questionnaire to analyze the

data gathered. Lastly in the output, the identified profile

of the respondents, identified organizational profile of the

business, identified level of marketing practice and

identified management practices of micro-businesses and

small businesses in terms of: Marketing, Human Resources,

and finance. Based on the conclusions that were derived by

the researchers, an action plan will be proposed to help the

small and micro business owner to improve their business.

This study aims to examine the Emotional Intelligence

used by barangay captains on their Leadership Skills in

Zaragoza, Nueva Ecija.

This study will be significant to the following:

To the Business Owner, this will become a guide to them to

know what they will do to improve their business.

To the Community, this will serve as a guideline for them to

support the small and micro business to grow their business.

To the Future Researchers, this will serve as a basis and

reference in conducting similar researches.

To the Learners, it can help to those who are aiming to be a

business owner someday because it can serve them information

that can improve their business someday.

To the School, this study will help the school to guide the

teachers and also the learners to support the small and

micro business to help them grow their business.

Scope and Delimitation

The study was conducted at Zaragoza, Nueva Ecija during

the first and second semester of the school year 2019-2020.

The respondents of the study would be the small and micro

business owners and also their employees around Zaragoza,

Nueva Ecija. The researchers used purposive sampling

technique in selecting the respondents. The study focused in

the organizational profile of the business, level of

competencies, and management practices of micro-businesses and

small businesses in terms of: marketing, human resources and

finance. The researchers conducted survey and used

structured or close ended questionnaire to gather data from

the respondents. Descriptive and correlational types of

research are employed in this research to determine the

similarities and differences in the management practices of

micro and small business owners in Zaragoza, Nueva Ecija.

This study entitled “Level of Marketing Practices of

Micro and Small Businesses in Zaragoza, Nueva Ecija”. The

researchers used an operational definition to define the

following terms:

Business - Organizations that seek profits by providing

goods or service in exchange of payment.

Competence - Particular qualities that a company’s

recruiters have decided are desirable for employees to

possess.

Demand - Ability of consumers to purchase a given

quantity of a good or service at a given point in time or

over a period in time.

Efficiency - is the quality of being able to do a task

successfully without wasting time and energy.

Employee - is an individual who was hired by an

employer to do specific job.

Finance - is the management of large amounts of money,

especially by government or large companies.

Goal Setting - process that starts with careful

consideration of what you want to achieve, and ends with a

lot of hard work to actually do it.

Human Resources - the set of people who make up the

workplace of an organization, business sector, industry, or

economy.

Information Seeking - is the process or activity of

attempting to obtain information in both human and

technological contexts.

Management - is the process of dealing with or

controlling things or people.

Marketing - is the action or business of promoting and

selling products or services.

Opportunity - is an occasion or situation that makes it

possible to do something that you want or have to do.

Owner - a person who own something

Persuasion - the action or fact of persuading someone

or of being persuaded to do or believe something.

Quality - is the ability of a product or service to

meet a customer’s expectations for that products or service.

Risk Taking - is the act or fact of doing something

that involves danger or risk in order to achieve a goal.

Self-confidence - is the courage to know yourself and

believing in yourself.

Chapter II
RESEARCH METHODOLOGY
This chapter is about the research method used in this

study to answer the problems that are stated for

investigation. This chapter explains the different parts of

the research methodology that includes the research design,

research locale, the samples and sampling procedure, data

gathering method, construction and description of the

instrument, statistical tool, administrative and retrieval

of questionnaire and validity and reliability of

instruments.

Research Design

In this study, descriptive method was used to determine

the similarities and differences of the management practices

and personal competencies of micro-business and small

business owners.

Descriptive research is all about describing people who

take part on the study. According to Shuttleworth (2017)

“Descriptive research design is a scientific method which

involves observing and describing the behavior of a subject

without influencing it in anyway.”

This study was conducted at Zaragoza, Nueva Ecija since

the chosen respondents are the owners of small and micro

business in Municipality of Zaragoza, Nueva Ecija.

Sample and Sampling Technique

Non-probability is the sampling technique that is used

in this study. According to (explorable.com, 2019), non-

probability sampling is gathered in a process not give all

the individuals in the population equal chances of being

selected. Sampling method is reliant on a researcher's

ability to select members.

Under non-probability, the researchers used judgmental

or purposive sampling. Purposive sampling (also known as

judgement, selective or subjective sampling) is a sampling

technique in which researcher relies on his or her own

judgement when choosing members of population to participate

in the study.

Data Gathering Technique

To possibly conduct the research, the researchers used

survey as their data gathering technique as they determine

the similarities and differences in the management practices

of micro and small business owners in Zaragoza, Nueva Ecija.

A survey is defined as a research method used for

collecting data from a pre-defined group of respondents to

gain more information and insight on various topics of

interest (Rouse 2017). It is also the most common technique

used by researchers to gather information at the shortest

period of time.

The researchers give the same questionnaire to each

respondent, each answer undergoes to the encoding and

tabulating process to help the researchers on properly

interpreting the data gathered.

Respondents of the Study

The respondents of the study were the owner of small

and micro business around Zaragoza, Nueva Ecija. The

researchers used non probability sampling technique which is

purposive sample. According to Crossman (2019), a purposive

sample is a non-probability sample that is selected based on

characteristics of a population and the objective of the

study. Through questionnaire that was given by researchers,

the respondents supply with the proper answers that the

researchers need to conduct the study.

Construction of the Instrument

In the construction of instrument, the researchers read

articles and other reading materials. The researcher

prepared the items in the questionnaires. However some of

the items of the questionnaires were patterned from the

questionnaires of dissertations conducted by Ancheta(2004),

Velasco (2003),Moreno (2001), Tagay (2003), and Parilla

(2009) likewise as for the personal entrepreneurial

competencies questionnaire, it was adapted to the

questionnaire of Professor McClleland and Mcber.

After the researchers gathered the data, the

statistician validates the instrument and found out that the

questionnaire is reliable.

Description of the Instrument

In this study, questionnaires were the main instrument

to be used. There are two sets of questionnaires that were

prepared. Set 1 was used for the samples of business owners.

Set 2 was used for the employees of the businesses.

The questionnaire for the business owners consisted of

three parts. Part 1 elicited personal and business profile:

age, gender, civil status, educational attainment, seminars

attended, membership to organizations, years of existence,

business form, type of business, number of workers, start-up

capital, and source of capital. Part II provided the

management practices such as human resources, financial

management and marketing management. Part III elicited

information about entrepreneurial competencies.

The second set of questionnaires for the micro-business

employees likewise consisted of 2 parts: Part 1 supplied on

the assessment of the employees of the management practices

of their organization along human resources, financial

management and marketing management. The 2nd part provided

for the assessment of the employees along the

entrepreneurial competencies of the business owners.

Records of the business owners’ list of the Department

of Trade and Industry served as sources of data. Finally,

the SME Agenda of the President also served as important

sources of information.

Scoring and Scale

A five-point scale, 1-5 with answer options of “very

highly practiced” as 1, “highly practiced” as 2, “moderately

practiced” as 3, “slightly practiced” as 4 and “not

practiced” as 5, was used in assessing respondents’

management practices. Moreover, a five point scale, with

answer options of “always” as 1, “often” as 2, “sometimes”

as 3, “seldom” as 4, and “never” as 5, will be used in

assessing entrepreneurial competencies.

Validation and Reliability of Instrument

The questionnaire constructed by the researchers was

passed to a research teacher for corrections and

suggestions. After checking, all corrections were

incorporated in the questionnaire for content and face

validation.

Data Gathering Procedure

Before conducting this study, the researchers asked the

research teacher for approval and correction and allowing

them to conduct the research study using the owner of small

and micro business in Zaragoza, Nueva Ecija as a respondent.

After approving the researcher looked for owner of small

and micro business in Zaragoza, Nueva Ecija. The researcher

discussed and explained the purposed of the study to the

selected business owner who served as a respondent of this

study.

Administration and Retrieval of Questionnaire

The first thing that the researchers did was to find

the respondents who are business owner of small and micro

business in Zaragoza, Nueva Ecija. The researchers used

purposive sampling method.

The researchers approached the respondents, introduced

themselves to them, and then handed out the questionnaires.

Information and purpose regarding the study was explained to

the respondents and were asked for their cooperation.

The questionnaires were administered to the respondents

and were given enough time to finish answering the

questionnaires. Then, the questionnaires were given back to

the respondents.

Statistical Tool

Responses from questionnaire were analyzed using the

descriptive statistics for analyzing the demographic profile

and the frequency counts were used.

Weighted mean was used to summarize the value of the

answers in the research question. Pearson r correlation was

used to test the significant relationships between the two

variables. ANOVA and T test was also used to see the

significant differences.

The ranking of each answer in the questionnaire was

based on the number ordered among all answers. The highest

value is the rank 1 and the least value is the rank 5.

This study focuses on the “Level of Management Practices of

Micro and Small Businesses in Zaragoza, Nueva Ecija”. This

chapter presents the gathered data from the respondents,

analyses and interpretation of these data in lined with the

objectives of the study.

1. Demographic Profile of the Respondents

The profile of the respondents in terms of sex, age,

educational attainment, membership/organization and

seminar/training attended.

Table 1 shows the sex of the respondents. Sex is defined

as the biological differences between male and female.

(Cross, 2018) It shows that out of 29 respondents in micro

business owners, there are 7 male which is equivalent to

24.14%, and 22 female that is equivalent to 75.86%, for a

total of 100%. As for the other one, out of 35 respondents in

small business owners, there are 8 male which is equivalent

to 22.86%, and 27 female that is equivalent to 77.14%, for a

total of 100%.

Based on the data presented, most of the respondents

are female.

This study aims to know the similarities and differences

of the level of management of micro and small businesses

in Zaragoza, Nueva Ecija.

The total respondents of this study are one hundred four

(104); thirty-five (35) small owners, twenty-nine (29)

micro-owners, and twenty-one (21) small employees and

nineteen (19) micro employees in Zaragoza, Nueva Ecija.

The research design of this study is correlative under

non- experimental research. Average Weighted Mean was used

to analyse this study. Researchers’ made questionnaire are

used as instrument for the collection of data.

This study aimed to answer the following questions; “How may

the demographic profile of the respondents described in

terms of: sex, age, educational attainment, civil status,

membership to professional organization, seminar/Training

Attended.” “How may the organizational profile of the

micro and small businesses have described in terms of:

Years of existence, type of operations, form of ownership,

number of workers, start-up capital, and source of

capital.”

“How may the level of competencies of microbusiness and

small business owners have described in terms of:

Opportunity-seeking and initiative, Risk taking, Demand for

efficiency and Quality, Persistence, Commitment to work,

Findings

From the information gathered through research

questionnaire, the following findings were obtained:

1. Demographic Profile

Out of 29 respondents in micro business owners,

there are 7 male which is equivalent to 24.14%, and 22

female that is equivalent to 75.86%, for a total of

100%. As for the other one, out of 35 respondents in

small business owners, there are 8 male which is

equivalent to 22.86%, and 27 female that is equivalent

to 77.14% %, for a total of 100%. Most of them aged from

forty to forty-two years old. Most of the respondents in

Micro business owner and small business owners are high

Conclusion

Based on the findings of the study, the following

conclusion was drawn:

For the demographic profile of the respondents,

most of the business owner respondents are female. The

ages of the respondents differ from one another. Most of

the Micro business owners are high school graduate and

all of the small business owners are college graduate.

Most of the respondents are married. Most of the micro

business owners have 0-1 membership/organization and all

of the small business owner have 0-1

membership/organization. Almost half of the micro

business owners had 0-1 Seminar/Training Attended and

all of the small business owners had 0-1

Seminar/Training attended.

For the Organizational Profile of the Micro and

Small Business, the years of existence of the

respondents differ from one another. Most of the micro

and small businesses are into merchandising type of

business. Most of the micro and small businesses are

sole proprietorship form of ownership. Most of the micro

business have 1-10 number of workers and all of the

small business have 1-10 numbers of workers. The start-

up capital of micro business differs from one another,

10 out of 29 respondents had 100,000-150,000 start-up

capital an average of 34.48% out of 100%. The start-up

capital of small business differs from one another, 9

out of 35 respondents had 46,000-50,000 start-up capital

an average of 25.71% out of 100%. Most of the source of

income of the respondents are business loan.

In terms of Level of Personal Entrepreneurial

Competencies of Micro Owners and Employees for

Opportunity Seeking and Initiative, the activities

mostly done by the two group of respondents: owners and

employees are; they act to extend the business into new

areas, products or services and does things before asked

or forced to by events.

Moreover, the Level of Personal Entrepreneurial

Competencies of Micro Owners and Employees for Risk

Taking, the activities mostly done by the two group of

are; they find ways to do things better, faster, or

cheaper and acts to do things that meet or exceed

standards of excellence.

Recommendations

The following recommendations are hereby advanced:

The Department of Trade and Industry should focus

on developing the owners of micro and small businesses

in Zaragoza, Nueva Ecija Support from the local

government should also be encouraged. Such support can

be in the form of financial and technical aspects. The

local Government through the Department of Trade and

Industry and some local banks should provide financial

assistance to the micro and small owners. Tax exemptions

and lowering of license fees are also ways on how to

support the micro and small business owners. On the

technical side, the local government should sponsor some

business venturing seminars and training and it should

be well advertised and the prospective participants are

well informed.

The government of the Province of Zaragoza, Nueva

Ecija should align some of its funds and budget to

support micro-businesses and small businesses especially

those that exhibit a strong capability to grow and

eventually develop into globally competitive enterprise.

The microbusiness and small business owners of

Zaragoza, Nueva Ecija should organize an Association of

Microbusiness and Small business Owners to promote,

support and inform owners of the current trends,

problems faced, opportunities, support programs and

other key areas of concern for micro and small business

owners.

The microfinance sector and other financial

institutions should make available financial support

especially to those viable microbusinesses being

threatened by stiff competition. Moreover, they should

look at the perceived high interest rates and stringent

paper requirements and the long waiting period before

the loan proceeds are released.

Central Luzon State University, as an academic

institution, can help in the improvement of the micro

and small businesses’ operations. The University,

particularly the College of Business Education can

educate the owners of these enterprises and conduct

seminars and trainings about managing businesses,

capital budgeting and other business related topics.

This can be the community extension service of the

College, looking and helping these enterprises

especially those that are not performing well. The first

phase of the project can be scouting of probable

beneficiaries (especially those that are not performing

well) and then conducting a needs assessment of these

businesses. Then after the initial stage the College can

come up now with the different seminars and trainings

that can answer the needs of these businesses.

A similar research should be undertaken to

determine what specific assistance and support the

micro-businesses and small businesses in the province

need most and on the impact of these government

assistance programs for micro-businesses and small

businesses.

Furthermore, the Social-Awareness experience by the

respondents is; they respect the property of others

because they are aware on what others possible to feel.

In terms of the Social Emotional learning of the

respondents in Relationship Skills, the activities

experienced by the respondents are: they get along well

with adults and comfortably socialize to others.

Moreover, the Social Emotional Learning of the

respondents for Responsible Decision-Making encountered

is; they take responsibility for their own actions.

Consequently, the Social Emotional Learning such as

self-awareness, self-management, social-awareness,

relationship skills, and responsible decision-making has

significant relationship to academic performance of the

learners.

Also, there is significant difference of Social Emotional

learning of the respondents in terms of sex, strand,

general averages and, age, grade level and awards or

recognition received has no significant difference.
