Classification and Conformity Assessment

Product Classification
• In order to know how the PED will apply to specific items of pressure
equipment, the manufacturer will need to classify the equipment
according to its perceived level of hazard due to pressure by reference to
Classification Charts / Tables
• Four Hazard Categories
• Classified in nine Charts / Tables by:
• Type of Pressure Equipment
• Vessel

• Steam Generators

• Piping

• Pressure
• Volume or Nominal Diameter
• Class of Fluid
• Sound Engineering Practice (SEP)

Product Classification
• Equipment of a relatively low hazard will be required to be
manufactured according to ‘Sound Engineering Practice’ (SEP)
• Equipment that is classified as a higher hazard than SEP is required to
meet the relevant essential safety requirements (ESR’s), and on that
account be CE marked
• The following Table shows which Chart / Table should be used for the
various types of equipment

Equipment Classification
State of Intended Fluid - Gas / Liquid (Note: If a fluid has a vapour pressure
at the maximum allowable temperature of the equipment greater than
0.5 barg, it is treated as a gas, otherwise it is treated as a liquid)
• Group 1 comprises those fluids classified, according to the EC Directive on the
Classification of Dangerous Substances (67/548/EE as amended), as:
Explosive
Extremely Flammable
Highly Flammable
Flammable
Very Toxic
Toxic
Oxidising
• Group 2 comprises all other fluids including steam, eg:
Irritants
Carcinogens, Mutagens
Corrosive
Dangerous for the Environment

Classification Charts / Tables


• The demarcation line in the Charts / Tables indicate the upper limit for
each category
• Charts / Tables for gases include gasses, liquefied gases, gases dissolved
under pressure, vapours and those liquids whose vapour pressure at the
maximum allowable temperature is greater than 0.5 bar above normal
atmospheric pressure
• Charts / Tables for liquids include liquids having a vapour pressure at the
maximum allowable temperature of not more than 0.5 bar above
normal atmospheric pressure
• The Charts / Tables assign each piece of equipment to a firm category

• Note: the ”additional comments / notes” which go with


the Charts / Tables

Sound Engineering Practice (SEP)


• Applies to pressure equipment and / or assemblies below or equal to the
specified thresholds shown in Charts / Tables 1 to 9
• Must be SAFE
• Designed and manufactured in accordance with “Sound Engineering
Practice” of a Member State
• Must have adequate instructions for use
• Must bear markings to permit the identification of the Manufacturer or
Authorised Representative established within the Community

• CE Marking must not be affixed to SEP equipment

Specific Classification
• Multi chambered vessels are classified according to the highest chamber
category
• Equipment that can contain several fluids is classified according to the
fluid that requires the higher category
• Where more than one Chart / Table is applicable, the equipment is
classified according to the Chart / Table that gives the highest category
• Safety accessories are classified as Category IV, unless specific to an item
of pressure equipment of a lower category, in which case the lower
category can apply

Global Conformity Assessment of Assemblies


Assemblies of pressure equipment will need to be subjected to the following
three-stage global conformity assessment procedure comprising:
• Each item making up the assembly not already CE marked is categorised
and subject to a conformity assessment procedure applicable to that
individual item
• The integration of the component parts of the assembly (as referred to
in sections 2.3, 2.8 and 2.9 of the essential safety requirements) will
need to be assessed according to the highest category applicable to the
equipment concerned (except that the category of any safety accessories
is disregarded when establishing the category of this assessment)
• The protection of the assembly against exceeding the permissible
operating limits (as referred to in sections 2.10 and 3.2.3 of the
essential safety requirements) must be assessed according to the highest
category applicable to the equipment to be protected

Categories of Permanent Joints


The category of permanent joints between items of pressure equipment
shall be determined individually, taking into account the effect of the joining
on the integrity of each of the items to be joined:
• For example, the connection of a pipe to a vessel through a nozzle
(already connected to the vessel) will, in general, be made according to
the category of the pipe, provided that it does not affect the integrity of
the vessel
• For assemblies, the PED defines a global conformity assessment
procedure and determines the category to be followed for essential
safety requirements related to design (as stated in Article 10 Paragraph
2b), and for the assessment of the protection (as stated in Article 10
Paragraph 2c)
• Note: The above is consistent with EC Guideline 2/15, which makes a
distinction between the category used for the assessment of the design,
and the determination of the category regarding the essential safety
requirements

Conformity Assessment
• In order to demonstrate that the essential safety requirements (ESR’s) are
satisfied, pressure equipment and assemblies of pressure equipment will
be subject to conformity assessment
• According to the category of the pressure equipment (and this includes
the overall category of assemblies of pressure equipment), the
manufacturer is given a choice of conformity assessment modules
• The higher the category, and therefore the greater the hazard, the more
demanding the are the requirements
• Equipment in Category I will be subject to the manufacturer’s own
internal production control
• The modules for products in Categories II, III and IV require the
involvement of a Notified Body (NoBo)

Notified Body and Conformity Assessment


• The primary task of a Notified Body (NoBo) is to provide services for
conformity assessment on the conditions set out in the PED
• The Notified body (NoBo) must have appropriate facilities that enable
them to carry out technical and administrative tasks related to
conformity assessment
• The Notified body (NoBo) must also apply appropriate procedures of
quality control in relation to such services provided
• Notified Bodies (NoBo’s) are free to offer their conformity assessment
services, within their scope of notification, to any economic operator
established either inside or outside the Community
• They may carry out these activities also on the territory of other
Member States or of Third Countries
• Manufacturers are free to choose any Notified Body (NoBo) that has been
designated to carryout the conformity assessment procedure

Conformity Assessment - Tutorial


For the purpose of this tutorial we have chosen a product with the following
specification:
• it is a pressure vessel
• designed for gas
• the gas is nitrogen which is Group 2
• the design pressure of the equipment is 2 bar (above atmospheric
pressure)
• the design volume is 100 litres
