COEDUCATION

Schools & Clinics Support Program


PARCO’s cross country pipeline network and the Mid-Country Refinery makes us next-
door neighbor to many remote and underprivileged communities. Since 2007, PARCO
conducts an extensive Schools and Clinics Support Program which aims at improving
the education and health infrastructure in adjoining communities by supporting
Rural Health Centers, Basic Health Units, Primary, Middle and Secondary Schools,
being run by Government of Pakistan.
Under this program, PARCO has provided assistance in kind to several Government
schools, basic health units and rural health centers along the pipeline stations
and Mid-Country Refinery. PARCO`s assistance to these institutions has raised
communities` interest to enroll their children in these refurbished and well-
maintained schools diverting them from child labor to primary education, raising
the literacy rate.
These institutions have been provided assistance in the form of developing
infrastructure and procurement of equipment to help them sustain their operations
of providing basic education and health facilities to the communities. On the civil
works side, the range of assistance includes construction of classrooms, boundary
walls, proper sanitation facilities, underground & overhead water tanks; repair,
maintenance and refurbishment of existing facilities, electrification, access to
clean drinking water, etc. The institutions are also provided furniture items,
water coolers, air-conditioners, deep freezers, fans, medical equipment, medicines
etc.
The program is an ongoing initiative during which more government schools and
clinics are being identified and previous ones revisited. We want to assure
communities that PARCO is there for help when they need it most. The feedback
received from the recipient communities has been overwhelming. PARCO’s CSR program
has given life to the communities in scores of remote villages.
Partnering with The Citizens Foundation (TCF)
PARCO has built and supported three schools with The Citizens Foundation (TCF) – a
reputable NGO working in the area of imparting quality education – at Karachi and
Qasba Gujrat, near PARCO Mid-Country Refinery. These schools employ all female
staff belonging to the nearby communities. These campuses have generated employment
for the local women to earn a decent living.
Amongst the above mentioned three campuses, the PARCO–TCF Campus I at Karachi and
Campus II at Qasba Gujrat offers education till Grade V and are operating at full
capacity. The PARCO-TCF Campus I at Karachi operates morning and afternoon shifts.
In August 2012, the Company extended academic block of PARCO-TCF Primary Campus II
to accommodate 180 students.
PARCO has built a third campus, a secondary school in Qasba Gujrat which commenced
classes in April 2011. All PARCO-TCF campuses are built in under-privileged
communities and impart quality education to around 1,080 children.

Teachers Training
In the realm of addressing various issues of communities, PARCO CSR Team came
across the schools need for training teachers. In order to undertake the project
meticulously, PARCO partnered with Teachers Resource Center (TRC) – a non-profit,
non-government organization committed to improving and reforming the declining
standards of education in Pakistan. Since 1986, TRC has been involved in teachers
training and introducing Early Childhood Education (ECE) in Pakistan.
The trainers from the TRC conducted various sessions in PARCO supported schools at
all locations on topics, such as “how children learn”, “planning effective
lessons”, etc. The teachers who attended the sessions were enthusiastic during
group activities and shared their point of views on various areas on child
development. The training also addressed several difficulties that these teachers
came across in their day to day teaching. The contents of the training addressed
many areas like how to make the classroom learning even more interesting, managing
and assessing different children and above all incorporating various learning
methodologies. The main idea behind these workshops is to introduce the teachers
about the new teaching methods and concepts being practiced by successful schools
in Pakistan.
Since 2012, more than 600 government school teachers are trained. The initiative is
being continued with more trainings coming up. At the end of the training sessions,
the teachers look passionate and filled with enthusiasm and receive training
certificates. The impact is a positive changed culture at the government schools in
rural and urban areas, and a growing learning environment.

More Initiatives
* During 2010, PARCO along with World Wildlife Fund Pakistan (WWF-P) conducted
Spellathon Project in schools that are being supported by PARCO. Spellathon is a
fun educational activity for raising the awareness of students on key environmental
challenges, endangered species, the importance of nature and also the unique
biodiversity of Pakistan etc. Spellathon was being conducted by WWF Pakistan for
the past 18 years, but was only limited to private English medium schools. It was
the first time that PARCO took this activity to more than 34 Government schools
that are being supported by PARCO under its Schools & Clinics Program. Besides, it
was also the first time that Spellathon was conducted in our national language
Urdu, to make it more understandable to around 10,000 students receiving education
in these 34 Government Urdu medium schools.

VOCATIONAL TRAININGS & ENTREPRENEURSHIP


In the realm of CSR, PARCO has always believed in inculcating self-reliance
capabilities amongst the Pakistani youth. PARCO and its subsidiaries have been
supporting many well-known institutions working in the area of vocational trainings
during the past several years.
In the first phase, Company went a step further by searching for deserving
Vocational Training Institutes (VTIs) in rural areas, nearby PARCO facilities and
identified various centers at Machike, Faisalabad, Kot Addu, Mahmoodkot, Qasba
Gujrat, Muzaffargarh, DG Khan, Multan, Fazilpur, Shikarpur, Bubak and Karachi.
The institutes in these areas had skillful and experienced teachers but with less
or no tools to demonstrate the practical side. PARCO provided assistance by setting
up state-of-the-art computer labs and appointed well experienced instructors for
conducting various professional courses. Keeping in view a great number of female
students enrolled at the vocational trainings pertaining to sewing and embroidery
courses, PARCO provided electrical embroidery sewing machines, furniture and
computers to easily conduct quality trainings. These institutions were also
uplifted and repaired through much needed civil works to create a better learning
environment for students. The Company has also placed computer instructors at rural
areas to conduct quality computer trainings.
The basic objective in supporting these vocational training centers is to enhance
skills amongst the youth and especially women of Pakistan. The vocational trainings
pertaining to sewing and embroidery will help the rural women in achieving self-
sustenance through entrepreneurship. This act further reassures PARCO’s support to
the Ten Principles of UN Global Compact and Women Empowerment Principles.
Apart from these Vocational Training Institutes, PARCO supported various
organizations imparting technical trainings at their state-of-the-art facilities.
These institutes enroll the youth of Pakistan and provide various technical
trainings in the areas of automobile and motorbike repairs, welding, plumbing,
civil works and electrical trainings. These institutes include The Hunar
Foundation, Aman Tech and SOS Technical Training Institute. The graduates from
these institutes have either joined various well reputed organizations or started
their own automobile and electrical repairs workshops.

Sewing and Display Center for Women at Qasba Gujrat


As a way forward, under Phase II PARCO has successfully setup a Sewing and Display
Centre for Women at Qasba Gujrat, Mahmoodkot nearby PARCO Mid-Country Refinery. The
aim of this Centre is to provide advance sewing and embroidery skills to the
underprivileged women who have already done basic courses in sewing. Additionally,
the Centre will provide on-the –Job training of six months to the ladies which will
also include courses on personal development and building entrepreneurial skills.
These courses will educate them using technology to get better access to markets,
advertise their products to reach more customer base, keep updated on modern trends
and cater to current needs. This will help them in developing profitable business
models rewarding them financially and uplifting them economically.

* * HEALTH
* Support to Basic and Rural Health Centers
* Under the umbrella of Schools and Clinics Support Program, PARCO has supported
several Basic and Rural Health Centers based in small villages nearby PARCO cross-
country Pipeline and Stations and Terminals. The clinics are providing basic
healthcare to the local communities within their villages. As a result, community
members are no longer required to travel for long hours to the cities for basic
treatment.
* The support made has been in terms of much needed civil works, where complete
wards like Gynae and general wards have been setup. Also, much care has been taken
to improve the overall hygiene conditions of these institutions. Apart from this,
PARCO has provided equipment required to conduct essential medical services at
these centers.
* PARCO Community Welfare Clinic
* PARCO’s Mid-Country Refinery (MCR) at Qasba Gujrat is surrounded by many
underprivileged communities, who are deprived of the basic education and health
facilities. PARCO operates a Community Welfare Clinic, providing basic health
facilities to the domestic workers working at the Mid-Country Refinery, their
families and residents from nearby areas.
* Upgrading Medical Institutions
* In Pakistan, there are various hospitals that serve the underprivileged who
cannot afford medication, hospitalization etc. Hospitals that are selected are run
by NGOs with transparent operations, supervised by a proper Board of Directors and
regular internal and external audits. PARCO has helped several such hospitals
through philanthropic contributions in capacity building. The amount was utilized
in helping the needy patients who cannot afford medical treatment, buying necessary
equipment for the hospital and expansion of current facilities.
ENVIRONMENT
* Environmental stewardship is a prime motivation as we manage transportation of
crude oil from Keamari Port in Karachi to our refinery in Mahmoodkot, through 864
km pipeline which is approximately 740 ft above sea level. The pipeline ensures
that each drop of crude oil is transported to MCR without effecting the
environment.
* We have leak detection and emergency shutdown systems, corrosion protection, and
microwave towers for communication, SCADA (supervisory control and data
acquisition) system to avoid leakages, thefts and intermediate storage tanks at 5
different pumping stations.
* Impact on the environment from the refining process is controlled by treating and
managing emissions. Low NOx (Nitrous Oxide) burners and Sulfur removal from fuel
gases are examples.
* PARCO`s Effluent Treatment Plant has a capacity of 340 m3/hr. Waste water from
the refinery is collected and through skimming, neutralization, dissolved air
floatation, aeration, clarification, filtration and drying operations, the effluent
water is brought within NEQs limits before discharge into local drainage or reuse
for plants.
* All contractors’ equipment is checked for compliance to NEQS. All effluents are
checked and verified regularly before discharging by third party EPA (Environment
Protection Agency) approved Labs to comply with NEQS.
* PARCO proactively works to ensure that its products and fuels are environment
friendly. Gasoline and High Speed Diesel complies with the Euro II standard.
* PARCO was the first refinery in Pakistan to install a Diesel Hydro
Desulphurization (DHDS) plant, producing High Speed Diesel conforming EURO II
standards. This product is helping EURO II compliant automobiles to perform better
by being fuel efficient with low emissions.
* We perform third party (EPA certified) ground water monitoring of the surrounding
areas of PARCO Refinery and Corporate Headquarters twice a year, to ensure that the
community nearby is using safe underground water. There are 16 different parameters
that are tested: pH, Color, TDS, Taste and Odor, Total Hardness, Faecal Coliform,
Coliform Organisms, Arsenic, Chloride, Sulphate, Iron, Cyanide, Lead, Selenium,
etc.
* Ambient air monitoring at 1 and 2 Km distance around PARCO’s Mid-Country Refinery
(MCR) is also done twice a year by EPA certified third party monitoring NOx, SOx,
CO and particulate matter.
* As a member of World Wide Fund for Nature Pakistan (WWF-P), PARCO helps in
conservation of nature, with several initiatives other than those mentioned above,
to its credit.
* In designing and aligning its oil pipelines routes, environmental matters were
addressed and the requirements of Pakistan Environmental Protection Agency (EPA)
fully complied with. No property on the World Heritage List is impacted, e.g.
rerouting PARCO pipelines around Lake Manchar was undertaken at a heavy cost to
preserve the natural environment of this lake.

CSR IMPACT AND REPORTING


United Nations Global Compact
The United Nations Global Compact works with companies universally to align their
operations and strategies with ten universal principles in the areas of human
rights, labour, environment and anti-corruption. PARCO is a member of the UN Global
Compact and follows its reporting policy by filing the Communication on Progress
(COP) report. PARCO submitted its twelfth Communication on Progress report in the
year 2022.
The annual posting of a COP is an important demonstration of an organization’s
commitment to the UN Global Compact and its principles. Our COP report illustrates
PARCO’s commitment to UNGC’s Ten Principles, and the management systems, actions
and performance of PARCO.
United Nations Global Compact’s Ten Principles
Human Rights
1. Businesses should support and respect the protection of internationally
proclaimed human rights; and
2. Make sure that they are not complicit in human rights abuses.
Labor
3. Businesses should uphold the freedom of association and the effective
recognition of the right to collective bargaining;
4. The elimination of all forms of forced and compulsory labor;
5. The effective abolition of child labor; and
6. The elimination of discrimination in respect of employment and occupation
Environment
7. Businesses should support a precautionary approach to environmental challenges
8. Undertake initiatives to promote greater environmental responsibility; and
9. Encourage the development and diffusion of environmentally friendly
technologies.
Anti-Corruption
10. Businesses should work against corruption in all its forms, including extortion
and bribery.
SPORTS
PARCO has a decade long history of promoting sports. Sports’ events like Cricket,
Volley Ball, Swimming, Water Polo, Badminton, Table-Tennis and other tournaments;
Sports Gala, etc are organized in order to keep employees physically fit and
active. At the Mid-Country Refinery, PARCO provides international level facilities
for Sports like Cricket (Flood Lit Stadium), Hockey, Football, Volleyball,
Swimming, Tennis, etc. An elaborate gym and indoor sports are also provided in a
Club Complex e.g. Bowling Alley, Badminton, Table Tennis, Snooker, Squash, and
other games.
Cricket
PARCO organizes regular inter-station cricket tournaments which are held at the
Mid-Country Refinery, Stations and Terminals. Employees posted at Corporate
Headquarters, different stations including the Mid-Country Refinery participate
with full enthusiasm and are also involved in managing these tournaments.
In addition to the in-house tournaments, PARCO takes pride in bringing the
petroleum fraternity together for a healthy sport activity, and organizes the PARCO
Cricket Tournament each year since February 2010, where local and multinational
petroleum companies actively participate, including PARCO. The tournament is a huge
success and is appreciated by whole industry.
PARCO Cricket Teams are very active and have participated in various tournaments
throughout the year scoring great numbers.

PARCO RESPONSE TO NATURAL CALAMITIES


* PARCO has always responded passionately to the nation’s distress calls during
natural calamities, such as the earthquake or floods.
* The 2010 floods caused catastrophic damage to infrastructure across large areas
of Pakistan. PARCO made a contribution of Rs 40 million to Prime Minister’s Flood
Relief Fund which included employees’ one day salary. The Company also opened a
PARCONIANS FLOOD RELIEF account in which the Company contributed Rs 10 million.
Besides this, the employees and their relatives also generously contributed more
than Rs 3 million. In a major relief program, approximately 35,000 flood affectees
were provided cooked food, more than 2,600 dry food packets were distributed, 9,300
flood affectees were treated at Medical Camps and 400 families were provided tented
accommodation. During winter, the Company distributed 950 quilts at Bubak,
Shikarpur and Fazilpur. Approximately 15 flood affected Schools & Clinics were
rehabilitated. PARCO launched an expanded Rs 60 million rehabilitation program to
rebuild homes destroyed by floods near its Stations, Terminals and Mid-Country
Refinery (MCR), where 97 homes were completed and handed over to the respective
owners.
* During 2011, Pakistan was again faced with yet another natural disaster. The
torrential rains hit the interior Sindh very badly, and devastated crops,
livestock, peoples’ and Government property, displacing people off their houses
etc. The Company once again extended its helping hand and provided relief to the
flood victims at Badin, Nawabshah and Bubak. Altogether, during the 2010 and 2011
floods, PARCO has spent more than Rs 31 million in terms of medical camps,
distribution of dry ration, cooked food, quilts and tented accommodation,
reconstruction of houses, schools and clinics in the flood affected areas of Punjab
and Sindh.
* During 2012 monsoon rains, the Country again faced massive floods at Shikarpur,
Rajanpur and Kandhkot. PARCO again stood by the nation and provided dry food ration
packets to 800 families. PARCO has spent approximately Rs 4.8 million in various
flood relief and rehabilitation work.
* During the 2010, 2011, 2012, 2013 and 2014 floods, PARCO has spent more than Rs
36 million for medical camps, distribution of dry ration, cooked food, quilts and
tented accommodation and reconstruction of houses, schools and clinics in the flood
affected areas of Punjab and Sindh. PARCO has made a contribution of Rs 50 million
to Prime Minister’s Flood Relief Fund in 2014.

COMMUNITY DEVELOPMENT
Road Safety
* PARCO ensures that all its employees and staff of Service Providers practice Road
Safety regulations and precautions as responsible citizens. Our HSE department
conducts monthly Road Safety trainings.
* PARCO joined hands with National Highways and Motorway Police (NH&MP) to run
campaigns on Road Safety where a booklet by the name of “Safar Asaan” in Urdu
language, was distributed on national highways to motorists. In this Road Safety
project, PARCO assisted NH&MP by printing 30,000 safety booklets. The booklets were
distributed in areas that are proximal to PARCO installations and stations, so that
our adjoining communities are aware of PARCO’s initiative in safe driving.

Support for the Special Children


PARCO has been supporting various institutions for mentally challenged and deaf
children. These institutes are managed by professional NGOs and rely mostly on
philanthropic contributions. They help these children in developing skills to
manage their lives in less challenging manner. PARCO’s contribution has helped
these institutes sustain their operations. The initiative is continuously helping
these children grow as a caring citizen.
Distribution of School Bags and Story Books
Since the past several years, PARCO has been distributed school bags amongst the
primary and secondary level students of various government schools in the locality
of Corporate Headquarters and Mid-Country Refinery (MCR). These school bags
contains notebooks and stationery to further facilitate the learning process as
only a few children could afford proper notebooks and bags. Such steps have
increased the morale of the children and positively affect the emotional well-being
of these students. The children are extremely excited to receive these school bags
from PARCO. This initiative has encouraged children to increase their attendance at
the schools thus directly eliminating child labor.
In order to help children learn basic concepts faster, the Company procured and
distributed story books at government schools in Karachi and near Mid-Country
Refinery in partnership with a renowned publisher. The books are written in a story
form to educate children in developing imaginations pertaining to basic curriculum.
The books are helpful in teaching children personal hygiene and keeping surrounding
environment cleaner.

Corporate Philanthropy
While CSR is a corporate responsibility, in keeping with the values of the company
and our traditions, PARCO also makes philanthropic contributions to institutions
that are making significant efforts to help the underprivileged. The contributions
are well received and helping various institutions in sustaining their operations.
OTHER CSR INITIATIVES
PROMOTING PAKISTANI ART AND CULTURE
Nations rich in history have a lot to offer to the world. PARCO believes in
promoting and keeping alive Pakistan’s core values and strong cultural heritage. In
this context, PARCO has published and sponsored several books on various subjects,
supporting local art and culture.
