Dear friends, dear colleagues,

It is with great honour, joy and pleasure, that our French Federation of
Sport Fishing Carp Commission will host the 23rd Carp fishing World
Championship in France from 19 until 23 September 2023.

We are very proud to announce, that we will make every effort to make
this new international edition, which should bring together more than 25
nations, a superb success and a great celebration for fishing.

Everything will be done so that you enjoy your time here with us. Everything will be simple without
surprises from the moment you arrive until the moment you leave. The key words will be: clarity,
simplicity, fairness and of course sportsmanship and friendliness.

For this 23rd edition, the 4th one organised by the French federation, our commission has selected
the beautiful and amazing Lac de PANNECIERE located in the centre of France, in the natural
massif of MORVAN, more precisely in the department of NIÈVRE in BURGUNDY (FRANCHE-
COMTÉ). Given its 500 hectares and its extraordinary carp herd, the lake is the perfect location for
our competition. It’s a public lake managed by the fishing association of CHATEAU-CHINON and
the Fishing Federation of la NIÈVRE, both partners of the World Championship. We are confident
that it will meet all the expectations of our high-level competitors.

I personally want to thank the managers of the FIPSed (International Federation of Freshwater
Fishing), to trust us again for the organisation of this Championship. I would also like to thank all
the local authorities, the NIÈVRE federation, local fishing association, the municipalities, the hosts,
the press, sponsors and partners for their help and their implication not to mention all the members
of the FFPS (French Federation of Sport Fishing) and GN Carpe (Carp National Group): Steering
Committee, staff, referees, cooks, volunteers, and all those who work in the shadow.

But above all I would like to thank you: nations, delegates, captains and athletes, who will take part
in this event. Your performances, your sportsmanship, your fair-play and your human qualities will
make this international competition and meeting an exceptional event.

All the organisation team and everyone at our French Carp commission wish you a warm

Information on the Lac de PANNECIÈRE :

ANTI-DOPING INFORMATION
TUE REQUESTS

The athletes participating in the Championship, with the registration, implicitly accept all WADA anti-doping
rules.
Athlete whose illness or condition requires treatment with a prohibited substance or method must apply to
CIPS for a Therapeutic Use Exemption (TUE) following the CIPS strict TUE application process.

He/she shall then use the application form, which can be downloaded from the ITA website:

Athletes must therefore consult the Prohibited List https://www.wada-

If the TUE is granted, the athlete will then be permitted to use the medication during the period of validity of
the TUE without committing an Anti-Doping Rules Violation (ADRV).
Regardless of whether a TUE has been granted or not, athletes should always declare on the doping control
forms filled out during sample collection any medications and supplements taken within the seven days
prior to sample collection, and any blood transfusions in the three months prior for blood samples.
If a TUE has already been granted by a NADO or by a RADO, the Athlete in question does not have to
apply for any additional CIPS TUE, as CIPS recognizes all TUE granted by NADOs and RADOs.

Unfortunately, we cannot organise official competitions before the world championship. But it is
possible to train whenever you can until 7 days before the event.
Be careful if you want to train, you have to buy a fishing card to be in compliance with the
legislation.
Several cards exist: a weekly card (holidays, week) or an annual card.

You should also know that the legislation of the lake does not allow night fishing everywhere.

The registration fees include 11 closing banquets, 8 fishing cards for the entire Championship,
insurance and all the related miscellaneous expenses, such as the purchase of trophies and
materials required for the organisation of the Championship.

The Federations, in addition to the medals devoted to the official members of the
Delegation, will be allowed to ask on place for extra medals (up to a maximum of 3 per
team), upon payment of a contribution of € 25 per extra medal, which will also include the
diploma. The fees for extra medals shall be paid to the organisers, who will then transfer
the sum to F.I.P.S.e.d. In no case and for no reason extra medals in a number higher than
that provided by these Rules may be requested from F.I.P.S.e.d.

The registration of the nations for the event will only be validated after the reception of the bank

All the delegations have to bring their own national flag and national anthem.
The national anthem will be verified by the organisation committee with the presence of a
member of the team during registration, at the beginning of the Championship.
