Dr Upendra Kumar Singh, DG Life Sciences

1. Dr Upendra Kumar Singh appointed as DG(LS) on 30 June 2021. Dr Upendra


Kumar Singh as additional charge of Director, CAIR, DRDO, Bangalore. He has been
Director of CAIR, DRDO from 1st Jun 2019. Prior to this assignment, he was Director,
DEBEL, DRDO, Bangalore from 1st Jan 2015 to 31st May 2019. He was Project Director
(Weapon Systems) for Ballistic Missile Programme RCI, DRDO, Hyderabad from Jul
2012 to Dec 2014.

2. Dr U K Singh did his M.Sc and M.Tech degree in computer Science from DAVV,
Indore and obtained his doctorate from University of Hyderabad on soft computing.
Starting his career in ATV Project in Ship building Centre (SBC), Visakhapatnam in Oct
1989, he moved to NSTL in 1992, where he worked for system simulation and embedded
software development of On-Board Computer (OBC) of light-weight and heavy weight
torpedoes. He joined Programme AD at RCI, Hyderabad in Sep 2001. 

3. During his 33 years of service so far Dr Upendra Kumar Singh has closely worked
with Indian Industries, academia and foreign firms for the realization of Advanced
Weapon Systems for the Services. As Director, DEBEL, he was engaged in meeting
critical requirements of the Indian Armed forces Services in steering and guiding in the
development of many Life-Support Systems such as Protective equipment and Integrated
Lifesaving system for LCA Aircraft – Tejas, Under water Submarine Escape System,
Individual Under Water Breathing Apparatus, NBC Protective Equipment and many Bio-
medical devices and equipment such as Telemedicine for Navy & Army, wearable
soldiers physiological monitoring system, Military grade Portable Physiological Parameter
Monitor and high altitude life saving devices. 

4. A propagator of self-reliance, he has successfully spearheaded Transfer of


Technology (ToTs) to many industries and encouraged private and public institutes
participation in development and product activities. 

5. He is also the Chief Executive Officer (CEO) of the Society for Biomedical
Technology (SBMT) started by Dr APJ Abdul Kalam to help the common man with
development of affordable biomedical devices. A staunch supporter of indigenous and
affordable health care development, as CEO of this society, he spearheaded many
products such as Cochlear Implant, MEMS Intracranial Pressure monitor and
Electrocorticogrpahy sensors, External counter Pulsator, Virtual Laparoscopic Simulator,
and Above Knee Prosthesis to get into the clinical trials and transfer of technology to
Industries. 

6. He has published many Papers in Journals to National / International


Conferences. He is a recipient of DRDO Award for Path Breaking Research /
Outstanding Technology Development & Laboratory Scientist of the Year Award (Lab
Level- DRDO Award). He is a Life member of the Institution of Electronics and
Telecommunications Engineers (IETE), Computer Society of India (CSI) and Aeronautical
Society of India (AeSI).
Mr Atul Karwal, DG NDRF

1. Shri Atul Karwal is an IPS officer of 1988 batch, borne on Gujarat cadre. Born on
04.03.1964, Shri Karwal is B.E. (Mechanical Engg.) and M.B.A. He served as
Superintendent of Police Valsad, Rajkot Rural, Porbandar, Junagadh, Mehsana Districts and
as Dy. Commissioner of Police Vadodara City, Surat City and Ahmadabad City. He was also
Commandant, State Reserve Police Force, Group 13, Rajkot. On deputation as Asst.
Director (Outdoor Training) in Sardar Vallabhbhai Patel National Police Academy,
Hyderabad from 1998-2002, he trained 4 batches of IPS officers. As Deputy Inspector
General of Police, he served as DIG Planning and Modernization, in DGP Office,
Gandhinagar. As Inspector-General of Police, he served as IG, Anti-Terrorist Squad,
Gujarat, Joint CP (Traffic), Joint CP, Sector-2, Ahmedabad City and Jt. Director, Gujarat
Police Academy. As IG, CRPF, Srinagar he supervised 23 Battalions in Srinagar for Counter
Terrorist operations and Law and Order. He was also IG (Trg) CRPF, IG (Pers) CRPF and
ADG (Pers), CRPF and Director SVP National Police Academy Hyderabad, before joining
the National Disaster Response Force as Director General.

2. He was adjudged the ‘Best Officer Trainee’ of his batch during his basic training in
the SVP National Police Academy. He was awarded the Police Medal for Meritorious Service
in 2010, the President’s Police Medal for Distinguished Service in 2016, the Police Medal for
Gallantry on Republic Day 2020 and the 1st Bar to PMG on Independence Day 2020. He
has been awarded the Kathin Seva Padak for his duties in Srinagar and the Parakram
Padak for an operation in Kashmir. He has also been awarded the Ati Utkrisht Seva Padak
and Commendation Discs by Director SVP NPA (1), DG J&K (1) and DG CRPF (5).

3. He is an ultra-marathoner and a Triathlete. He completed the 12 week Police


Commando Course with National Security Guard in 1994, won a Silver Medal in Individual
Tent Pegging in the All India Police Equestrian Meet, 1997, is a Black Belt in Martial Arts, is
trained in Scuba Diving and Sky Diving and scaled Mount Everest on 22nd May, 2008 as a
member of the Indian Police Mount Everest Expedition.

4. He joined the National Disaster Response Force as Director General on 15th


November, 2021.
