1. Introduction
Zutari welcomed the attendees and presented a small brief on the project explaining the
scope of work. The Contract particulars are described as follows:
1.1 Contract Particular: -

- Contract Amount: UAE Dhs 79,949,244.02 (VAT inclusive)
- Contract Period: 420 Including the Mobilization period.
- Commencement date:20 October 2022
- Date of Completion: 13 December 2023
1.2 Project Description
Project R1028/2A includes the widening of Algeria Road from 2 lanes to 3 lanes per
direction from the tie-in with Project R1090 at the intersection with 11th Street near Al
Khawaneej Road up to the intersection with Tunis Road.
A service Road will be introduced on both sides of Algeria Road to serve the villas. The
service road will tie in with the existing service roads on 31st Street.
Parallel parking is provided on the service road in front of the villas and additional
angular parking is in the vicinity of the intersection where the right of way is more
spacious.
The existing roundabout at the intersection with 27th Street / 31st Street is upgraded to a
signalized intersection with dedicated left-hand turning lanes to serve the Al Muhaisnah
and Al Mizhar communities.
Between 11th Street and 27th Street, a two-way cycling track and dedicated pedestrian
walkway are proposed on the left-hand side of Algeria Road and continuing on the right-
hand side between 31st Street and Tunis Street.
In addition, 10 Sikka’s will be upgraded to improve vehicle access and circulation to
community local roads for plots impacted by the introduction of the service roads.
The works also include infrastructure improvements to the street lighting, stormwater
drainage and protection, and relocation of the affected utilities by the road works.

2.2 To encourage a safety-conscious culture in the project, safety awards must be WBG To be carried

2.3 Contractor has closed out the concrete barrier inspection report raised by the
consultant on May 10th, 2023. The contractor must make sure that all the concrete WBG To be

2.4 Zutari is expecting WBG to share the fire-rated certificates for the porta WBG (OPEN)
cabins/certificate for “Fire safety” for the office’s property by a civil defense-approved
third party. The completion date for the installation of the fire alarm and assembly point is
to be informed.

2.5 All necessary precautions and safety measures to be implemented at the site WBG Noted
before/during/after completion of work in full coordination with the safety team.

2.6 RTA QHSE Department will audit the project on a monthly basis. Zutari/ RTA Road

2.7 NOC Conditions, NOC timing, and RTA work Traffic Management Manual shall be WBG Noted
strictly followed for any temporary Traffic diversion at the site. The traffic team along with
the Contractor safety lead shall be available for all traffic diversion.

2.8 During traffic diversions, the traffic team must be protected with TMA while working WBG Noted
near live traffic, TMA must follow the traffic team within a safe distance while placing
cones /barriers on the live roads. Approved NOC shall be obtained from authorities
before traffic diversion.
2.9 Villa access for all the residents must be improved to a satisfactory level. Daily WBG Daily
inspection and maintenance must be ensured
2.10 Zutari requested WBG to submit:
1- Monthly QHSE performance report (cutoff date is the first day of every month). WBG 1st day /
2-Quarterly environmental waste management for consultant review and onward monthly

2.12 Logistic methods for cold drinking water must be planned and installed immediately. WBG Daily
Drinking water stations must be established in all rest areas. The contractor must ensure
the provision of personal water bottles for all operatives. Numerous active work areas
were without drinking water facility or water coolers. Daily inspection for effective
provision of drinking water supply must be ensured.

2.13 Contractor execution team must ensure barriers used in traffic diversion are WBG Daily
reinstated to the conditions as per the traffic management plan before the end of work
shifts when changes are made.

2.14 Contractor must ensure lifting and implementation of works with trench boxes are WBG Daily
executed as per supplier manual and approved MSRA.

2.15 Contractor must ensure traffic diversion are installed and removed as per the WBG To be
approved timing issued in the work permit. All the road safety arrangements must be followed
ensured after removal of traffic diversion methods. strictly

2.16 Contractor must ensure daily housekeeping practices are followed and unwanted WBG Daily
materials along with construction wastes are removed daily.

3.2 New Rates


Zutari notified WBG to follow up on submitted/commented new rates on a routine basis

3.2.2 Zutari commented Contractor's new rates submission # 03 on 25th July to provide
comparitive quantity takeoff for the manhole new rates.
As of date the Engineer has not received response from the Contractor. Contractor to
provide the required takeoff ASAP to close out new rates submission.

3.3 WBG submitted Interim Payment Application # 10 on 11 August 2023 which is under Zutari 28-08-23
Engineer’s review and shall be released on or before 28 August 2023.
3.4 Zutari requested the Contractor to provide "Material Conformity Report" for the now WBG 21-08-23
redundant interlocking tiles for review and onwards submission to the Employer.

3.4 WBG informed that they received engineer, s instruction to submit new proposal for
interlock and highlighted that majority of previously approved interlock quantity is
produced and will be delivered to site.

 Zutari requested the Contractor to provide detailed quantity table of previously
approved interlock tiles delivered to site yard and already fixed on site along with WBG 09-08-23
alternate interlock pattern proposal for the Engineer's review at the earliest and
onwards submission to RTA.
3.5 Betterment Works
3.5.1 Etisalat Works
Betterment Cost Estimate for Etisalat works was submitted to M/s Etisalat vide
Engineer's letter ref.2023/Trans/CS/AS/111625-2/ETC-0005 dated 20 July 2023 Etisalat Under

4.4 Delays and Claims

4.4.1 Zutari received (3nr) notices for the alleged delaying events from WBG on 15th ZUTARI 21-08-23
August 2023.
(i) Delay Event 01 - Delay in Completion of Storm Water Network.
(ii) Delay Event 02 - Delay in Commencement of Proposed Pedestrian Fence due to the
Design Change.
(iii) Delay Event 03 – Delay in Commencement of Proposed Interlock Tiles due to the
Design Change.
The Notices are under Zutari review and shall be responded on 21st August 2023
4.5. RTA Liaison Engineer requested WBG to submit the progress meeting presentation WBG Biweekly
one day in advance to the engineer to enable a proper review and verification to avoid
any confusion during the progress meeting.
4.6. RTA Engineer requested Zutari to verify /review the latest update for the baseline WBG Pending
programme(rev.3) to assure that allocated resources are complying with the approved
programme.
 WBG confirmed that the revised updated baseline programme (as per the date on
June 2023) will be submitted on 06/07/2023 for Engineer’s review and approval
4.7. Zutari highlighted deep concern about the shortage of allocated manpower and
WBG confirmed that around 40 to 50 labors will be added to the current workforce with
effect from the beginning of July 2023.
Zutari informed that still the allocated manpower on site is not enough to cover all the

Zutari informed that:


 5.3.1 The shop drawing for the proposed protection of the existing 132kv road WBG Pending

6 Traffic Management
6.1- RTA engineer informed that both traffic diversion (stage 2 & 3) are approved by WBG 18-09-2023
(RTA-Committee) and contractor should take all the measures to meet the planned
target date for opening state -2 pm 18-09-2023
6.2 RTA-liaison engineer requested WBG to provide a schedule showing the planned WBG Info
dates for closing /re-opening the 6 no. of junctions within the contract limit and to be
shown in the next progress meeting presentation for follow-up .

6.3. Zutari advised the contractor to submit 30 hours weekend closure for Algeria street
(lane by lane) to complete some work related to stage -2 especially for water lines. WBG 10-08-23
WBG informed that they will check the proposal and will give feedback.

7 Material, Testing, and Quality Control
7.1 Zutari informed that the Street light pole material submittal has been resubmitted and
approved by RTA on 26-04-2023 and the same has been shared with M/s WBG
accordingly.

7.2 Zutari informed that LED Luminaires Material submittal has been approved by RTA LED Material
RLTS on 23 – March -2023, and the same has been shared officially with M/s WBG on delivery still

7.3 Zutari informed that the street light cable delivery schedule provided by the
contractor is not acceptable and not matching the delivery dates discussed and agree WBG Action

7.4 Zutari stated that the specification of ATS has been issued to the Contractor under
letter ref. 2023/Trans/CS/AS/111625-2/WBG-0605 dated 29 July 2023, the contractor WBG Action by

to obtain RTA RLTS approval at the earliest.
7.5 Contractor stated that the Traffic Signal Materials are available with the
Subcontractor and the same will be delivered to the site at the earliest. Materials were WBG
delivered to the site on 11 August 2023 and it's under Zutari inspection, same shall be
forwarded to RTA RLTS for final inspection and approval.
7.6 WBG informed that they started already to form the second stockpiles for both the
subbase and road base. WBG To Expedite
 Zutari confirmed that the 2 nd stockpile of subbase has been completed, and the
sample has been collected and submitted in DCL. Test reports are awaited.
 So far as the road base is concerned, the stockpile. No. 2 is not yet completed.
7.7 WBG confirmed that the trail run for pavement Type-1A and Type-2 for full pavement
layers including subbase, road base, wet mix, and asphaltic layers of base course and
wearing course have been conducted.
 Zutari informed that the samples for asphalt mix quality, bitumen, gradation, thickness,
and compaction have been tested in DCL. All test reports are satisfactory and are in info Pending
full compliance with approved and DCL verified JMF. The JMF verification and trial
runs quality test reports of asphalt wearing, and base course mixes have been
forwarded to RTA to confirm their approval of the JMFs for wearing and base course
asphalt mix designs.
7.8. Zutari has confirmed that the concrete quality with respect to workability, from the
existing supplier has improved. However, still we have issues with travel time and
WBG Serious delay
occasionally with workability as well. Moreover, M/s Zutari has done the plant trials action by
successfully for concrete mixes including SRC40/20, 30/20 & 25/20 for approval of M/s WBG
National ready-mix Plant. Accordingly, the WBG has procured the concrete only for two
(2) days and stopped the concrete procurement from National Ready-mix Plant due to
undisclosed reasons.
7.9 Zutari requested WBG to submit Pre-Qualification for Scada as there is Scada scope
in R1028/2.
WBG To Follow Up
 Zutari informed that prequalification had already been reviewed and issued to
DEWA-WD for final approval and requested WBG to follow up.
8 Work Progress
8.1 DEWA water service:
8.1.1. DEWA-WD Distribution work:
8.1.1.1 Zutari informed that all the shop drawing for DEWA-WD (Distribution) were WBG Urgent Action
approved except the NDRC part

8.1.1.2. WBG updates the status of the shutdown as follows.

(A) on 29-05-2023 the first shutdown was completed for protecting the existing water
lines at both Sikka no.8 and 9.
(B) on 20-06-2023 the second shutdown was completed to protect the existing water
lines at both Sikka in Street 27th and around 100 m in Street 27th (RHS ).
(C) On 18/07/2023 the third shutdown for existing 100mm water line at sikka no. (10)
(one location only) had been completed.
(D) On 31/07/2023 the fourth shutdown for existing 300mm dia waterlines at both
locations 4 and 5A, crossing to 37th street and crossing to 60th street had been completed
 Zutari informed that DEWA-WD (Distribution) issued a letter about the poor
performance of WBG and their subcontractor (M/s. Arar) during the second shutdown
and as a result, DEWA-WD will not accept more than 2 locations during the next
shutdown, and this will affect badly the work program.
 RTA engineer requested Zutari to issue (Final warning letter) to M/s. Arar and any
further failure in the nest shutdown will lead to the removal M/s. Arar from this
project.
 Zutari informed that warning letter issued to the subcontractor and instructed both WBG Urgent Action
main and subcontractor to improve their performance in the next shutdown.
8.1.2 DEWA-WD Transmission work:
8.1.2.1 Zutari informed that the shop drawing for the 600 Water line (open cut option)
was approved by DEWA and the same was issued to WBG vial letter ref. 2023-Trans- WBG Noted
CS-AS-111625-2-WBG-0500 dated on 13-June-2023.
8.1.3 Zutari informed that the NOC-30052023-2292 for Open-Cut method as
replacement of NDRC for both water lines (300,600) crossing was rejected by M/s RTA- The
ROW with following statement “Kindly reapply NOC with NDRC as agreed and your WBG contractor to
contract”. Therefore, the contractor is requested to proceed with NDRC method for follow up with
protection of the crossing waterlines as per contract drawings and construction NOC. the NOC

8.1.4 Zutari informed that the submitted plan for DEWA-WD shutdown is rejected by
DEWA due to poor performance in the last shutdown and waiting for the revised
plan from WBG with compliance with DEWA requirements. WBG Urgent Action
8.2 DEWA Electricity work:
8.2.1 132 KV work:
8.2.1.1 Zutari raised their NO Objection that WBG can carry out the 132KV cable WBG Noted
protection works as per the provided mail from DEWA-ED confirming the same.
8.2.1.2 WBG informed that the NOC-shop drawing for proposed protection for the WBG Info
existing 132 KV was approved by DEWA-ED on 20-06-2023 and work will commence on
site.
 M/s Zutari stated that the shop drawing approval by DEWA for the 132kv HDD and
trough protection at Location A&B is still pending, and the contractor shall submit it WBG Urgent Action
to DEWA in a separate application. is required

8.2.1.3 M/s. WBG stated that the HDPE pipe laying for protection of the existing 132kv WBG Noted
trough proceeded at the site at Zone 01 and Zone 03 on 17 July 2023.
 Zutari requested the contractor to increase the number of the jointing machine for the
HDPE pipe to avoid any further delay.
 Zutari raised their concern about the slow progress of laying and casting activities for WBG Urgent Action
the laid HDPE 180mm duct, Contractor shall ensure improving the site progress
since the delay has been encountered and this delay will affect the 11kv cable
slewing /lowering progress works

8.2.2 11 KV work:
8.2.2.1. Zutari informed that the prequalification for the proposed subcontractor for 11&
WBG Noted
33 KV was approved by DEWA-ED, and the same was issued to WBG officially on 17
March 2023.
8.2.2.2. Zutari informed WBG can carry out the lowering/raising and slewing for the
cables before the shop drawing submission subject to the preparation on the (J.M.S)
WBG Noted

submitted as per approved WIR and the JMS.
8.2.2.3 M/s WBG stated that the 11kv cable works will be carried out by the WBG team WBG Info
under DEWA ED Supervision.
8.2.2.4 M/s WBG stated on 11 May 2023, that there is a lowering scope for 11kv cable J.M.S
works only as agreed with the DEWA Site inspection team. submission is

8.2.2.5 M/s WBG stated that they proceeded with the lowering activities at the site under Shop drawing

8.2.2.6 DEWA Site inspection team requested the Contractor (M/s WBG) to submit a
shop drawing for the 11 KV Cable Slewing works before proceeding with the site works, WBG Immediate

8.2.2.7 M/s WBG stated that all the DEWA 11 KV cable works will be completed by the

132kv HDPE Pipe laying and concrete casting at the site.

8.3 RTA-RL&TS
8.3.1 RTA-RLTS informed that the contractor is responsible to rectify any faults within
the project limit for the existing Street Lighting Network and the contractor safety team to WBG Noted
monitor the condition of streetlights during the night shift and to report immediately in
case of any faults.
8.3.2 RTA-RLTS Engineer highlighted in advance the handing over procedure that will
be followed in this project and informed that all the required tests for street lighting will be
done under consultant supervision and all the documents related to these tests are to be Zutari/

contractor.
8.3.3 M/s Zutari requested M/s WBG to expedite the submission of the 2-week look

8.3.6. Zutari informed that the Scoot Loop Detectors locations have been approved by Info

8.3.7 Zutari requested WBG to share the delivery plan related to all items for traffic WBG Urgent Action

8.3.8 RTA-RLTS Engineer requested a drawing showing the streetlight arrangement
related to traffic diversion for stages. WBG / Zutari agreed to be submitted upon approval
of the Streetlight shop drawing (a soft copy will be provided).

8.3.9. Zutari informed that the Revised shop drawing for the Dubai Police Camera was
submitted by the contractor on 04 July 2023 and approved by the Engineer on 07 July

8.3.11 Zutari raised concern about the poor progress of relocation of existing feeder
pillars and WBG informed that the subject will be discussed with a subcontractor in the
coming meeting.
 WBG confirmed that all the required information regarding the power supply
source for the feeder pillars has been obtained from M/s DEWA.
 Zutari stated that the shop drawing for the proposed feeder pillar locations was
submitted by WBG and approved by the Consultant.
 Zutari stated that a site meeting was conducted with the Main contractor and WBG Immediate
RLTS subcontractor at the consultant site office and the Engineer instructed the action
contractor to submit a letter confirming all the agreed-upon points discussed
during the meeting, particularly regarding the Delivery, Relocation of Feeder
Pillars, and other related matters.
 Zutari stated that the Contractor has completed the relocation works for Ex.
FP641/1.
 Zutari stated that the Contractor has completed the installation works for the
proposed street lighting feeder pillar foundation for Ex. FP641/3. In addition to the

main cable 4c x 70mm from the Feeder Pillar to the substation.
The contractor is to proceed with the submission for DEWA LV inspection earlier
to complete the relocation work.

The contractor carried out the LV inspection with the DEWA Inspection team and
the same has been commented and the LV Shutdown request and RTA Monthly
Tariff letter has been provided to the contractor on 30 July 2023, contractor is
requested to reply to DEWA comments and obtain approval for the shutdown and
proceed with the relocation activities and to remove the existing Feeder pillar from
the site
 Zutari stated that the contractor has completed the installation works for the
proposed street lighting feeder pillar foundation for EX. FP641/2.

9 Other Issues

9.1 RTA requested Zutari and WBG to have an interface coordination meeting with RTC
and NCTC for contract R1090 to check and verify the tie-in work between both contracts
to avoid any issue during opening the of both projects.
 Zutari informed that coordination meeting between contractors and consultants for
both projects conducted and agreed about all the interface between both projects
and all the required information shared between both contractors for further action.
 Zutari informed that final drawing for interface between both projects are finalized by
both contractors and consultants and it will be issued to RTA for information and Zutari/ 27-07-23

9.2 Zutari requested the contractor to proceed with the Guard Rails installations as per WBG
the approved Shop drawing. (Contractor shall follow up with RTA to obtain Safety
Approval in the same regard)
