Bridge Needs Ratio (BNR)
Objectives:
This procedure will provide a method for ranking of the
intervention needs requirement of each bridge based on
the calculated normalized Bridge Needs Ratio (BNR)
parameter.

 The following parameters in determining BNR:


NMPS - Normalized Maintenance Priority Score
BRF - Bridge Route Factor
BMC - Bridge Maintenance Cost
ECRP - Estimated Cost of Replacement (Bridge)
Process of BNR Calculation
 Calculation of NMPS = ratio of actual against worst conditions
 Estimation of BRF = depends on road category
 Calculation of BMC = sum of maintenance costs of all attributes
 Calculation of ECRP = length x width x unit cost of construction
 Calculation of BNR = NMPS + other factors

Calculation of NMPS
Formula:
Normalized Maintenance Priority Score
NMPS = Σ(CiWi) / Σ(CmWi)
where: i = attribute of an element
Ci = actual condition state of an attribute
based on the assessment of BI
Cm = maximum condition state = 3
Wi = weighing factor of an attribute
the greater the importance of an
attribute, the higher the factor

Calculation of BMC
Formula:
Bridge Maintenance Cost
BMC = sum of maintenance costs
of all attributes with
condition state of 2 or 3

BMC is determined for each bridge based on the


total cost of maintenance of all the attributes
included in the bridge condition inspection form.
Calculation of ECRP
Formula:

ECRP = (LB) (WD) (AC)


where: LB = overall length of bridge (m)
WD = overall width of bridge (m)
AC = replacement cost of standard bridge
in Pesos per square meter of deck.

ECRP is the estimated replacement cost of the


bridge by a bridge of DPWH design standard.
Calculation of BNR
Formula:

1. BNR = NMPS
2. BNR = NMPS x BRF
3. BNR = NMPS x BRF x (ECRP-BMC)/ECRP
4. BNR = NMPS x BRF x BMC/ECRP

For the initial use of BMS, Formula 1 is adopted


being more stable with reliable results based on
the recorded condition state of defined attributes.

1. BNR = NMPS = 0.338

2. BNR = NMPS x BRF = 0.338 x 0.75 = 0.2535

3. BNR = NMPS x BRF x (ECRP-BMC) / ECRP


= 0.2535 x (30.0 – 0.90) / 30.0 = 0.2459

4. BNR = NMPS x BRF x BMC / ECRP


= 0.2535 x 0.90/57.6 = 0.0039
