SCHEDULE 6
METERING

A. Provision of Metering

The metering points to record the MWh(Import/Export) and Mvarh(Import/Export) exchange


between the Complex and the Purchaser’s Grid System shall be at the HV Side [220kV] of the
Power Transformer of the Complex. The seller will provide a dedicated set of current and
Voltage transformers (0.2s&0.2 accuracy class respectively), to feed each of the primary and
backup metering system.
The Primary and Backup meters will be located within the substation in separate rooms. The
Seller shall provide and install approved Primary and Back-up Meters along with the associated
communication equipment as per Grid Code requirements and specifications. If requested, the
purchaser shall provide Primary and Back-up Meters along with the associated communication
equipment at seller’s cost.

The Metering System shall be according to the specifications as defined by NTDC.

B. Testing

1. The calibration of meters will be checked to ensure that the accuracy remains within
the specified limits. The method of calibration and frequency of tests will be agreed
between the Seller and the Purchaser based on knowledge of the performance and the
design of the installed meters and the manufacturer’s recommendations.

2. Compensation will be made for the errors of current and voltage transformers in the
meter calibration or during computation of records. Current and Voltage transformers
will be tested for ratio and phase angle errors at an accredited testing station in the
presence of representatives from the seller and the purchaser. Test certificates issued
by the testing station will be issued independently to both parties. During the
demonstrated complex energy test, this compensation will be taken into account,

3. Type tests reports for metering current and voltage transformers, as per NTDC Type
Test Policy, shall be provided by the Seller for acceptance. Following the acceptance
of type tests reports, routine tests shall be performed at the manufacturer’s premises,
as per latest IEC standards, in the presence of two representatives of Purchaser/NTDC
at Seller’s cost. In case, type tests reports are not available or are not according to
NTDC Type Test Policy or are not relevant to equipment or do not comply with the
ratings and other requirement of specification, the Seller shall have to arrange type
testing as per NTDC Type Test Policy, as per latest IEC standards, to be witnessed by
the two representatives of Purchaser/NTDC at Seller’s cost. All the expenditure
incurred thereof shall be entirely borne by the Seller.

4. Testing and calibration of the Metering System shall be carried out by the
Metering/Testing Committee after giving appropriate notice to the Seller in line with
the agreed frequency of testing or in the event of either Party having reasonable cause
to believe the meters are outside specified limits. Such tests and calibration shall be
performed in the presence of all relevant market participants.

C. Meteorological station

Meteorological Stations can monitor ambient temperature, wind speed, wind direction,
irradiation, rainfall. Moreover, equipped data acquisition system and communication port,
the relevant parameters can be uploaded to complex SCADA system.

D. Irradiance measurement protocol.

1. Irradiation and temperature measurements are to be recorded at intervals of fifteen


minutes or less. Particular care must be taken, that the measurement equipment
conforms to environmental conditions of the locality. The equipment should have the
capability of recording and storing data for 24 hours

2. The irradiation measurement equipment should be calibrated by an independent


certified third party at least every year. The calibration shall be compliant with
international standards. Two pyranometers shall be placed for each system: one for
measuring the horizontal plane irradiation and the other for the in-plane irradiation.
The pyranometers should conform to the standards of ISO (International Organization
for Standardization)9060 (SR5: secondary standard) or the WMO classification, and
IEC 60904. Thermo pile sensors are preferable to silicon photodiodes. A sensor
calibration tolerance of within +/-2%is expected. The ground based sensor data is to
be supplemented with satellite data to quantify longer term variations (e.g., from the
Surface Meteorology of the United States of America’s NASA (National Air & Space
Administration) and Solar Energy data set).

3. Ambient air and the module temperature shall be measured at every 10 installed MWp
conformity with IEC 60751 AA. Particular care shall be taken about the method of
attaching the temperature sensor on the back of the module. The dependence of the
system sub-systems performance on temperature variations should be characterized
by the SCADA.

4. A weather-monitoring station shall be provided with redundant humidity sensors, a


rain gauge, and a wind profiling unit/anemometer (speed and direction), preferably
capable of data telemetry or other electronic connectivity to the SCADA server. The
environmental analysis is important to understand any unexpected degradation effects
in the modules or other system components.

5. The use of consolidated measuring equipment, supported by an integrated UPS, with


the above-mentioned functionality and modeling software capable of predictive
functions is required.
