2. Project Description

There is SWCC 48” Pipeline start from Duba Pump Station to HPR. NEOM is going to repair
access road for the proposed Pipeline. Length of the Pipeline is 81 kilometres but access road
length approximately 90 kilometres.

2.1. Location Map

The access road divided into different zones with respect to severity and damage.
1. Green Zone (Pump station to 10+226,68+981 to HPR)
2. Red Zone (10+226 to 31+492)
3. Yellow zone (31+492 to 68+981)

2.2. PURPOSE

The purpose of this document is to provide the guidelines for Road works by satisfying all the
relevant specifications and requirements.

3. Scope of Work

This method statement shall apply for Roadwork, Retaining wall, and erosion control. The
intention of this work method statement is to give general guideline for all of them mentioned
before. Details of the procedures contained herein may be modified based upon actual
ground condition and site requirements.
Activities involved for the repairing of access road are the following:

• Site Survey
• Clearing and Grubbing
• Excavation
• Repair of the proposed access road
• Grading
• Retaining wall
• Cutting
• Erosion control
• Disposal of Unsuitable materials

4. STANDARDS AND MANUALS

5. Process and Execution of Works

5.1. Site Survey

• BARQ AL MUSTAQBAL will furnish the Engineer with the original copy of the field notes
together with electronic records of the instrument and all necessary information
relating to lines, slopes and grades.
• Establish adequate number of intermediate survey control points at locations within
the contracted scope of works that will serve as a reference point stakes in laying-out
the construction lines, slopes and grades of the roadway.

• The works involves the establishment of required and necessary temporary survey
control points related to the existing control points, which that will serve as a
reference for horizontal and vertical controls. These temporary survey control points
shall be set out to facilitate construction activities.
• Upon completion of the whole or in part of these control points, the survey report will
be submitted to the Engineer for verification and approval prior to their use as
references in the construction of the earthworks or any related works.
• All control points, bench marks and any other reference points to be used for the
construction will be protected from damage unless and until their removal is
authorized by the client through its representative the Engineer. Any disturbed
references will be replaced or relocated if it is necessary.
• Locations of these reference points will be at a place away from the working area and
avoiding any traffic routes or service roads for the equipment working on site. These
must be located on places where the survey works will be conveyed easily to any
location in the working area.
• To stakeout any portion of the Work, BARQ will submit a written notice to the Engineer
at least twenty-four (24) hours before the stakeout.

Stakes will be put to establish the following:

• Centreline of the proposed road alignment


• Limits of embankment slopes
• Limits of the excavation
• Limits of right of way and any other area of consideration
• Limits of Borrow Pits

5.1.1 Colour Coding of Stakes

The BARQ AL MUSTAQBAL will maintain and preserve all the control points and other
reference points until the project has been handed over to the Client or otherwise directed
by the Engineer.
The surveying instruments being used for the construction of the project are being properly
maintained and calibrated in good working condition until the project is completed.

5.2. Clearing & Grubbing

• Clearing and grubbing will be done before any grading operation. Up to the clearing
limits of the Right of Way, embankment.
• Areas as may be specified in the project specifications. The depth of the clearing and
grubbing (MOT Clause 2.01.2 or soil technical report) within the limits specified, the
area above the natural ground surface shall be cleared of all other objectionable
material, except items marked by the Engineer to remain.
• Within the limits of clearing, the areas below the natural ground shall be grubbed to
a minimum depth of twenty (20) centimetres.
• The final decision of the depth of clearing and grubbing according to the above
paragraph, approved design, and existing surface ground situation will be as per
instruction of the Engineer.
• The surface will be scarified, watered and compacted. If the grubbed material is
unsuitable then the excavated material shall be replaced with material meeting the
requirements of Class A-5 or better
• Request for work inspection (WRI) will be submitted before start of Clearing and
Grubbing or Natural Ground work.

5.3. Excavation

• Excavation, regardless of the nature or characteristics of the materials encountered,


shall consist of all excavation necessary for the construction of roadways,
intersections, approaches, slope rounding, benching, channels and ditches and
finishing the excavation slopes in accordance with the lines, grades and cross sections
shown on the Plans or established by the Engineer.

• Barricade the location to be excavated and with warning tape and provide traffic
cones, sign board etc… to demarcate the danger zone of the operating machinery of
the working area.
• The area to be excavated shall be properly marked and clear before starting the works.
• The work also includes the removal or disposal of unsuitable or otherwise surplus
materials taken from within the limits of work.
• The depth of excavation shall be checked periodically by a surveyor to avoid over-
excavation.
• Before starting excavation, verify underground services if any is existing like: existing
Fiber Optic Cable near to the location will be observed to avoid damaging of the cable.
• Report immediately to the company any unknown underground installation
encountered during excavation. Stop work and wait for further instructions.
• Excavate trial pits where required and as instructed by company when existing utility
lines or facilities are encountered, to establish the exact location.
• The bank of the excavated area shall be sloped 30 degrees and shall be maintained to
avoid collapse of the bank into the excavated area.
• All excavated materials shall be kept of minimum 1 meter from the edge of excavation.
• Great care shall be taken to minimise noise, vibration and dust pollution, which can
cause nuisance and damage, particularly if the site is located in a built-up area.
• All unsuitable material shall be disposed away from the site or temporary stored in a
close proximity to site until dispose to a proper place

5.4. Backfilling and Compaction

• Backfilling will commence only after completion of inspection and test of below grade
structures is complete.
• Backfill adjacent to structures and not supporting any footing, grade beams or mat
foundations, shall be compacted and then tested for in-place density in accordance
with ASTM D 1556. The tested density shall be at least 90 percent of the maximum dry
density as determined by ASTM D 1557.
• The moisture content of the material being compacted shall be within Percent of the
optimum moisture content as determined by ASTM D 1557.
• Structural fill or backfill adjacent to structures shall be placed in 250 mm (10 in).
compacted layers, or less if necessary to develop specified density, shall be at least 95
percent of the maximum dry density, as determined by ASTM D 1557 Select fill
material will normally be used, where excavated material is considered unsuitable for
backfilling.
• The backfill material is to be watered and mixed as necessary to ensure that prior to
compaction the moisture content of the whole layer is 63 % of the optimum moisture
content.

• It shall be placed in layers not exceeding 250 mm thick, compacted by a suitable


compactor.
• Compaction of each layer is to continue until a density of at least 95 % of the maximum
dry density has been achieved by means of Nuclear Gauge Testing to determine the
Field Dry Density.
• The backfilling and compaction in layers to continue till the required level is achieved.

5.5. Retaining wall

• Retaining wall work shall be taken up for a length of 10m to 20m to suit the site
condition duly considering the safety aspect.
• The total height of different types of retaining wall shall be cast in 2 or 3 pours, keeping
the maximum height of pour of 2.44m.
• Shuttering and staging shall be as per the scheme attached.
• The bottom surface shall be rammed before PCC and after completion of PCC surface
shall be cleaned properly.
• The layout of wall for the stretch to be executed will be marked on PCC and shall be
got checked by Client.
• Placement and fixing of reinforcement shall be taken up with bars fabricated as per
BBS checked by Client. Laps, chairs and any other extra reinforcement that is to be
provided shall be recorded jointly in concrete pour card.
• Proper cover to the reinforcement as per drawing shall be provided by adequate
number of approved cover blocks.
• Shuttering will be carried out with plastic/film coated plywood shuttering boards.
Adequate supports will be fixed in position, Suitable shutter releasing agent will be
used
• Cleaning of surface shall be done by compressed air if required.
• Concrete pour card will be prepared and approval will be taken from Client.
• Tarpaulin sheet will be kept at site to protect fresh concrete from unexpected rain.
• De-shuttering of the sides will be done after 24 hours.
• Concrete surface will be covered with hessian cloth and cured for seven days after
concreting

5.5.1 Concreting of Retaining wall

• Grade of concrete shall be as per approved drawing


• Entire retaining wall shall be cast in stretches of 10m to 20m to suit site condition.
• Horizontal construction joint will be provided at predetermined location as per
approved pour plan.

• The vertical construction joint will be provided by means of wooden stopper at 10m
to 20m interval depending on length to be taken at a time.
• Pouring will be done in layers and proper compaction will be ensured by using needle
vibrators. Electrically operated vibrators with different dia needles viz. 60mm or 40
mm will be used for compaction of poured concrete depending upon the thickness of
the layer.

5.6. Erosion Control

Following techniques shall be used for erosion control depends upon the condition of the
area:

5.6.1 Articulated Concrete Blocks

• Articulated concrete blocks are revetment systems that can be constructed in a wide
variety of shapes and thicknesses.
• The blocks form a grid of interconnected units used for erosion control on
embankments of waterways and manmade drainage channels.

5.6.2 MSE Walls

• Mechanically stabilized earth (MSE) walls have replaced many traditional concrete
retaining walls in recent decades.
• MSE walls offer several advantages over conventional reinforced concrete walls,
including ease and speed of installation. This system also is adaptable to a variety of
sites.

5.6.3 Turbidity Barriers

• Turbidity barriers are used to prevent soil erosion and migration of contaminants in
water. They are typically made of a geotextile membrane that floats and is anchored
to the bottom of the water body with weights.
• Sometimes turbidity barriers are used for supplemental sediment control.

5.6.4 Geotextiles

• Geotextiles are commonly used to control erosion and improve soils over which roads,
embankments, pipelines, and earth-retaining structures are built.
• Depending on the application, geotextiles may have an open mesh weave, a warp-
knitted structure, or a closed fabric or nonwoven surface.

• The specific type of geotextile used is based on several criteria, including separation,
filtration, drainage, reinforcement, sealing, and protection.

5.6.5 Riprap

• Riprap is a commonly used method to protect soil from erosion in areas of


concentrated runoff. Riprap is a layer of very large stones interlocked together to act
as a barrier on slopes that are unstable because of seepage problems or areas that are
receiving a large, concentrated flow.

• This method is commonly used to minimize erosion of lake shores and riverbeds
• Riprap often is installed over a synthetic geotextile membrane to prevent the soil from
moving through the riprap.

5.7. Excavation of Cutting

• The excavation of cutting shall be carried out in accordance with the relevant
approved drawings and to the levels, widths and heights shown thereon.
• Hauling of material from cuttings or the importation of fill material to the
embankment or other areas of fill shall proceed only when sufficient compaction plant
is operating at the place of deposition to ensure compliance with the specification
requirements.
• Any excess depth excavated below the formation level exceeding tolerance of 300mm
shall be made good by backfilling with suitable material of similar characteristic of that
removed and compacted in accordance with specifications.

5.8. DISPOSAL OF SURPLUS AND UNSUITABLE MATERIALS

• Excavated materials which are designated by the Engineer to be surplus or unsuitable


for use in the embankment and excavated materials wasted shall be disposed of in
borrow pits, trenches, natural depressions or at other locations outside any town
approved by the client.
• Materials disposed of at locations outside the right of way may not be compacted.
• Excess rock and other excavated materials may be placed in waste banks or spread
and levelled to present a neat appearance.

6. DUST CONTROL PLAN

• BARQ will designate at all times water trucks with attached sprinklers to spray water
on all haul road surfaces, in and near the work areas and in and near the borrow sites.
• The water truck will make several numbers of passes each day or as required to all
haul roads to ensure that road surfaces are in moist condition at all times to keep the
dust from becoming airborne.
• When existing asphalted roads are being used as haulage routes or when haulage
roads cross residential areas, back loads of all dump trucks will be securely covered
with tarpaulins.

7. Quality Control

• Hold points and witness points shall be notified to the QA/QC Engineer according to
the ITP.
• QA/QC Engineer shall inspect the site work as scheduled
• Permission of the Engineer will be obtained before proceeding beyond Hold Point.
• Material approval for Graded Aggregate Base

Site Engineer is the person who directly engage with the site execution work and he should
have clear awareness regarding the above-mentioned items and the validity and applicability
of their including.

8. HSE Requirements

• All works shall comply with the safety procedure or instruction as set out in project
safety plan and local rules and regulations.
• Basic Personal Protective Equipment (PPE) shall be worn by all staff or labours.
• All operatives shall be inducted before entering the site.
• Tool box talk shall be conducted before the activity.
• Ensure all necessary PPEs are worn by workers involved in the work.

11. ROLES & RESPONSIBILITIES

11.1. Project Manager

He shall be responsible for:

• Responsible for overall execution, administration, monitoring and control of the


project as per the Contractual requirements, specifications & PQP.
• Coordinate with Construction Manager for obtaining necessary resources for the
project and deploy as required.
• Responsible for managing all interfaces with Client and Construction Manager -
Projects.
• Responsible for coordinating for all the procurement and subcontracting activities
related to the project
• Deal with all contractual matters to the project
• Monitor the actual progress of the work against planned programme.
• Ensure Quality Management System of the Contractor is effectively implemented in
the Project.
• Obtain subcontractors Procedures / Plans / Method Statements, where applicable and
coordinate approval of the same.
• Assess manpower, equipment and other resources required to achieve targets set.
• Coordinate with the Procurement Unit in carrying out procurement activities for the
project.
• Liaise with Construction Manager to ensure timely completion of civil activities
pertaining to the project
• Liaise with QHSE Manager for preparation and updating PQP.
• Analyze deviation or change of contract scope in coordination with Construction
Manager
• Analyze deviations, change of contract scope or delays, if required, and reschedule to
meet target dates in coordination with the Construction Manager.
• Ensure through the Construction Manager that appropriate actions are taken on all
NCRs and Audit Non-Conformances raised in the Project.

• Ensure through the QA/QC Engineer that all Corrective & Preventive Actions taken in
the Project are Effective.
• Identify Training needs and Coordinate with appropriate function for fulfilling the

• Monitor & facilitating the implementation of HSE as per contract HSE plan, RAY
procedure & requirement.

11.2. Construction Manager

He shall be responsible for:


• Responsible for overall execution, administration, monitoring and control of the
project as per the Contractual requirements, specifications & PQP.
• Coordinate with Project Manager for obtaining necessary resources for the project
and deploy as required.
• Responsible for managing all interfaces with Client and Project Manager.
• Responsible for actual progress of the work against planned program.
• Obtain subcontractors Procedures / Plans / Method Statements, where applicable and
coordinate approval of the same.
• Coordinate with the Procurement Unit in carrying out procurement activities for the
project through Project manager.
• Liaise with Site Engineers to ensure timely completion of civil activities pertaining to
the project
• Analyze deviations, change of contract scope or delays, if required, and reschedule to
meet target dates in coordination with the Project Manager.
• Appropriate actions shall be taken on all NCRs and Audit Non-Conformances raised in
the Project.
• Ensure through the QA/QC Engineer that all Corrective & Preventive Actions taken in
the Project are Effective.
• Identify Training needs and Coordinate with appropriate function for fulfilling the
Training Requirements.
• Reports to the Project Manager.

11.3. Site Engineer

He shall be overall responsible for safe execution of the complete activity including:

• Organizing tools and equipment required to the work site.


• Assigning work crew.
• Sequence of activities to be carried out for the work as per this work procedure.
• Stage Inspection & Surveillance.
• Ensure all safety Regulations are followed as applicable.
• Contract specific requirements for excavations, if any specified shall be identified and
the requirements of such specification shall prevail in addition to the non-conflicting
requirements of this procedure.
• Ensure & study the approved drawings & statements before starting the activity.
• Communicate all HSE requirements to entire working crew and ensure that they
understood
• Thoroughly familiar with all MODES/RAY contract and general HSE requirements and
understand it so as to maintain a healthy and safe environment for employees,
contract staff.

11.4. Supervisor

He shall be responsible for the following activities:

• Execution of work as per contract specifications, QC procedure, approved method


statement and work instructions
• Tool Box talks shall give by the site engineer & supervisor with the concerned work
force prior to start of the work is a mandatory requirement.
• Ensure that relevant permits applied and obtained prior to the commencement of
work.
• Organizing tools and equipment required to the work site.
• Ensure all PPEs are available with all the workers involved in the work.
• Inspection of all works at every stage.
• Ensuring the sufficient First Aiders and fire wardens is available with the crew.
• Ensure all Safety Regulations are followed as applicable.

11.5. Surveyor

He shall be responsible for:

• Surveyor along with his team members shall carry out the survey work in systematic
manner within the stipulated time.
• Ensure that all the levels / positions / alignments marked are properly secured and
their location identified accordingly.
• Ensure that based on the latest Approved for construction drawings levels and bench
mark has given.
• Time to time preparing and submitting the survey report for the client review &
approval.
• Ensure before commencing of the activity all instruments are having valid calibration.
• Ensure the permanent bench mark and cross verification in intervals.

11.6. QA/QC Inspector

He shall be responsible for:

• Stage Inspections and Surveillance in accordance with QCP and assurance of quality of
work as per specification and approved procedures.
• Ensure all the testing equipments are calibrated and calibration certificate is available
at site.
• Ensure availability of latest Approved for construction drawings/Specifications and
reference documents.
• Coordinate with approved Third-party laboratory for Material testing as per Client
specifications and International Standards.
• Ensure all incoming site materials are as per approved Material submittal.
• Review and Maintain records of all material test reports as per client requirement.

11.7. HSE Officer

He shall be responsible for:

• Be familiar with the client general safety, contractual requirements.


• Advising site persons of any problems relating to the implementation of the HSE plan.
• Permanent member of the HSE committee compiles and presents HSE site specific
reports.

• Maintain records of HSE meetings and ensures that routine HSE meetings and toolbox
talks are carried out, actions recorded, as stipulated in the HSE procedures.
• Carryout safety audits and inspections, record proceedings and follow up
recommendations.
• Arrange for the distribution and display of safety posters and other safety promotional
material.
• Provide relevant advice on health, safety and environmental issues to all employees.
• Assist with investigations of all accidents or incidents.
• Maintain copies of all accident/incident reports and provide a monthly report and
accident statistics to the HSE professional.
• Provide technical support in the preparation of departmental HSE action plans.
• Demonstrate active involvement in HSE training programs.
• Carryout assessment of sub-contractor activities and HSE systems.
• Generally monitor Occupational health risk assessments, performance monitoring and
surveillance.

• All workers involved in activity shall strictly follow the emergency procedure.

13. HSE traffic and Environmental Management plan

The Health, Safety and environmental Management Plan for the project has been prepared
to meet the various HSE & Traffic and Environmental management requirements as

13.1. Environment

• All new workers and staff will attend environment induction courses before inducted
in site
• Typical Environment management measures shall be monitored according to Project
Construction Environment management plan.
• Good Housekeeping
• Refer to Construction Environment management plan for detailed compliance in
regards with Noise control, Air quality o Control of Exhaust emission, Control of dust
emission, Soil ground water quality
• Weekly and monthly environmental inspection shall be conducted.

13.2. General Safety

• Safety Hazards and Precautions
• All personnel involved will be equipped with the necessary personal protection
Equipment including Hard hats, Safety Boots, Safety Glasses, overalls, Gloves/ and
Harnesses.
• All personnel will attend and complete site awareness and safety induction.
• All personnel will have read and understood the relevant method statement and
instructions.
• A tool box talk will be part of all operatives' induction prior to commence of each
phase.
• All permits to work systems will be adhered to including Manhole excavation,
trench/Pit man Entry permits
• Visitors shall be accompanied by person in possession of a valid safety induction
identity card.
• Safety precautions shall be implemented to control hazards and prevent incidents to
the public. Operations adjacent to public accesses and through fares to the public shall
be reviewed and monitored by the Safety Officer throughout the duration of the
works.
