Quality Standards

D.O.H Guidelines in planning and design of a hospital and other health facilities

 Fire Fighting Facilities: These facilities shall be provided in accordance with


the fire code of the Philippines.
 Maintenance: All facilities of the establishment concerned shall be properly
maintained at all times. A periodic vermin control program should be conducted.
 Air-conditioning & Ventilation: All enclosed areas of the establishment
concerned shall be fully-air-conditioned or well ventilated
 Environment: A hospital and other health facilities shall be so located that it is
readily accessible to the community and reasonably free from undue noise, smoke,
dust, foul odor, flood, and shall not be located adjacent to railroads, freight yards,
children's playgrounds, airports, industrial plants, disposal plants.
 Occupancy: A building designed for other purpose shall not be converted into
a hospital. The location of a hospital shall comply with all local zoning ordinances.
 Safety: A hospital and other health facilities shall provide and maintain a safe
environment for patients, personnel and public. The building shall be of such
construction so that no hazards to the life and safety of patients, personnel and public
exist. It shall be capable of withstanding weight and elements to which they may be
subjected
 Security: A hospital and other health facilities shall ensure the security of
person and property within the facility.
 Patient Movement: Spaces shall be wide enough for free movement of
patients, whether they are on beds, stretchers, or wheelchairs,
 Circulation routes for transferring patients from one area to another shall be
available and free at all times.
 Lighting: All areas in a hospital and other health facilities shall be provided
with sufficient illumination to promote comfort, healing and recovery of patients and
to enable personnel in the performance of work.
 Ventilation: Adequate ventilation shall be provided to ensure comfort of
patients, personnel and public.
 Auditory and Visual Privacy: A hospital and other health facilities shall
observe acceptable sound level and adequate visual seclusion to achieve the
acoustical and privacy requirements in designated areas allowing the unhampered
conduct of activities.
 Water Supply: A hospital and other health facilities shall use an approved
public water supply system whenever available. The water supply shall be potable,
safe for drinking and adequate, and shall be brought into the building free of cross
connections.
 Waste Disposal: Liquid waste shall be discharged into an approved public
sewerage system whenever available, and solid waste shall be collected, treated and
disposed of in accordance with applicable codes, laws or ordinances.
 Sanitation: Utilities for the maintenance of sanitary system, including
approved water supply and sewerage system, shall be provided through the buildings
and premises to ensure a clean and healthy environment.
 Housekeeping: A hospital and other health facilities shall provide and maintain
a healthy and aesthetic environment for patients, personnel and public.
 Maintenance: There shall be an effective building maintenance program in
place. The buildings and equipment shall be kept in a state of good repair. Proper
maintenance shall be provided to prevent untimely breakdown of buildings and
equipment.
 Material Specification: Floors, walls and ceilings shall be of sturdy materials
that shall allow durability, ease of cleaning and fire resistance.
 Segregation: Wards shall observe segregation of sexes. A separate toilet shall
be maintained for patients and personnel, male and female, with a ratio of one (1)
toilet for every eight (8) patients or personnel.
 Fire Protection: There shall be measures for detecting fire such as fire alarms
in walls, peepholes in doors or smoke detectors in ceilings. There shall be devices for
quenching fire such as fire extinguishers or fire hoses that are easily visible and
accessible in strategic areas.
 Signage: There shall be an effective graphic system composed of a number of
individual visual aids and devices arranged to provide information, orientation,
direction, identification, prohibition, warning and official notice considered essential
to the optimum operation of a hospital and other health facilities.
 Parking. A hospital and other health facilities shall provide a minimum of one
(1) parking space for every twenty-five (25) beds.
 Zoning: The different areas of a hospital shall be grouped according to zones

each other.
 Space: Adequate area shall be provided for the people, activity, furniture,
equipment and utility
3.2.7 FACTORS and ISSUES RELEVANT TO THE SITE
The proposed site is located on agricultural land. Under Republic Act No. 3844,
an act to ordain the agricultural land reform code and to institute land reforms in the
Philippines, including the abolition of tenancy and the channeling of capital into the
industry, provide for the necessary implementing agencies, appropriate funds
therefore and for other purposes, the agricultural land must convert to industrial land.
The proposed site also needs road development under Republic Act No. 917, an act to
provide for an effective highway administration, modify apportionment of highway
funds and give aid to the provinces, chartered cities and municipalities in the
construction of roads and streets, and for other purposes. There is irrigation present
near the proposed site that can cause floods during severe typhoons.

A. PHYSICAL DATA

Geology

Mt. Arayat (1026m) is an isolated quaternary basaltic volcano with a base


diameter of roughly 7 kilometers, strategically placed near the province borders of
Pampanga and Nueva Ecija. The middle plain of Luzon, from which Mt. Arayat rises,
is a 10-kilometer-deep intermontane basin filled with tertiary and possibly cretaceous
sedimentary deposits, which are covered by a thin veneer of quarternary river deposits
and volcanic.

The porphyritic dark-colored basaltic lavas with a crystalline groundmass that


makeup Mt. Arayat. Olivence, along with puroyene, is the major mineral constituent
of the rock. Plagioclass, magnetite, and care borblende crystals as big phenocrysts are
found in the groundmass mineralogy. Mt. Arayat has no historic eruptions recorded,
however current radiometric data (ABASCO 1977) corroborated the volcanic cone's
youthful age as derived from its form and the presence of glass in some of the rock
samples collected during the survey. Two rocks dated using the potassium-argon
method produced ages ranging from 0.65 to 0.53 million years, implying that Mt.
Arayat is older than the aforementioned estimates.

Soil
The surface soils of Pampanga are made up of 54 percent sand, 21 percent silt,
and 25 percent clay. Except for the Arayat sandy clay loam, which is slightly alkaline,
they are somewhat acidic.

Water
BCBI - Arayat Branch and Cong Dadong Dam are the water source of Arayat
Pampanga

Topography
Arayat covers a total size of 134.48 square kilometers. The geographical
coordinates of Arayat are 15.151 deg latitude, 120.770 deg longitude, and 46 ft
elevation. The topography within 2 miles of Arayat contains only modest variations in
elevation, with a maximum elevation change of 367 feet and an average elevation
above sea level of 45 feet. Within 10 miles contains only modest variations in
elevation (3,337 feet). Within 50 miles also contains extreme variations in elevation
(6,834 feet). The area within 2 miles of Arayat is covered by cropland (69%) and
trees (18%), within 10 miles by cropland (67%) and trees (21%), and within 50 miles
by cropland (43%) and trees (28%).

Climate
In Arayat, the wet season is overcast, the dry season is partly cloudy, and it is
hot and oppressive year-round. Over the year, the temperature typically varies from
72°F to 95°F and is rarely below 68°F or above 98°F.
The hot season lasts for 1.6 months, from March 30 to May 18, with an
average daily high temperature above 93°F. The hottest month of the year in Arayat is
April, with an average high of 94°F and a low of 77°F.
The cool season lasts for 2.5 months, from November 22 to February 9, with
an average daily high temperature below 88°F. The coldest month of the year in
Arayat is January, with an average low of 72°F and a high of 86°F.
Man-made Structure
Roads and bridges
Arayat’s transportation infrastructure is primarily comprised of a road
network. The building of arterial roads to connect the major metropolitan centers has
been the focus of national and local government transportation strategies. Road
expansion and improvement should be given more priority to address the city's
growing traffic volume.

Land Transportation Facilities and Services


In Arayat, there are numerous types of land transportation available, including
colorful jeepneys and buses, tricycles, multicabs, and pedicabs. Jeepneys and
tricycles, are the most popular modes of transportation in the area. Jeepneys are often
present in the downtown areas, as well as in the neighborhood of hotels, restaurants,
retail malls, and entertainment centers.

B. CULTURAL DATA

Arayat is a landlocked municipality in Pampanga's coastal province. The


municipality covers 134.48 square kilometers (51.92 square miles), or 6.72 percent of
the total land area of Pampanga. The language used is Kapampangan, but Tagalog
and English language is also spoken and understood anywhere in the province.
According to the 2020 Census, it has a population of 144,875. This amounted
to 5.94 percent of Pampanga's total population, or 1.17 percent of the entire Central
Luzon region's population. According to these estimates, the population density is
1,077 people per square kilometer or 2,790 people per square mile.

C. DATA CORRELATION

National Center for Mental Health


National Center for Mental Health is categorized as Special Research Training
Center and Hospital under Department of Health on January 30, 1987. It has an
authorized bed capacity of 4,200 inpatients and served an average of 56,000
outpatients per year.
