TITLE: LOAD TESTING

1.0 PURPOSE:

To establish a systematic and documented procedure on Load testing processes and to provide with
sufficient information to assure the safety of work.

2.0 OBJECTIVE: To ensure the safety of the personnel/equipment/ asset involved in lifting activities.

3.0 RESPONSIBILTY:

Operation Manager/Supervisor – Is responsible for implementing HSE and shall study, analyze, and
schedule all activities with third party and his department to include manpower and equipment assist
as well as other possible resources required for the successful implementation of load testing
activities.

Safety Officer – Shall be responsible in monitoring safety aspects and ensuring that the work is done
in accordance with safety standard procedure.

QC Inspector – Shall be responsible in monitoring of load testing activities to ensure that the work is
performed in accordance with the procedure and Technical scope of work standards.

Certified Crane Operator – Responsible for all lifting activities and controlling of crane operations as
per approved lifting plan.

Slinger/Rigger – To inspect the rigging, select the rigging to suit the load, install the equipment. To
connect/disconnect the load.

4.0 TOOLS AND EQUIPMENT:

4.1 Tools and equipment should be in good condition and must be checked by Supervisor / Safety
officer prior to use in good condition area. This include but not limited as below:

 Certified Test Load OR Test Load cell


 Suitable Sling and Shackle
 Scrap Materials or any heavy load item. (To be used as test weight)
 25 Tonner Crane

5.0 SAFETY PRECAUTION:

5.1 Approved work permit should be obtained to concerned personnel prior to start any activities.
5.2 Work execution shall be carried out in accordance with this method of statement.
5.3 Ensure all involved personnel use correct PPE.
5.4 Lifting operation shall not be performed in wind speeds exceeding 32km/h, electrical storms, or
other severe weather.

5.5 Ensure that all rigging tackles are inspected with color codes and in good condition.
5.6 A designated signal man/rigger shall be used at all times during the load test. Only one
designated signal man shall give signals to the crane operator.
5.7 Only authorized personnel shall be allowed within the barricade area.
5.8 Pre-operational check of equipment to identify any deficiencies or damage that my impact either
the safe operation of the crane and hoist or affect the load test results.

5.9 The load test should always be planned on the assumption that the item under test might fail, and
adequate precautions should be in place to prevent injury to any person and damage to anything
other than the item under test.

5.0 METHODS / PROCEDURE DETAILS:

PRETEST INSPECTION:

5.1 A visual inspection of test equipment within the test area should be made prior to commencing the
test to ensure their suitability to withstand the test loads.

5.2 The Crane to be use must be greater or more than its capacity than the required load to be test.

5.3 The orientation of the crane, location of the power line and the height of control pendent for
convenience of operation shall be checked with reference to the plan.

NO LOAD TEST:

5.4 Before the application of any load, thorough examination of the of the crane by a functional test
with no load to be carried out to ensure the correct operation, proper rigging, and positioning.

EXECUTION:

5.5 Prior starting of lifting operations, a competent person shall hold a short safety meeting with all
personnel assigned to carry out the lift. All personnel involve in the lifting operation shall have
their individual responsibilities clearly allocated.
5.6 Lifting operations shall be conducted in strict accordance with the approved lift plan. Any variation
from the agreed lift plan shall result in the job being stopped and reassessed to ensure continued
safe operation.
5.7 Load to be lifted shall be confirmed to be within the rated capacity of the lifting equipment and
attached by means of suitable lifting accessories.

5.8 Prior to lifting the person in charge shall be satisfied that the load is secure and properly balanced
and that the load path is clear of obstructions and personnel.
5.9 Take up sling slack to confirm that the lifting appliance hook has been positioned centrally over
the load lift point, adjust the lifting equipment as necessary to minimize any drift of the load as it is
lifted.
5.10 No external forces shall be applied to the load that create significant side loading of the lifting
equipment. Appropriate tag lines shall be used to control the load.
5.11 Ensure that the ground, or any means of support shall be checked, can sustain loads
imposed by the crane and is suitable by the crane to operate within the levels and other
parameters specified by the crane manufacturer.
5.12 When sitting a crane, point loads through the outrigger / jack pads shall be spread over a
sufficient area to support the outrigger pad and to prevent the crane overturning or becoming
unstable.
5.13 Counterweight shall be properly secured and under no circumstances counterweight used
heavier than the manufacturers recommended weight.

5.14 Locate the hoist directly above the point of the load before lifting. Lower loads directly below
the hoist, do not allow the load to be pulled to one side while suspended.
5.15 Check for overhead obstructions shall be made before lifting.
5.16 The working area shall be cordoned off.

5.17 Lifting with a crane shall not commence if the weight of the load exceeds 95% of the crane’s
capacity.
5.18 If the lifting/crane operator is unable to see the load, a second qualified signal man shall aid
the operator.
5.19 Non-essential personnel in the vicinity of the lifting operations who are not directly involved
with the lift shall stay out of the area of maximum boom radius.
5.20 The crane configuration such as boom length, height of lift, radius, and available capacity for
the intended lift and actual load to be handled at that configuration shall be clearly stated on the
plan.
