“KABATAAN KONTRA DROGA AT TERORISMO”

I. RATIONALE
A program that promotes peace and keeps the youth away from illegal drugs
was hatched by the Philippine National Police (PNP) to avoid recruitment by
the communist terrorist organizations (CTGs).

The PNP’s Kabataan Kontra Droga at Terorismo (KKDAT) aims to educate

the youth not to fall for the deceitful tactics of the New People’s Army (NPA).
The flagship program implemented for the youth is dubbed as the “Barkada
Kontra Droga” or Peer Group Against Drugs. This program has been
institutionalized in order to enlist the participation of more in and out-of
school youth and eventually organize them into a movement of young people
who are catalysts within their peer groups in advocating a healthy and drug-
free lifestyle.

Drug prevention concepts have also been incorporated in the primary and
secondary school curricula through the National Drug Education Program or
NDEP.

Several other prevention and advocacy programs are implemented for the
youth such as the Life Skills Training on Drug Abuse Prevention Education,
Inter-School Stage Play Competition and Youth Camps.

Youth leaders from all over the nation are also convened annually through the
National Youth Congress on Drug Abuse Prevention Education to update
them on the current issues and concerns of youth development in relation to
the drug abuse prevention campaign.

President Rodrigo Duterte signed Executive Order No. 70 in December 2018,

creating the NTF-ELCAC that employs a whole-of-nation approach to end
communism and institute peace-building initiatives. Leaders of the Youth
elected at the Local Government have been mandated, through a DDB issued
regulation (Board Regulation No. 5 Series of 2019), to implement a uniform
and standardized drug abuse prevention education training program.
