PACKAGE “P” POWER PLANT
RAS AL KHAIR POWER AND DESALINATION PLANT – PHASE 1
1. General
The purpose of this procedure is to ensure that Ras Az Zawr Project complies with its
legal duties to provide health and safety information, instruction and training for all its
employees and others as necessary, and to identify training needs in relation to
Occupational Health and Safety (OH&S) risks to ensure its employees are competent to
perform tasks that may impact on health and safety.
2. Scope
3. Responsibility
Consortium and subcontractors safety engineers are responsible for conducting new hire
orientation and specific training. The departments are responsible for conducting the
training to respective employees. Subcontractor is responsible for conducting the safety
training to respective employees.
4. Procedure
1.) All the new hire should receive orientation from Consortium, after the orientation.
New Hire Orientation Test shall be used to assure attendance and competency.
2.) The subcontractor should give the new hire internal orientation and submit the copy
of attendance list to Consortium HSE section before the start of the site work.
3.) The orientation should include but not limited to following:
a.) Safety and environment policy,
b.) Emergency preparedness and response plan, evacuation plan,
c.) Disciplinary procedure,
d.) Site safety and environment rules,
e.) Security procedure,
f.) Applicable HSE legalization and regulations.
4.) Consortium will conduct the specific training periodically and keep record.

5.) The tool-box meeting should be executed everyday prior to commencement of the
work by supervisor and keep record.
6.) The subcontractor should conduct the safety training periodically and keep record for
inspection purpose.
7.) The subcontractor should submit the safety training list of previous month and next
month plan on the last day of every month.
8.) All the copy of certificates requested according to rulers should be registered and
submitted to Consortium HSE, which includes but not limited followings: First aider,
equipment operator, crane operator, driver, welder and other categories need
certificates. In addition to above, the subcontractor should submit the information as
per the form of attachment.
