1. SCOPE OF WORK

This Method Statement covers the procedure for Demolition works during plant
shutdown related to Equipment, Piping, Mechanical, Electrical and Instrument at Abqaiq
(GOSP 2, 3, 5 & 6), Shedgum (GOSP 1 & 4) and Ain Dar (GOSP 1 & 6) for BI-10-
102015 Replace HIC affected vessel – North Gawar facilities according to project
specification and the applicable codes.

2. PURPOSE

The scope of this method of Statement is to define safe guidelines / procedures to carry out
dismantling, demolition and the lifting required for safe work and access for execution of
Replace HIC Affected Vessel related – North Gawar facilities.

5. RESPONSIBILITIES

The following subcontractor's personnel shall be involved and responsible for the
incorporation in this method of statement.

Project Manager

The project manager is the overall responsible to organize the resources, developing
schedules, planning, execution, monitoring and to perform construction activities as per
project specification in compliance with Quality, Schedule and HSE requirement.

Construction Manager
The construction manager's responsibility is to ensure that all construction activities
are executed according to the relevant project specification, in compliance with
Quality, Schedule and HSE requirement.

HSE Manager
The Safety manager is responsible for ensuring that all works are executed
in compliance with safety Procedures. He will coordinate with the Safety Officers
in verifying that areas around Dismantling are cleared during the duration the
process.

HSE Officer
HSE Officer shall be Saudi Aramco approved, he shall monitor the site implementation
and adherence to this procedure and report violations and / or noncompliance issues to
project management for immediate corrective action.

E&I Engineer
Electrical and Instrument Engineer shall be in charge of all related drawings. Coordinate in
engineering works, oversees the installation and the dismantling of electrical and
instrumentation related equipment’s and instrument and supervise the construction staff.

Electrician Responsibilities
The Electrician shall be responsible for the all activity related to the electrical and instrument
which includes safe cable Disconnection /termination removal, cable demolition, Conduit
removal, removal of lighting fixture and receptacle

Electrical & Instrument Fitter Responsibilities


The Electrical & Instrument Fitter shall be responsible for the all activity related to instrument/Electrical
Equipment, Instrument/Lighting Demolition, Conduit removal along with cable and its related
accessories and safe handling.

Forklift Operator
The forklift Operator shall be Aramco Approved and Certified, he shall be responsible for the
safe as well efficient operation of the forklift equipment. He shall possess the defined skill,
knowledge and ability to perform loading and unloading the dismantled equipment and others.

Man lift Operator


The Man Lift Operator Shall Be Aramco Approved and Certified, he shall be responsible to
ensure the safe and efficient operation of the lifts. He must properly manage as per the lift
authorization.

Rigger
The Rigger shall be Aramco Certified Rigger , he shall be responsible for all dismantled
equipment, safe lifting and rigging throughout the process activities. He shall prepare the
lifting plan and get it approved by Saudi Aramco.

Scaffolding Supervisor
The Scaffold supervisor shall be Saudi Aramco approved, who is supervising the scaffolders,
whilst erecting, altering and dismantling scaffolds in his responsible areas. He must be
competent enough to supervise scaffold works and to ensure the scaffolds works are
meeting the Saudi Aramco compliances and acceptable standards. He is responsible for
erecting scaffolds shorter than 6M (20 Ft) and filled checklists and tags and signed by him.

Scaffolding Inspector
He shall be Saudi Aramco approved, he must be competent enough to identify all
scaffold hazards, verify scaffold. Compliances with Saudi Aramco acceptable standards and
recording inspection results. He is responsible for supervision of scaffold erections,
alterations and dismantling that are more than 6M (20Ft) taller and he must responsible
for inspections and signed on scaffolding tags.

Permit to Work Receiver


The Permit to Work Receiver shall be Aramco Approved and Certified. He shall
responsible to safe work permit securing, the permit is agreed by the issuer and
receiver which identifies the condition, preparations, precautions and limitations before
commencing the work. He must share and inform all the team about the restrictions and
requirement for execution of the job.

6. ELCTRICAL LIGHTING POLE FOR VESSEL/AREA DISMANTLING&


INSTRUMENT REMOVAL.

 SA Proponent shall assure that all the electrical connection should be isolated
during the plant shutdown.
 LOTO shall be followed.
 Existing grounding, lighting, small power receptacles, Instruments and related
conduit along with cable to be demolished and kept it safely for re-install.
 Provide proper access / scaffolding platform for removal of Electrical lights,
receptacle and Instrument.
 All the electrical lights and instrument should be kept properly for re-installation
purposes.

7. ELECTRICAL AND INSTRUMENT EQUIPMENT DISMANTLING AND


LIFTING

7.1. Electrical and instrumentation Equipment’s indoor and outdoor


(JB, Panel, Transformer, Lighting Fixtures)

 Company shall assure that all the equipment such as instrument, JB, Panel,
Transformer electrical connection Etc.., should be isolated, decommissioned and
no process fluid inside and inerting vessels with nitrogen gas
 Weight of the equipment shall be taken from the relevant equipment drawings or
from the Actual equipment name plate or equipment data sheet.
 All piping lines that has to be dismantled to the instrument and equipment, vessels,
tanks, etc., has to be identified and tagged.
 Tie- in executed on the line / system.
 Company operation to confirm that the system is purged & gas free (as required).

 Place an oil drain drum/ pan underneath any flanged joint that will be unbolted from
equipment/ vessels/ tanks to the lines connected to them
 Take appropriate permit for each work
 Dismantling sequence for the Instrument and equipment’s shall start from the top to
bottom.
 At first, the dismantling of the electrical lights, light Pole, receptacle, Instrument, JB
and it must be kept properly and safely without damage.
 Removal of Instrument, JB and support of the existing vessel, from the Vessel
existing platform by manual handling.
 Built the Scaffolding platform (follow the Scaffolding MS) for removing flange,
related with Level instrument if man lift is not suitable for Such Situation.
 Spray WD-40 onto the rust bolt and quickly break down the rust that`s built up on
the surface area, after then easily use the spanner to remove the nut bolt (for the
Level Instrument).
 After all attachment have been remove to vessel, dismantling of equipment shall
follow, itself be as per sequential instruction from supervisors for safe and sound
proceedings of work.
 Proper permit to be taken for the activity
 Dismantled Equipment’s, panel, transformer shall be loaded on the vehicle with the
saddle and the same shall be transported to the designated area provided by the
Contractor.

8. MANAGEMENT OF MATERIALS & MANPOWER AND TOOLS &


EQUIPMENT

8.1. Materials and Manpower

 Designated and approved areas on the site shall be used for parking of vehicles,
boarding and un-boarding of men, loading and unloading of materials etc.
 All drivers transporting men & materials shall possess a valid Saudi government-
driving license. Maximum speed limit on site shall be strictly observed and follow.

9. SAFETY INSTRUCTION

 All Activities shall be carried out as per SA GI 002-100 work permit system.
 LOTO procedure to be followed
 LOTO training completed person shall be engaged for the work
 Arc flash suit must be wear the crew working inside the sub station
 Arc flash PPE shall be provided to electrical workers (as per Hazard risk category ),
follow GI 2.721
 All Electrical and instrument equipment using for checking the voltage and Etc.
should have valid 3rd Party Certificates and Saudi Aramco sticker.
 All equipment must be inspected through daily inspection checklist by the operator
and cross check by the supervisor.

 The components used to dismantle this equipment shall be inspected before each
use and shall conform to requirements of this section regarding materials, strength,
dimension, etc.
 All lifting gears, such as sling belts, shackles shall have third party certificates and
shall be free from detrimental corrosion.
 All heavy equipment to be used should have valid 3rd Party Certificates and Saudi
Aramco sticker
 All heavy equipment operator should have valid SA equipment licence with valid
Aramco operator certificate.
 No Lifting will be allowed during storms or high winds-sustained winds more than 32
kph (20mph)
 Ladder must be secured
 The base supports of all ladders shall be equally supported on a firm level surface.
 Boxes, Blocks, barrels, etc., shall not be used as a means of support
 Only one person shall be on a single — rung ladder at a time.
 Conducted the TBT and discussed the JSA prior to start the job.
 All the Rigger, Scaffolding supervisor, inspector must hold the valid Aramco
certificate.
 Lifting area shall be barricaded properly and provided the signage
 All scaffolding erector must have valid third party certificate
 Flag man and Fire watcher must have valid 3rd party certification
 All equipment must be inspected trough daily inspection checklist by the operator
and cross check by the supervisor.
 Two tag line used to control the movement of the vessel
 No simultaneous activity are permitted in the lifting area
 No one allowed to work under the suspended load.
