1. Purpose
The purpose of this specification is to define the minimum requirements of design and
manufacture of Level Gauge
1.1 Introduction
OIL INDIA LIMITED (OIL), a Government of India Enterprise, is a premier oil Company engaged in
exploration, production and transportation of crude oil & natural gas with Headquarters at Duliajan,
Assam. Duliajan is well connected by Air with the nearest Airport being at Dibrugarh which is at 45
km away. OIL Proposed to construct a Water Injection System (WIS) at Dikom # 15, which is about
35 km away from Duliajan.
1.2 Project Background
The proposed WIS will be executed in three (3) phases. In Phase-I, WIS will consist of fresh water
injection system, in which ground will be collected through deep tube wells and stored in Raw
Water Storage Tank The water shall be filtered through Iron Removal Plant and stored in Filtered &
Treated Water Storage Tanks. With help of high pressure water injection pumps the water will be
injected into five oil wells through a manifold.
M/s Richards Design Services India Pvt. Ltd. has been appointed as Project Management
Consultant (PMC) by Oil India Limited (OIL) for this project.
M/s HAL Offshore Ltd. has been awarded the job for carrying out Engineering, Procurement,
Construction & Commissioning of the Gas Compressor Station and its utilities on Lump Sum
Turnkey (LSTK) basis.

2. Scope
The scope of work shall include design, manufacture, testing and supply of Level Gauge. The
inspection requirements shall be as per the approved inspection plan.

3. General Technical Requirements
General
The instrument shall be selected to suit the intended environment with due consideration of:
a. Ambient temperature variations
b. Thermal radiation
c. Humidity
d. Dust
e. Vibration
f. Atmospheric pollutants

4. Statutory Approvals
Contractor shall be responsible for obtaining all statutory approvals, as applicable for all
instruments and systems.

5. Inspection and Testing
Pressure Gauges shall be inspected for performance by Client / consultant at Bidder’s work. The
following type of tests will be carried out during the Inspection
i) Functional / Operational test

ii) Dimensional check.
iii) Visual Check
iv) Calibration at 0%, 25%, 50%, 75% & 100% of range in increasing / decreasing order.
Bidder shall confirm that all test and calibration equipment’s are certified by Independent
organizations and shall produce certificate from such certifying authorities. On demand, all such
certificates shall be made available to customer/IMM.

6. Identification Marking
Gauges shall be provided with a stainless steel nameplate firmly attached to it at a visible place
indicating the following information.
a) Manufacturer’s name and trade mark.

b) Instrument Tag Number.
c) Model Number and Serial Number.
d) Primary element material.
e) Secondary element material.

7. QA Planning
Bidder shall submit his QA plan covering various activities like design, engineering, material
requirement, manufacturer inspection and testing, documentation, and dispatch to site, erection
and commissioning and maintenance of quality records for approval within two weeks from receipt
of LOI/PO.
QA involvement shall commence at the initiation of the requisition and follow through to completion
and acceptance, thus ensuring total conformity to the purchaser’s requirements.

8. Preparation For Shipment
a. Prior to shipment, the material shall be dried and cleaned thoroughly of all grease, loose
scale, rust, flux, weld spatter and rubble, both internally and externally.
b. All machined surfaces and threaded connections shall be protected by coating with rust
preventive.
c. All flanged openings shall be protected with steel plate covers or one-piece plywood
covers to provide adequate protection and shall be attached by proper bolting.
d. Screwed connections shall be protected with threaded forged steel plugs.
e. Any item that is liable to suffer distortion during transit and erection shall be suitably braced
or dismantled and properly packed for shipment.
f. Unpainted items shall be suitably protected from corrosion during shipment and
Subsequent outdoor storage for a period of approximately six months by coating with rust
preventives.

9. Guarantee
The Bidder shall stand guarantee for their material / equipment / workmanship and performance
for a period of 18 months from the date of supply or 12 months from the date of commissioning
whichever is earlier. Guarantee certificates should be submitted along with despatch documents.
