1.1 Introduction
1.1.1 This specification applies to general purpose steam turbines used in oil/gas production and refinery service
and is based on, and must be read with, API Standard 612 "Special Purpose Steam Turbines for Refinery
Service". Special purpose steam turbines are used to drive equipment which is not usually spared, has high
power or speed requirements or is in critical service.
1.1.2. General purpose steam turbines are covered by GES K.10. General purpose steam turbines are used to
drive equipment that is spared, has low power or speed requirements or is in non-critical service.
1.1.3 This specification gives the minimum requirements for the design, fabrication, inspection, testing,
documentation and preparation for shipment for special purpose steam turbines. Also included are the
related lubricating systems, controls, instrumentations and other auxiliary equipment.
1.1.4 The Vendor/Contractor shall comply fully with the provisions laid down in this specification. Any
exception must be authorised in writing by the Owner.
1.1.5 In the event of any conflict between this specification and the Data Sheets, or with any of the applicable
codes and standards, the Vendor/Contractor shall inform the Owner in writing and receive written
clarification from the Owner before proceeding with the work. As a general principle, the most stringent
specification shall apply.
1.1.6 This General Engineering Specification will form part of the Purchase Order/Contract.
1.1.7 For turbines driving compressors, pumps or fans, the "driven equipment manufacturer" shall be responsible
for coordinating the turbine with his unit and the turbine Vendor/Contractor shall offer all assistance
necessary to the "driven equipment manufacturer".
For electric power generator drive, the turbine Vendor/Contractor shall act as the prime Vendor/Contractor
and shall be responsible for coordination with the generator manufacturer.
Unless otherwise specified in the individual Data Sheets, the driven equipment, gear (if required), turbine
and auxiliary equipment shall be mounted, pre-aligned and shipped on a common baseplate of fabricated
structural steel construction.
Where indicated in this specification, the following additional NOC specifications shall apply and any
exceptions shall be approved in advance by the Owner.
GES A.04 Noise Level Criteria and Noise Control of Mechanical Equipment
GES M.05 Lubrication, Shaft Sealing and Control Oil Systems for Rotating Equipment (API 614)
The Vendor/Contractor shall ensure all Sub-Contractors comply with the relevant portions of the above
specifications.
The technical data supplied by the Owner for the equipment is provided on the API Standard 612 Data
Sheets which are included at the end of this specification. The Vendor/Contractor shall complete the Data
Sheets with the remaining information and return them with his proposal.
Prior to shipment, the Vendor/Contractor shall submit a complete set of "As-Built" Data Sheets.
2.0 DEFINITIONS
2.1 Technical
The technical terms used in this specification are as defined in Paragraph 1.4 of API 612.
2.2 Contractual
Owner
The oil or gas company, an associate or subsidiary, who is the end user of the equipment and facilities.
Vendor
Sub-Contractor
A company awarded a contract by a contractor to do part of the work awarded to the Contractor.
Inspection Authority
The organisation representing the Owner or Contractor that verifies that the equipment and facilities have
been designed, constructed, inspected and tested in accordance with the requirements of this specification
and the Purchase Order/Contract.
Inspector
A qualified individual representing the Owner, Vendor/Contractor or assigned Inspection Authority, who
verifies that the equipment has been designed, constructed, inspected and tested in accordance with the
requirements of this specification and the Purchase Order/Contract.
3.0 DESIGN
3.1.1 The design shall comply with this specification and the following Codes and Standards:
API 612 Special Purpose Steam Turbines for General Refinery Services.
3.1.2 Unless specified otherwise in the Purchase Order/Contract, the current editions of the Codes and Standards
at the time of the order should be used.
The following paragraph numbers refer to API 612, Third Edition, November 1987, which shall be
considered as forming a part of this General Engineering Specification.
In API 612, paragraphs are marked with a bullet (•) if the Owner has to make a decision or provide
information. Where possible, these decisions have been made or alternatively guidelines provided. Such
paragraphs are marked "*" in this specification.
All requirements specified in this specification are additions to those of API 612 unless otherwise stated.
Paragraph numbers in this specification which do not appear in API 612 are new paragraphs.

2.1.1 Add:

"The Data Sheets will specify speed and torque values (lowest speed for which
maximum torque is required)."
2.1.4i Add:
"All power transmission elements, including couplings, shall have power ratings
at least equal to the actual driver power rating at maximum steam conditions,
and shall be capable of transmitting the maximum torque developed by the
driver or that portion of the maximum driver torque transmitted through them.
2.1.3j Add:
"All Turbines shall be rated for continuous operation at 110% of the driven
equipment maximum shaft power at the relevant speed."
2.1.6 Add:
2.1.11 * The sound pressure level for the turbine and driven machine, measured at a distance of
3.3 ft (1 m) from the surface of the equipment package shall comply with the
requirements of GES A.04. The turbine Vendor/Contractor shall provide the
guaranteed maximum sound spectrum data of the turbine to enable the driven
equipment manufacturer to determine the overall package noise level.
2.1.12* The Owner shall define the area electrical classification on the Data Sheets.
2.1.13* The Owner shall advise installation environmental conditions in GES A.06

and/or on the Data Sheets.
2.2.7 Add:
"All turbine casing, trip and throttle valves, steam chests and staging drains (if
required) shall be separately flanged, piped and valved."
2.4.1 * Inlet and outlet connections shall be flanged and orientated as detailed in the
Data Sheets.
2.4.6.4 * The mating parts or transition pieces to standard ANSI Pipe Flanges shall be furnished by
the Vendor/Contractor.
"Piping bolting shall be to ANSI B31.3 with due allowance for operating
temperature. Nuts shall be grade 2 or 2H ASTM A194."
"A spare rotor shall be furnished for, and delivered with, each special purpose
turbine. If more than one steam turbine has an identical rotor the
Vendor/Contractor shall recommend, for the approval of the Owner, the number
of spare rotors required."
2.6.2.2 Surface finish in the probe area shall be 16 micro-inches (0.4 µm) max.
2.7.5 * Gland steam leakage rates shall be quoted by the Vendor/Contractor together
with gland seal system steam consumption for all turbines. Sealing steam shall
be automatically controlled.
2.8.1.7 Add:
"For all driven equipment except electric generators, the "driven equipment
manufacturer" shall have total package responsibility. The turbine
Vendor/Contractor shall supply all necessary information for lateral and
torsional analyses to the "driven equipment manufacturer". For steam turbine
driven generator sets, the turbine Vendor/Contractor shall have total package
responsibility and shall obtain all required data from the generator
manufacturer."
"Excitation of any turbine blade resonant vibration response modes in any blade
row, by multiples of running speed, nozzle passing frequency and twice nozzle
passing frequency, shall be verified as outside the specified operating speed
range. If this is not feasible, it shall be verified by the Vendor/Contractor that
stress levels, developed for any specified mode of driven equipment operation,
shall be low enough to ensure indefinite life if resonant vibration response is
within the operating range.
2.8.2.2 Add:

"Reference paragraph (b) The separation margin of the turbine 1st critical shall
be 15% from any operating point (speed) when coupled to the driven
equipment."
2.8.4.5 * The party responsible for the whole package including dynamic vibration analysis
depends on the type of driven equipment. See paragraphs 1.1.7 and the
additions/exceptions to API 2.8.17 of this specification.
2.8.5.2 * The weight of all half keys used during the final balancing of the assembled element shall
be recorded on the residual unbalance work sheet.
2.8.5.5 The job vibration, axial displacement, and key phasor probes shall be used for
the equipment mechanical run test. The Vendor/Contractor shall prove the
compatibility between the probes and test stand monitoring equipment.
2.9.3.4 Add:
2.9.3.5* When accelerometers are required, the Owner will indicate these on the Data Sheets.
2.9.3.7* All thrust and radial bearings shall be provided with temperature sensors.
"All bearing housings shall have a suitable breather or shall be vented through
the oil system in which case a NPS 1 plugged vent connection shall be
provided."
2.9.4 Add:
2.10.2* Pressurised oil systems shall be provided and shall comply with GES M.05. Oil
pump electrical motors shall comply with GES L.11.

2.10.5 A common oil system is preferred to lubricate both steam turbine and driven
equipment. For common systems the driven equipment manufacturer (other than
for a generator), shall coordinate with the Vendor/Contractor and recommend to
the Owner the common oil characteristics for approval of the Owner. The oil
selection shall reflect the high ambient temperature.
General - Electrical equipment and wiring shall comply with GES L.28."
3.1 Couplings and Guards
3.1.2 * Add:
"Main drive couplings shall be non lubricated diaphragm type or flexible disc
retained spacer type with stainless steel flexing elements and bolts.
3.1.6 All couplings operating at speeds over 5000 rpm shall have a residual balance
check. The driver half coupling shall be fitted to the driver by the turbine
Vendor/Contractor. Likewise, driven equipment vendor shall fit the coupling
halves to their own equipment.
3.2.1.1* A combined baseplate shall be provided for the steam turbine and driven equipment by
the driven equipment manufacturer or the Vendor/Contractor. The baseplate
shall comply with GES S.06.
3.2.1.2.7* Epoxy grout will be used. The Owner will specify the primer.
3.2.2.3* The baseplate shall not be suitable for column mounting unless specified on the Data
Sheets (for condensing turbines).
3.4.1.1 Instruments shall comply with GES J.14 and GES M.06.
A control panel mounted on the baseplate shall be provided complying with the
Owner's specification.

3.4.2.1* The governor actuation, NEMA class, and duty will be specified on the Data Sheets.
3.4.3.1 Add:
"The Vendor/Contractor shall furnish a solenoid valve in the control oil circuit
which shall be capable of receiving signals from other protective devices in the
turbine, driven equipment or process system. The trip valve shall be provided
with a stainless steel mesh inlet strainer and limit switches for position
indication."
3.4.3.9* The provision of an exhaust vacuum breaker shall be discussed with the
Vendor/Contractor.
3.4.4.1* The Vendor/Contractor and the driven equipment manufacturer shall liaise in accordance
with paragraph 1.1.7 and shall provide a panel complying with the Owner's
specification and GES J.13. The panel shall be located on the baseplate.
Add:
"The speed indicator on the local panel shall be mounted so that it may be
observed by the operator when standing at the throttle valve".
3.4.7.1* Electric power supplies will be specified by the Owner on the Data Sheets.
3.4.8.2* Vibration and axial position probes, proximeters and monitors shall be supplied and
calibrated in accordance with API 670. Equipment shall comply with GES
M.06.
3.4.8.4* A bearing temperature monitor shall be supplied and calibrated in accordance with API
670. Equipment shall comply with GES M.06.
3.5.1 The Vendor/Contractor shall supply a complete gland vacuum system package
including all valves piping and instrumentation. Full details shall be given in the
proposal.
3.5.2* A steam ejector system shall be provided for condensing turbines: A vacuum
pump with standby system shall be provided when no water is available on the
Data Sheets. Condensers shall meet the requirements of GES E.01.
3.7.1* Insulation and Jacketing is required and shall comply with GES N.01. Metal
insulation jacket and insulation shall be easily removable.
4.0 MATERIALS
The Vendor/Contractor shall provide materials in accordance with paragraph 2.11 of API 612 as amended
below:
2.11.1.2 Materials not conforming to ASTM Standards are subject to approval by the Owner.
2.11.1.6* Corrosive agents in the steam and the environment will be specified by the
Owner on the Data Sheets.
2.11.1.9* Wet hydrogen sulphide will not be present unless detailed in 2.11.1.6 above.
2.11.1.10* The Vendor/Contractor shall advise all steam path components which have
hardness greater than Rockwell C-22. No copper bearing alloys shall be used
for exposed components in the steam path nor in the oil system.
"Hard faced (i.e stellited or equivalent) 13 Cr steel shall be used for valve
seating surfaces and valve stems."
2.11.2.2* Add:
"Improperly fused chaplets in iron castings may not be replaced with plugs."
"No repairs to any components shall be made without the approval of the
application and repair procedure by the Owner."
5.0 INSPECTION
5.1 Procedures
5.1.1 The inspection requirements are covered by the document "General Conditions of Purchase" which forms
part of the Purchase Order/Contract. Additional requirements are given below.
5.1.2 All items of plant and equipment referenced within this specification shall be subject to inspection by the
Owner or the Inspection Authority.
5.1.3 Inspection shall be in accordance with API 612 and this specification. All inspection activities to be
performed, including any special requirements, shall be agreed with the Owner and shall be incorporated
within the agreed Quality Control Plan provided by the Vendor/Contractor. The quality control plan shall
be coordinated with and shall include the quality plan of major Sub-Contractors. The Vendor/Contractor
shall submit procedures for all applicable NDT techniques for approval by the Owner before production
commences.
5.1.4 All operators of NDT equipment shall have thorough knowledge of the operation of the equipment to be
used and shall hold an appropriate certificate of competence, which is to be agreed by the Owner. All NDT

procedures and qualifications shall be subject to approval by the Owner.
5.1.5 The Vendor/Contractor is to furnish the Owner's Inspector with all reasonable facilities, to satisfy himself
that the equipment, including Sub-Contractors' material, is fabricated and tested in accordance with the
relevant code and this specification.
5.1.6 Any approvals given by the Owner's Inspector and/or the Inspection Authority do not relieve the
Vendor/Contractor of any responsibility regarding guarantees, workmanship or compliance with the code
and this specification.
5.2 Scope
The inspection scope shall comply with API 612, Section 4.2 as amended below:
4.2.1.3* The Vendor/Contractor shall propose in his quality plan, the parts to be examined and the type of
examination for the approval of the Owner. Where surface inspection is to be performed,
the surfaces of parts are not to be painted until inspection is completed.
4.2.2.4 Add:
4.2.2.5 A heat stability check is required when steam inlet conditions exceed 1000°F (538°C).
4.2.3.5* The Owner shall have access to the Vendor/Contractors quality control program for review.
5.3 Nameplates
6.0 TESTING
The Vendor/Contractor shall submit his test procedures in writing to the Owner for approval prior to the
start of the testing programme. The pressure tests shall be carried out in the presence of an Inspector from
the Inspection Authority.
Testing shall be carried out in compliance with API 612, section 4.3 as amended below:
4.3.3.1.2 A mechanical run test is required and shall be performed at the same oil viscosity to that
expected in operation in the field. The Vendor/Contractor shall advise the
expected oil temperature rise and demonstrate the equipment will operate within
design limits. Vendor/Contractor shall advise their ability to introduce load onto
the turbine during the mechanical run.
4.3.4.1 A performance test to PTC 6 is required on all special purpose turbines. Load
stability shall also be demonstrated to be within NEMA limits.
4.3.4.2* A complete unit test is required. The gear (if supplied) and driven equipment shall be
tested as part of the turbine mechanical running test. The mechanical running
test shall be conducted throughout the required operating speed range. Checks
shall be made for vibration, bearing temperature, torsional criticals and overall
mechanical operability.
4.3.4.4* Auxiliary equipment shall be tested in the Sub-Contractor's shops and details of the
equipment tests will be as in the relevant equipment specifications or as jointly
agreed prior to order placement. Gears shall be tested as specified in GES M.04.
4.3.4.5* Steam turbine casing internal inspection after test is not required unless signs of distress
have been detected.
Testing shall comply with paragraphs 4.1 and 4.3 of API 612, amended as follows:
- hydrostatic test;
- performance test
- mechanical running test complete unit;
- sound level test;

- auxiliary equipment tests.
4.3 Testing
4.3.2.8 Test pressure gauges shall be of the direct reading type and shall be periodically
calibrated. The certificate of calibration shall be presented to the Owner's
Inspector, prior to commencement of tests.
(a) The manufacturer's physical and chemical certification of steel pressure parts and forgings,
(b) Certification for magnetic particle, dye penetrant, radiographic and ultrasonic examination,
(e) A record of shop test data (which the Vendor/Contractor shall maintain for at least 5 years after
the date of shipment). The Vendor/Contractor shall supply certified copies of test data to the
Owner before shipment.
6.4 Start-Up
6.4.1 When required by the Owner, the Vendor/Contractor shall be responsible for the initial turbine start-up on
site until the unit is accepted as operational by the Owner. In this case, the Vendor/Contractor shall be
responsible for the supply of competent servicemen for the duration of the checking, commissioning start-
up and run-on period.
6.4.2 When required by the Owner, the Vendor/Contractor shall supply for startup, all lubricating fluids,
including oil, grease and coolants as required by the unit. The Vendor/Contractor shall recommend the
amount and type of lubrication and cooling fluids for subsequent operation.

7.0 DOCUMENTATION
7.1 Introduction
7.1.1 This section covers the documentation requirements for design, materials, inspection, testing, installation
and operation of the steam turbine.
7.2.1 The Vendor/Contractor shall supply with his proposal, a schedule showing submission of all documents for
review and approval, proposed Sub-Contractors, material procurement and a production/fabrication
programme.
7.2.2 The Vendor/Contractor shall submit with his proposal a Quality Control Plan for the contract.
7.2.3 After the Purchase Order/Contract award, monthly reports on design, material procurement and production
progress shall be submitted to the Owner.
7.2.4 A co-ordination meeting shall be held within six weeks of the placement of the Purchase Order/Contract, to
review all engineering and manufacturing requirements of the order.
7.3.1 The documents detailed below shall be submitted for approval/review to the Owner and to the Inspection
Authority within the periods agreed between the Owner and Vendor/Contractor. It shall be the
responsibility of the Vendor/Contractor to ensure that the production schedule takes into account
documentation submission periods, plus a three week approval review period by the Owner and/or the
Inspection Authority. The Vendor/Contractor shall be responsible for obtaining approvals from the
Inspection Authority.
7.3.2 All calculations detailed below shall be carried out in a clear and logical manner. The source of formulae
or methods shall be clearly referenced. Computer calculations will only be accepted if all input is shown,
together with calculated values of intermediate terms and factors and the computer programme has been
validated to the satisfaction of the Owner.
7.3.3 The Vendor/Contractor shall submit as a minimum, all the data and drawings as defined in API 612 Section
5 as amended below:
5.1 Proposals
All data listed in (a) through (q) of 5.1 plus the following:-
5.1 (d) A performance curve showing various hand valve settings is required.
(h) A cross-section drawing showing rotor, casing, and bearings.
7.4 Manuals
Requirements for data books, installation operation and maintenance manuals are as follows:
Two (2) copies of the data book shall be provided containing the items specified in paragraph 5.2.5.2 (a),
(b), (c) and (d) of API 612.
Six (6) copies of Installation, Operating and Maintenance Manuals shall be provided containing the
information defined in paragraph 5.2.7 of API 612.
8.1 Painting
Surface preparation and painting shall be in accordance with specification GES X.01 with colour coding of
equipment and piping in accordance with GES X.02, using a system which complies with GES X.03. The
Vendor/Contractor may propose the manufacturers' standard paint system suitable for the duty and
environment for the Owner's approval.
8.2 Spares
The Vendor/Contractor shall submit with his initial equipment proposal, a priced list of recommended spare
parts for commissioning, start-up and for two years operation.
This section describes the minimum requirement for the preservation and protection of steam turbines
during the sea and land transportation and storage, prior to installation.
The preparation for shipment shall comply with API 612 Section 4.4 as amended below:
"The equipment shall be prepared for export shipment by sea. Shipment as non-
containerised deck cargo is not permissible.
The probable storage period will be specified in the order/enquiry and will extend from
the time of despatch to the time of unpacking at site. If the storage period is not stated, a
minimum period of 24 months shall be assumed."

4.4.3.1 Delete this paragraph and replace by:
"Painting shall comply with GES X.01, GES X.02 and GES X.03 unless a suitable
alternative system has been approved by the Owner."
4.4.3.10 The spare rotor when ordered shall be suitably boxed for export shipment.
8.4 Shipping
The equipment shall not leave the Vendor's/Contractor's works for shipment until the release has been
approved by the Owner's Inspector.
8.5 Warranty
8.5.1 The Vendor/Contractor shall provide the Owner with the manufacturer's written guarantees of steam
turbine performance.
8.5.2 The Vendor/Contractor shall warrant all materials and services supplied against any defect for a minimum
of 12 months after commissioning or 24 months from the date of delivery to site, whichever is the shorter
period, or for the period stipulated in the Order.
8.5.3 Should any item be found defective, the Vendor/Contractor shall be responsible for all costs associated
with restoring the equipment to the standard specified by the Purchase Order/Contract.
