TECHNICAL SPECIFICATIONS

GENERAL

1. Work under this contract shall be executed as shown on the drawing and given in the
Specifications & required at site whether specifically shown or not.

2. SCOPE OF WORK

2.1 Work under this contract shall consist of furnishing all labour, materials, equipment and
appliances necessary and required to completely do all work relating to the fire sensing
and public address system as described herein after and shown on the drawings.

3. INTERPRETATION

3.1 Interpretation of the contract documents shall be done in the following order of decreasing
importance.

a) Technical Conditions / Tender drawings.

b) Relevant Indian Standard code of Practice

4. SPECIFICATIONS

4.1 Work shall be carried out strictly in accordance with the specifications attached to these tenders.

4.2 Works not covered in the specifications shall be carried out as per relevant Indian Standards
Code of Practice and specifications of materials.

5. EXECUTION OF WORK

5.1 The work shall be carried out in conformity with the contract drawings and within the
requirements of Architectural, other specialized services drawings.

5.2 The contractor shall cooperate with all trades and agencies working on the site. He shall
make provision for hangers, sleeves, structural, openings and other requirements well in
advance to prevent hold up or progress of the construction schedule.
6. DRAWINGS

6.1 Contract drawings are diagrammatic but shall be followed as closely as actual construction
permits. Any deviations made shall be in conformity with the architectural and other
services drawings.

7. MATERIALS

7.1 All materials used on this work shall be new and conforming to the relevant specifications
and codes in practice. Latest equipment and devices will be used and all relevant catalogues
of all the equipment and devices will be submitted by the contractor along with the offer.

7.2 Any damage during cartage, execution, installation or before formally handing over to client
shall be made good by the contractor at his own expense.

8. INSPECTION AND TESTING OF MATERIALS

8.1 Contractor shall be required to produce manufacturer's test certificates for the materials to be
used on work.

8.2 All equipment shall be tested for calibration at any approved laboratory if required by
the Consultants at the cost of the contractor.

9. REFERENCE DRAWINGS

9.1 The contractor shall maintain one set of all drawings issued to him as reference drawings. These
will not be used at site.

9.2 All corrections, deviations, and changes made on the site shall be shown on these reference
drawings for final incorporation in the completion drawings. All changes so made shall be
initialled by the client

10. SHOP DRAWINGS

10.1 The contractor shall submit to the department four copies of the shop drawings.

10.2 Shop drawings shall be show:

a) Any changes in layout in the contract drawings.

b) Equipment layout and piping, wiring diagram.

c) Manufacturer's or contractor's fabrication drawings for materials or equipment.

10.3 The contractor shall submit four copies of catalogues, manufacturer's drawings,
equipment characteristics data or performance charts as required by Engineer in Charge.
11. COMPLETION DRAWINGS

11.1 On completion of works, contractor shall submit one complete set of "AS BUILT" drawings
on tracing cloth and three sets of blue prints. The information contained shall be:-

a) Run of all conduits, diameters, number of wires, on all floors and vertical stacks.

b) Location of control panels, hooters, manual call stations etc.

11.2 Contractor shall provide four sets of catalogues, performance data and list of spare parts
together with the name and address of the manufacturers for all electrical and mechanical
equipment provided by him.

11.3 Contractor shall stand Guarantee / Warrantee for a period of one year from the date of handing
over.

12. TESTING AND COMMISSIONING

12.1 Testing and commissioning shall be performed in presence of the Engineer in Charge or his
authorized representative.

12.2 All materials and equipment found defective shall be replaced and all the whole work tested
to meet the requirements of the specifications, at the cost of the contractor.

12.3 Contractor shall perform all such tests as may be necessary and required by the local fire and
other authorities to meet the Fire, Municipal or other bye law in force wherever necessary and
required. The contractor will make arrangements at his own cost for performing the tests in
the presence of any fire/municipal personnel if required by the authorities.
FIRE DETECTION SYSTEM

1. Basis of Design

An addressable Fire Alarm System herein after known as (AFAS) shall be provided to effect
total control over the life safety services required in the building. The AFAS shall be of the
digital, distributed processing, real time, multitasking, multi user and multi-location type.

The system shall be provided with Addressable and Analog fire alarm initiating,
annunciating and control devices.

The addressable system shall be such that smoke sensors, thermal sensors, manual pull
stations etc can be identified with point address.

In the event of fire alarm, but not in a fault condition, the following action shall be performed
automatically.

a. The System Alarm LED on the main fire alarm control panel shall flash
b. A local electric sounder shall be sounded.
c. The LCD display on the main fire alarm control panel shall indicate all information
associated with Fire Alarm condition including the type of alarm point and its location
within the premises.
d. Printing the information associated with the Fire Alarm Control Panel condition, along
with the time and date of occurrence.
e. Ventilation fans shall run automatically.
f. Pressurization fans on the evacuation shafts i.e. Stairwells etc. will automatically be
switched ON.
g. All system output programs assigned via control-by-event programs that are to be
activated by a particular point in alarm shall be executed, and the associated
system output (alarm notification appliances and/or relays) shall be activated.

2. Fire Alarm Control Panel

2.1 The Fire Alarm Control Panels shall function both as an independent stand alone system
element as well as an interface between the control processing unit and the fire detectors, their
accessories and the controlled devices. The control panel shall be addressable type with its own
microcomputer and memory. It shall be powered with high efficiency power supply.

2.2 The Fire Alarm Panels shall be microprocessor based and shall have necessary detector
Interface units (for both addressable and non-addressable sensors) , alarm output modules for
external hooter & lamp control output modules for various control functions through relay
contacts and communication modules for interfacing with the outside world . The processor
shall interact with the other modules through a common bus. The system shall store all basic
system functionality and job specific data in non-volatile memory. All site specific and
Operating data shall survive a complete power failure intact. Password shall protect any
changes to system operations.

2.3 The Fire Alarm Panels shall have the facility to process the Input Signals and control the
output functions either directly or through I/O Interface Modules as per the requirements.

2.4 The Fire Alarm Panels shall continuously scan the various loops for conditions of Fire, Fault
(Open circuit as well as short circuit) and provide audio-visual Alarm and Messages as the
case may be.
Each loop shall be capable for connecting minimum 250 addressable units (detectors
and devices) with minimum 10% spare capacity for detectors.

2.5 System circuits shall be configured as follows: Addressable analog loops class 'A'; initiating
devices circuits’ class 'A'; Notification appliance circuits Class A; Network communication A.
Annunciates Communication 'A'. Any deviation in the style of wiring shall be with prior
permission of the consultant.

2.6 The Fire Alarm Panel shall be protected against any kind of short circuit, open circuit, over
voltage and under voltage. In case of any abnormality, the system shall display appropriate
message. The panel should have a CPU watch dog circuit to indicate trouble should the
CPU fail.

2.7 The Fire Alarm Panels shall have the under mentioned additional features:
a) Logging an alarm, time and action text on printer.
b) Status check of disabled alarm addresses before they are restored.
c) Storing of alarms and the possibility of internal organization of alarms.

2.8 Offered Fire Alarm Panel shall have high degree of flexibility with:
a) The possibility of expanding to a bigger system with several control panels, and control
and information units.

b) Programmable actuation of control output relays for tripping ventilators, closing of fire
doors closing of fire dampers, etc. in case of fire. The system shall also provide a manual over-
riding facility to operate/de-activate the above.

c) Connection to addressable as well as non-addressable (Conventional) Detectors, Manual


call station, etc.

2.9 Fire Alarm panel shall have memory storage for last 2000 events (with date and time of
occurrence) and an alarm counter for number of alarms occurred after the system is installed.

2.10 For reasons of reliability and preventing inadvertent changes, the software / database shall
be maintained in Non-volatile Memory. It shall be possible to reprogram the software by
authorized personnel only. Fire Alarm Panel shall provide Access Protection via Password
(multilevel). Hardware protection shall be via a security lock and key arrangement.
2.11 Offered Fire Alarm Panels shall automatically scan the whole system and confirm the
user entered configuration. It shall also generate the appropriate messages.

2.12 System should check up all the detectors periodically (by scanning) for the sensitivity of the
detectors. Whenever any detector sensitivity goes down due to/ soiling or dust accumulation it
should provide the required biasing to bring the detector's sensitivity upto the required level.
In case any detector goes below the minimum sensitivity level, it should issue a warning tone
for cleaning the detector manually. Therefore each analog detector shall be monitored for
maintenance alert.

2.13 The system shall support distributed processor addressable detectors with the following
operational attributes; integral multiple differential sensors , automatic device mapping ,
environmental compensation , pre alarm , dirty detector identification , automatic day/night
sensitivity adjustment , normal / alarm LEDs , relay bases , sounder bases and isolator bases .

2.14 The Fire Alarm Control Panels shall be of multiplex system using distributed memory,
processing and control configured in regenerative network using a Master network controller
and various field panels and remote controllers. These regenerative networks shall be capable of
generating critical system functions in the event of Master network controller fails or data line is
severed. The network upon failure of these shall sense the missing remote controllers or field
panels and regenerate itself into a system or system dependent upon the remaining hardware.
Each segment that has been regenerated shall be a full operating system capable of passing
individual device or zone information to or from any remote field panel for operation of
appropriate output devices and events. All Fire alarm control panels will be peer to peer
networked with each other.

3. DETECTORS AND ADDRESSABLE DEVICES

3.1 General Features common to all detectors :

a. Detector shall have an integral microprocessor capable of storing fire parameters information
in the detector head. Distributed intelligence shall improve response time by decreasing the data
flow between detector and analog loop controller. Maximum total analog loop response time for
detectors changing state shall be 10 seconds. The addressable detectors shall be designed to
detect one or more characteristics of fire, light smoke or heat. The prime function of an
addressable detector shall be to detect a fire in its early stages by one of its characteristic
phenomena, both visual and invisible and convert the same into an electrical signal for initiating
the local and remote alarm.

b. The addressable detectors shall be suitable for column / ceiling mounting.

c. The detector shall be suitable for class A (ring main) preferable or Class B (Non ring main)
Wiring.

d. The detectors shall be plug-in type and shall have common base.
e. An indicator LED shall be provided on the detector which illuminates when the detector has
reached a preset alarm level. The indicator shall be operated independently of the detector
from the central control panel.

f. Provision shall be made for an output from the detector suitable for operating a remote
indicator or other device with a current limitation of 4 milli-amps. The output shall be
operated independently of the smoke detector from the central control panel.

g. The detector shall be capable of operating within the following environmental


limits: Temperature operating range: 0 Deg .C to + 50 Deg .C
Humidity Operating Range: 0 to 95% R .H.
Wind resistance up to 10 meters per second without false alarming.

h. Separate mounting bases shall be required which enable ready removal of detectors for
maintenance. The bases shall be fitted with stainless steel terminal springs and stainless
steel terminal screws and saddles.

i. The construction of the detector and bases shall be in white self-extinguishing polycarbonate
plastic. Full circuitry must be protected against moisture and fungus. Smoke entry points must
be protected against dust and insect ingress by corrosion resistant gauze. The detectors must
be unobtrusive when installed.

j. Data transmissions to and from the fire control panel from the detector shall be via
a communications module which is factory fitted to a detector by the original detector
manufacturer and forms a complete and integral part of the detector .
k. The detector shall be supplied complete, fully tested and each should bear the serial no.
and seal of the approving laboratory/body.

l. The detector shall be capable of automatic electronic addressing/custom addressing


without the use of DIP or rotary switches.

m. There shall be facility on the mounting base for writing in indelible ink the address of
that base. The address code shall be obscured from sight when detector is fitted to the base.

n. The build-up of dirt or similar contamination on the radio-active source will cause the output
signal from the detector to gradually change. The control panel shall be capable of monitoring
this slow change in signal and at a predetermined level indicate that the detector is in need of
servicing.

o. The detector shall be capable of being remotely tested from the control panel by the
transmission of a 3-bit code to the addressed detector. This shall result in a healthy detector
transmitting back an analogue value in excess of the recommended fire alarm threshold. The
control panel shall recognize this as a test signal and shall not raise an alarm against this signal.
These results should also be stored in the detector.
3.2 Photoelectric/Heat Multi sensor Detector

a) The Multi-Sensor analogue detector shall use a light scattering type photoelectric
smoke sensor and an ambient temperature sensor to sense changes in air samples
from its surroundings.

b) The detector shall have a mechanically integrated photo electronic volume smoke chamber.

c) The detector shall be equipped with dual LED emitting diodes that are visible from the
floor. The LEDs will flash green to indicate power and glow red to indicate alarm.

d) The detector shall be capable of applying an output voltage to an optional remote


LED annunciator as an indication of alarm status.

e) The detector shall use a plug-in, low-profile, aesthetically appealing design.


Wiring connections shall be by means of a clamping plate and screw in the base.

f) Detector shall continuously monitor its sensitivity to smoke and compensates for any
change or drift due to dust, temperature, and humidity.

g) Specifications:

3.3 Addressable Manual Call Point

a) Manual call stations shall be addressable and electrically compatible with standard range of
automatic detectors so that it can be connected directly into supervised loop of the standard
range of control units.

b) The manual call station shall be of pleasant, streamlined and flat appearance permitting its use
as flush and surface mounted unit as per site conditions.

c) All inscriptions, texts and marks must be on the manual call station front plate.

d) The manual call point should be resettable type.

e) The manual call station shall be designed for fail safe operation.

f) The manual call station may have a built in LED, lighting up automatically to confirm its
actuation.

g) Specifications:

3.4 Addressable Control Module

1. Addressable control modules shall be provided to supervise and control the operation of one
conventional appliance. For fan shutdown and other auxiliary control functions, the control
module may be set to operate as a dry contract relay.

2. The control module shall mount in a standard box, or to a surface mounted back box.

3.5 Addressable Input Module

1. Addressable input modules shall be provided to supervise and collect the data of one
conventional appliance. For flow switch and other auxiliary input functions, the input
module may be set to collect the data from a dry contract relay.

2. The input module shall mount in a standard box, or to a surface mounted back box.

3.6 Fault Isolator

a) The fault isolator device shall detect and isolate a short circuited segment of a fault
tolerant loop.

b) The devices shall automatically determine a return to normal condition of the loop and
restore the isolated segment.
c) Devices shall be placed every 20 detectors / modules / field devices to limit the number lost
in the event of short circuit.

d) Specifications:

3.7 REPEATER PANEL


The Function of this unit is to repeat the indications which are visualizing on main panel for
remote annunciations. This unit also communication to main panel via two wires RS-485
Communication protocol. It Work on 24V DC Power supply and also has internal
Microcontroller to repeat the indications.

3.8 MANUAL CALL POINT

Manual Call Points shall consist of a push button switch housed in a dust tight sheet steel
enclosure of 1.2 mm thick sheet to manually initiate audio visual alarms. The front shall be
sealed with a breakable glass cover fixed in such a way that the actuating push button is kept
depressed as long as the glass is intact and released automatically when the glass is broken.
A small steel hammer shall be attached to the assembly with a steel chain to facilitate breaking
of the glass front. The Manual Call Box shall be suitable for surface or recessed mounting as
required. The words "INCASE OF FIRE BREAK GLASS" shall be painted in red on the front
face.
OR
The manual call point will be suitable for two-wire system. It will have the facility to test
check the working of the call point without breaking the glass. The MCP will have a plastic
sheet. This Device shall be activated when Press the glass which is attached to it. Due to this
the fire alarm control panel will generate a fire alarm signal.

4.0 CONVENTIONAL FIRE ALARM CONTROL PANEL

BASIS OF DESIGN

A Conventional Fire Alarm System shall be provided to effect total control over the life safety
services required in the building. The FAS shall be of the digital, distributed processing, real time,
multitasking, and multi user type.

The System shall be provided with a conventional fire alarm initiating, annunciating and control
devices.

The system shall be such that smoke sensors, thermal sensors, manual pull stations, Hooter, etc.

In the event of fire alarm, but not in a fault condition, the following action shall be performed
automatically.

a. The System Alarm LED on the main fire alarm control panel shall flash

b. A local electric sounder shall be sounded.

c. The LCD display on the main fire alarm control panel shall indicate all information
associated with Fire Alarm condition including the type of alarm and its zone location
within the premises.

MAIN CONTROL PANEL

GENERAL
The Main Control Panel (MCP) shall be centrally located and shall form the nerve centre of the total
System. The MCP shall continuously monitor the status of each Fire Zone.

CONSTRUCTIONAL FEATURES
The MCP shall be metal enclosed, sheet steel cubicle pattern, dead front, floor/wall mounting type as
required and suitable for indoor mounting. All doors shall be lockable.
The MCP shall be fabricated from 1.2 mm CRCA thick sheet steel and shall be folded and braced to
provide a rigid support. Joints shall be seam welded.

MAIN CONTROL PANEL CONFIGURATION


The MCP shall monitor the status of each Fire Zone and shall be configured to include:

a) Microprocessor based semi addressable electronic panel complete with a facia to provide the
following Indications, controls, ON site programmable Key Pads, suitable for RS-485 communication
having 40 x 2 LINE LCD display EPROM event logging. :

- "FIRE" indication one per zone


- "FAULT" indication one per zone
- "ZONE ISOLATE" one per zone through software.
- "DETECTOR FAILURE - OPEN CIRCUIT - SHORT CIRCUIT" indication
- "DETECTOR REMOVED" indication
- "BREAK IN WIRING" indication with initiation of alarm
- “KEY’S for programming "

b) Mother Board to control and monitor the entire System with audio/visual alarms and with a facia to
provide the following controls and indications:

- "MAINS FAILURE" indication

- "LAMP TEST" push button
- "SYSTEM RESET" push button
- "ALARM CANCEL" push button
-“BATTERY MODE” audio & visual indication

c) Power Supply for the System integral with the MCP. The power supply rating shall be adequate for
the Detectors, Illuminated Signs and all other devices as required in the System.

The power supply unit integral with the Control Panel shall consist of a 230/24 volt step down
transformer. The 24 volt secondary of the transformer shall be rectified through a silicon diode bridge
rectifier unit and the D C output filtered to minimize ripples. The unregulated 24 volt DC supply shall
be regulated for the electronic circuits and the power to the entire System.

d) Screw type terminal blocks and cable glands for termination of all control wiring.
e) Required potential free spare contacts/ or as called for in Bill Of Quantities.
f) End of Line resistors as required by the System design shall be provided as a part of the Control
Panel.
g) Audio visual alarm unit with a provision to sound an alarm throughout the building from the Main
Control Panel either as a general broadcast or selectively as may be required

ELECTRONICS
The Printed Circuit Board electro tinned copper tracks shall be protected from corrosion by a green
epoxy Solder resist coating. The tracks and solder joints shall be protected against fungus growth by
an insulating varnish coating.

The sensitive electronic components shall be protected by a high resistivity silicone encapsulation
Compound. All electronic components shall be electro statically screened.
The electronic design and circuit shall provide protection against high voltage spikes on the supply
line
All Printed Circuit Boards shall be mounted in the MCP such that they can be pulled out from the
front without the need for disconnecting any wires and shall therefore be mounted on rails and
plugged directly into connectors.

DISPLAY
The Main Control Panel shall be complete with a display showing the layout of each floor of the
Building/sand each Fire Zone marked clearly thereon for ready identification with the Zone
indications and controls. The Display Panel shall be integral with the MCP and shall be etched in
colour on a white perspex sheet as approved by the Architects.

INTERNAL WIRING
All internal wiring shall be with 1.5 sq mm PVC insulated copper conductor wires colour coded and
labeled with ferrules for easy identification. The wiring shall be properly bunched and harnessed. The
Wiring shall be done in a manner such that it is readily accessible from the front for maintenance.

SHEET STEEL TREATMENT AND PAINTING


Sheet steel materials used in the construction of the Panels should have undergone a rigorous rust
proofing process comprising of alkaline degreasing, decaling in dilute sulphuric acid and a recognized
phosphating process. The steel work shall then receive two coats of filler oxide primer before final
painting.

All sheet steel shall after metal treatment be spray or powder painted with two coats of shade 692 to
IS 5 on the outside and white on the inside. Each coat of paint shall be properly stoved and the paint
thickness shall not be less than 50 microns.
PUBLIC ADDRESS SYSTEM

GENERAL

The Public Address System shall supplement the Fire Detection System for making announcements in
the event of a fire to facilitate safe and orderly evacuation of the building occupants and to ensure calm
and avoid panic.
The Public Address System shall be suitable for operation on 220 volts A.C. single phase power
supply.
The Public Address System shall be such that broadcast can be selected to cover the entire building
complex or for individual or group wise zones/areas.
The Public Address System shall in general comprise of a Central Amplifier Assembly, Microphones,
Loudspeakers located such that announcements are audible throughout the building complex,
associated wiring and such other apparatus as are necessary to ensure a complete System to achieve the
required parameters.
The Public Address System shall be suitable for "operation in conjunction with the Fire Detection
System for emergency announcements or in the normal paging mode.

PARAMETERS OF SYSTEM OPERATION

The System shall operate with the following parameters:


The floor/ Building or on which announcements have to be made shall be selected through the
appropriate selector/switches. LED's shall indicate the selections made.
The emergency siren shall be switched on in the automatic mode immediately on receipt of a fire alert
signal from the Fire Detection System.
To make announcements over the System the Silence switch shall be pressed.
It shall be possible to make a general broadcast with the operation of the all call
switch Normal announcements shall be possible with selector and all call switch.
MAIN CONTROL RACK
The Main Control Rack shall be constructed from CRCA sheet.
The Main Control Desk shall in general be equipped with the following controls
and indications:

INDICATIONS
Indication LED's to monitor alert condition of each zone - a set of LED's per zone
LED's to indicate the floor selected for announcements/paging
LED to indicate all call selection
CONTROLS
Switches for selection of broadcast zone one per zone
All call switch for general broadcast
Switch to initiate emergency siren (Optional)
Automatic/manual selection of the siren alarm circuit (Optional)
Volume control
Amplifier changeover switches (Optional)
Monitor Speaker

AMPLIFIER RACK ASSEMBLY

The amplifiers, power supply units, batteries and battery charger etc as required in the
System shall be provided in a floor mounting M.S. rack of suitable size.
The amplifiers shall be of the solid state type. The amplifier shall be provided with:
Thermal fuse protection against short
circuits Volume and tone controls
The power supply shall be solid state, suitable for operation with a mains voltage variation
between 160 and 260 volts.
The battery panel shall be complete with rechargeable sealed maintenance free batteries, battery
charger etc complete with internal wiring.
The amplifier rack assembly shall be complete with internal wiring and interconnections,
connectors etc complete as required.
MICROPHONES
The Microphone is unidirectional dynamic. It is suitable for PA applications. It is provided
with 3 meters dedicated shielded cable with 6.3 mm phone plug. It is provided with 4.5 meters
shielded cable with 3-pin xlr connector. It has quick detachable holder built-in ON/OFF switch
AMPLIFIER

The Amplifier shall be of suitable Watts and pre wired. All terminals should be soldered firmly
on to solder tags or terminated on good quality connector strips. The Amplifiers shall be Multi
Channel Mixing type and capable of running on 240 V AC or 12 / 24 V DC. The Amplifier
shall have Dual Tone Control, Level Indicators and cater to complete frequency range

The Amplifier shall be Rack Mounted within the housing of the Fire Alarm Panel. It shall have
Microphone Channel Volume Control, Microphone / Auxiliary Selector, Volume, Bass and
Treble Control with LED type.

The Audio Signal Quality shall have a Frequency Response from 50 Hz to 15,000 Hz.
Distortion shall be less than ±3dB

Output for Loud Speakers should be operable from a 100 V Terminal for Line Matching
Transformer type Speakers.

HOOTER CUM SPEAKER

Electronic audio alarm Hooter shall be suitable for operation on the amplifier output of the
System and will be actuated from the Main Control Panel in the event of a fire. These shall
have a two tone modulated alarm signal for continuous service with an output of 80 dB. The
Hooter shell work as a speaker in case same body want to announce message.

PORTABLE EMERGENCY TELEPHONE HANDSET JACK

Portable emergency telephone handset jacks shall be flush mounted on M.S. Plates as indicated
on plans. Handset jacks shall be approved for emergency telephone system application

Insertion of a remote handset plug into a jack shall send a signal to the fire command center
which shall audibly and visually indicate the on-line condition, and shall sound a ring indication
in the handset.
The two-way emergency telephone system shall support a minimum of seven (7) handsets
on line without degradation of the signal.
