VI. RATIONALE:

Dealing with disasters focused on emergency response—and that it is only by reducing and

managing conditions of hazard, exposure and vulnerability that we can prevent damages and alleviate

the impacts of disasters. However, we cannot reduce the severity of natural hazards, the main

opportunity for reducing risk lies in reducing vulnerability and exposure and having enough

information. The underlying drivers of risk are mainly related to environmental degradation, poor

economic and urban development choices and practices, inequality, and climate change, which create

and intensify conditions of hazard, exposure and vulnerability. Addressing these underlying risk

drivers will reduce disaster risk, lessen the impacts of climate change and, therefore, maintain the

sustainable development.
The Bachelor of Public Administration students will be spearheading a seminar entitled

“_____________”, it will be held on _____________ with a theme”____________________” to

build bridges of information and awareness concerning the environment.

The seminar aims to enhance the basic knowledge on disaster preparedness, and to promote and

mainstream disaster risk reduction and climate change adaptation in the province of Albay.

VII. OBJECTIVES:

1. To examine real-world issues, explore creative avenues of learning, solve problems, and

make rational decisions.

2. To increase the knowledge and understanding of the disaster phenomenon, its different

contextual aspects and impacts.
