This Office, through the Planning and Research Unit of the School Governance and Operations Division, issues the enclosed guidelines for the implementation of a schools division research advocacy program that will promote the use of research in education within the Schools Division of Zambales. 2. The mechanisms and procedures constituting the processes shall guide division personnel in enhancing the quality of education by increasing awareness of the importance of research, providing resources and support for conducting research and disseminating research findings to educators and the public. 3. All division memoranda, related issuances, rules and regulations, and provisions inconsistent with these guidelines are hereby repealed, rescinded, or modified accordingly. 4. First, research provides a scientific basis for decision-making in education. It allows teachers to examine the effectiveness of different teaching methods, curricula, and instructional materials. By conducting research, they can identify evidence-based practices that lead to better student learning outcomes. Implementing research findings in the classroom can improve instructional strategies, enhance student engagement, and promote student achievement. Second, every educational context faces unique challenges that require localized solutions. Conducting research within the Schools Division of Zambales allows schools division officials and even the teaching and non-teaching personnel to address specific issues and challenges faced by students, teachers, and the community. Also, by engaging in research, stakeholders can identify the factors affecting student performance, explore barriers to learning, and develop targeted interventions to address these issues effectively. Third, promoting research advocacy in schools helps foster a culture of inquiry ‘among teachers and students. Encouraging teachers to engage in research activities empowers them to reflect on their teaching practices critically, explore innovative approaches, and continuously improve their instructional methods. Similarly, involving students in research nurtures their critical thinking, problem-solving, and analytical skills, preparing them for higher education and future careers. Fourth, by advocating for research, the Schools Division of Zambales can bridge the research-practice gap by promoting the translation of research into actionable strategies. This gap concerns the disconnect between educational research findings and their practical classroom implementation. It equips them with research methodologies, data analysis techniques, and critical appraisal skills, enabling them to contribute to the existing body of educational research. Empowered teachers become active participants in the knowledge-creation process and can tailor their instructional approaches to meet the diverse needs of their students. In the Schools Division of Zambales, although efforts have already been made to embrace the culture of research, there is still so much that needs to be done. Obstacles such as lack of awareness regarding the significance of the study, limited access to resources, and inadequate support for conducting research, hinder the research practices to be successfully implemented. ‘The Schools Division of Zambales is committed to providing all students with a high- quality education. In this regard, the research advocacy program will help to achieve this goal by increasing awareness of the importance of research, providing resources and support for conducting research and disseminating research findings to educators and the public. SCOPE ‘The primary objective of the research advocacy program is to promote the use of research in education within the Schools Division of Zambales. It aims to enhance the quality of education by increasing awareness of the importance of research, providing resources and support for conducting research and disseminating research findings to educators and the public. This research advocacy program shall be promoted in all elementary and secondary schools in the Schools Division of Zambales. This will guide all DepEd Zambales researchers in the division, district, and school levels in the management and conduct of all research initiatives. DEFINITION OF TERMS For this Advocacy, the following terms are defined as follows: 1. ALLERT - a sub-program which means Alleviating Learning Losses through Educational Research Training; it aims to provide teachers and non-teaching staff training to equip them with the foundational knowledge and skills necessary to engage in educational research. 3. Basic Research ~a systematic investigation or inquiry conducted to expand fundamental knowledge and understanding in a particular field of study. It focuses on pursuing knowledge for its own sake without immediate practical application or specific commercial objectives. 4. Grant - an amount provided by DepEd or any organization/government agency to conduct research. 5. Grantee ~ refers to an individual or group who has received a research grant and is conducting a research project. 6. Kape’t Mananaliksik ~ a sub-program that will provide technical assistance and support to researchers. 7. Proponent/s ~ refers to an individual or group that submitted a proposal for a research grant. 8. Research Managers - is an individual office that oversees research initiatives (ce., call for submissions, evaluation, tracking of progress) at their respective governance levels. 9, Research Proposal - is a document that provides the details of a proposed study (i.e., research purpose and methodology, estimated cost, work plan). 10.RIPPLES ~ a sub-program which means Research as an Instrument to Promote Policies for Learners, Educators, and Non-Teaching Staff; it aims to focus on disseminating research findings to educators and the public. ADVOCACY STATEMENT DepEd Zambales hereby establishes this Schools Division Research Advocacy: Research for Better Learning to guide all DepEd Zambales researchers in managing and conducting all research initiatives further to improve the culture of research in the division GUIDELINES AND PROCEDURES This schools division research advocacy program will be divided into three sub- programs: ALLERT (Alleviating Learning Losses through Educational Research Training) for awareness and capacity buildings, Kape’t Mananaliksik for resources and support, and RIPPLES (Research as an Instrument to Promote Policies for Learners, Educators, and Non- Teaching Stafi) for dissemination. 1, ALLERT (Alleviating Learning Losses through Educational Research ‘Address: Zone VI, Iba, Zambales Telephone No: (047) 222-4008 / (047) 307-1702 Email Address: zambales@deped gov.ph x Republic ofthe Boitippines Department of Education REGION Ill - CENTRAL LUZON ‘SCHOOLS DIVISION OF ZAMBALES ‘This sub-program shall focus on increasing awareness of the importance of research among educators. ALLERT provides teachers and non-teaching staff with the foundational knowledge and skills necessary for educational research. This training equips them with the tools and techniques to conduct research within their educational context, which can inform instructional practices and interventions to mitigate learning losses. It will be divided into different training phases, to wit: Phase 1: Orientation on Research Management © Overview of the research process, templates, and other formats stated in the Schools Division Research Management Guidelines and other national and local issuances + Research management principles, including ethical considerations, research planning, and project management ‘+ Research resources, such as databases, libraries, and online platforms Phase 2: Basics of Writing Academic Papers + Fundamentals of academic writing, including structuring a research paper, citing sources, and maintaining academic integrity + Literature review techniques, identifying relevant research studies, and synthesizing information + Practical writing skills for research reports and academic papers Phase 3: Proposal Writing ‘+ Components and structure of a research proposal + Clear and concise research objectives, research questions, and hypotheses + Research outputs in various formats, e.g., funded full-blown research and simplified /classroom-based action research (CBAR) Phase 4: Data Analysis ‘+ Descriptive and Inferential Statistics * Qualitative Data Analysis ‘+ Using software to analyze qualitative and quantitative data © Data visualization in presenting research findings, ¢.g., charts, graphs, and tables ‘* Interpretation and Reporting of data analysis results in the context of their research questions and objectives ‘Address: Zone VI, Iba, Zambales ‘Telephone No: (047) 222-4008 / (047) 307-1702 Email Address: zambales‘@deped gov.ph Republic of the Philippines Department of Education REGION Il - CENTRAL LUZON SCHOOLS DIVISION OF ZAMBALES Phase 5: Utilization and Dissemination + Utilizing research findings to inform instructional practices and interventions + Analyzing and interpreting research data to inform decision-making + Disseminating research findings to relevant stakeholders, including teachers, administrators, parents, and policymakers Partnership Initiative: Establish partnerships with universities and research institutions with expertise in educational research. These partnerships can involve joint research projects, sharing of resources and knowledge, and collaborative training programs. 2, Kape’t Mananaliksik ‘The second sub-program will focus on providing technical assistance and support to researchers, especially those who see research as challenging. Thus the word ‘kape,’ which represents taking a break, finding comfort, and indulging in a moment of tranquility, and the word mananaliksik (the Filipino term for a researcher). In addition, the contraction ‘Kape’t’ coincidentally sounds similar to the Filipino word ‘kapit’ (to hold firmly}, which signifies the division's unceasing support and ‘encouragement to Zambales researchers to continue and produce research-based and data-driven innovations through the guidance of the schools division personnel, ‘This will includ 1. Regular Orientation on Research Management Guidelines: Provide regular orientation sessions on research management guidelines to members of the School District Research Committee (SDRC), School Research Managers {SRMs}, and School District Research Support Team (SDRST) members. 2. Funding for Research Projects: Allocate financial resources to support research projects in the Special Education Fund (SEF) or apply for funding under the Policy and Research Program (PRP). 3. Access to Research Databases: Grant participants access to databases like E- Saliksik and the SDO Zambales Planning and Research website. 4. Online Submission of Proposals for Theses and Dissertations: Establish an online platform or system where teachers and non-teaching staff can submit their research proposals for theses and dissertations. Open Communication Channels: Establish open communication channels, such as email, dedicated phone lines, or online forums, where participants can seck guidance, ask questions, and receive support throughout their research projects. 6. Monitoring and Evaluation Visits: Conduct random visits to schools regularly to monitor and evaluate the progress of research studies. This allows for quality assurance and allows one to address any challenges or issues that may arise during the research process. 7. Status Tracking of Research Proposals: Implement a system for tracking the status of research proposals, from submission to approval. This helps ensure that proposals are reviewed and processed promptly and that participants are kept informed about the progress of their proposals. Partnership Initiative: Explore partnerships with international institutions and researchers to foster global connections and exchange knowledge. This can involve collaborative research projects, joint publications, international conferences or workshops, and cross-cultural learning and collaboration opportunities. International partnerships can bring diverse perspectives, methodologies, and best practices to the educational research training program, 3, RIPPLES (Research as an Instrument to Promote Policies for Learners, Educators, and Non- Teaching Staff) The third sub-program will focus on disseminating research findings to educators and the public. This will be done through a variety of activities, including: Conduct Research Congress, Research Festival, and other Fora: Organize events such as Research Congress, Research Festival, or other similar fora where researchers, educators, and the public can share and discuss research findings. These events can include presentations, panel discussions, workshops, and poster sessions to showcase research projects and encourage knowledge exchange. 2. Upload Short Video Presentations of Research Findings: Create a platform or online repository where researchers can upload short video presentations summarizing their research findings. These videos can be accessible to educators, non-teaching staff, and the public, providing a concise and engaging way to disseminate research results. 3. This platform can serve as a comprehensive collection of research articles, reports, and studies conducted within the Schools Division of Zambales, allowing easy access to research findings. Partnership Initiative: Collaboration with Research Networks and Consortia: Join research networks and consortia that focus on educational research. These networks bring together researchers, practitioners, and policymakers to collaborate on research projects, share expertise, and disseminate findings. Being part of a research network or consortium provides access to a broader research community and opportunities for collaboration and knowledge exchange. ‘The Schools Division of Zambales is committed to providing all students with a high- quality education. This research advocacy program will help to achieve this goal by increasing awareness of the importance of research, providing resources and support for conducting research and disseminating research findings to educators and the public. MONITORING AND EVALUATION ‘The Schools Division Research Committee (SDReC), through the SEPS in Planning and Research, will conduct structured monitoring of the implementation of the research initiatives at all governance levels. This monitoring will involve assessing the performance of the policy, adherence to research guidelines, and the overall progress of research activities. Also, the SDReC, through the SEPS in Planning and Research, will conduct regular site visits to schools within the division to observe and evaluate the research management processes. During these visits, the committee members can interact with research managers, educators, and non-teaching staff involved in research projects, providing direct feedback and assessment opportunities. Based on the findings from the monitoring visits, feedback and recommendations will be provided. These reports will serve as a basis for decision-making and program enhancement. TRANSITORY/EFFECTIVITY PROVISION ‘These guidelines shall take effect immediately upon its issuance. The Planning and Research Section and the Schools Division Research Evaluation Committee shall determine a strategy to implement the activities stated in this Advocacy.
