1. INTRODUCTION
1.1 Definition
To suit development of process and utility installations in the Oil and Chemical industry, schematical
representations of the installation are produced in varying levels of detail.
The first document created to develop the Process is the PFS or Process Flow Scheme, in which
normally only the Main Process lines, Equipment, Process Quantities and Conditions are shown,
excluding servicing streams or Utilities as Steam, Water, Flushing Oil Drainage etc.
The most detailed scheme to be developed consecutively is the EFD or EFS, (Engineering Flow
Diagram or Engineering Flow Scheme) representing all engineering information relevant to detail the
installation, only dimensions functional for the process are specified, Levels for static head etc.
The subject of this procedure is limited to the EFD and does not cover PFS.
The term EFD is the general term for Engineering Flow Diagrams and will be used in general
throughout this procedure.
To distinguish between the Process and Utility installations, separate schemes are developed, that are
also referred to as PEFS (Process Engineering Flow Schemes) and UEFS (Utility Engineering Flow
Schemes). However, use of these abbreviations is not mandatory, since the distinction can not always
be made. (See Para.: 2.5, Interconnecting EFDs)
EFD’s and Piping Data Sheets are to be considered as complementary documents and modifications
on either document shall be reflected in the other.
EFDs serve; both THAIOIL and the CONTRACTOR as a source of engineering information. These
diagrams are used as the basis for engineering, design drafting, estimating, construction and operation
of the equipment, piping and instrumentation for the Project. They should be complete, technically
correct, easy to read, consistent and as aesthetic as possible.
The total set of all types of EFD’s as described in para.: 2 shall cover the complete Refinery
Installations. However each item of equipment or piping/instrument element shall only be shown once.
1.2 Scope
This standard outlines the requirements for the preparation of EFD and piping data sheets and shall be
followed by the CONTRACTOR. Deviations from this standard may be made only with the written
agreement of the THAIOIL.

2. TYPES OF EFD's
In Development of new Units or revision of existing units, the distinctive types of EFD’s are to be
produced or updated as far as process conditions are affected by the scope of work:
Distribution Headers are not shown on the Process Unit EFD’S. A line to or from a header shall be
terminated with a number enclosed in a square. A table , which appears on each EFD above the title
block, shows the number assigned to each header. When a header serves only two or three users
within a unit and can be shown with the correct sequence of branches, it shall be completely shown on
the Process Unit EFD’S.
Tankage, blending, pump house and other similar areas containing equipment shall generally be
presented on a schematic basis with the tanks shown in elevation.
Distribution Headers are not shown on the Utility Unit EFD’S. A line to or from a header shall be
terminated with a number enclosed in a square. A table, which appears on each EFD above the title
block, shows the number assigned to each header. When a header serves only two or three users
within a unit and can be shown with the correct sequence of branches, it should be completely shown
on the Process Unit EFDs.
They shall show all take-offs which are referenced on the Process Unit EFDs and shall show any
specific requirements such as 'top-entry”, “slope”, “gravity flow”, etc. and
shall show the correct sequence of take-offs from the headers in accordance with the physical
arrangement of the equipment.
Each header system shall occupy a separate space on the Distribution EFDs, with similar systems
grouped on the same sheet (e.g. all steam headers shall be on the same sheet) and
the headers, sub-headers and branches are to be shown geographically but not to scale.
A listing of the services displayed should be placed in the Title Block of each Distribution EFD
together with their nomenclature reference numbers.
The Distribution EFDs shall not duplicate any valving or instrumentation already shown on other
EFDs.
The distribution EFDs for each system shall contain the following information:
Care shall be exercised to assure a complete cross-reference of lines which appear both on the
Distribution and Process Unit EFDs (See Appendix B).
Non geographic hook-ups such as let-down stations, KO drums etc. should not be included in the
geographic section and should be identified thus:
Individual battery limit areas shall be shown along with complete definition of all lines as established by
the engineer responsible for those respective areas.
The requisition for the purchase of a package unit shall require the vendor to provide EFDs for the
entire package unit in accordance with this Thai Oil Standard Specification.
The main Project EFDs shall indicate the package unit by enclosing the appropriate part of the EFDs
concerned to show the exact scope of supply. The space enclosed will state the equipment tag
numbers and the titles of all equipment included with the vendor's name and EFD drawing number(s).
All equipment outside the enclosure shall be supplied by other vendors except where the letter (v) is
shown in brackets. Such items will be supplied with the package by the vendor.
Vendor originated EFDs will be issued and distributed exactly as CONTRACTOR originated EFDs.
3. GENERAL REQUIREMENTS
3.1 Revisions
Shall be follow TOSS 10-001.
All copies for Comments Review etc. By THAIOIL shall be made available on A3 format, see also
para.: 3.4
3.3 Notes
If any special attention in piping layout and design is required, special notes shall be made on the EFD.
An illustration of some common terms to be used is provided in Appendix C. The EFD shall show only
the keywords which are underlined in each illustration.
Other notes to clarify the EFD shall be added as required. For example, if a valve is required to be
located against a vessel nozzle, it shall be so stated on the EFD. The Process Engineer shall pay
particular attention to the sequence of take-offs of several lines from headers when the sequence is
important from a process standpoint. Appropriate notes shall be added to clarify these conditions.
Notes which are commonly required include such items as "top entry" or "symmetrical piping".
General Notes, reference drawings, typical details appearing on EFD shall be shown designed by a
reference letter if applicable to all EFDs within a unit and designated by a number if applicable to that
EFD only.
The reference drawings for Distribution connections (Refer to TOSD-08-001) shall be show on
Notes.(See example in Appendix B)
In general, all piping, instrument and equipment lines shall be spaced a minimum of 7 mm apart.
The type of lines to be used on EFDs shall be accordance with the requirements of OWNER
Flow arrows shall be clear and distinct and be sufficient to readily indicate direction of flow. Arrows
need not be shown on each occasion where lines change direction and at junctions.
Flow arrows shall be shown on each line terminate at the distribution box and battery remit line.( see
Appendix A-Page 1 of 3)
4. NUMBERING SYSTEMS
Where EFD numbers are required additional in existing units the CONTRACTOR shall obtain an
allocation from the THAIOIL.
The Equipment TAG Designation shall be in accordance with the Thai Oil standard specification refer
to TOSS-10-007
Equipment with dedicated installed spares shall be designated A & B e.g. P-2901A & P-2901B.
For multiple items, e.g. exchangers, designation of letters for individual shells shall follow parallel
arrangements, i.e. A,B,C,D for one train of 4 series shells and E,F,G,H for the 4 shells in the other
parallel train.
Where equipment items such as air coolers, package units etc. have more than one motor, the EFD
shall indicate the quantity. The number of variable pitch fans/actuators and details of shared fans shall
also be shown.
Only the item number for equipment shall be shown on the body of the EFD. The Service shall be
shown in the equipment table only.
Electrical equipment shall not normally be numbered. There will, however, be exceptions e.g. Electric
Heaters.
Process unit feed pumps located on offsite areas shall be numbered in accordance with the process
unit, they serve, or in case of combined duty, that is their main client.
Equipment sequential number for new units shall commence 01. Equipment numbers for
new/renumbered equipment in the existing TOC units shall be allocated by THAIOIL. The equipment
numbers allocated in Process design packages shall be retained.
A line number, once deleted, shall not be re-used. The piping data sheets shall continue to carry
the serial number only (no size or specification) marked "Withdrawn".
Lines added after the first release of the piping data sheets shall be listed at the end of the series,
regardless of flow sequence.
Existing lines unaffected by a change and lines only affected to a minimal extent such as by the
deletion of a block valve, or the deletion of a control set, shall retain their existing line number with the
following exception:
Existing four digit line numbers in Units 100 to 900 inclusive (e.g. line P5013 in Unit 500) shall be read,
and where necessary written, with the addition of a zero, vis P05013.
Existing lines which are to undergo significant modifications such as by the addition of a new section of
line or by the addition of a new control set, shall, as for new lines, be renumbered.
It shall be clearly indicated on the EFD where sections of existing lines are being replaced. The
specification break between old and new piping and the insulation specification classes shall be shown.
Where the existing line is being renumbered, the previous line number together with its line size and
piping and insulation classes shall be shown underneath the specification break and marked
"formerly.........". In the case where an existing line is being retained but is undergoing a change to its
insulation class or is being traced etc., the work required to implement this change shall be clearly
indicated by means of a note against each affected line. It is not however necessary to renumber an
existing line because of changes to insulation/tracing requirements.
Appendix A shows a graphic representation of the basic concepts of coordination of line numbering
between EFD of the same unit and between different units.
Insulation
Insulation and tracing requirements will be indicated on the flowsheet by adding letters at the end of the
line number. In the piping data sheets the identical letters will be used together with details of the
thickness.
Unless noted otherwise the designation indicates the insulation/tracing requirements for the complete
line from origin to terminal point including in-line piping items. If only a portion of the line is to be
insulated or traced then an arrow equivalent of a "Spec. break" shall be shown; however this shall not
require a change of line number.
In the existing process unit areas where an existing instrument loop is to be modified (e.g. change of
control valve, new panel instrument, a loop in new duty), the existing EFDs shall be updated and
marked with revision clouds.
5. STANDARD PRESENTATION
The first line shall state the type of EFD, e.g.: “Process Engineering Flow Schemes” for Process EFDs
The second line shall identify the unit number and specific subject covered in accordance with the
following examples:
The third line shall contain a further breakdown of the specific subject, when necessary. On a
Hydrocracker for example, this third line might be "Reactor Charge Heater".
A summary of all utility boxes shall be provided above the title box of all utility boxes used on each EFD
The relevant EFD number for the distribution spider shall be provided beside the equipment box.
Each EFD shall include a list of all equipment that appears on that EFD above Utility Nomenclature
Summary described above.
Equipment data shall be given in tabular form at the base of the EFD (for further information see
section 5.4).
Right-hand column above title block shall be used only for notes, Utility Boxes and Equipment
Summary as described above.
The Equipment with designated identical items used for the same purpose (either working in parallel or
in series or equipment with single spare) e.g. P-2901A & P-2901B, Equipment indicated as “A” shall
be placed in the left side and “B” concatenation to right side of EFD, The main line number to suction
shall be directly to "A" first and branch another one number to “B”.(See Figure 1)
Only the trays adjacent to nozzles or instrumentation shall be numbered on the EFD.
The minimum elevation shall be shown at the lower tangent line of all vertical vessels, at the bottom of
all horizontal vessels and for other equipment items where the elevation is critical to the process.
Where several items are interrelated, with respect to elevation, the minimum elevation will be noted for
only one of the items and dimensions used to show the relationship with the other items. Buried
vessels and pits shall have grade elevation and following symbol shown: 7777777 .
Equipment shall be spaced so that detail development will not result in over-crowding, remembering
that EFDs shall be clearly readable in the reduced size. This shall be considered when using vendors
flow diagrams.
If the nozzle, at an item of equipment (vessel, pump, exchanger, etc.) shall indicated flanges by use of
two straight lin except instrument connection.
If the equipment nozzle is not of the same size as the line size or does not follow the Piping Material
Class then the EFD shall be noted per the following:
Indicate flanges by use of two straight lines and note the different size and/or flange rating.
If the nozzle is not flanged, indicate the different size and/or the deviation from the Piping Material
Class.
Manways on equipment shall not normally be shown on the EFD. Hand-holes and skirts or other
equipment supports shall be omitted.
The Equipment Trim shall indicated under Equipment tag number on the EFD.
Equipment of a special nature not listed below but which is numbered, shall also be named and
described in a data box. The information contained in the data box shall be amended to suit the special
item.
The information in the data boxes shall be similar to the following typical examples.

Specification for Preparation of EFDs
For TOC 1, 2, 3 and 4 isolation valves exist at the unit limits as necessary but there are not always
battery limit valves at the perimeter of the plot.
Note also that although Units 900 and 1400 were built as part of TOC 2, they are regarded as within
the TOC 1 Process Plot.
For TOC 1 and 2, the piping changes line number on entering or leaving the process area to/from
offsites. This change sometimes physically occurs beyond the perimeter roads enclosing the process
area, i.e. not at the battery limit.
For lines which run between TOC 1 and 2 process areas or which cross their battery limits to run
elsewhere, the TOC 1 and/or TOC 2 battery limit, shall be identified within the respective process unit
EFD. The point of line number change shall also be indicated on the process unit EFD.
As a consequence, the process unit EFD shall show a nominal length of line between the battery limit
and the edge of the EFD.
This representation will also conveniently permit the matching from rundown/inter unit lines of existing
process units, directly to lines from future interconnecting racks of new process units.
The existing and new Utility Areas shall be regarded as having their own geographical battery limit
coincident with the center lines of perimeter roads, applicable to utility systems only. Process lines
running on racks through this area shall be regarded as being offsites, with respect to the Process
Areas.
To/from Process Units Battery Limits with a specific statement of continuation. Matching to/from
New Process Units shall refer to the Interconnecting EFDs.
Note that Utility Distributions outside the Battery Limits for each system, defined above, generally carry
Unit Nos. corresponding to the Utility or Ancillary system rather than the Offsite Unit. (See Appendix
A)
Control valve identification numbers will not normally be shown on EFDs Exceptions are:
Where interlocks (excluding physical valve interlocks), shutdowns or other relay or complex pneumatic,
electric or hydraulic circuitry are involved refer to DEP 32.10.03.10-GEN for correct presentation. The
correct interpretation of interlocks, shutdowns etc. will not be shown on the EFD but will be determined
from the relevant Functional Logic Diagram. The relevant Functional Logic Diagram shall be
referenced on the EFD in the General Logic Box. Interlocks and remote control units (off/auto start
switches) will not normally be shown on the EFD but will appear on the One Line Diagram and/or Motor
Control and Indication Schedule e.g. Voltage/Overload trips on motors.
The reducer symbol shall always be shown on the EFD except at a tee junction of two lines of different
sizes. The symbol implies only a change of line size for clarity and will not necessarily result in the use
of a reducing fitting.
Since the pressure drop through a reducer does not normally constitute a substantial loss in the piping
system, the selection of the reducer shall be dictated by the economics of the piping design. When the
pressure drop is a factor the Process Engineer shall indicate on the EFD the acceptable method of
reduction.
Where the process requires 'top flat' or 'bottom flat' reducers. These shall be shown accordingly.
5.8.1 Nomenclature
With the exception of sewer connections for which there is not normally a distribution EFD, all other
utility box numbers are intended to show a continuation on to a Distribution EFD. Therefore,
connections which go to atmosphere should not be given continuation boxes since they do not
continue on to distribution EFDs. Atmospheric vents shall be shown as "ATM".
The requirement of Single or double valve isolation shall be in accordance with DEP 31.38.01.11-
Gen
5.8.6 Flanges
Flanges with specific operational functions shall always be shown on EFDs. For example:
Where lines change from above ground to underground they shall be indicated thus:
Where two or more pumps are installed in parallel the pump suction isolation valves, the pipework to
the pump suction flanges and the pump casing shall be suitable for the design conditions of the
discharge piping.
Lines which are renumbered shall be listed on the new piping data sheets (with cross reference to the
former number). Entries on existing line indices for these lines shall be crossed out.
As-Built Updating after Commissioning and Hand-Over of the Work, shall be done on the existing
original Piping Data Sheets at Thai Oils Archive.
For those lines numbered under the TOC 1 numbering system, only an index of redundant lines and
renumbered lines (cross referenced to new line numbers) shall be issued. This index will not be on a
unit by unit basis, but will cover the entire system.
0B Category 'D' fluids are defined by ANSI B31.3 as being a fluid which is non-flammable and non toxic.
Category 'M' fluids are defined by ANSI B31.3. Reference should be made to the Project Specification
for details regarding the extent of category “M” systems.
0B Severe cyclic conditions are defined by ANSI B31.3 as those in which the equivalent number of cycles
exceeds 7000 and the value of allowance stress computed in accordance with the code exceeds 1.25
x Basic allowable stress; or other conditions which the designer determines will produce an equivalent
effect.
When piping is covered by a Piping Material Class requiring Post Weld Heat Treatment, the
abbreviation PWHT shall be noted in the "Remarks" column of the piping data sheet opposite all
affected lines.
Where a line number covers a line of more than one size all of the sizes shall be shown in the piping
data sheets.
7. REVAMP EFDs
7.1 General
Revamp, modification of, or addition to existing plants shall be represented in either two ways:
1. By Revising existing EFDs. The Revision Box shall clearly identify the Project Number and Title.
(Renumbered into the project numbering system during engineering phase, unless other projects
are affecting the document simultaneously, Thai Oil Drawing office shall be consulted prior to
starting the work).
2. By Complete new EFDs showing the new equipment and lines, completely replacing the existing
equipment retaining the overall integrity of the scheme. For this option prior written approval of
Thai Oil is required and the final as-built needs to include all projects affecting the new Engineering
Flow Schemes, for which the relevant information will be made available by Thai Oil
7.2 Tie-ins
Tie-ins or stubs into existing pipelines and equipment will be identified in accordance with TOSD-08-
001
Where a tie-in requires more than one pipe cut/break each break shall be identified with a suffix letter.
Where extensive removal and revamp is required, EFDs for removal of piping/equipment and EFDs for
new piping/equipment for the same section of plant shall be issued separately.
