1.0 PURPOSE

To establish series of pressure testing required for body and seat at Shop only.

2.0 SCOPE

The scope of this procedure covers the project requirements for field pressure testing
of metallic valves such as gate, globe check, choke, plug and butterfly valve excluded
from this scope are control, safety relief, surge relief, solenoid and other valve classified
as instrumentation valve in accordance with SAES-L-l08 para 4.7.

4.0 RESPONSIBILITIES

4.1.1 It is the responsibility of the project engineer to arrange for the


testing facilities and to provide all required material such as
fitting, blind pump etc. for this task.
4.1.2 It is the responsibility of the project construction engineer to
assign the engineer in charge for this operation along with the
staff

4.1.3 It is the responsibility of the QC Supervisor to assign a QC


Inspector for this task. The QC/ shall monitor the testing and
within the acceptance criteria he should report his observation
4.1.4 The QC/ shall raise RFI for whole operation to client and
company as new activity start. This RFI is considered as
notification.
4.1. 5 It is the responsibility of the QCS to arrange complete logging on
daily basis for the entire performed test.
4.1.6 Safety officer will coordinate and discuss to hydro test engineer
the safety requirement of Saudi Aramco. The Safety officer will
ensure that test location is safe proper warning sign boards
posted and barricade.
4.1.7 No Work other than the Hydro Test shall be allowed. Hydro test
Engineer shall be responsible and no entry for unauthorized
personnel.
4.1.B All hydro test personnel shall be equipped with personnel
protective equipment (PPE) such as hard hat, safety shoes, and
goggle among others.
4.1.9 Appropriate type of fire extinguishers available at the test site
and equipment location.
4.1.10 Prior to shop testing of valves safety toolbox meeting will be
conducted by the safety officer to discuss the potential hazards
of the operation. Safety tool box meeting will be attended by
hydro test Supervisor, foreman and all workers to be involved in
the operation:
4.1.11 Test Crew & Inspectors are trained to properly follow testing
procedure to eliminate water testing and apply preservation
measures such as mfg. approved lubricants & others Corrosion
Control measures as per SAIC-L-2042 attachments 2. SAIC-L-
2042 Item AS.
4.1.12 Safety precaution and procedure shall apply as per GI-0002-102.
"Pressure Testing Safety" shall be followed during pressure
testing. SAIC-L-2042 ItemAB
5.0 PROCEDURE

5.1.1 The valve testing procedure shall be prepared and submitted to SAPMT
and PIS for review and approval to shop testing of all valves 2" and larger.
5.1.2 Recipient of the approved procedure and other users are instructed not to
make copies of any part of the procedure, this is to ensure no out of date
procedures are in circulation that could mistakenly use.

5.1.3 This valves testing is typical and applicable to all permanent valves
required for this project.
5.1.4 All valves shall be subject to visual testing upon receiving.
5.1.5 When a valve is ordered together with an actuator, the valve/actuator
assembly shall be tested together as a unit.
5.1.6 During the test valve shall be placed on elevated platform to have easy
visibility on all part of valve.
5.1.7 All valves shall be subjected to hydrostatic shell test as per API 598 tables
lA & 18.

5.1.8 For she'" high-pressure backseat and high-pressure closure tests, the test
fluid shall be air, inert gas, kerosene, water, or a non-corrective liquid
with a viscosity not higher than that of water. Unless otherwise specified
in the purchase requisition the test fluid temperature shall be within the
range 14°F (SOC) to 122°F (50°C. All test duration shall meet the
requirements of para 3.6 and Table 4 of API 598. SAIC-L-2042 Item C5.
5.1.9 Testing media shall be water complying with para 4 of SA ES-A-007 Testing
intervals (maximum weekly) are established for lest water. Test water
quality shall have a sulfate reducing bacteria (SRB) count of 103 per ml or
less as determined by Rapid check" Method.

Note: Water with higher bacteria count maybe acceptable if treated with
biocide & retested and approved by Supervisor. CTU/ME&CCD/CSD SAIC-L-
2042 Item A7.

5.10 Each valve shall be uniquely identified, tagging or other suitable means

5.11 Relieve valve shall have a calibrated, dated and tagged within one week of
adequate capacity set to relieve at 5% above the hydro test pressure.

5.12 Pressure gauges shall be calibrated before the test. The calibration
interval shall no exceed one month, stickers shall be applied indication the
latest calibration date. SAIC-L-4042 Item Bl

5.13 All pressure gauges shall have a range such thot the test pressure is within
30% to 80% of the full range, a minimum of two pressure gauge are
available for the test system their accuracy is with 5% of one another.

6.0 VALVE RECEIVING

6.1 As soon os the valve arrived at lay down yard they will be
examined by QC inspector for completeness, damage and package
condition. All requirement documentation as per the
procurements plan procedure shall be maintained by the QA/QC
Engineer/Inspector. The QC final disposition reports such as
manufactures certificate shall be submitted to Saudi Aromco.

6.2 If the valve designated for isolation services, perform the tests as per
API 598.

7.0 TEST EQUIPMENT

a. Blind shall be installed on both sides of the valve for each body test. It is
recommended to stroke & grease all valves before testing.
b. The pressure gauge shall be calibrated before use and calibration interval shall
not exceed one month prior scheduled test.
e. The pressure gauge shall have a range such that the test pressure with 30% to
80% of the full scale range.
d. Pressure relief valve shall be calibrated before use and the calibration interval
shall not exceed on week prior to schedule test. Pressure relief valve should be
calibrated 5% higher than specified test pressure.
e. A minimum of two pressure gauge is required one on the test pump the
other/son the test system. Bleed valve to be provided for protection as per SAES-
A-004 Para 5.5.2 relief valve and pressure gauges shall be mounted on the
upright position. Gauges shall be visible to the operator. All calibration should be
witness by Saudi Aramco Inspection or performed by an approved laboratory.
Required certificates shall be made available to inspector prior to the
commencement of the test.
/. If the stainless steel valve containing pressure retaining parts made of ANSI 300
and or 400 series should be tested with water that meets requirements of SAES-
A-00l6.1

8.0 TEST MANIFOLD

8.1.1 Manifold intended for use in Hydrostatic test shall be pressure to 1.2% above
maximum test pressure and should have a test certificate. SAIC-L-2042 Item A6
8 .1. 2 An isolation valve, rated for manifold pressure when in close position, shall be
provided between the pressure testing manifold and the system being tested as
per SAES-A-004, para 5.5.3.

9.0 HYDROTEST PUMP

9.1.1 Hydro test pump hoses and fitting intended for pressure testing shall have an
adequate rating to meet the test pressure requirements.
9.1.2 Cleaning

9.1.2.1 Prior to testing valve shall be cleaned by us of a pressure solvent to remove


foreign materials behind the seat rings. Seat rings carrier shall be tapped
lightly loosen any lodged material prior to cleaning.
9.1.2.2 Valve shall be cycled opened and closed a minimum of times prior to
commencement to any hydro test.

10.0 FILLING

10,,1 The valve asserl1bly shall be fi/led 'vvith portable vvater. Precautionary rneasure shall
be adhered to prevent air entrapment by opening the vent valve until full flow is attained.

11.0 SEQUENCE OF TESTING

11.1 The valve body shall be tested prior seat test. During the shell test the valve must
opened at least 50% after completion of shell test, release the pressure, unbolt one (1) blind
flange and proceed with seat test, repeat the same procedure for other side of the seat
complete the test.

12.0 PRESSURIZATION

12.1 Prior the pressurization a test manifold shall be installed of the blind flange with the
pressure gauges and pressure relief valve.

12.2 After thoroughly cleaning the bare seat and the body, fill the assembly with water the
filling shall be done through the manifold valve with the vent open to eliminate entrapped
air.

12.3 The valve assembly shall be slowly pressurized until it reached the required pressure
(ANSI/API VALVE TEST PRESSURE. The test pressure shall be held as per Table 2 & 3. (SAIC-L-
2042 Item C2 & C3).

12.4 Testing will be required from both sides of seat, for proper inspection. Maximum
allowable leakage as per Table 5 of API 598. (SAIC-L-2042 Item 01)

12.5 Upon satisfactory completion of the 1st seat test, drain the assembly, remove the blind
flange and refit to the opposite side of the valve seat.

12.6 Repeat para for the opposite side of the valve seat.

12.7 Leakage in from of drops shall be collected and measured. The allowable leakage rate
shall be in accordance with table 5 API 598 for seat test only. All resilient (soft) seated
isolation valves shall have zero leakage.

12.8 For shell testes visually detectable leakage through the pressure boundary walls and
any fixed body joint is not permitted. (SAIC-L-2042 Item Cl)

12.9 valve that failed during testes shall have be tagged and marked and put in quarantine
area until final disposition after that it will be sent to valve repair shop.

12.10 After corrective action has been taken the assembly shall be pressurized again, repeat
para 12.3.

12.11 Any valve rejected by the inspection during the shell/seat test will report to the
initiated engineer/OPO. The necessary repair will be carried out by Saudi Aramco approved
agency.

12.12 All valve testes shall be witnessed by the project inspection department or their
representative.

12.13 Method of water removal, corrosion control measures, preservation is effectively &
consistently applied in accordance with all SA requirements after testing. (SAIC-L-2042 Item D4)

13.0 STORAGE AND PRESERVATION

13.1 After the test acceptance, remove the water from the valve, open the blind flanges
sweep and mop as required to ensure that no visible traces of water remain.

13.2 Place the valve 50% open position drain the cavity using the available body cavity drain
lines dry the cavity by blowing dry air using electric hand blower or compressed air, after the
drying activities, the exposed metallic surface protected with rust preventive like W.O. 40 or
equivalents.

13.3 For buried type valve use pressure hose (max 100psi) attachment to one drain, forcing
the water out through the second drain. Again and dry the body cavity to a dew point of 1 C
or less by blowing hot air or dry nitrogen through the drain lines, shut in the system for not
less than 12 hours. Repeat the drying if the dew point has risen above 1 C after hours .

13.4 Valves are completely drained of test fluid & thoroughly dried after testing. Machined
surfaces shall be coated with a light film of high viscosity rust inhibiting oil that will not
become fluid & run off at temps below 80 C. SATlP-L-108 item 2.4 SAIC-L-2041 item A1

Clean compressed air & time to below cavities to drain. Verify water removal effectiveness
randomly (next day)

13.5 Corrosion prevention upon completion of drying process, means of corrosion inhibition
(rust preventive like W.O. 40 or equivalents) and lubrication shall be applied as applicable.

13.6 The store area should provide means of protections against severe weather conditions
such as sand encroachment, rains; and other conditions that can affect valves integrity.
Valves should be supported off the ground.

13.7 Flanged valves NPS 6/1 and smaller in class 300 shall be fitted with UV resistant plastic
covers. For other sizes, valve end flanges shall be fitted with plywood covers. The cover
diameter shafl be the same as the outside diameter of the flange and shall be at least 10mm
thick for valves up to NPS 24/1 and 12mm thick for valves NPS 26/1 and larger. The cover shall
be attached by machine bolts with a nut and washer fitted on the side of the flange. There
shall be minimum four (4) bolts on valves up to NP24/1 nominal size and eight (8) bolts on
valves NPS 26 inch and larger. The bolts diameter shall not less than U the size of the flange
bolt hole. The raised face portion of the flange and the ring joint groove shall be covered with
heavy grease. A heavy duty moisture proof disc shall be fitted between the greased flange
face and the cover. The disc shall have diameter equivalent to the inside diameter of the bolt
holes. Sufficient overage shall be ordered to replace loss/damage SA TlP-L-108 item 2.4, SAIC-
2041 item A2.

13.8 The ends of threaded and socket weld end valves shall be protected with tight fittings
plastic caps. SA TlP-L-108 item 2.4- SAIC-L-204 item A3.

13.9 For Long Term Stored Inspections, (Any storage for a period of three months and longer
shall be considered as long term store). At least once every 3 months, the valves shall be
visually inspected to check the integrity of the covers, caps, grease and other visible
conditions. Prior to installation, long term stored valves shall be re-tested per SAEP-35 .

a) For the liquid test, 1 milliliter is considered equivalent to 16 drops.


b) There shall be no leakage for the minimum specified test duration (see Table 4). For
liquid test, 0 drops means no visible leakage per minimum specified test duration. For
gas test, 0 bubbles means less than 1 bubble per minimum specified test duration.
c) Maximum permissible leakage rate shall be O. 18 cubic in. (3 cubic centimeters> per
minute per in. of nominal pipe size.
d) Maximum permissible leakage rate shall be 1.5 standard cubic ft (0.042 cubic meter) gas

horizontal position to prevent trapping of air (for efficiency).
C) After Shell test passes, perform Seat closure tests. (Efficiency)
Avoid trapping air in valve high points during seat testing due to
improper valve orientation, filling, & venting. Several techniques to
reduce trapped air exist. Choose a method that assures efficiency.

( Attachment 1 - Valve Testing Facility Approval & Start-Up Requirements
Valve Testing at new shops is approved by SA Proponent as a desirable location for any field testing prior to line
installation. On Projects, Field Testing locations shall be approved by Saudi Aramco, including Project Inspection .
Receiving Inspection is organized, follows an efficient procedures. Use SAIC-L-2040 Checklist & SATR-A-2001V.
Storage & Preservation is organized, follows efficient procedures. Use SAIC-L-2041 Checklist & SATR-A-2001V.
Valve Testing Set-up is adjacent to storage areas to minimize handling . Consider prevailing winds and fouling .
1. Proper segregation shall exist for CS, NACE & SS valve materials .
2. An adequate water supply (treated or demin water) exists & meets SAES-A-007 reqmts for testing and purity.
Refer to SAES-A-007 Lay-up Procedure & Checklist & all attachments relative to Valve Testing
3. Test Equipment is available as follows and does not promote fouling & contamination of alloy components:
A) Pressure Test manifold rated for work per SAES-A-004 reqmts. Perform check for Safety (SAIC-A-2009)
8) Press ure hoses rated for the work
C) Water tanks, mixing apparatus & filling hoses
4. Procedure for Field Testing of Valves is approved.
5. Personnel including QC dedicated to Valve receiving inspection & field testing have experience with valves and
have been approved. Furthermore, they shall have access to required read ing and specific/acceptable experience.
Copies of applicable Code and checklists are available for Inspection Personnel performing Valve Testing .
6. List of valves to be tested is available before the start of work & meets SA standards and approved testing
procedure.
7. Records, QC form & unique 10 numbers exist for every valve tested.
Valves are traceable to their unique test reports and a unique Identification Number. This is identified in line
installation and verified by Inspection
8. Preservation of mfg Identification tags (during coating) is strictly enforced . No Sandblasting damage to tags.
Tags are protected by suitable means (taping, etc). Ends are sealed during sandblasting operations carefully.

PROVIDE CLEAR AND EFFICIENT DIRECTION & PREVENT TESTING OF VALVES THAT IS NOT REQUIRED.
PROPONENT SHALL SPECIFY THE PARAMETERS OF THIS LINE LIST & CONTRACTOR SHALL IDENTIFY EACH
WITH A UNIQUE ID NUMBER TRACEABLE THROUGH THE ENTIRE CONSTRUCTION PROCESS UNTIL MCC.
ALSO, THOSE FLARE SYSTEM VALVES SHALL BE IDENTIFIED EARLY IN THE PROCESS TO PREVENT THEIR
HYDROTESTING IN ACCORDANCE WITH SA STANDARDS.
Valve Repairs (Procedure, Approval by SA & Documentation)
1) Prior to pressure testing (as detailed in Valve Testing procedure & agreed upon by Company), Visual
internal/external valve inspection shall be completed on each valve by qualified Valve Testing Inspector.
Defective (visually unacceptable) valves are identified (Company informed in all cases) and documented
thoroughly in a Quality log for Rejected Valves (Unique ID Number & Traceability exists).
NO VALVE REPAIRS SHALL BE PERFORMED UNLESS & UNTIL SPECIFIC
NOTIFICATION & APPROVAL FROM SA IS REC'VD. (AS AGREED UPON)
COMPANY (IN SPECTION) SHALL BE INFORMED IN A TIMELY MANNER AND
SHALL HAVE OPPORTUNITY TO WITNESS ANY & ALL REPAIRS.
ALL REPAIRS TO NEW VALVES (FOR WHATEVER REASONS) SHALL BE
THOROUGHLY DOCUMENTED BY CONTRACTOR QC & INSPECTED.
VALVE MANUFACTURER SHALL AUTHORIZE REPAIRS TO NEW VALVES.
ONLY APPROVED SHOPS (SA & VALVE MANUFACTURER APPROVED)
PERFORM AUTHORIZED REPAIRS . DOCUM ENT ALL VALVE REPAIRS .
IF APPROVED & WITNESSED BY COMPANY, FIELD TESTING AFTER REPAIRS

SPECIAL CARE FOR 13Cr (400 Series) Trim SS VALVES
Trim 8 is the most common type of valve used in Saudi Aramco Plants.
This requirement was specifically cited for Pipelines, as severe corrosion occurs with extended improper
Lay-up. CSD has stated that this also applies for Plant Piping. This is common sense & must be addressed
in Plant Piping Pressure Testing & Valve Field Testing & Subsequent Lay-up Actions as follows:
1. Valves coming from the manufacturer are pressure tested and "lay-up" is "OTHER" or Special:
a) Valve manufacturers takes great care to stroke valves and allow water "time" to descend from bonnets
b) Water is then blown out using high pressure air until water is removed. Moisture is still present.
c) Valve Manufacturer "APPROVED CORROSION-RESISTANT LUBRICANTS" are then professionally
applied by trained valve testing technicians who distribute lubricant in effective methods to prevent rust.
d) Valves are then stroked and lubricants are spread evenly over sealing surfaces to prevent corrosion.
e) Valves are then coated and sealed/covered shipped to Saudi Aramco for installation in our facilities.
f) Valve handling during shipping and Other* Concerns (age in storage, corrosion consideration, damage)
requires the Safeguard of "FIELD TESTING OF CRITICAL ISOLATION VALVES" per SAES-L-108.
g) Valves are then again opened & inspected for warranty coverage for shipping damage/other concerns.
h) Valves are field tested (body test, high pressure seat test, other tests as required by SAES-L-108).
CORROSION CONTROL CONSIDERATIONS ARE NOW THE RESPONSIBILITY OF THE CONTRACTOR!!!
At a minimum, Contractor Procedure SHALL:
1. Apply the same lay-up and care after Valve Testing that was applied by the Valve Manufacturer.
This includes careful drying and application of lubricants and corrosion control measures applicable.
2. Perform routine "PRESERVATION CHECKS" when valves (13 Cr trim or 400 series SS) are stored
longer then 30 days after field testing to assure effective corrosion control measures.
3. IF OPTION B IS SELECTED AND THE VALVE IS THEN TESTED IN-LINE, CONTRACTOR SHALL NOT
ALLOW AMBIENT LAY-UP OF VALVES (13 CrTrim or 400 Series SS). WHERE VALVES HAVE NO DRAIN,
COMPLETE REMOVAL OF WATER FROM VALVE CAVITIES "SHALL BE DEMONSTRATED" to comply with
SAES-A-007, Para. 5.2.5.1 a). Valves may be removed after test and treated similarly to Valve Testing.
NOTICE: PROCEDURE SHALL DETAIL THE METHOD USED TO ASSURE COMPLETE REMOVAL OF WATER
FROM VALVE CAVITIES, CORROSION CONTROL MEASURES & PRESERVATION CHECKS DURING LAY-UP.
FOLLOW UP VALVE CHECKS FOR CORROSION DEMONSTRATE EFFECTIVE PRESERVATION (LAY-UP).
