1.0 INTRODUCTION
The overall Jafurah Development Program is a series of projects to be undertaken within
the Kingdom of Saudi Arabia. The objective is the development of grassroots gas surface
facilities to produce, process and transport gas to satisfy In-Kingdom energy demands. The
Jafurah basin is a key unconventional gas asset in the Eastern Province of Saudi Arabia,
consisting of North and South fields. The approximate locations of the Jafurah North and
South fields are shown in the figure below,
Package 1 is part of Overall Jafurah development program, CONTRACTOR’s scope of
WORK within the Package 1 comprises of Gas Compression Plants (GCPs) located within
HMYM-5, HMYM-4 and HZEM-1 gas development blocks, North and South Gas Insulated
Switchgear (GIS) Substations located within HMYM GCP-5 , HMYM GCP-4 and HZEM
GCP-1 gas development blocks and Produced Water Injection Station (PWIS).

HMYM GCP-5, HMYM GCP-4 and HZEM GCP-1 each will produce 200 MMSCFD of raw
gas and associated liquids. Each HMYM GCP-5 and HMYM-GCP-4 will produce 30,000
BPD of condensate and 100,000 BPD of produced water. HZEM GCP-1 will produce
90,000 BPD of condensate and 100,000 BPD of produced water.
The scope of the Produced Water Injection Station is to receive produced water from the
Jafurah Gas Plant, HMYM GCP-5, HMYM GCP-4 and HZEM GCP-1, via the transfer
pipeline network and to dispose it via injection headers to injection wells.

2.0 PURPOSE & SCOPE

2.1 Purpose
The purpose of this Journey Management Plan is to provide guidance on how work-related
travel will be managed. It also provides a uniform approach to all site travel and other
project related travel requirements, how to manage travel and how to manage travel-related
incidents and emergencies.
This Journey Management Plan is prepared to define journey plan for regular project
related travel of personnel from camp to site, project material transportation and
transportation for project related activities.
Aim of the JMP
 is to reduce or eliminate travel exposure risks where possible,
 use engineering solutions such as automatic vehicle locator or tracking technologies
when travelling
 and the use of administrative controls such as a risk based JMP with a focus on positive
communication
 in addition to proper JMP documentation. Implementation and enforcement of this JMP
will result in safe behaviors.

2.2 Scope
This Journey Management Plan will be strictly followed by all those travelling as part of the B
project included but not limited to Contractor, subcontractor, vendor, suppliers, third party
logistics, material transportation etc. (refer section 5.2)

4.2 Definitions
 Adverse Weather: When current or forecasted weather conditions are likely to cause
harm to people or damage to assets (e.g., sandstorms, rough seas, lightning storms,
reduced visibility due to fog, rain etc.).
 Contractor Employees: Personnel employed by Contractor, or any level of sub-
contractor engaged in Company operations or activities for Company.
This includes:
- Contractor employees engaged in providing services directly to Company, and
working on Company premises, at corporate head office, field offices, on company
leases, and at exploration and producing field operations (e.g., geophysical
programs, drill site or platform, producing well, seismic vessel, diving support
vessel or offshore construction vessel, janitorial services, gardening),
- Contractor employees working at off-site locations where Saudi Aramco has
primary control of the work site,
- Contractor employees working at off-site locations dedicated to Saudi Aramco’s
work, e.g., fabrication shop; or task is directly supervised by the company; or task
is directly related and exclusive to the company, e.g., carrier hauling petroleum
products to a company customer, transport vehicles,
- Contractor employees traveling in Saudi Aramco owned or contracted vehicles,
vessels, or aircraft on Saudi Aramco business,
- Contractor employees in Saudi Aramco contracted operations such as dining
facilities in Saudi Aramco Construction Camp.
This includes:
- Contractor worksites not exclusive to Saudi Aramco work,
- Contractor employees traveling on Saudi Aramco business but using spot charters
or public carriers,
- Personnel working for independently operated commercial and retail services
(concessionaires on company premises, dining halls, commissaries, banks,
mail/courier, incidental delivery, garages, etc.),
- Personnel on personal service contracts (house helpers, drivers, etc.),
- Personnel on other type of contracts that are not paid directly by Company (car
cleaners, self- directed group employees, etc.).
 Essential Night Travel: Travel at night due to an essential activity that is required to
be conducted immediately to continue operations that could not wait till the following
day or required to move people to shelter during adverse weather or move people for
medical assistance.
 Extended Off-road Travel: Travel to areas classified by the department when
additional precautions and survival equipment are mandatory, such as when access,
location and travel duration pose additional risks. Distances to areas more than 50 km
away from paved roads or facilities or when duration of the trip/activity is greater than
24 hours, will trigger these additional precautions (e.g., deep desert, longer duration
trips etc.).

 Journey Management Coordinator (JMC): a nominated function based on the


organization structure best suited to confirm that the traveler(s) have arrived at the
desired destination, returned safely and closed out the journey as per the travel details.
The JMC does not have to be a permanent position, however, will confirm positive
close-out of all journeys at the end of their shift/day. The JMC cannot be one of the
travelers.
 Non-Routine Travel: Travel that would be considered non-routine,
- One-off trip, irregular work activity, first-time trip or ad-hoc trip/travel for the
travelers,
- Trip/travel & work activity with a combined duration longer than 12 hours, or
- Travelling at night,
- Travelling out-of-kingdom,
- Any work-related travel that meets the follow criteria:
- >150 km on asphalt/bitumen (unless deemed routine),
- >2 hours (unless deemed routine).
 Primary Search & Rescue: An emergency search & rescue response, where the
response and recovery are managed within a proponent department’s immediate area
of responsibility.
 Remote Travel: is travel to areas of operation which by distance or topography are
isolated from any existing facility capable of providing a timely response to an
emergency situation or that the means of travel could be hazardous, such as:

- Off-road travel, even if it is near to paved roads, towns, or industrial facilities,
including seldom used tracks or gravel roads, such as pipeline corridors, skid roads
to drilling rig locations, or tracks to exploration camps or where there are no
established roads or paths,
- Travel through areas where there is no mobile phone or radio coverage,
- Air travel,
- Sea travel.
 Routine Travel: travel that would include regular field and site visits to Construction Site,
Saudi Aramco assets, including travelling with other proponent organizations as part of
work-related activities to meet the traveler’s organization’s business functions.
Conditions shall apply to vehicle type, equipment and supplies needed to certain travel
areas. Routine travel would also include all SA scheduled air, sea or bus routes, but
would not include special or chartered transportation.
 SA Response Organization support boundary: the outer limits where a SA
Response Organization such as Industrial Security Operations or Fire Protection
Department will attend a situation (refer to Annexure 8).
 Secondary Search & Rescue: an emergency search & rescue response that requires
multi- organizational response and recovery actions which is activated through the B
notification of the ‘911’ Emergency Center, managed by the impacted proponent
management (or Incident Manager) and in liaison with Saudi Aramco Corporate
Contingency Plan.
 Traveler(s): The person(s) travelling to perform work-related activities.

5.0 JOURNEY MANAGEMENT PROGRAM STRUCTURE

5.1 Program Flow

5.2 Defining Project Work Related Travel


 All to & fro journeys from Camps to Work locations are classified as work-related travel
using the same route for daily journeys during day fixed time with insignificant variation.
 All the work-related travel on the project specified route is called routine travel and non-
routine travel defined which is not regular.
 All Contractor, Subcontractor and Vendors travelling to project locations for the
purpose of this project.
 All movement and transportation of construction equipments/components from the
point of manufacturer/fabricator inside kingdom. B
 All land transportation of construction equipments/components from port to project
construction site or yard.
 All transportation of construction equipments/components travelling cross country from
the point of manufacturer/fabricator/supplier.
 No travel is planned or allowed during adverse weather conditions. If caught in adverse
weather, seek shelter as soon as possible.
 Night travel will be risk based on a case by case basis. Night travel will not take place
unless it is essential for the project or required for personal safety reasons. Night travel
on skid roads will require authorization from the Company Project Representative.

5.3 Travel Management


 Travelers contacting Journey Management Coordinator to classify journey whether it’s
routine travel or a non-routine travel.
 Routine travel details will be entered in Journey Management Log sheet Annexure 6
and all non-routine travel will be managed through Journey Management Form
Annexure 3 as defined in Annexure 2.

5.3.1 All Journey Planned and Managed are according to its risk as defined in this plan which
emphasizes on:
 Reducing travel exposure risks where possible (e.g., video conferencing or taking mass B
transit),
 Use of mandatory technologies when travelling (e.g., AVL and/or satellite
communications),
 A focus on positive communications in addition to proper JMP documentation,
 Ensuring implementation and enforcement of the this JMP on this project, and
 Safe travel behaviors.

5.3.2 The JM Form and Log Book used as per the journey type (Annexure 2) include the
following sections and meet the requirement for the purpose of this project.
5.3.2.1 A time-out/time-in log system for identifying when vehicles are overdue and this
information will assist primary and secondary search and rescue operations. The
entries in JM Form and JM Log Sheet include the following (refer to Annexure B
6):
 Name(s),
 Badge number(s),
 Nature of travel (e.g., air, sea or land),
 Destination(s) in order of travel, if applicable,
 Transport type and vehicle/charter number,
 Planned route(s),
 Departure time,
 Expected arrival time at destination(s),
 Expected return time to origin, if applicable,

5.3.2.2 Nomination of a Journey Management Coordinator (JMC) per trip based on the
project location requirement.

5.3.2.4 For non-off-road routine travel, the appropriate emergency procedures, supplies
and equipment will be carried for the journey and include the following:
 AVL (or equivalent) should be fitted,
 Current Saudi Aramco periodic vehicle inspection sticker,
 First Aid kit,
 Tire changing kit,
 Reflective Triangles (x two),
 Reflective Vest (optional for U-drive),
 Pair of Gloves (optional for U-drive),
 Jumper (starter) Cable (optional for U-drive),
 Air conditioning working,
 Windscreen free of cracks/chips,
 Project “What to Do” procedures to follow when lost or stranded,
 Tire tread depth >6 mm & no cracks,
 Tire Pressure (PSI) correct to vehicle specifications, including spare tire.
5.3.2.5 For off-road routine travel, the appropriate emergency procedures, supplies and
equipment will be carried for the journey and include the following:
 The requirements listed 5.3.2.4,

 Mandatory functional AVL (or equivalent),
 4x4 vehicle
 Off-road driver training,
 Satellite communication device (or radio with adequate coverage with
Division Head approval), if no mobile coverage (e.g., satellite phone,
satellite distress device etc.)

minimum of two persons,

o Igloo and water (>5L per person travelling),
o Shovel,
o Sand boards and jack plate,
o Towing Cable / towing strap,

5.3.2.6 For any extended off-road travel, the appropriate emergency procedures,
supplies and equipment will be carried for the journey and include the following:
 The requirements of section 5.3.2.5, B
 Spare food and water (for 3 days),
 Maps of the relevant area,
 Procedure on how to use a radio and radio use communication protocols,
 Compass and ‘GPS navigator’,
 Additional fuel and vehicle fluids (brake, oil, coolant, etc.),
 Two spare tires,
 Winch or cable (when fitted, practical or deemed necessary),
 Flashlights, flares and signal mirrors,
 Second manned vehicle with emergency supplies and equipment (when
practical or deemed necessary),
 Any additional equipment, supplied or procedures that may be
appropriate for the intended journey.
5.3.2.7 Conduct frequent periodic inspections of the vehicles to ensure compliance with
applicable GIs, SA standards and international requirements and mechanical B
reliability.
5.3.2.8 Contractor Journey Management System applicable to all sub-contractors and
service companies working directly for the Contractor and Contractor will ensure
that it’s strictly followed.
5.3.2.9 During safety communication meetings, Contractor will reinforce the commitment
of the organization and their responsibility to follow Journey Management policies
and procedures.

5.4 Managing Work-Related Travel Incidents and Emergencies

5.4.1 All incidents and emergencies are preventable, including work-related travel. It is critical for
emergency preparedness of journey management to effectively plan and schedule travel
journeys in advance which include:
 Sufficient time to allow effective journey planning and agreement between the
traveler(s) and the Location Contractor Transport Incharge.
 Work-related travel to and from project work sites and camps, where possible, will be
done using the local knowledge and experience of the local staff as well as the JMP.
 The respective Journey Management Coordinator will assess the travel risk and will
decide on whether to allow the journey or not, after consulting respective Construction
Superintendent and if required can seek HSE advice, such as weather condition,
terrain, means of transport & condition etc.
 For Travel Incident and Emergency situation the sequence to be followed by the
identified JMC is given in Annexure 4 and will be used along with Emergency Response
Plan EN-099-PL-1809

5.4.2 The Contractor will qualitatively assess the risk of work-related travel then rank the types
of travel, identify credible incidents (or scenarios) for work-related travel and emergency
medical evacuation as part of the overall Project ERP EN-099-PL-1809 and take the
appropriate actions accordingly.

5.4.3 The JMP include the following sections and standards:


5.4.3.1 Emergency response pre-incident plan for primary search and rescue events as
per SMG 08-001-2018 Emergency Preparedness. B
5.4.3.2 Emergency response pre-incident plan for emergency medical evacuation
events, as per SMG 08-001-2018 Emergency Preparedness.
5.4.3.3 Where another organization’s ERP would not cover the work-related travel
emergency response for their employees or subcontractors and therefore shall
apply the project’s pre-incident plan for primary search and rescue events. The
following are examples where another organization’s ERP would cover the work-
related travel emergency response:
 The destination facility ERP,
 Mass transportation ERPs
 SA support organization’s radius boundary (refer to Annexure 8).
5.4.3.4 The Project Transport Department will maintain access to the AVL system to
support pre-incident plans for primary search and rescue events. (Refer to GI B
1245.002, Automatic Vehicle Locations System (AVL)).
5.4.3.5 Request for air medical evacuation will follow the requirements of GI 1321.015,
request for Air Medical Evacuation, and ‘911’ shall be called.
5.4.3.6 If a missing person(s) are not found after a maximum of 3 hours since the
activation of the Contractor’s primary search and rescue response pre-incident
plan, ‘911’ will be called and escalated to a secondary search and rescue to
ensure appropriate resources are activated.
5.4.3.7 Primary search and rescue drills will be scheduled and conducted at a minimum
annually.
5.4.3.8 Participation in secondary search and rescue drills scheduled at a corporate level
to ensure existing procedures and resources are sufficient to meet the intent of
this instruction. Critiques and learnings to be shared across organizations.

5.4.4 The contractor JMP include a detailed response plan when a contractor employee is
overdue (by a pre-determined time period) including but not limited to: B
 Contractor primary search and rescue procedures,
 Escalation process to request further primary support from the Company,
 Escalation to secondary search and rescue and notification of the 911 Emergency
Center,
 The provision of designated medical facilities and medical transportation for their
personnel, as required by contract.

5.4.5 For land-based mass transportation, personnel will refer to the Emergency Response Plan
EN-099-PL-1809 and Project Transportation & Equipment Services Department. Managing

6.0 ASSIGNED RESPONSIBILITIES

6.1 Authorizing Person


 Traveler immediate supervisor who gives permission for a journey to be undertaken,
and who guarantees the integrity of the journey management system of the contractor
location from where the travel starts. This responsibility extends to all Journeys under
this Journey Management Program, including journeys that they do not individually and
specifically authorize.
 Before authorizing a journey the authorizing person checks the following:
- Is the Journey necessary with respect to purpose?
- Is it not possible to join the journey with other journey?
- Is vehicle in good condition?
- Is driver competent and qualified to take this journey?
- Is accommodation arranged at the destination? (if required)
- Are journey plan and the route explained to the driver and understood?

6.2 Journey Management Coordinator


 Ensures implementation of Journey Management.
 Ensures the safety devices for vehicles are fit and in working condition viz. AVL etc.
 Ensures training is imparted as per training matrix for all drivers and is authorized to
drive contractor vehicle in the route terrain which they have to follow during the travel.
 Conduct Risk assessment for the journeys.
 Track the journey and record check-in times
 Initiate Emergency Response and inform concerned supervisor, Construction
Manager, Site HSE Manager and the Area HSE Lead
 Conduct drivers forum and cascade the learning point of others area.
 Ensure that all vehicle daily checks carried out by drivers and periodic inspection done
by Plant & Maintenance department
 Brief the driver about the learning from a recent serious incident (if any) which relates
to the journey to be taken.
 Check that the driver knows what to do in the event of an accident or an emergency
during the journey
 Check whether the drivers had sufficient rest and not overworking. If so report to the
HSE manager.
 Responsible for the safety of the driver on the journey until the Journey Plan is closed
out.
 Record any issues regarding dangerous roads, missing signs etc. on a log and then
email this information to the HSE manager for them to investigate.

 Responsible to follow up on such communications with the asset to ensure that


remedial work has been conducted within one week and then weekly thereafter until
satisfactorily resolved.
 Prepare a brief written report once per month summarizing:
- Number of routine and non-routine Journey undertaken.
- Number of times that drivers failed to report in as per the JMF schedule or other
non-compliances identified and action taken.
Do not issue a Journey Plan if:
 Journey is deemed unnecessary or there are better alternative methods of travel.
 Weather reports indicate it is unsafe to travel.
 Driver does not report to the Journey Officer in person.
 Person seeking permission for journey is not the authorized driver of the vehicle
 Driver has not completed and provided a daily vehicle safety check which confirms the
vehicle is safe to drive
 Driver does not have a valid license and training for the type of vehicle to be driven on
the journey
 Driver is not wearing appropriate clothing or Personal Protective Equipment
 Journey will breach the night driving rules or driving hours requirements mentioned in
section driving hours.
 Vehicle or load, on checking the vehicle, is unsafe to drive
 There is no relevant TREM Card (if the load is hazardous)
 Vehicle Inspection Sticker / Certificate is out of date
 Driver or vehicle is not ready to depart.

7.0 JOURNEY MANAGEMENT & ROUTE PLANNING

7.1 Pre-Journey Management Actions


Compliance with GI 6.030 and 1245.002

7.1.1 Rules for Operation of Vehicles


7.1.1.1 Driver Qualification, Training and Authorization
 Licensing - All drivers will hold a valid driver’s license recognized by the
Government of Saudi Arabia or international driver’s license.
 Driver Improvement Program (DIP) - All contractor and subcontractor
employees required to drive vehicles will complete the internal Driver
Improvement Program (DIP).
 Driver Improvement Refresher Seminar (DIRS) - The DIRS will be
repeated by all authorized drivers once in a years.
 Off-Road and Specialty Driving - Before being permitted the use of four-
wheel drive/off-road vehicles, all contractor and subcontractor drivers /
employees required to drive vehicles will be tested and have to pass the
off-road vehicle driving test conducted Contractor Transport Department

at any specified location which also include “specialty vehicles”, e.g., large
trucks or heavy equipment, special training will be required. Note: The
Saudi Government traffic law requires special licensing for certain types
of specialty vehicles.
 Authorized Driver’s List - All project camps and locations will maintain
an up-to-date “Authorized Driver List” to operate contractor and
subcontractor motor vehicles. The list will include any restrictions (e.g.,
no night-time driving) and the types of vehicles the employees are
permitted to operate. The authorized drivers list will be updated
immediately whenever there is a change in an employee’s status, for
example, a condition prevents the employees from safely operating a
vehicle.
7.1.1.2 Driver Fitness
Contractor Admin departments will assist Project Transport Department who is responsible
for ensuring any employee authorized to drive is mentally and physically capable of driving
competently and safely. Employees will be instructed to disqualify themselves from driving
if they have any permanent or temporary conditions that could impair their behavior or
ability.
7.1.1.3 Driving Rules
No unauthorized usage of transport will be permitted and will be ensured that all types of
vehicles are correctly equipped with the appropriate safety equipment.
7.1.1.4 Driver Selection
 Have a valid Saudi License in accordance with the class of vehicle he operates.
 Have attended appropriate training program and authorized to drive the vehicle in the
terrain route to which the travel is planned.
 Have enough experience as a driver.
 Ability to manage the situation in accordance with the road and weather conditions and
risks arising from the road users.
 Ability to read and understand the traffic signs and other information relevant to the
traffic.
 Any unsafe driving practices observed will be subject to disciplinary action.
 Each driver will be instructed on Safe Driving, Company and Plant traffic regulations.
Traffic regulations and laws must be always adhered to.
 No driver should be allowed to work in a shift of more than 12 hours in total of that 12
hour, no more than 8 hours spent driving.
 A minimum of 15 minutes rest must be taken at the end of every journey that takes one
hour or more.
 Drivers must take a minimum of 12 hours uninterrupted rest when off duty between
shifts. This includes drivers changing between day and night shifts.
 Off duty rest must not be taken in a vehicle unless the vehicle has bunk facilities.
 Drivers must have a minimum of 24 hours continuous rest for every 48 driving hours.

Driver Must
 Always wear seat belt.
 Always observe traffic rules, specially speed limits
 Never drive after consuming certain medicines/drugs
 Never drive when very tired
 Take regular stops when driving long distances
 Be sure that the vehicle is properly maintained and in good condition for the planned
journey
 Never overload the vehicle
 Drive carefully, be alert.
 Be sure that before starting the vehicle the area near and under the vehicle / trailer is
free from persons asleep.
 Journey management instructions will be followed.
 Stop the vehicle if a passenger’s continued actions endanger the vehicle and inform
the Journey Management Coordinator.
 Stop their vehicles in a safe position away from the road before using a mobile phone.
 Slow their speed and give pedestrians a wide berth when approaching them,
particularly when they are walking on the side of the road
 Call JMC as required by the Journey Management Form and/or after reaching at the
destination i.e. check-in time
 Wear sunglasses where required
 Report unsafe road conditions to the JMC
 Ensure seatbelts are worn by all passengers before moving the vehicle.
Driver must not:
 Using Contractor/ Sub-contractor vehicles without authorization
 Drive unless well rested, medically fit and not under the influence of alcohol or drugs
including prescription drugs which can cause drowsiness.
 Drive unless they have a recognized and valid driving license and a valid defensive
driving permit for the specific type of vehicle to be driven.
 Drive unless they have ensured that they have a valid Safe Journey authorized as per
Appendix 2 if required for the journey they are to take, beyond the 10 km range.
 Drive if they do not know where they are going.
 Drive their vehicle without ensuring that the vehicle has undergone a daily pre-use
check and has been deemed safe to drive.
 Drive if they believe that the vehicle has a fault which presents a risk to their safety.
 Drive until they have positioned the seat, mirrors, seatbelt, headrest and steering wheel
so as to be comfortable and safe whilst driving.
 Tamper or interfere with any safety devices or any part of the vehicle which may cause
the safety device to become ineffective
 Eat or drink while driving

 Read material in the vehicle when driving.


 Light a cigarette while driving.

7.1.2 Passengers & Pedestrians


Passengers must
 Remain in their seats with their seatbelts on at all times when the vehicle is in motion.
 Not distract the driver from his concentration on the road.
 Not behave as to endanger the safety of the vehicle or its occupants
 Alert the driver when he is driving unsafely and request that the situation be remedied
immediately.
Pedestrians must:
 Always walk so as to face the oncoming traffic
 Always walk in single file when walking on a road
 Walk off the road wherever safe and possible to do so
 Step off the road when a vehicle is approaching on the same side of the road
 Wear high visibility clothing or material when walking along a road at night
 Never cross the road when vehicles are approaching
 Never stand in the road
 Never walk along a roadside when using a mobile phone

7.1.3 Vehicle
Vehicle operations must be effectively managed to reduce risk by considering the type of
load transported (people or freight) and the intrinsic hazards, if any.
In particular the following must be adhered to:
 Vehicles & equipment’s used will be following Company requirements.
 All heavy machinery required in connection with the Work (including but not limited to
cranes, bulldozers, trucks, tractors, vehicles etc.) will be fit for purpose, prior to and
during the period of the Work.
 All vehicles and powered mobile plant will be equipped with reversing alarms, and
banks man will be deployed during reversing of construction equipment or trailers.
 Securing of the load will be as per established and approved methods, i.e. Chains with
patented tightening equipment for steel/heavy loads. Sharp corners on loads will be
avoided when employing ropes for securing.
 All overhangs will be made clearly visible and restricted to acceptable limits.
 Load will be checked before moving off and after traveling a suitable distance.
 All vehicles will have reflectors and speed control alarm in good working condition.
 All supervisors will be responsible for the vehicle allotted to his crew for the
compliance of traffic management.
 Vehicles will be fit for purpose, regularly inspected and well maintained in accordance
with good driving practices.

 Vehicles used for desert operations will be equipped with survival kits comprising a
two-way radio, or mobile telephone, drinking water and first-aid kit.
 All vehicles would maintain a log book.
 Freight must only be carried on vehicles that are designed for the purpose.
 Vehicles must not be overloaded.
 Attention must be given to the positioning of heavy or dense loads, so as not to result
in damage to any part of the vehicle, or to result in potential instability.
 Driver must be briefed on the special provisions applicable to the load and his
understanding of those provisions must be checked before movement. When
transporting hazardous materials, the driver must be competent to deal with any
incident that may occur. The relevant Materials Safety Data Sheets must also be
carried on the vehicle.
 Potentially reactive chemicals or materials must be segregated so that they cannot be
brought into contact with each other.
 Speed restrictions needed, taking into account load and the terrain traversed.
 Special requirements when carrying passengers and freight in the same vehicle.
 Nature of the route and any special requirements, such as for desert driving, must be
considered.
 Vehicle cleanliness, both in the cab and outside, are an important part of vehicle safety.

7.1.4 Housekeeping of Vehicles


 Vehicles are to be kept clean.
 All cabin areas of vehicles are to remain free from loose objects and liquid spills.
 At the end of each shift the vehicle is to be cleaned and all rubbish removed from the
vehicle.

7.1.5 Routine Maintenance


 All the regular routine maintenance for the vehicles will be carried out
 Vehicle maintenance check sheets and logs (daily, weekly, and monthly) are
maintained by the maintenance department.

7.1.6 Carrying Passengers


 All passengers must be seated whilst travelling and all seating must be firmly fixed.
 Sideways facing seats should be avoided.
 There must be a means by which the driver can observe passengers carried in the rear
of the vehicle.
 For off-road, rough road or other use with a significant risk of roll over, all occupants
must be in a roll-bar protection vehicle.
 Occupants of light commercial vehicles must be protected by a steel body shell, if roll-
bar protection is not provided.

7.1.7 Portable/Mobile Communication Devices Use Prohibition


All drivers within Saudi Aramco areas, facilities or premises are prohibited from using
“mobile communication devices” while driving, such as and not limited to radios (push-to-
talk, two-way communication), mobiles/cell phones, including hands-free devices.
Exception: Emergency Response Vehicles, security vehicles patrol, fire engine trucks,
ambulances, are allowed to use “mobile communication devices” during emergency
situations and/or strictly where operational requirement dictates.

7.1.8 Speed Limits


Drivers will follow all posted speed limits on highways, roads within company communities,
facilities or premises, but will not exceed 120 km/hr. on highways for company vehicles.
 The maximum speed limits off the road is 80 km/hr and less as per road condition. B
 The maximum speed limits inside Saudi Aramco areas, facilities or premises is 40
km/hr. unless otherwise posted.
 Certain specialty vehicles, or vehicles equipped with special tires, may have lower
maximum speed limits as determined by Contractor Transport Department.
 Adverse weather or traffic conditions may necessitate speeds lower than those posted.

7.1.9 Seat Belt Use


Drivers and all passengers of contractor and subcontractor vehicles will buckle/fasten seat
belts. Passengers will buckle/fasten seat belts while riding on buses.

7.1.10 Communication System


All traveling vehicle should have a Communication Systems in the form of Mobile/Radio/
Satellite phone/AVL/SOS button/Navigator, as per the travel route requirements and

journey risk assessment.

7.2 Journey Management Planning


 Journey Management Form Appendix 3 or entry into Journey Management Log sheet
Appendix 6 as enclosed in must always end either at the point of origin or at another
Journey Management Point where a further Journey Plan can be made by another
JMC.
 Ensure that the proposed Journey Plan will not violate the maximum hours of work or
driving or result in unauthorized night driving.
 Ensure that the appropriate points where the driver must phone the JMC are included
in the Journey Plan and pointed out to the driver.
 Ensure the JMC contact number is clearly written on the Journey Plan.
 Ensure the drivers mobile number is recorded on the Journey Plan.
 Review the actual route to be taken and identify specific hazards to be aware of
particular to that route including any reported road damage, new road layouts or
missing signage reported.
 Record such hazards and communicate these to the driver, ensuring they have been
understood.

 Identify generic hazards for the driver to be made aware of, write these on the Journey
Plan and ensure they have been understood.
 Ensure all other information is completed on the Journey Plan as required.
 JMC must discuss all points on the Journey Plan with the driver.
 JMC should ensure he keeps track of the time in relation to the times that the driver is
required to call as per the Journey Plan.
 Where a driver is late phoning, JMC should attempt to phone him within 30 minutes of
the scheduled time. Where the driver is contacted and OK, then the Journey Plan must
be recorded as contact made.
 Where the driver cannot be contacted, JMC should continue to call him up to one hour
after the scheduled contact time.
 Responsible for retrieving AVL report, analyze, record, and report any discrepancy to
the HSE Manager.

7.2.1 Determination of Hazards Associated with Road Journey


 All hazards associated with the routine and non-routine will be identified and necessary
control measures will be taken.

- Reducing fuel consumption and so reducing emissions to the environment.
- Providing speed limiting systems.
 Organizational and system measures reduce the likelihood of a hazard. They include:
- Provision of vehicle data recorders.
- Use of intrinsically safer vehicle design.
- Use of quality assurance, maintenance, and inspection procedures.

- Use of material safety data sheets when transporting hazardous cargoes.
- Placarding.
 Measures may be required to lessen the adverse effects of road transportation
incidents. Such measures include:
- Safety belts
- Air bags
- Head restraints
- Roll Over Protections

7.2.2 Arrangements for Non-Off-Road Routine Travel


Following arrangements will be in place for all non-off road Routine Travel,
 AVL (or equivalent) should be fitted,
 Valid Inspection Sticker,
 First Aid kit,
 Tire changing kit,
 Reflective Triangles (x two),
 Reflective Vest (optional for U-drive),
 Pair of Gloves (optional for U-drive),
 Jumper (starter) Cable (optional for U-drive),
 Air conditioning working,
 Windscreen free of cracks/chips,
 Organization “What to Do” procedures to follow when lost or stranded,
 Tire tread depth > 6 mm & no cracks,
 Tire Pressure (PSI) correct to vehicle specifications, including spare tire

7.2.3 Arrangements for Off-Road Routine Travel


 The requirements of Section 6.4
 Mandatory functional AVL (or equivalent),
 4x4 vehicle
 Off-road driver training
 Satellite communication device (or radio with adequate coverage with Division Head
approval), if no mobile coverage (e.g., satellite phone, satellite distress device etc.) and

8.0 MANAGING WORK RELATED TRAVEL INCIDNETS


All incidents and emergencies are preventable, including work-related travel. Motor Vehicle
accidents will be reported as per GI 6.029. Unlike normal vehicle breakdowns, road traffic
accidents will involve one or more vehicles and invariably close the road to all traffic. It is
imperative that decisive action is taken to ensure,
 The victims of the accident are not exposed to any further risk or injury from passing
traffic.
 Normal traffic is kept moving in a safe and controlled manner, by means of temporary
diversion. The accident site must be preserved in its original condition to allow
investigation.

9.2 Secondary Response


 If Contractor Primary rescue team is unable to find the missing traveler within 8 hrs.
Contractor Construction Manager and Site HSE Manager will notify and take help of
Company Search and Rescue facilities.
 Escalation to secondary search and rescue and notification of the 911 Emergency
Center.
 He will further coordinate with registered Search & Rescue Volunteer Groups if
required (Annexure 10)

10.0 MONITORING PROCEDURES


 Pre-deployment & Monthly Inspection of vehicles will be carried out as per Appendix 5.
 Daily pre-use inspection will be carried out by the driver as per Appendix 7.
 Drivers will check vehicles daily for serviceability of such basic equipment as tires,
breaks, lights, fluid levels, glass, mirrors, seatbelts etc. Deficiencies should be
corrected immediately at the nearest repair facility. Before each trip, a 360° walk-
around inspection is recommended before getting into the vehicle.
 NOTE: The driver will check the radiator coolant level only when the engine is cool.
When necessary, coolant will be added to the level marked on the overflow expansion
tank, if provided.

11.0 HAZARDOUS DRIVING CONDITIONS


Driving in fogs, sandstorm, driving in night, under overhead lines, desert are considered as
driving under hazardous condition. Guidelines for some of the hazardous driving conditions
are given below; sites may elaborate the procedures as per the site condition.

11.1 Driving in Fog


 Acceptable visibility for driving in fog conditions is 100m of clear vision. Driving
operations on sand/gatch roads or for long distance should not be undertaken when
visibility is less than 100 m.
 All vehicle movement to be prohibited if clear visibility is less than 25m (as a minimum).
 For visibility greater than minimum (25m) but less than 100m, driving to be restricted
to local areas on blacktop roads only. The speed should not exceed 40 Km/hr.

 Lifting of restrictions to be announced by public address system and displayed at gates.


 Operating sites are required to set up their visibility checks at nominated distances.
 Signs should be set at (25m and 100 m away from a specific point) that will allow a
quick and effective check (e.g. if the sign can be clearly seen at 25m it is acceptable to
drive as above, but if it can't be seen clearly then driving not be permitted at all.

11.2 Sandstorm
In the event of sandstorm:
 Vision standards as applied in fog conditions are to apply.
 Drivers are not to attempt to drive through the storm.
 Drivers are to safely pull off the road and put the vehicle hazard lights on.
 Park with the rear of the vehicle facing the direction of the storm, if possible, this will
help to prevent windshield damage.
 Contact your destination (JMC) and inform them of your location and estimated delay
time (if the estimate turns out to be incorrect contact your destination and update
them).
 Wait inside the vehicle until the storm clears.

11.3 Trunk Lines, Overhead Lines, Flow Lines and Vehicle Height Limit Barriers
 Movements of vehicles over or under trunk lines, overhead lines, or flow
lines, is restricted to established and authorized crossing points only.
 Vehicle height limit barriers must always be obeyed.

11.4 Desert Driving


If operating a four-wheel drive vehicle in the desert the following items will be carried:
 Water (10 liters per person/day).
 Off-Road Survival Kit
 Vehicles that travel in the desert must be fitted with a flagpole of not less than three
meters in length displaying a clear red flag to maximize vehicle visibility when driving
over sand dunes.
 The flagpole must be a non- conductor of electricity and be flexible

Helpful Tips for Driver and Passengers (travelers)

Note: The below tips were developed based on previous experience in search & rescue incidents.

 If you become lost or stuck, or the vehicle breaks down, do not leave the vehicle! Even if there
is a rig or a facility in sight, or you can see lights, do not leave the vehicle.
 If you become lost or stuck, or the vehicle breaks down, immediately notify your journey
management coordinator / supervisor/ colleague/ friend or contractor vehicle for help.
 If you have followed your organization’s JMP, completed a journey management form, have an
assigned journey management coordinator and not on extended off-road travel, it is unwise to try
to conserve water. You should be found within a reasonable timeframe, so drink plenty of water.
 Understand and follow your organization’s journey management program.
 Observing all traffic/travel safety rules and regulations. Taking all precautions to avoid hazards.
 Keep in contact with your Journey Management Coordinator and supervisor. Make positive
communication.
 Keep to the journey management travel plan. Short-cuts or alternate routes are prohibited.
 Safe use of the vehicle and work equipment.
 Checking the tools and safety requirements prior to the trip and making sure that all are in good
working condition.
 Utilizing defined routes taken to work site and shall follow the Aramco / Contractor designated
routing where signs are placed. E.g., when traveling to and from a drilling rig, you must take the
signed route, unless an alternate route is logged into the journey management log sheet.
 Never underestimate the hazard of travel.
 If a mechanical failure occurs or the car is stuck in the sand, first, try using the car emergency
equipment and procedures. If the problem cannot be solved by yourself, use your contact list for
help e.g., to request towing or mechanical services.
 In case of flat tire, follow T&ESD Tire Change Guide (available on the T&ESD website).
 Add T&ESD emergency contact numbers to your contact list.
