Hisui

Pokémon cannot normally evolve to Hisuian Pokémon in Kanto.

However, there are options to receive Hisuian Eggs from an Egg Seller in
Cerulean and Vermillion City.
You can reset before receiving the egg to reroll the Hisuian Pokémon inside.
A Pokémon with Hisuian potential is denoted by its Hisuian Pokéball.
Otherwise, you can evolve Pokémon to their Hisuian forms when you’re in the
post-game Sevii Islands.
There are also some Hisuian Pokémon in the wild and in raids in Kanto.
Cyndaquil, Rowlet, Oshawott have the option of turning into their Hisuian forms
when you choose them as your starter Pokémon.
There is also an NPC in Saffron City who can give one of your Pokémon Hisuian
potential only once (accessible after Silph Co.)
