The Company operates a series of independent testing laboratories throughout the Kingdom.
Current laboratory locations are in Al Khobar, Jubail and Hofuf in the Eastern Province; Riyadh in
the Central Province; Jeddah and Yanbu in the Western Province of Saudi Arabia. In 1986, a
purpose-built laboratory was opened in Dubai mainly to carry out petroleum and petroleum
product testing, but was quickly expanded to cover a full range of materials testing services. From
these centers, the Company can mobilize testing and inspection facilities to most other locations
in Saudi Arabia and the Middle East. A further branch was opened in Abu Dhabi, mid 1993, to
perform a wide range of laboratory services.
Company activities include construction materials testing, water, chemical, Microbiology, soils,
metallurgical testing and analysis, non-destructive testing and inspection, failure investigation,
paint and coating examination, polymer and plastic, rubber and wood testing, asbestos
identification and geotechnical investigation. Fully equipped oil analysis laboratories offer
services in lubrication, fuel, hydraulic, insulating oil and other fluid analysis.
Fully qualified personnel are available to design and implement inspection /testing programs
tailored to client's individual investigative requirements. These include complete QC and
compliance testing schemes backed by an extensive data processing facility.
The Al Khobar and specialist laboratories, located in a purpose-built head-office and laboratory
complex in the Thuqbah district of Al Khobar, were awarded the first National Laboratory
Accreditation Certificate by the Saudi Arabian Standards Organization (S.A.S.O.) in July 1988;
accreditation by SASO has been on-going ever since then. Al Hoty-Stanger Ltd. Co. is also
operated to the ISO 9001:2015, registered by Intertek & ISO 17025:2017, Saudi Accreditation
Center (SAAC).
Al Hoty-Stanger Ltd. Co. is associated with three other companies: Al Hoty Company Ltd., Al Hoty
Calibration Services and Al Hoty Pest Control.
The company maintains a working relationship with Stanger Consultants Ltd. in the UK which itself
evolved from Harry Stanger Ltd. (founded in 1874).

Established in early 1979, the Jubail Regional Laboratory serves the Madinah Al Jubail Al-
Saniyah Project, itself under the jurisdiction of the Royal Commission for Jubail and Yanbu. The
facility is a 2000 square meter purpose-built laboratory, currently employing an experienced
team of approximately thirty (30) qualified engineers, technicians and supporting staff. The
facility is located in the Support Industry Park of Jubail Industrial City.
Al Hoty-Stanger completed three successive contracts for Materials Testing Services to the
Royal Commission. It also provides independent materials testing to other contractors
completing construction or service contracts on the Jubail project including quality
control/assurance services to established industries.
The Jubail laboratory has frequently been commissioned to carry out full-scale investigative
projects in the Eastern province. Major investigations completed include:

The Riyadh laboratory was established in late 1977 and has subsequently thrice moved to new
and enhanced premises to accommodate the continued expansion of the services offered.
The laboratory provides the facilities to test constructional materials to include soils,
aggregates, concrete, and concrete and asphalt products. Additionally, the Non-destructive
Testing (NDT) department offers services for the testing and inspection of welding and welder's
qualifications.
The Riyadh laboratory staffs constitutes experienced civil, structural and materials engineers,
geologists, chemists, and employ NDT and civil technicians to provide a comprehensive service
in inspection and testing both in the laboratory and on-site. The services offered include failure
investigation; crack/corrosion investigation of reinforced concrete, structural assessment and
additionally a chartered geologist provide advice on geotechnical projects and exploration for
raw construction material.
Support is also given by the Al Khobar based Specialist Departments in oil testing, detailed
chemical analysis, metallurgy, geotechnical and related services.
The geographical situation of the laboratory (see the location map) affords the mobilization of
staff and equipment within the Central Province of Saudi Arabia.

Established in September 1992, the Hofuf laboratory offers a wide range of construction
materials testing encompassing soil, concrete and concrete products, asphalt and related
materials.
Al Khobar based specialist departments offer their support for NDT, Geotechnical, Metallurgy,
failure investigation, comprehensive chemical and other specialized work.

The Jeddah Laboratory, established in 1979, currently employs some 20 experienced engineers,
technicians and support staff that provide both laboratory and site testing facilities for soils, concrete
and asphalt. In addition, suitably qualified personnel are available to witness, monitor or sample in
specialized fields such as metallurgy (including inspection), chemistry, lubrication, oil analysis and
general quality control procedures.
Jeddah region has its own local Geotechnical Department with qualified Geologists to undertake and
supervise a full range of site investigation and geological services.
The Jeddah laboratory is fully equipped to perform cement testing to either ASTM or BS requirements
and has long experience of testing both indigenous Saudi and imported cements.
The Jeddah staff has expertise in the in-service assessment of buildings or other structures including
failure investigation and subsequent evaluation of the structural implications of distress or failure.
Full back up from the Al Hoty-Stanger specialist departments is available and when necessary, a rapid
dispatch service of samples from Jeddah to Al Khobar ensures timely provision of results to clients.
The proximity of the laboratory to Jeddah Islamic Port provides a convenient facility for sampling,
inspection and testing of cement, grain and other imported cargo.

In early 1994, Al Hoty-Stanger Ltd. opened a new branch in Yanbu to offer a wide range of
laboratory services.
The facility now provides an extensive range of services in the field of materials testing
including soils, concrete and constituents, concrete products. Yanbu laboratory is provided
support by our Jeddah Regional Laboratory as well as from Al Khobar (Head Office) for
metallurgical, NDT, Geotechnical, and failure investigation and other specialized work.

The Chemistry Section of Al Hoty-Stanger Ltd. Was originally a support service to the Soil and
Geotechnical Division. Subsequent diversification and expansion of available facilities has
provided a thriving department offering a comprehensive range of high-quality laboratory
testing. The department is located in the head-office laboratory complex. (See location map in
Section 1).
The department is fully equipped with sophisticated equipment capable of performing a wide
range of tests to ASTM, AASHTO, SASO, BS and other appropriate standards.
Areas of particular expertise include:
a) Silicate Chemistry – Cement, lime, concrete, aggregates, plaster, cementations raw
materials.
b) Water Analysis – (1) Chemical and bacteriological [American Public Health Association and
World Health Organization Standards]; (2) Leach ate examination to ascertain pollution
and contamination levels in groundwater; (3) Sewage analysis and treatment; (4)
Chlorination techniques for disinfections of pipelines and water storage; (5) Analysis for

water quality. Subsequent diversification and expansion of available facilities has provided a thriving
department offering a comprehensive range of high quality laboratory testing. The department is

This department, located in the head-office laboratory complex (see location map in Section 1), offers
testing services in accordance with ASTM standards in the areas of optical microscopy, in-situ
metallography, quantitative metallography, mechanical testing, structure-property correlation and
failure analysis of metal products. These include:
1) Cutting, mounting, surface preparation (by grinding, polishing and etching) and
microscopic/microstructure examination of metals and alloys.

10) Sampling and chemical analysis of metals and alloys for identification to international
specifications.

The Oil Analysis Laboratory is located in the head-office laboratory complex (See location map
in Page 81).
The laboratory offers a comprehensive range of tests on petroleum products to IF, ASTM and
other relevant specifications. Products tested include crude oil, lubricating oils, fuels, gear oils,
hydraulic fluids and insulating oils. Tests, generally tailored to individual requirements, may be
conducted on either new or used petroleum products.
Unused products such as diesel or turbine fuel are normally tested for conformance to physical
and chemical criteria specified in relation to a particular engine model. Relevant properties
include sulfur content, flash point, gravity and heating value.
Used petroleum products, sampled from an operating system, are tested as a diagnostic
technique, not only for the oil itself (contamination, oxidation) but also to identify wear and
tear on the mechanical system, which may often be intense in the Middle Eastern environment.
The testing of used lubricating oil as a preventive maintenance tool is used by the armed forces,
airlines, merchant fleet operators, oil companies and many other heavy equipment users
throughout the Gulf.
Properties assessed may be physical – fuel dilution, total solids, water contamination, viscosity
and total acid or base number. Spectrochemicals tests determine the extent of dissolved “wear
metals” in the oil.
The Oil Analysis Department is fully equipped with sophisticated analytical equipment including
a computerized Atomic Emission Spectrometer and Infrared Spectrophotometer, in addition to
dielectric, distillation, and calorimeter and viscosity equipment.
The recent installation of a Gas Chromatograph equipped with both thermal conductivity and
flame ionization detectors enables the laboratory to test gaseous fuels for composition, test
environmental samples and breathing air for contaminates and determines the dissolved gas
content in insulating oil.

The Geotechnical Department is based at the head-office laboratory complex (see location map
in Section 1).
The department provides a comprehensive site investigation and foundation evaluation service
throughout the Kingdom with full support from the company's regional laboratories. The
department is largely concerned with assessment and design of foundations for a wide variety
of structures including housing, community facilities, office and commercial developments,
power transmission lines, water towers, coastal and offshore engineering works and other
industrial developments and infrastructure. Resource surveys for suitable fill materials,
aggregates for concrete and raw materials for cement manufacture have also been undertaken.
Staffing comprise of a group of qualified engineers and geologists who are responsible for the
technical direction of field investigations, the formulation of in-situ and laboratory testing
programs and the preparation of geotechnical reports. Laboratory facilities include a
comprehensive range of soil and rock mechanics tests.

The laboratory offers a comprehensive range of tests on plastic and polymer products as per
SASO/ISO, and ASTM and other relevant specifications. It includes products like plastic pipe
including PVC, UPVC, HDPE, CPVC, PP-R, PP-H, GRP, FRP, Waterproofing membranes like
Bitumen membrane, PVC Membrane, EPDM etc.
We also have core expertise in insulation materials XPS Boards, EPS Boards, GPS Boards,
Polyurethane Foam, Polyisocyanurate Foam.
Our core field expertise would include HDPE and LLDPE Liner field test and Lab test. We also do
Geotextile and Geonet materials test on site.
With our experience that we have in this field makes us the best testing facility in the entire
Saudi Arabia.
Our Major Equipment includes but not limited to UTM, MFI, DSC, Infrared Camera, Guarded
Hot plate, Izod Impact tester .

Management has integrated Health, Safety and Environment (HSE) responsibilities to manage
environment and health & safety management systems. Managing personnel by providing risk free
safe working environment is our business strategy. By adhering to HSE Policy, Management assists
in protecting the environment and overall wellbeing of our employees, our stakeholders, our
customers, our contractor , our Sub contractors, and neighbors.
Management continues to take a proactive approach towards creating risk free safe working
environment for all employees and is accountable for promoting continued safety and environment
awareness, assigning responsibility for all aspects of the HSE policy, continuously reviewing to
identify the areas for improvement and ensuring the performance of safety management system
through evaluation of near misses and incidents.
Management is committed to address the environmental and health impact of AL HOTY products
and operations by reducing waste and discharges and by using energy efficiently. HSE Management
System aims for continual improvement of HSE performance through definition of roles and
responsibilities at all levels in the organization and by establishing effective communication system.
Through HSE Management System, AL HOTY STANGER LTD. CO. Management earn the confidence
of employees, customers, shareholders and regulatory authorities to enable sustained growth and
development of AHSL.
Physical, Mechanical and Chemical Testing of Construction Materials. Chemical Analysis of Metals,
Non-Metals, Water and Foodstuffs Microbiological Testing of Water, Foodstuffs and Beverages.
Horticultural Analysis of Soils, Water and Fertilizers. Physical, Chemical and Microbiological Testing
of Wastewaters, Environmental Testing and Monitoring.
This HSE meets the requirements of the International Standards ISO 14001:2015 and ISO
45001:2018 Standards. HSE manual is used internally to guide through the various requirements of
ISO 14001:2015 and ISO 45001:2018 Standards that must be met and maintained in order to
prevent the pollution to the environment and provide risk free environment to the employees to
perform their assigned tasks.
• Ensure that all personnel are committed to safety and perform their duties in
accordance with:
Prevention to any kind of pollution to the environment due to the aspects that
are generated due to meeting customer, legal and other requirements.
Commitment to a risk free environment by determining the hazardous activities
and evaluating the level of HSE risk by taking appropriate action to minimise
potential risks.
Following HSE management principles as defined by the organization.
Commitment to consultation and participation of workers, where they exist and
worker’s representatives.
• Consistently comply with ISO 45001:2018 & ISO 14001:2015 Occupational Health &
Safety & Environmental Management Systems to ensure HSE safety in our services and
to continually improve the effectiveness of the Occupational Health & Safety &
Environmental Management System.
• Annually reviewed for the continual improvement of the HSE Management System.

4.1 Responsibilities
Project Manager
The Project Manager's duties shall include:
To ensure or allocate sufficient resources for the management of the HSE plan.
To contribute as necessary to the plan.
To agree and approve the HSE plan.
The development of this plan and associated documentation ensuring that these are
updated or modified to suit changes in conditions.
Ensure that effective communications are in place that advises all parties of risks,
concerns, activities etc. as they are identified.
HSE Manager (Based in H.O, Al Khobar)
To be familiar with all local, national, and international laws that is applicable to
operations.
To prioritize and produce a strategy for implementing the various elements of the plan
and to ensure that it is being communicated effectively throughout the Project
Organization and Subcontracting Companies, updating it as required.
To report to the AL-HOTY STANGR TOP Management on implementation progress, points
of concern and any topical points of issue, on a regular basis.
To provide direction as necessary to attain HSE management standards and goals required
by the project HSE plan.
To establish a system of audits that measures the effectiveness of the HSE plan and
ensures that the requirements are being effectively communicated throughout the
workforce.
To ensure that sufficient training and induction of all personnel is being provided and
maintained.
To support the Project Manager in the practical implementation of the HSE Safety Plan
and supporting documents in the supervision of HSE Manager
Provide support to field supervision, provide technical guidance ensuring industry best
practices are adhered to on site as a minimum requirement
Perform periodic inspections, audits in accordance to the project HSE schedule
Attend HSE meetings, with client, supervisors and workers as necessary
Deliver Tool Box Talks to workforce- before beginning of any kind of work
Conduct ongoing HSE assessments of work areas and take corrective actions to eliminate
sub-standard practices, conditions or behaviours
Employee / All Personnel
The product of the persons works and that of any persons under his supervision shall itself
be acceptably safe
Anyone who becomes aware of an unsafe situation or action – even if they are not directly
involved – shall notify their line manager or the Site Supervisor at the earliest opportunity
and STOP THE JOB.
5.0 Commitments and Motivation
Al Hoty- Stanger Ltd.Co committed to this Health, Safety and Environment policy and Standard &
will provide motivation through:
Planning all work in safe manner prior to executing the tasks and conducting risk
assessments for non-routine and hazardous activities.
Providing a safe facility, equipment, personal protective equipment and safe working
procedures.
Providing suitable training, supervision, information and instruction to all personnel
engaged in specific testing activities.
Introducing systems to encourage active involvement of the management work force and
the local community in providing suggestions and proposals for improvements in HSE
performances.
Providing active support to the work force by way of specialist advice in safety and quality
areas.
6.0 Environmental Aspect & Impact Evaluation
• Project management has established procedure to determine the environmental aspects that
have impacts on the environment (Air, land, water, human being)
• Project HSE Manager in coordination with Project Site Safety Officer and Project Department
Heads determine the aspects that are generated due to followings but not limited to:

• General awareness – this training applies to all employees and covers EMS structure
and responsibility, the environmental policy, and general EMS procedures related to
communications and emergency response.
• Management level – this training is provided to personnel who have designated
responsibilities addressed in HSE management level procedures (i.e., planning,
training needs identification, contractor management, communications, corrective
actions, auditing and management review).
• Operational level – this training applies to employees performing work for which
specific environmental work instructions have been prepared.
• Regulatory based – this training applies to employees who have responsibilities
related to specific regulatory or permit requirements.
• Project HSE Department ensures induction training of all new employees. The
induction training record is sent to the respective Project Heads of the departments to
be kept in the employee’s personal file. Project HSE Manager ensures that induction
training is carried out within 30 days of employment; meanwhile the concerned
Project specialist or Project senior specialist closely supervises trainee’s activities.
• The effectiveness of the training and competencies are verified through the following:
Internal EMS audits
Third Party EMS audits
Corrective actions issued in the work area
Observations of work performance
• The job descriptions of the key technical and managerial personnel have been
described in the personal file of the employees along with other training and
qualification records.
• Project HSE Manager in Al Hoty Stanger Ltd. Co. Neom issues an Authorization matrix
all personnel who are directly involved in HSE activities. A copy of which is kept with
Project Heads of the Departments and the original is retained with the Project HSE
Manager.
8.0 Control of Record
Records are securely stored and held in confidence for a minimum period of 5 years. The
records may be archived for longer duration in case of legal regulatory or procedural
requirement.
9.0 Operational Control
Operational planning and control of the processes are established and implemented to enhance
occupational health and safety, by eliminating hazards or, if not practicable, by reducing the
OH&S risks to levels as low as reasonably practicable for all relevant operational areas and
activities. The organization plans, implements and controls its operational processes by
establishing operating criteria and control the processes in accordance with these operating
criteria. The operational controls selected should be maintained and evaluated periodically for
their continuing effectiveness.
• operational control of processes includes:
Use of procedures, work instructions, process maps and systems of work;
Monitoring key characteristics and stipulated operating criteria;
Ensuring the competence of workers;
Establishing preventive or predictive maintenance and inspection programs;
Developing specifications for the procurement of goods and services;
Applying controls related to contractors and other visitors to the workplace;
Ensuring compliance with legal and other requirements or manufacturers’ instructions
for equipment;
Applying engineering and administrative controls;
Adapting work to workers by defining or re-defining how the work is organized,
processes and working environments or by adopting an ergonomic approach when
designing new, or modifying workplaces, equipment, etc.
When planning and developing operational controls, priority is given to controls with higher
reliability in preventing work-related injury and ill health.
9.1 Emergency preparedness and response
• Project HSE Manager in coordination with Safety Officer has identified the potential emergency
situations and maintain as "List of Potential Emergency Situations:

Medical
•Project HSE Manager in coordination with Safety Officer have developed the "Emergency
Response Plans" to respond to the actual emergency situations so that adverse impact on the
environment and personnel is minimized.
• Project HSE Manager considers the needs of surrounding companies while developing
"Emergency Response Plans"
• Mock up drills are conducted by HSE team.
9.2 Internal Audit
Management has established a Procedure “Internal Audit Procedure” to confirm that HSE is
implemented across the AL HOTY and confirm to ISO 14001:2015and OHSAS 45001:2018
Standards.
• Project HSE Manager considers the criticality and importance of processes / area while
planning the internal audits and conducting audits with the aim to improve the
performance of key areas by ensuring that other areas / processes are not neglected.
• HSE Manager plans and prepare the Twelve Month Internal Audit Program. Internal
audits shall be carried out by in-house or external trained auditor (Training Source In-
House / External).
• Project HSE Manager defines the auditing frequency for each department:
• Project HSE Manager maintains the minutes of management review meeting and communicates
the actions agreed in the management review meeting to all concerned personnel.
• Management review meeting is conducted at least once in a year.

Project HSE Manager in coordination with Project site Safety Officer monitors the
implementation of actions agreed in the Management Review Meeting.
10 Improvement
Organization uses the HSE management system to improve its processes, products and services.
Such improvements aim to address the needs and expectations of customers as well as other
interested parties, to the extent possible. Improvement shall be driven by an analysis of data
related to.
covered by the procedures that are reviewed and updated on regular basis.
Training and competency programs are to be formalized and implemented to ensure that
personnel are prepared for the tasks required of them.
Emergency procedures covering communications and actions in case of medical accident
and environmental emergencies are to be maintained and tested.
All incidents and accidents, including near misses, are to be reported, analyzed and
remedial actions taken to avoid re-occurrence.
All operations and activities are to be assessed by inspection and audits.
Each area of operation will establish objectives and improvements plans based on incident
analysis, audit results and risk analysis in order to raise the level of HSE performance.
Ensure that all requirements and policies relating to the provision and use of P.P.E is
strictly adhered to and that they fully follow the basic Project PPE Assessment.
The following minimum requirements will be adhered to: -
Hard hats, Safety boots and coveralls
Safety harnesses and lifelines will be used for working at elevations in excess of
1.5 meters or where a fall of this distance is possible.
Personnel will be educated on the mandatory use and care of respiratory
protection for required activities.
Hearing protection will be worn when exposure to noise levels greater than 85
dB occurs.
Chemical suits, gloves, face protection, etc. shall be worn for any activity
requiring protection from corrosives, drilling fluids, and any other potentially
hazardous materials.
Eye protection shall be worn for any activity that presents risk from flying
particles, welding process, fumes etc.
Hazardous Materials
The Project Safety Office shall ensure that for all hazardous materials used by the AHSL,
Subcontractors, or others:
Prior approval for use is obtained from himself with regard to the application of
such material.
Information on the hazards of the materials is obtained from the manufacturer
or supplier and communicated to the users. Employees shall be trained in the
safe use of the materials, including personal protective equipment and
emergency procedures.
MSDS (Material Safety Data Sheet) of any material that can be hazardous to
human life will be used to train related workforce & all MSDSs will be recorded in
file as hardcopy.
Driving Safety
All categories of vehicle, including self-propelled mobile plants, must not be operated unless:
Vehicle is fit for purpose, inspected and confirmed to be in safe working order
Number of passengers does not exceed manufacturer’s design specification for the
vehicle
Loads are secure and do not exceed manufacturer’s design specifications or legal
limits for the vehicle
Seat belts are installed and worn by all passengers
Drivers must not be authorized to operate the vehicle unless:
They are trained, certified and medically fit to operate the vehicle.
They are not under the influence of alcohol or drugs, and are not suffering from
fatigue.
They do not use cell phones and radios while driving.
