1. SCOPE

1.1 This procedure provides minimum safety requirements and guide lines for usage,
storage, Shipment, Handling and transportation of radioactive materials/equipment
which produces radiation.
1.2 This procedure is subject to changes based on revisions issued by the regulatory
authority and as applicable to client requirements to appropriate revision.
1.3 Any changes will be made with the written approval of (CEC) principal radiation
safety officer and with the concurrency of CEO.
1.4 The rules and regulations explained in the procedure shall govern the safety and
responsibility of all employees working in radiation environment.
1.5 No operations shall have carried out directly or indirectly relating to radioactive
sources or ionized radiation produced devices without a valid practiced license from
the regulatory authority (IRSRA), Iraqi Radioactive Sources Regulatory Authority
and shall be renewed properly without delay.
1.6 The practice license of the company shall be suspended or cancelled if not
following the safety rules.
1.7 CEC shall inform the competent authority (IRSRA) for the date of practice start prior
to commencing execution for the license issued.

2. PURPOSE
2.1 This procedure shall be used as a reference for safe working by (CEC) personnel
involved in ionizing radiation.
2.2 All radiographic operations shall be performed without causing any environmental
damages or contamination of natural resources.
2.3 All (CEC) radiographic crew should thoroughly understand this procedure and shall
have a copy in their vehicle or works always.

4. ADMINISTRATIVE RESPONSE TO VIOLATIONS AND INCIDENTS


4.1 Contravention
4.1.1 In case of any contravention to operation rules or violation of protection from ionized
radiation, (CEC) shall instantly inform competent authority (IRSRA) and the client
authority and investigate violation reasons and rectify the situation and
circumstances that caused any of them.
4.1.2 Incidents are typically the result of violations. In addition to the response required for
the incidence, action taken in response to the violation may depend the severity of
the incident.
4.1.3 Cautioned must be exercised when taking punitive actions. Management must keep
in mind that industrial radiography is, for the most part, an unsupervised activity and
that technicians may be inclined to attempt to conceal the occurrence of an incident
to avoid punitive actions. For this reason, all the rumors or indications of a possible
incident must be fully investigated. When taking action, it must be fair and
constructive to be perceived that the actions are for best interest of the technician
and the public.
4.2 Obligations
4.2.1 CEC will not do any practice related to ionizing radiation directly or indirectly without
holding a valid license form (IRSRA).
4.2.2 Company will not design, manufacture, assemble, dismantle, receive, hand over,
import, export, purchase, sell, lend, borrow, use, operate, store or dispose any
radioactive source or devices producing ionized radiations except as per protection
from radiation control and after obtaining license from the competent authority.
4.2.3 It is not allowed to transport any radioactive source via any transportation method
inside or outside the Iraq except as per safe transportation instructions of radioactive
sources issued by competent authority.
4.2.4 It is not allowed to continue any practices containing exposure to radiation in the
absence of Radiation protection officer or qualified expert. Prior to the expiry of the
service of the Radiation protection officer or qualified expert, another licensed
Radiation protection officer or qualified expert shall be appointed.
4.2.5 It is not allowed to perform any works or practices comprising exposure to radiation
without direct supervision of a Radiation protection officer at the same location
where such works and practices occur.

4.2.6 No person can work in practices or works comprising exposure to radiation unless
he has adequate training and knowledge of protection from radiation methods.
4.2.7 Each personnel shall consider protection and safety to be essential and
complimentary parts of safety and occupational health programs and bear his
responsibilities of protecting himself and others.
4.3 Inspection
4.3.1 IRSRA may inspect the company facility and practices at any time with or without
prior notice. CEC will cooperate with the (IRSRA) inspectors to inspect all the solid
items and documents related to Radiation safety.
4.3.2 Any obstruction or delay of the work of the protection authority might lead to
cancellation or suspension of company practice license.
4.4 Justification
4.4.1 It is not allowed to perform any of the practices mentioned in clause 4.2.2 unless
such practice will bring sufficient benefit to the personnel exposed to radiation or the
community in general, that justifies potential radiation damage that might arise from
such practice.
4.4.2 Upon practice justification, all urgent and adjourned damages shall be taken into
consideration so that all potential radiation damages of all direct and inherent
exposure arising from such practices shall be included.
4.4.3 Practices that increase the risk of radioactive material are unjustified.
4.5 Defenses in Depth
4.5.1 The principle of defense in depth is realized through the application of a multi-level
system of technical and operational precautions of the radioactive sources so that
any failure at any of such levels will be corrected by next level and to compensate
potential human errors and equipment failure.
4.5.2 Example of technical precautions is, the use of shielding, locking mechanism etc. in
the designing of radiographic projector and construction of outside fencing with lock
so that in case of failure to lock any of the fence, the other will protect.
4.5.3 Example of operational precautions is, the use of two survey meters at site so that if
any of the survey meter is malfunctioning, the other will protect.

5. BASIC CONCEPT OF RADIATION SAFETY


Time, Distance and Shielding are the three-basic concept of radiation safety.
5.1 Time:
Spend less time near the radiation source and minimum dose received.
5.2 Distance:
Increase the distance in a direction away from the source and that will help to decrease the
dose.
5.3 Shielding:
Always apply the use of effective shielding between you and the radiation source to
minimize the dose receiving. Remember that shielding is the best protection when you
want to stay more time near the radiation source.

6. PERSONNEL
6.1 Radiation Safety Officer (RSO)
CEC RSO shall be the holder of at least a valid RSO certificate issued by the regulatory
authority, ASNT RT level II certificate as per SNT TC-1A., Emergency retrieval course, and
Projectors maintenance course. His responsibility includes but not limited to monitoring all
radiographic personnel dose and sealed source information, issue and collect personnel
dosimetry, monitor the movements of radioactive materials and X-ray generating
equipment, safety audit and calibration of radiation monitoring instruments.
6.2 Radiation Protection Officer (RPO)
Radiation Protection Officer
6.3 Qualified Expert
Any qualified individual or radiation protection officer authorized by the company
management, to give advice and help in preparing company’s radiation protection program.
His responsibility includes but not limited to
a. Supervise all matters relating to radiation protection and safety.
b. Directly supervise all protection and safety assessments pursuant to national
instructions.
c. Supervise and surveillance and gauging works assess personal exposure and
assure quality.

6.4 Radiographer (Certified RT level II)


Radiographer (Certified RT level II) is a classified person employed in CEC, and shall be
qualified and certified as per CEC’s Written Practice (CEC[EN]-NDT/WP/01-01). He shall
handle and operate radioactive sources and X-ray machines for industrial testing and
inspection. He shall be responsible in safe handling and radiation safety of all personnel
inside and around the work premises. Radiographer shall report to the RSO.
6.5 Assistant Radiographer
Assistant Radiographer shall be certified as RT Level 1 as per CEC[EN]-NDT/WP/01-01.
He shall work under the radiographer and shall be familiar with the usage and handling of
radiographic exposure and radiation monitoring devices.
6.6 Trainee
Trainee is a classified person trained in the features of ionizing radiation and not been
certified as per CEC’s Written Practice, CEC[EN]-NDT/WP/01-01. He can work in radiation
environment under the direct super vision of a NDT Level II Radiographer or NDT Level III.
6.7 Others
Personnel other than mentioned in Clause (6) are strictly prohibited to handle or work with
ionizing radiation.
7. RESPONSIBILITIES OF KEY PERSONNEL
7.1 General
a. Determine protection and safety objectives that cope with the requirements of this
procedure.
b. Establish and apply a protection and safety program.
c. Determine procedures for realization of protection and safety objectives and assure
availability of necessary resources.
d. Continuous review of procedures to assure objectives realization.
e. Determine shortcoming and deficiency in protection and safety procedures and take
necessary remedies.
f. Foster cooperation between all parties concerned with protection and safety.
g. Maintain records of responsibilities born by each party.

7.2 Radiation Protection Officer (RPO)


7.2.1 Lay down general protection and safety framework and program in the facility and
supervise application of such program.
7.2.2 Supervise obligation by protection and safety rules and organizations during usage
of radioactive sources and equipment including such sources.
7.2.3 Conduct all periodical tests and calibrations.
7.2.4 Submit periodical reports to licensee and competent authority on protection and
safety.
7.2.5 Supervise all records required by instructions and register all data therein and
approve the same by facility manager and follow up delivery to competent authority.
7.2.6 Change radioactive sources or supervise changing.
7.2.7 Follow up environmental radio and personal exposures Surveillance.
7.2.8 Organize training programs in protection and safety for radioactive sources,
personnel and conduct lectures and meetings relating to protection and safety.
7.2.9 Inform licensee and competent authority of any infringements of protection and
safety rules and organizations, and maintain tight relations and communication
channels with the licensee, qualified expert, and competent authority.
7.2.10 Prepare, direct, and exchange views with radiation personnel with respect to
attaining protection and safety.
7.2.11 Inform professional personnel who are close to or about to exceed permitted
exposure limits and determine reasons and take all necessary actions of medical
follow up and notify competent authority.
7.2.12 Perform frequently site assessment (Appendix 5)
7.2.13 Supervising work involving ionizing radiation.
7.2.14 Setting up controlled or supervised areas.
7.2.15 Monitoring and sampling.
7.2.16 Quality assurance of radiation protection.
7.2.17 Ensuring compliance with procedures and regulations (e.g. packaging,
transport, and disposal).
7.2.18 Emergency provisions in the event of an incident.
7.2.19 Reporting and investigating incidents.
7.2.20 Record keeping of all documents as required for audits.

7.3 Company Management


7.3.1 Protect employees and public from radiation exposures that exceed approved limits.
7.3.2 Observe national protection and safety instructions.
7.3.3 Appoint Radiation protection officers to implement technical and scientific aspects
for protection and safety and monitor abidance.
7.3.4 Obliged to appoint qualified experts for protection and safety to provide advice in
scientific and technical matters and supervise.
7.3.5 Company is responsible before the competent authority for obligation by all
protection and safety organizations.
7.3.6 Establish protection and safety policy.
7.3.7 Determine protection and safety objectives, determine powers and responsibilities
thereof in the facility, adopt incentives and penalties, and arrange procedures.
7.3.8 Provide sufficient number of trained manpower.
7.3.9 Provide protection and safety technical equipment in sufficient and suitable
quantities consistent with potential occupational exposure or public and environment
exposure.
7.3.10 Establish and implement written practice guides (local rules) for protection and
safety for manpower, general public, and environment guided by national guides.
7.3.11 Determine operational limits for equipment and radioactive sources.
7.3.12 Provide protection and safety services such as personal exposure dose gauge for
personnel as per requirements of competent authority, and provide medical and
health services consistent with the size of expected risks.
7.3.13 Train personnel to use practice equipment in normal and emergency conditions.
Periodical re-training and updating is required.
7.3.14 Provide and maintain records pursuant to requirements.
7.3.15 Furnish professional and non-professional personnel with sufficient information on
risks they might be exposed to in normal and emergency conditions.
7.3.16 Establish assessment program for protection and safety in the facility.
7.3.17 Establish emergency plan in the facility.
7.3.18 Observe limits of radioactive releases and take necessary measures to maintain
such limits. Implement environmental radiation Surveillance; provide technical and
human requirements as required.
7.3.19 Establish a comprehensive plan for radioactive materials management in the facility.

7.3.20 Furnish competent authority and manufacturer with earned experiences of operation
and maintenance of equipment and radioactive sources to improve protection and
safety.
7.4 Site In-Charges / Team Leaders
7.4.1 Planning the work and supervising the work to ensure that necessary equipment &
competent personnel are available as required and to make sure NDT workers
follow the procedures.
7.4.2 Monitoring compliance with this specification for the storage, transport and use of
radioactive sources at all work sites.
7.4.3 Formulation and review of work procedures and contingency plans, where
necessary, to ensure safe working practices and adequate emergency response.
7.4.4 Implementing a comprehensive system of movement control of all sources of
ionizing radiation imported into the kingdom, such that their location is known at all
times.
7.4.5 Organizing comprehensive medical screening (as defined in this specification) of all
workers exposed to ionizing radiation, and maintenance of adequate medical
records.
7.4.6 Training and monitoring of all workers exposed to ionizing radiation, to ensure that
they perform their assigned work without endangering themselves, fellow workers,
members of the public and the environment.
7.4.7 Implementing adequate dosimetry control, as defined in this specification, for the
work being performed, and the maintenance of adequate records.
7.4.8 Monitoring and dosimetry
7.4.9 Investigating and reporting all incidents involving over-exposure to ionizing radiation.
7.4.10 Investigating and reporting all incidents involving the loss (even temporary) of a
source of ionizing radiation.
7.5 Radiation Worker:
Radiation Workers of industrial radiography equipment are responsible for performing all
work in accordance with this procedure under the supervision and advice of radiation
protection officer. He should carry out the work in such a way the dose received is as low
as reasonably achievable (ALARA). This can be achieved by adopting variety of radiation
hazard control evaluations and using optimum source strength during the work.
The work shall be carried out in workshop when the working personnel are absent i.e.
working at night. Proper warning signals may be placed around the workshops marking

controlled and supervised areas. No combined work by workshop personnel and NDT
operations should be taken up.
Every person working with radiation or radioactive materials shall not expose himself or
others to radiation to a greater extent than is necessary for the purposes of the work. In
addition, the worker should be responsible for the following:
7.5.1 Using those personal monitoring devices issued to him and returning them at the
end of the prescribed period. He should also take every precaution to ensure that
personal dosimeter devices are exposed only to those ionizing radiation that are
incident on his body during the normal course of his work.
7.5.2 Informing the site coordinator in advance of any proposed work with radioactive
materials or irradiating apparatus, together with methods and safety precautions to
be used.
7.5.3 Follow the rules of protection and conduct his job as per this procedure.
7.5.4 Cooperate with the RSO and CEC management to make a quality job with
maximum safety.
7.5.5 Refrain from any actions that cause violations, either major or minor.
7.5.6 In addition, the worker should be responsible for the following:
7.5.6.1 Receives radiographic exposure device (projector)
7.5.6.1.1 Together with the designated Issuer/Receiver, collects the projector from the
storage cell/pit.
7.5.6.1.2 Verifies Source Serial Number.
7.5.6.1.3 Verifies that the vehicle has the required associated equipment, radiographic
accessories, and safety equipment.
7.5.6.1.4 With the Issuer/Receiver conducts a "Daily Inspection" of the projector and
conducts radiation survey.
7.5.6.1.5 Assures that the Issuer/Receiver has logged out the projector with the correct
data and destination.
7.5.6.1.6 Attaches the required radiation warning signs to the transport vehicle prior to
loading of the projector.
7.5.6.1.7 Assures that current revision of the Radiation Protection procedure is in the
vehicle and readily accessible for reference.
7.5.6.2 Loads Projector
7.5.6.2.1 Secures the projector as required by the Protection procedure and any current
Radiation Protection (Safety) Advisories in the transport vehicle.

7.5.6.2.2 Performs a survey of the exterior of the transport box, exterior of the vehicle
and the passenger compartment.
7.5.6.2.3 Transports the projector to the designated work assignment site without detour
or route deviation not exceeding the posted speed and/or limit established by the
Radiation Protection procedure (whichever is less).
7.5.6.3 Site Setup and Exposure
7.5.6.3.1 Establishes barrier to projected distances. Assures that the minimum numbers
of warning signs are sufficient to cover all possible areas on ingress. Erects
additional signs, ropes or barrier tape where necessary to assure that all possible
approaches to the area are provided with the required warning.
7.5.6.3.2 Performs set-up of the projector and associated equipment in accordance with
the radiation Protection procedure and current Radiation Protection Advisories.
7.5.6.3.3 Upon connection of the controls, performs a check of the projector selector ring
and controls. Any indication of malfunction or sluggish operation shall give cause
for immediate stop of work and return of the projector to the point of issue.
7.5.6.3.4 Conducts a verification exposure to evaluate dose levels at the established
barrier limits and adjust distances where required.
7.5.6.3.5 Performs radiographic assignment in accordance with the Radiographic
Procedure and Radiation Protection procedure as well as any current Radiation
Protection Advisories.
7.5.6.3.6 Frequently monitors pocket dosimeter throughout the performance of
radiography.
7.5.6.4 Completion of Assignment
7.5.6.4.1 Secures all equipment and loads transport vehicle.
7.5.6.4.2 Performs a survey of the exterior of the transport box, exterior of the vehicle
and the passenger compartment.
7.5.6.4.3 Verifies that required vehicle warning signs are in place.
7.5.6.4.4 Transports the projector to the next assigned work site or point of issue without
detour or route deviation not exceeding the posted speed and/or limit established
by the Radiation Protection procedure (whichever is less).
7.5.6.4.5 Return of Projector to the storage pit.
7.5.6.4.6 Returns the projector to the designated Issuer/Receiver
7.5.6.4.7 Together with the Issuer/Receiver, performs a survey of the projector as well as
a visual inspection.

7.5.6.4.8 Assures that the source is logged in by the Issuer/Receiver with the correct
data.
7.5.6.4.9 With the Issuer/Receiver, stores the projector in the appropriate cell/pit.
7.5.6.4.10 Records dosimetry data.
7.6 Crew Requirements
7.6.1 Minimum number of Radiographic Testing crew personnel with valid Radiation
Protection Permit (RPP) card shall be as follows:

* At least one member of the radiographic crew using Co-60 shall have authorization
for Co-60 on the Radiographer's permit.
7.7 Radiation Protection Committee (R.P.C)
The R.P.C shall comprise of;
• General Manager
• Operations Manager
• Principal RSO
• Company NDT Level III or Qualified Expert
• Medical Practitioner
• Sr. Radiographer or Site in charge
The R.P.C shall conduct meetings once in every 3 months to review the performance and
safety aspects concerning the work within the country (Iraq). All necessary safety related
issues shall be discussed and corrective actions shall be prepared.
In addition to the regular scheduled meetings, emergency meetings are conducted to
resolve and report any incident happened to the competent authority. Reporting may do in
the format provided (Appendix 6).

Members of the R.P.C may conduct audits as and when necessary concerning the safety of
working crews and the equipment.
In case any equipment or operation is found unsafe, the work shall be stopped until the
required corrective actions are made (e.g.; replacement of instrument or technician)

8. HEALTH SURVEILLANCE
All radiation workers shall pass a pre-employment medical fitness test and shall have a
current health record made by an employment medical practitioner or appointed doctor. All
Medical fitness examinations shall be renewed annually.

9. RADIATION RISK ASSESSMENT


It is the responsibility of the Radiation Protection Officer of all exposures of ionizing
radiation. For applications of industrial radiography, risks have been minimized by design
of equipment and safety requirements contained herein.
The principal risk of overexposure is therefore attributable to misuse of equipment,
equipment malfunctions and failure to follow safety procedures. A Radiation Risk
Assessment shall be prepared for each assignment involving using ionizing radiation.
This shall include:
• Identification of Radiation Source
• Calculated radiation level at 1 meter and 1 foot from the source.
• Pre-calculated distance required for 7.5 µSv/hr. (0.75 mRem/ hr.) for an unshielded
source.
• In the event that the assignment involves techniques not normally encountered by the
technicians, the technician is to be provided with additional information (verbal or in
writing) related to the risks.

10. EFFECTS OF RADIATION EXPOSURE ON HUMAN HEALTH


Radiation affects the body in different ways, but the adverse health consequences of
exposure may not be seen for many years.
• Adverse health effects range from mild effects, such as skin reddening, to serious effect
such as cancer and death. These adverse health effects are determined by the amount
of radiation absorbed by the body (the dose), the type of radiation, the route of
exposure, and the length of time a person is exposed, (Appendix 10).
• Acute radiation syndrome (ARS), or radiation sickness, is usually caused when a
person receives a high dose of radiation to much of the body in a matter of minutes.
Although a dose of just 25 rems causes some detectable changes in blood, doses to near

100 rems usually have no immediate harmful effects. Doses above 100 rems cause the first
signs of radiation sickness including:
• Nausea
• Vomiting
• Daria
• some loss of white blood cells
Doses of 300 rems or more cause temporary hair loss, but also more significant internal
harm, including damage to nerve cells and the cells that line the digestive tract. Severe loss
of white blood cells, which are the body's main defense against infection, makes radiation
victims highly vulnerable to disease. Radiation also reduces production of blood platelets,
which aid blood clotting, so victims of radiation sickness are also vulnerable to
hemorrhaging. Half of all people exposed to 450 rems die, and doses of 800 rems or more
are always fatal. Besides the symptoms mentioned above, these people also suffer from
fever and diarrhea. As of yet, there is no effective treatment--so death occurs within two to
fourteen days.
In time, for survivors, diseases such as leukemia (cancer of the blood), lung cancer, thyroid
cancer, breast cancer, and cancers of other organs can appear due to the radiation
received.
11. RADIATION MONITORING EQUIPMENT
Equipment’s that each individual must possess when handling, storing, working or
transporting ionizing radiation sources are called radiation monitoring equipment’s.
All radiation working personnel should use;
• Thermo luminescence Dosimeter (TLD)
• Electronic pocket Dosimeter (EPD)
• Calibrated Survey Meter
11.1 Thermo Luminescence Dosimeter (TLD)
11.1.1 Every personnel associated with radiation should be issued a TLD. The TLD should
be issued for everyone’s personal use and returned upon complete of the wearing
period (monthly) with a replacement TLD.
11.1.2 TLD should be worn at the chest level and positioned so that the front of the TLD is
facing out.
11.1.3 TLD badges should be stored in a radiation free location when not in use.

11.1.4 If the TLD has been exposed to radiation other than normal usage (e.g. Accidently
dropped in an exposed area) all work should be stopped immediately and the
subsequent steps should be followed;
Step 1. Inform RSO or his representative.
Step 2. Secure the equipment and return to storage.
Step 3. Send the TLD for processing.
Step 4. Do not resume any duties associated with radioactive material until cleared
to do so by CEC RSO or his representative.
11.2 Direct Reading Pocket Dosimeter (EPD)
11.2.1 Classified person should be issued a direct reading electronic pocket dosimeter
(having a range of 0 to 2 m Sv, (0 - 200 m Rem)) for his personal use and recorded.
11.2.2 EPD should be adjusted to zero (0) prior to each working day and should be
checked frequently during working.
11.2.3 The initial and final readings are noted at the end of each working day to the
prescribed form (Appendix 3) on a daily basis and it should be reviewed and
documented by the RSO or his representative monthly.
11.2.4 The RSO or his representative should monitor the dose records and inform the dose
reading to the individual whose dose level are found to be excess than the set limit.
All radiation workers are responsible to inform the RSO or his representative if his
daily dose exceeds the allowable limit.
11.2.5 All EPD should be calibrated annually.
11.3 Survey Meter
Survey Meter is a radiation monitoring instrument used to find intensity of radiation at a
particular area.
11.3.1 Radiation Survey Meter shall be Geiger Muller type with a measurement range of 2
µsv/hr. (0.2 mRem/hr.) to 100 msv/hr. (10000 mRem/hr.)
11.3.2 Each individual should process and use a calibrated radiation Survey Meter during
all aspects of use, handling, storing or even approaching near to radioactive
material.
11.3.3 A minimum of two (2) Survey Meters should be used while transporting radioactive
material.
11.3.4 Radiation survey meters shall be calibrated every year or when repaired or
adjustments are made. Calibration should be performed by an approved outside

agency. Each calibrated survey meter should be tagged with a calibration sticker
showing the serial number, calibration date and due date of calibration.
11.3.5 Records of survey meters should be mentioned in the file.
11.3.6 A functional test of survey meter should be carried out for operations by a classified
person prior to each working day. This test shall include a battery check, switches,
display etc.
11.3.7 In any circumstances, the survey meter is damaged or is not working properly, all
radiographic operations should be stopped immediately and should not continue the
job until the survey meter is replaced.
11.4 Personal Protection Equipment (PPE)
In addition to the radiation monitoring equipment, all CEC employees shall strictly wear
cover- all, safety shoes, safety helmet and safety glass to avoid physical injuries and protect
them from climatic or environmental abnormalities.

12. RADIOGRAPHIC EQUIPMENT


The equipment carrying / producing radiation materials or radiations are termed as
Radiographic Equipment’s.
Radiographic equipment’s are divided into Radiographic devices and X-ray equipment’s.
12.1 RADIOGRAPHIC DEVICE
CEC shall use, handle and transport only type B (U) radiographic projectors. These
projectors include Approved projectors: Gammamat SE, AEA Technologies (Techops,
Amersham, Amertest, QSA) 660B, and 880 Delta or Sigma radiographic projectors.
All Radiographic exposure devices containing Depleted Uranium (DU) shall undergo a Wipe
Test for the detection of removable contamination and conducted annually.
Projectors (radiographic exposure devices), controls, and guide/extension tubes shall
be inspected and maintained annually by third party (manufactures or his representative /
suppler).
12.2 X-RAY MACHINE
X-ray machines are used to produce X-rays.
Use of Survey Meter is mandatory when X-ray Machine is connected to electric power,
regardless whether X-rays are producing or not.
No X-ray unit shall be left unattended.
12.3 SEALED RADIOACTIVE SOURCES
Ir-192, Se-75, and Co-60 or any other IRSRA approved sources shall be of a double
encapsulation design, be in compliance with ISO 2919, have Special Form certification

issued by the respective country Competent Authority and registered with the International
Atomic Energy Agency (IAEA) and/or have a United Nation (UN) registration. Any approval
for non-double encapsulated designs shall not be considered as precedence for
subsequent approvals.
Leak testing shall be conducted at intervals not exceeding one year to detect the presence
of 0.005µci or 185Bq or 5nci removable contamination.
Leak test result shall be filed and maintained by the CEC radiation safety officer.
12.4 OFF SHORE RADIOGRAPHIC DEVICE
Radioactive material used for Industrial radiography offshore shall be limited to Ir-192 and
Se-75. The maximum activity shall not exceed 30 Ci.
12.5 RADIOACTIVE WASTE
Radioactive wastes are solid, liquid or gas materials. Industrial radiography is concerning
with Solid wastes only so other states are not applicable as per this procedure. Decayed
sources are referred to as radioactive waste and should be returning to the manufacturer for
disposal.

13. PERMISSIBLE EXPOSURE LIMITS


13.1 Occupational
The occupational exposure dose of any radiation worker shall be so controlled that the
following limit shall not be exceeded.
• An effective dose of 20 msv per year for whole body.
• provided the exposure during 5 consecutive years does not exceed100 mSv.
• An equivalent dose to the lens of the eyes of 150 msv in a year and,
• An equivalent dose to the extremities (hands and feet) of 500 msv in a year.

For apprentices and students of ages above 16 and up to 18, who are doing training for
employment and studies involving radiation exposure, the exposure shall be controlled as
follows;
• An effective dose of 6 msv in a year.
• An equivalent dose of the lens of the eyes of 50 msv in a year.
• An equivalent dose per year to the extremities of 150 msv in a year.
13.2 Public
The permissible exposure limits for public is 1 msv per year.

Even though the above doses are permissible ALARA is recommended always. Any
excessive dose should be avoided if the CEC technicians can develop safer working
practice whenever possible.
If continued excessive doses are caused by careless and negligent working procedures, the
site in change will prepare a written report and insert a copy in the personal file of the
concerned radiographers and forward to the CEC RSO.
13.3 Compensation
No compensation or compromise is allowed against safety. Special compensational
arrangements or differential treatment in terms of money and gift or any other compliments
shall not be entertained.
13.4 Investigation Dose Level
The RSO, or designated representative shall conduct an informal investigation by interview
or other appropriate means of any individual's daily dose exceeding 0.5 mSv (50 mRem) or
monthly dose exceeding 1 mSv (100 mRem). The affected individual shall be counseled on
methods and procedures of dose reduction. The RSO shall write investigation report. If it is
determined that the investigation dose level is the result of an incident, the incident shall be
reported in accordance with the Appendix 6 of this procedure.

Summary of Dose limits

Occupational Annual Whole Body 20 mSv (2 Rem)


Annual Hands, forearms, feet 500 mSv (50 Rem)
and ankles
Non-Occupational Annual Whole Body 1 mSv (100 mRem)

14. RESTRICTED ACCESS TO RADIATION AREA


14.1 controlled Area
Any area in which specific protecting measures are required for controlling the access of
non- radiation workers and public is termed as controlled area.
Radiation level at the controlled area shall not exceed 7.5µsv (0.75 mr) in one hour.
Controlled area must be roped off (cordon off) and posted with a minimum of four (4) sign
boards placed around the perimeter.
Signboard shall have a minimum height of one (1) meter. Radiation warning shall be in both
Arabic and English languages and have the international radiation trefoil symbol.

The radiographer shall keep the controlled area under surveillance to protect against
unauthorized or accidental entry.
If any authorized person enters the radiation area, the source shall be retracted immediately
and do not proceed until the area in cleared.
14.2 Supervised Area (Observed Area)
An area that does not require to be roped off, but keep observed during exposures to all are
that unauthorized personnel do not enter the controlled area.
This area is based on an estimated distance where the dose level shall not exceed
2.5µsv(0.25mr) in one hour.
14.3 Flash Warning Signs
In subdued lighting conditions, red or yellow flashing warning lights shall be
used with the radiation warning signs defined above.
Lights shall be attached to or positioned next to the warning signs. It is
recommended that strobe flashing lights be used, but in lieu of these, conventional "traffic"
flashing lights can be used.
14.4 Local Rules And Supervisions
All CEC personnel shall follow the local rules and regulations if any regarding radiation
safety practices.

15. VEHICLE TRANSPORTATION

15.1 During transport of radioactive material used for industrial radiography shall be
equipped with a storage compartment backside of the vehicle. The storage
compartment SHALL be securely affixed to the vehicle by bolts, welding or industrial
cargo straps to retain the contents in the event of a vehicle accident and shall be
equipped with lock(s) to prevent unauthorized removal of the contents or the box.
During transportation of radioactive material vehicle speed shall not exceed 60 km/hr.
15.2 Vehicle storage compartment used for industrial radiography exposure device(s)
Shall provide shielding such that the maximum Transport Index does not exceed the
requirements of Yellow Label II which is 0.5 mSv/hr (50 mRem/hr) at the surface and
0.01 mSv/hr (1 mRem/hr) at one meter. Further, the dose level at any occupant position
or exterior surface of the vehicle shall not exceed 7.5 µSv/hr (0.75mRem/hr). ALARA
principle shall be applied to reduce radiation levels in the occupant portion of the
vehicle.

15.3 Radioactive sources and X-ray generators shall be secured by lock and key to
prevent unauthorized removal.
15.4 Vehicles used for industrial radiography shall be open bed pick-up trucks ¼ ton or
greater. Transport boxes to be mounted towards the rear of the vehicle farthest from the
passenger compartment.
15.5 Vehicle Placard: All CEC vehicles carrying radioactive source shall be securely
affixed the placards to the front and rear of the vehicle transporting radioactive sources.
When vehicle is not being used for the transport of radioactive materials, the “Danger
Radiation” signs affixed on the front and rear of the vehicle shall be temporarily
removed or be reversed or covered, indicating that there is no radioactive material
loaded on the vehicle.
15.6 An Emergency Contact information card shall be prominently displayed within the
passenger compartment of the vehicle clearly identifying that in the event of an
emergency, who is to be contacted. Also, the emergency procedure to be followed
should be available in the passenger compartment.
15.7 Personnel being transported in a vehicle equipped to transport radioactive material
including technicians, drivers, helpers, etc., must have received training in radiation
protection and be prepared to respond to emergency situations. All personnel must
have in use required personal dosimetry and survey instrumentation at all times when
radioactive materials are stored or transported in the vehicle.
15.8 The maximum permissible speed for vehicular transport of radiographic projectors or
shipping containers of radioactive sources for radiographic projectors is 90 km/hr or the
posted speed limit whichever is less.
15.9 Personnel required for transport of radiographic projectors is primarily governed by
the number of individuals required to physically transfer the equipment from one vehicle
to another. Typically, only one individual is required for the transport (no radiographic
assignments) of Ir-192 radiographic projectors.
15.10 After the source is loaded to the vehicle transportation box, CEC radiographic
technician should survey the radiation level and fill the readings in the prescribed form.

16. LEAK TESTING


16.1 Leak testing shall be done by CEC RSO, or RT technician under supervision of RSO
as flowing:
16.1.1 Survey the entire exterior surface of the exposure device to ensure the
dose/rates are less than 2mSV/hr (200 rem/hr).

16.1.2 Prepare a model wipe test swab according to the instruction sheet. Fill in all
required information for the source on the leak test form.
16.1.3 Install service bayonet fitting into the outlet port and rotate the cover to allow
the wipe test want to enter the ‘S’ tube.
16.1.4 Fully insert the wipe test swab into the ‘S’ tube and move back and forth to
obtain sample.
16.1.5 Carefully withdraw the wipe test swab from the outlet port while observing
the survey instrument. Withdraw the plastic bag over the wipe without touching.
Always assume the sample is contaminated.
16.1.6 Remove the service bayonet fitting from the outlet port and rotate the outlet
port cover into the closed position.
16.1.7 Send the plastic wrapped swab to laboratory for radio-assay. Retain this
certificate in the file.
16.2 Leak Test Failure Contingency Procedure
16.2.1 If the leak test result exceeds 185 Bq (0.005 µCi), following steps are
recommended,
16.2.2 Immediately remove from service the radioactive sealed source, the
exposure device and all remote controls, source guide tubes, collimators, lab
stands, etc. that were used in conjunction with that sealed source.
16.2.3 Isolate the equipment to be repaired order or decontaminated and notify the
regulatory agency as soon as possible. Contact the sealed source manufacturer for
assistance.
16.3 Leak Test for Depleted Uranium (DU)
16.3.1 All is required a periodic leak tests every twelve months of all exposure
devices that utilize DU for shielding. The purpose of the leak test is to detect the
long-term wear through of the device’s source tube that may consequently expose
the DU shielding.
16.3.2 A wipe-test wand that is both flexible and long enough to reach a bend
radius or a wear point is required to perform a leak test. The wand enables direct
contact with the DU where the device’s source tube has worn through. A direct wipe
of the DU is required due to the low specific activity of depleted uranium. The wipe
test for DU is obtained in the same fashion as a leak test of a sealed source utilizing
the same radiation safety procedures.

16.3.3 The analysis performed on the wipe test must be capable of detecting the
presence of 0.005 µCi (185 Bq) of radioactive material on the test sample. If the test
sample reveals 185Bq (0.005 µCi) or more of removable DU contamination, the
exposure device must be removed from service until an evaluation of the wear on
the ‘US’ tube has been made. Should the evaluation reveal that the source tube is
worn through; the exposure device may not be used again.
16.3.4 DU shielded devices do not have to be tested for DU contamination while in
storage and not in use. Before using or transferring a device that has in storage for
more than 12 months, the exposure device must be leak tested for DU
contamination prior to use or transfer.

17. EMERGENCY PROCEDURE


17.1 General
17.1.1 Radiation Incident is an occurrence which is not part of the planned
operational activities associated with the use, storage, handling or transportation of
a radiation source and has the potential of causing loss of control of a radiation
source, compromising integrity of a radiation source, causing radioactive
contamination or exposing humans to radiation.
17.1.2 There is always the possibility of an incident occurring so it is necessary that
all radiographic employees know the proper steps to be taken in such an
emergency.
17.1.3 No radiographic work shall be started unless an operable radiation survey
meter is available at the job site.
17.1.4 In case of incident CEC RSO shall be informing via mobile or telephone as
soon a reasonably possible regardless of the time of day or day of the week.
17.1.5 In case of incident CEC RSO shall prepare a preliminary report and submit
within 48 Hours.

17.2 Damage to Exposure Devices & Source Containers


17.2.1 In the event of an accident to the source, or device, such as a falling object
hitting the device, immediately do the following:
a. Return the source to the shielded position in the device if possible.

b. Conduct a physical radiation survey to make sure the source is fully shielded
and lock the device.
c. Notify the Radiographer in-charge of the shift on the job who will in turn notify
the Radiation Safety Officer.
d. The extent of the damage received shall be determined and the necessary
action taken to return the exposure device or container to service.
e. In the event the source cannot be returned to the device, immediately do the
following steps;
Step 1. Set up and post a restricted area at the 0 .75 mR/hr line using a
survey meter to determine the perimeter of the area.
Step 2. Do not allow anyone to enter this area.
Step 3. If possible provide temporary shielding until radioactive sealed
source can be transferred into another radioactive sealed source
storage shipping container.
Step 4. Radiographer or Radiographer's Assistant shall notify the Radiation
Safety Officer, (mobile No: +964 750 574 3686) or some member of
the Radiation Protection Committee.
17.2.2 Reports of accidental damage to radiographic exposure devices, storage and
shipping containers, the action taken with regards to such devices and containers,
will be maintained on file and the Radiation Protection Department and any other
regulatory agency will be notified when applicable.

17.3 Emergency Situation at Job Site


17.3.1 In the event of an emergency in an area adjacent to a radiographic device,
such as fire or an accident involving field personnel, immediately do the following:
a. Return the source to the shielded position and lock the device.
b. Perform physical radiation survey to ensure the source is in the shielded
position.
c. Remove source device and control cables, insert safety plugs and remove
the device from the danger area. If possible, return the device to storage
area.
d. Notify the Radiographer in charge of the shift.
e. If the radiographic device cannot be removed from a danger area, set up a
restricted area at the 0.75 mR/hr line using a radiation survey meter to
determine the perimeter of this area.
f. Radiographer should notify the guards, civil agencies, such as fire and police
departments as applicable in regard to the restricted area.
g. The restricted area perimeter boundary, location of sealed sources and
possible radiation hazards should be made known to all persons entering the
emergency area.
h. When the source cannot be returned to the shielded position, the instructions
detailed in Para 17.2.1.e will be followed.

17.4 Loss or Theft of Source


17.4.1 When it is determined that a radioactive sealed source is missing from its
proper radiographic exposure device, storage or shipping container, the following
steps shall be taken by the Radiographer.
Step 1 Obtain all information on the last known location of the source.
Step 2 Check the area with radiation survey meter and rope off safe area.
Step 3 Locate the source using the survey meter and triangulation methods
and replace the source in device or containers as soon as possible.
Step 4 Check non-monitored personnel.
Step 5 Notify the Radiation Protection Department (Telephone No:) or
another regulatory agency as required. The notification to the Radiation
Protection Department shall be by Telephone and Telegraph to the Chief of
the Radiation Protection Department, immediately after its occurrence
becomes known and if it appears that a substantial hazard may result to
persons in unrestricted areas.
17.5 Vehicular Accidents
17.5.1 In the event of a vehicular accident involving radioactive material, while
traveling to a site, a restricted area must be established at the 0.75 mR/hr line.
a. If the radiation survey meter is operable, use it to establish the perimeter of the
restricted area.
b. If the radiation survey meter is inoperable, use calculations to establish the
perimeter of the restricted area assuming the source is in the exposed position
inside the vehicle. In case of a minor accident where it can be visually
determined that the source is safely stored in its container, no restriction of
areas is required.
c. If the radiation survey meter is operable, and no radiation hazard exists and
the vehicle is moveable, return to CEC facility.
d. In any case, immediately after establishing the restricted area, notify the
radiation protection officer and the local civil authorities.
e. Notify the Radiation Protection Department.

18. EMERGENCY OPERATIONS


18.1 General

Operator safety is the prime importance and it is strongly recommended that at least
2 persons are employed on every job. A technician fully experienced in the practical
aspect of radiography and safety and the others, assistant, with sufficient knowledge
to act in an emergency in deciding whether or not work can be performed safely by
one person.
The Gamma emitting isotopes are generally dependent upon the manual timing and
operation and in the event of an accident the operator may lie injured in a high
radiation area and will be in considerable danger if he has no assistance.
RSO shall inform before any emergency operations, to manage and supervise the
operation.
18.2 Safety Assessment
Company shall assess safety of radioactive sources by checking the following:
18.2.1 Nature and extent of inherent exposures.
18.2.2 Technical limits and circumstances of source operation.
18.2.3 Ways and methods through which failure may occur.
18.2.4 Operation ways and methods associated with safety that might lead to
shaking protection, and analyze errors consequences in such ways and
methods.
18.2.5 Design and operation considerations to minimize the probability of bad
consequences of the accident.
18.2.6 Establish priorities for safety improvement.
18.2.7 Selection of important and critical parts in the equipment which are of high
reliability.
18.2.8 Safety assessment shall be properly documented and audited by qualified
experts. Additional audits shall be conducted to assure satisfaction of

18.2.9 When effecting any significant adjustments in the source or ways and
methods of maintenance thereof.
18.2.10 When operation or accidents experience demonstrates that current
assessment might be inaccurate or invalid.
18.2.11 Periodically, taking into consideration and adjustments in protection
and safety basis or any changes in calibers and guidelines.

20. EXAMPLES OF MALFUNCTIONS


20.1 RUN OFF
Symptoms – Source exposed. Control crank turns very freely and quietly. Source
cannot be retracted.
Cause – Failure to connect source guide tube or snout switch. End of cable has passed
beyond drive wheel.
20.2 Remedial Action
Undo the bottom nut (3/4” wrench) of control cable housing fitting at the crank unit. End
of cable will be exposed. Pull cable out of housing about 1 foot. Insert cable in crank
unit and engage hobbed wheel. Refasten nut. Retract source in normal way. If much
resistance is encountered, don’t force crank. Work handles back and forth. Cable may,
because of bends, be catching at opening.
After retracting source, inspect the source guide tube. If source and cable were ejected
onto the ground or floor, it has very likely become fouled with dirt and girt, and the
machine should be cleaned before returning to service.
There may be cases where the end of the cable is too far inside the housing to be
withdrawn. In this case, it is necessary to undo the fitting of the housing at the projector
itself, withdraw the cable from the shield, and push it into the housing. In this case you
will be in a radiation area. The operation can be done in less than one minute if
uncomplicated by an awkward location. Observe the precautions that will minimize your
dose.

21. RECORDS
21.1 Records of official documents for protection and safety. The company shall
maintain the following records,
21.1.1 Practice records:
This is a record containing all practices, briefly showing method of
implementing such practices, ways, radioactive sources or devices used in
implementation.
21.1.2 Record of radioactive sources & Equipment producing ionizing
radiation
This record is designated to record all data, practices, and movements done
by using closely tight source or device, and basically includes the following:
21.1.2.1 Device or source name, type, serial number, origin, and maximum
radioactivity at preparation date or maximum tension and current. Device
or source technical specifications and apparent shape. Method, manner,
and location of usage and storage.
21.1.2.2 Date in, operation start, and results of operation tests. Names of
device or source, handlers, users, and keepers. Statement of device or
source possessors, transportation method and means, and officer in
charge while it is in transit. Statement of failures, repair, and name of
officer in charge serialized according to dates. Statement of tests of
device or source including leakage tests serialized according to dates
and names of officers in charge. Statement of device or source
calibrations serialized according to dates and names of officers in
charge. Statement of reasons justifying disposing of or getting rid of
source or equipment.
21.1.3 Employees' personal radiation doses
Company shall establish a record for technician’s personal exposure doses. A
part is designated for each labor comprising all external and internal exposures
serialized according to date, and they are include:
Information on the nature of work comprising radioactive exposure. Certified
data of measuring and evaluation labor’s external and internal personal doses,
applied evaluation method, executing body, and person in charge. Total
effective doses incurred by the labor including accompanying effective dose
and total of other doses for successive 5 years, and total doses during total

period of his employment. Any doses incurred by the labor during normal and
abnormal incidents. Such doses shall be distinguished from others.
21.1.4 Employees' fitness examinations records.
Company shall maintain a medical fitness record for employees subject to
medical control, comprising the following:
General and special medical examinations results upon start of employment in
the work engulfing exposure to radioactive materials. Results of medical follow
up of any emergency exposures.
21.1.5 Employees' training records.
Such records are designated for recording all data and information pertaining
to training of employees engaged in radioactive sources, in the field of
protection from radiation, and circulation of such sources in a safe manner. It
shall contain the following:
Academic qualifications and past experience in radioactive sources field. All
training courses in the field of protection from radiation. All training courses in
devices engulfing irradiations or radioactive materials. Retraining and training
pupation.
21.1.6 Instruments' calibration and maintenance records
In this, record shall be designated for each radioactive or gauging device. It
contains the following information:
Device name, model, serial number, and origin. Calibration dates serialized
from the oldest to the latest. Calibration authority. Extent of regularity of
calibration transactions compared to previous transactions. Calibration type
(periodical, after device maintenance, or replacement of device batteries). Any
other notes to be recorded.
21.1.7 Work place radiographic surveillance records
This record is designated for places containing radioactive devices of tightly
closed radioactive sources such as controlled areas and surrounding areas
(Supervised area). Record shall contain:
Date of irradiation survey and name of the person in charge. Methods used.
Referential levels .Extent of consistency of new data with old one.
Extent of consistency of survey data with manpower personal exposure data.
21.2 RECORD RETENTION PERIOD

Company shall maintain all detailed records for minimum fifteen years and precise
records for minimum thirty years. Occupational or medical exposures records shall
be maintained for minimum thirty years or until the labor or patient reaches seventy-
five (whichever is greater).
The retention periods for maintaining records are as follows;
Dose Data: 30 years
Summary Data: 30 years
Equipment Data: 15 years
Calibration Data: 15 years
Competent authority has the right to review all protection and safety records. All
CEC employees have the right to review his personal records and reproduce the
same upon leaving the employment. Medical practitioner appointed by the company
has the right to review employee’s records for medical follow up only.

22 STORAGE OF RADIOGRAPHIC EXPOSURE DEVICES


22.1 PERMANENT STORAGE FACILITY
22.1.1 The design of permanent radioactive storage facility must be approved by
IRSRA. CEC Permanent radioactive storage facility is located in and the
location map is attached as appendix (8).
22.1.2 Radiation Warning signs (in Kurdish and English) should be displayed on
all doors, cover of the pit and fences of all types of the storage facilities
(appendix 9), and the Storage locations shall comply with the following:
22.1.2.1 Be away from Populated areas
22.1.2.2 All radioactive materials shall be adequately shielded, labeled and
kept locked and secured.
22.1.3 The Source Storage room shall have the characteristics as given below:
22.1.3.1 Protection of the contents from the effects of the weather
22.1.3.2 Resistance to fire
22.1.3.3 Ventilation to prevent accumulation of gases or vapours.
22.1.3.4 Fence secured by a lock. Storage facility and security fence shall be
locked if no one is present.
22.1.3.5 Warning signs, including the Trefoil radioactive warning and the
words “DANGER- RADIOACTIVE MATERIAL” written in clear and
indelible English and Arabic print, exhibited on all sides of the security
fence and the secured facility.

22.1.4 The level of radiation at the exterior of the store shall not exceed 2.5 Sv
when fully loaded with all assigned radioactive sources.
22.1.5 At the perimeter of the security fence the radiation level shall not exceed 1
Sv.
22.1.6 The movement of the radioactive sources shall be monitored and controlled
by the Radiological Protection Supervisor, under whose supervision, the
radiological worker / radiographer shall move the source in and out of the
facility and it shall be logged for each in and out of the source. They shall be
wholly responsible for storage of sources and a log of all sources normally
stored at the facility, including the source type and serial number.
22.1.7 Radiation levels at the perimeter fence shall be measured monthly and are
recorded.
22.1.8 Only radiological workers shall be provided with access to keys to the
various radiation source storage locks. Sources shall be introduced to, or
removed from, storage by authorized personnel only. Additional fences with
locks are provided to make use of the principle of Defense in Depth.
22.2 AREA MONITORING
22.2.1 Regulations require that all permanent insulations have either and entrance
control that automatically cuts off the source of radiation when the entrance
is breached, or conspicuous visible and audible warning signals to alert
people to the presence of radiation.
22.2.2 CEC permanent source storage facility shall be monitored by digital area
monitor approved by Regulatory Authority.
22.3 TEMPORARY RADIOACTIVE SOURCE STORAGE PIT
22.3.1 The Temporary radioactive storage facilities in client’s property shall meet
the requirements as prescribed, which shall be approved by client when
applicable. A valid permit for temporary radioactive storage facility issued by
the client is required for the storage of sealed radioactive material on client’s
property which shall be displayed in securely. The storage pit and contents
thereof are subject to inspections.
22.3.2 CEC Radiographic personnel shall maintain a utilization log. The log shall be
kept at the storage pit and shall be reviewed daily and monthly basis in
temporary storage facilities.

22.3.3 CEC shall be held accountable for all activities involved, conditions, and
circumstances associated with the storage facility.
22.3.4 Storage of radioactive material by another company in the same storage pit
is not permitted, unless accepted by company RSO and approved by the
client and Regulatory Authority.

23 PROCEDURES FOR HANDLING SEALED SOURCES


23.1 General
23.1.1 All sealed sources used for industrial radiography by CEC radiographic
personnel shall be remote operated or shielded projector type devices. Any
available natural shielding shall be utilized and a tungsten collimating device
shall be used at all times with the exception of panoramic exposures.
23.1.2 When performing radiographic operations, a radiation survey shall be made
after each exposure to determine that the radiation source has been properly
returned to its shielded position.
23.2 Radiographic Equipment
23.2.1 Each radiographer is responsible for checking/inspection his own
radiographic equipment (projectors, wind-outs, and extensions) prior to each
day's assignment as defined in this procedure.
23.2.2 The following are operational steps that should be used when operating
radiographic projectors at the beginning of a work assignment:
a. Assure the survey meter is operating properly prior to unloading the
projector from its storage container.
b. When the radiographic projector is in its work location, layout the full
length of the wind-out cables keeping them as straight as possible.
c. Unlock the radiographic projector and turn the locking device to the
connect position, removing the cap, exposing the source pigtail.
d. Connect the control cable to the pigtail.
e. Connect the wind-out cable to the projector and turn the locking
device to the lock position.
f. Move the shutter leaver to the connect position, attach the front guide
tube, and move the shutter leaver to the fully open position.
g. Place the guide tube at the exposure location making sure there are
no 90 degrees bends in the tube keeping is as straight as possible.

h. When the radiographic projector setup is complete, turn the locking


device to "operate".
i. Prior to the first radiograph, wind out the source to conduct a
radiation survey of the area roped off and/or posted, to check that
radiation levels at the boundaries are at or below the established
limits and adjust position of boundaries as necessary.
j. At the end of each exposure, rewind the source into the radiographic
projector and conduct a physical survey.
k. When work is completed, and a survey conducted; turn the locking
device to the locked position, disconnect the guide tube and close the
connecter shutter to the fully closed position.
l. Turn the locking device to the connect position and disconnect
source pigtail, replace the cap, and turn the locking device to its
locked position and remove the key (this locks the radiographic
projector).
m. Source surveys should always be made before, during and after each
exposure and when loading and/or unloading radiographic projector.
23.2.3 Source Changers
CEC Radiation Safety Officer or other authorized radiographer appointed by
Radiation Safety Officer shall be responsible for conducting radioactive
source changes.

24 MONITORING RADIATION DURING RADIOGRAPHY:


24.1 All radiography work must be continuously monitored using minimum two
survey meters by each crew.
24.2 In the event the reading between survey meters is over 10% and if the work
location is close enough to CEC office, the work will be temporarily stopped and
both the previous survey meters must be sent for recalibration.
24.3 In above instance when the reading difference is large and the area is
remote from CEC location than the work shall be completely stopped and crew can
restart the work by using new two calibrated survey meters.

25 TIPS TO MINIMIZING INCIDENTS AND DOSE:

25.1 Use survey meter always during every radiation work (Handling,
Transportation & Usage).
25.2 Never approach towards projector without survey meter.
25.3 Observe your pocket dosimeter at every stage for any increase in dose.
25.4 Always use collimator except when not possible as during panoramic.
25.5 Don't use the equipment you are not comfortable with.
25.6 Avoid guide tube extensions whenever possible.
25.7 Don't use guide tubes with sharp bends, dents and kinks.
25.8 Check each retraction using survey mater that source has returned to
shielded position.
25.9 Secure exposure device while on high elevation.
25.10 Don't keep exposure device too close to welding, gas cutting equipment.
25.11 Try to keep guide tubes as straight as possible.
25.12 Don't speed up work compromising on safety.
25.13 Always lock the projector upon completion of work.
25.14 Don't let laziness increase unnecessary exposure.
25.15 Remember the safety of yourself and public.
25.16 Seek professional help while in doubt instead of being over smart.
25.17 Periodically maintain your equipment according to procedure.

26 EFFECTIVE PROTECTION TO MONITOR EXPOSURE OF GENERAL AND PUBLIC


ENVIRONMENT:

The following items must be made available before commencing any radiographic
works:
26.1 On arrival at site, the radiographer must obtain permission (i.e. work permit)
from the person responsible for the area and inform him on the sketch of the site
plan indicating the location of works and intended boundary.
26.2 Boundaries shall be clearly defined with barriers of rope or other materials.
26.3 Using a survey-meter, radiographer must check the dose rate at the
boundary at frequent intervals to ensure that it is correctly placed. If the dose rate
exceeds the permissible limit, he must adjust the barrier.
26.4 Warning signals: Signals to warn people around the area of the presence of
radiation shall be available. This should be in the form of lamps or audible signals

or both. The light or audible signal shall be distinguishable for the following
situations:
26.4.1 When a sealed source is about to exposed.
26.4.2 While sealed source is exposed.
26.5 Warning signs: A minimum of four (4) free-standing radiation warning signs
shall be posted at the Controlled Area boundary so that warning is provided for all
approachable directions. In complex locations where equipment and structures can
obscure observation of the warning signs, additional signs shall be used so that
warning is provided for all directions and point of entry to the controlled area.
When the radiographic exposure device is elevated such as on a platform, in a
confined space, or in a ditch, an additional sign shall be placed at the point of entry.
Signs shall have a minimum height of 1 meter. Radiation warning shall be in both
Arabic and English languages and have the international radiation trefoil symbol.
Signs used in subdued lighting conditions shall be reflective.
26.6 . The name, address and telephone number of person responsible for the
site must be displayed on each warning sign.
26.7 The area shall be kept under surveillance at all times during exposure.
Unauthorized persons (general public) shall not be allowed to enter this barrier and
notices bearing words such as “DO NOT PASS THIS BARRIER, RADIOGRAPHY
IN PROGRESS” must be displayed.

28 Training program:
28.1 Though Radiation Safety training is a part of ASNT NDT Level I and II Certification
Program, additional training shall be provided to the Radiographers one Tim per
year.
28.2 Additional training shall be provided to the operators of Cobalt-60 isotope, if
required.
28.3 Additional training shall be provided to overdosed Radiographers and
Radiographers involved in radiation incidents and accidents as decided by R.P.O.
Such training programs are also to be documented.

29 TERMS & DEFINITIONS


29.1 Absorbed Dose: The energy imparted to matter by ionizing radiation per unit
mass of irradiated materials at the place of interest. The unit of absorbed dose
is Rad.
29.2 Activity: The number of nuclear transformation occurring in a given quantity of
material per unit time.
29.3 ALARA: Radiation safety principle on receivable dose means As Low As
Reasonably Achievable.
29.4 Collimator: A device for confining the element of beam within the assigned solid
angle.
29.5 Curie: The unit of activity. One curie equals 3.7 × 1010nuclear transformations per
second or Becquerel (Bq). Abbreviated Ci.
29.6 Dosimeter: Instrument to detect and measure accumulated radiation exposure. In
common usage a pencil-size ionization chamber with a self-reading electrometer,
used for personnel monitoring.
29.7 Exposure: A measure of ionization produced in air by X or gamma radiation. It is the
sum of the electrical charges on all ions of one sign produced in air when all electrons
liberated by photon in a volume element of air are completely stopped in air, divided
by the mass of air in the volume element. The special unit for exposure is Roentgen.
29.8 Film Badge: A pack of photographic film which measures radiation exposure for
personnel monitoring. The badge may contain two or three films of differing sensitivity
and filters to shield parts of the film from certain types of radiation.
29.9 Gamma Ray: Short wavelength electromagnetic radiation (range from 10keV to
9MeV) emitted from the nucleus.
29.10Intensity: The amount of energy per unit time passing through a unit area
perpendicular to the line of propagation at the point of interest.
29.11Ionization: The process by which a neutral atom or molecule acquires a positive or
negative charge.
29.12Irradiation: Exposure to radiation.
29.13Isotopes: Nuclides having the same number of protons in their nuclei and the same
atomic number but differ in the number of their neutrons and therefore in the mass
number. Almost identical chemical properties exit between isotopes of an element.
29.14Leak Test: A test on sealed sources to assure that the radioactive material is not
being released.

29.16Radioactive Decay: Disintegration of the nucleus of unstable nuclide by

29.17Radioactive Half-life: Time required for radioactive substance to lose 50 percent of
its activity by decay. Each radionuclide has a unique half-life.
29.18Radiation: The emission or propagation of energy through space or through a

or gamma radiation or of emitting x-radiation following orbital electron set forth in this
procedure.
29.20Rem: A special unit of dose equivalent. The dose equivalent is numerically equal to
the absorbed dose in rads (unit of absorbed dose) multiplied by the quality factor, the
distribution factor, and any other modifying factor.
29.21Roentgen: The unit of exposure to ionizing radiation. It is the amount of gamma or
X-rays required producing ions carrying 1 ESU of charge in one cubic centimeter of
dry air under standard condition.
29.22Sievert: is a unit of measure for radiation dose equivalent to man as in rem
equivalent to man as in the Rem. 1 Sievert is equal to 100 Rem
29.23Survey meter: Radiation monitoring instrument that display the rate of radiation
exposure
29.24TLD: Thermo Luminescent Dosimeter, a personnel dosimeter composed of lithium
fluoride chips mounted on an aluminum card with various types of filter for different
kind of radiation.
