1. INTRODUCTION

1.1 General
FLOREXX (hereafter referred as the COMPANY) has leased a plot of 45 Hectares land in Fujairah Oil
Industry Zone (FOIZ). Fujairah is an emirate on the east coast of the United Arab Emirates, lying
along the Gulf of Oman.
COMPANY has signed a contract with SNC-Lavalin International Inc. (hereafter referred as the
CONTRACTOR) to provide overall EPC CAPEX estimate (+/- 10%) by executing an Extended Basic
Engineering Design (EBED) for 100 kBPD Topping Refinery in Fujairah, UAE.
COMPANY has signed a contract with Ramboll Oil & Gas (hereafter referred as PMC) to provide
Project Management Consultant services for the project.
The project scope includes the refining units and ancillary support units to process 100 kBPD of crude
oil under Phase 1. The product slate will include, Naphtha, Kerosene, Marine Diesel and Fuel Oil as
straight run products produced from Basra Light Crude as a design case and Arabian light crude as a
rating case. Kerosene will be further treated to meet market specification.
The crude oil shall be imported and stored in the Stevedoring company area, then it will be pumped to
the Topping Refinery where it is processed to produce the products and same will be pumped back to
the Stevedoring company area for storage and export through their jetty. Feedstock & products
storage, loading and unloading into the ships is out of the EBED CONTRACTOR scope.
In addition to above; Power, Natural Gas and Water will be imported from the local supply near the
Refinery plot.
Phase 2 development shall include an additional 200 kBPD production to bring the overall capacity of
the plant to 300 kBPD. Phase 2 is not covered in the current scope, but CONTRACTOR to keep
future provision for the same in their design.
1.2 Purpose
The purpose of this document is intended for use during detailed design of the HVAC systems for the
buildings of 100 kBPD Topping Refinery.
1.3 Scope of Work
The scope of this Design Basis for HVAC & Building services shall define the design requirements for
Heating Ventilation and Air Conditioning (HVAC) Systems and Building Services of the Florexx facility
which shall include the following buildings.

2. DEFINITIONS

4.3 Rules / Regulations


All HVAC equipment shall conform to local, state, or insurance regulations that apply at the point of
usage.
Requirements of the Occupational Safety and Health Administration shall be met with local authority.
Also requirements of the UAE Fire and Life Safety Code of Practice as applicable shall be met.
4.4 Order of Precedence
The order of precedence shall be:
 Local Regulations and Laws;
 Material Requisitions;
 Equipment Data Sheets;
 Project Specifications;
 International Codes and Standards.
In case of conflict between above documents, the most stringent requirement shall apply. In such
cases, VENDOR shall provide its interpretation in writing of the most stringent requirement for
COMPANY / CONTRACTOR’s final decision.

5. DESIGN CONDITIONS

5.1 Outdoor Design Conditions


Refer to the Design Basis for Process for maximum and minimum ambient condition, Document
Number, 327101-P-BOD-0001 for site conditions and utility data.
All HVAC Equipment installed outside shall be designed for 50 Deg C. Equipment shall be derated
accordingly.
5.2 Indoor Design Conditions
Following inside design conditions shall be maintained and the HVAC systems shall provide for the
health and safety of the occupants as well as the protection of equipment and instrumentation, by
controlling temperature, humidity, indoor air quality, hazardous locations and sound levels.

5. For Classified areas the HVAC equipment shall be selected as per the classified zone
requirement. These areas shall be added based on the Hazardous area classification.
6. For warehouse buildings, the inside conditions shall be defined based on the stored product
temperature & humidity requirements.
7. Noise levels for all the HVAC equipment shall not exceed 85 dBA at 1 m distance from
equipment/enclosure.
6. HVAC SYSTEM DESIGN BASIS

Buildings that require HVAC or Ventilation or Pressurization Systems are listed below. However final
number of buildings shall be defined during detailed engineering stage.

6.2 Pressurization Requirements


Pressurization control systems are required in the following buildings:

Differential pressure indicators shall be provided in the pressurized rooms and shall be interfaced with
HVAC control panel.

6.3 Noise Criteria


The HVAC system shall be designed and constructed to reduce the operating noise level when the
system is operating. The following noise pressures levels to be maintained while selecting the HVAC
equipment.

6.4 Filtration Efficiency


 Sand
In order to reduce the concentration of sand particles in the air to an acceptable level, sand trap
louvers will be provided at each fresh air inlet when required.
Sand trap louvers: 90 % efficiency for particles from 350 to 700 microns at 1m/s.
 Dust
Filter efficiencies shall be as follows according to ASHRAE test standard 52.2.
 Pre-filter section: MERV 8
 Final Filter section: MERV 12

7. CAPACITY OF EQUIPMENT

7.1 Design Margin


 Sensible load : + 10%
 Latent Load : + 10 %
 ESP Calculation : + 10 % of the calculated ESP
The above design margin shall be included in HAP calculations / Calculation notes. Duct Sizing shall
be done as per the maximum air flow obtained during the calculation in Carrier HAP. On receipt of
Vendor fan data duct sizing shall be done as per the final fan capacity of the unit.

7.2 Acceptable Refrigerants


Air conditioning shall be provided by Direct Expansion (DX) systems. A single component refrigerant,
with lowest level of toxicity and flammability having zero ozone depletion potential type shall be used.
R-134a / R-410a Refrigerant shall be used for ducted packaged units and AHU, ACCU units. R407c
or R410a can be used for room split units.
7.3 Design Life
Design life for all of HVAC systems for all facilities shall be 30 years minimum.

8. HEAT GAINS

8.1 Heat Gains from Equipment and lighting


Heat dissipation from equipment’s, UPS, battery charger, PC server, electrical / instrumentation /
telecom panels and future planned equipment shall be considered for summer cooling calculations.
The heat dissipation rates from equipment, people, and lighting shall not be considered for estimating
the heating load in winter. The equipment/panel heat dissipation details submitted by equipment
supplier shall be used for heat load calculations. Also actual lighting load calculations shall be used
for heat load calculation.

8.2 Heat Transmission Coefficients (U Values)


The heat transmission coefficients shall be calculated for all walls, floors, roofs, ceilings, doors and
windows (external and internal) according to ASHRAE calculation method and using architectural
specification and drawings. The U values for the walls and roof shall be used as follows

9. DESIGN CALCULATION

9.1 Cooling and Heating Loads Calculation


Calculation method shall be developed by using a computer program based on ASHRAE or
CARRIER methods (Carrier HAP software shall be preferred) and submitted for COMPANY approval.
9.2 Air Flow Calculation
Air flow quantity shall take into account:
 The indoor overpressure with respect to outdoor
 The minimum fresh air quantity in respect with rooms occupancy and equipment requirements
 Minimum air change volumes
 The exhaust air requirements
 The total sensible heat gain
 Temperature elevation due to fan motors shall be considered in calculation.

9.3 Ductwork Calculation


Calculation shall be prepared using velocity reduction method. Duct pressure loss calculation shall be
done as per the guidelines mentioned in ASHRAE book of fundamentals. The pressure loss for the
dampers shall be as per the VENDOR catalogue. CONTRACTOR shall attach the relevant pages of
damper catalogue showing the pressure drop along with ESP calculations submitted to COMPANY
for approval.

10. HVAC SYSTEM DESCRIPTION

10.1 Centralized Direct Expansion (DX) Systems
Buildings shall be treated by Centralized direct expansion (ducted package AC or AHU+ACCU) HVAC
system units. Condensers shall be of air cooled type.
Fresh air inlets shall include sand trap louver. All external opening such as fresh, supply, return and
exhaust shall be fitted with blast proof damper if the building is blast resistant. Gas tight and fire rated
dampers are required at air inlets and outlets of all pressurized buildings.
Fire dampers shall be installed at all ducts crossing fire rated walls, floors and roofs.
Fresh air intake shall be from the safe areas determined by the site hazardous area classification and
at least 3 m away from the exhaust air to avoid short circuiting.
HVAC system shall be designed such that no condensation takes place during extreme weather
conditions.
Sound absorbers shall be installed in supply and re-circulating ducts if necessary to meet the required
noise level criteria.
Duct mounted electric heaters shall be installed in all rooms requiring a precise adjustment of internal
temperature and relative humidity. All the heaters status shall be linked to HVAC control panel for
on/off/trip indication. Energy source for the heater shall be electrical.

Air from toilets, laboratory rooms and battery rooms shall not be re-circulated. Exhaust fans shall
exhaust air from these rooms. Supply air shall be provided at the low level and return air shall be from
higher level. Supply air to the battery room shall not be from ductwork crossing the battery room and
can be routed through side wall cut-outs. Back draft dampers shall be used for exhaust system for
positive pressure isolation.
The HVAC design shall prevent the formation of potentially hazardous concentrations of flammable
gas mixtures, prevent the ingress of flammable gas-air mixture into non-hazardous areas through
pressurisation and provide a controlled environment for personnel and facilities operation systems.
Duty / Standby fans shall be isolated using a motorized volume control damper on the suction and
back draft dampers on the discharge side.
Isolation dampers shall be provided when redundant equipment is required. Also supply and return
duct entry to the equipment’s shall be provided with isolation dampers. HVAC Control Panels shall be
provided and interfaced with the Fire & Gas System panels and motor control centres.
The system shall deliver air at a temperature, quality and velocity that will not present a health hazard
or discomfort to building occupants. Air intakes shall be located to avoid ingestion of contaminated air
(e.g. exhaust fumes, plumbing vents, smoke and hazardous vapours). Ventilation rates to satisfy air
quality requirements shall, at a minimum, comply with the values specified in ASHRAE Standard 62.
In case of packaged air conditioning unit, the same shall be with local control panel which shall control
the cooling and heating requirement of the rooms it serves and also to communicate the system
running status , failure status , alarm conditions etc., to HVAC control panel.
Packaged air conditioning unit / AHU unit supply/return fan motors shall be in accordance with
Specification for Medium and Low Voltage Motors, Document Number, 327101-E-SPC-0006.
Detailed specifications of all HVAC Equipment shall be referred in Specification for HVAC, Document
Number, 327101-H-SPC-0001.

10.2 Forced Ventilation System


Buildings treated by forced ventilation system shall be provided with supply air louvers for fresh air
inlet and exhaust fans.
Supply air shall be through supply air louvers mounted on the walls with proper air intake hoods.
Exhaust fans shall be provided with exhaust hoods.
Fire dampers shall be installed at all ducts crossing fire rated walls, floors and roofs.
Toilets shall be provided with exhaust fans. Exhaust rate for all the rooms shall be as per ASHRAE
Std 62.1.
Motors for exhaust fans shall be in accordance with Specification for Medium and Low Motors,
Document Number, 327101-E-SPC-0006.

10.3 HVAC Controls


The building HVAC control panel for each building shall monitor and control temperature, relative
humidity and pressure, and also monitor and communicate equipment operating status and alarm
conditions.
HVAC control panel shall be with redundant controllers for automatic operation of the air conditioning
units and changeover between the main and redundant HVAC equipment.
The HMI of HVAC control panel shall be capable of visually display any engaged alarms, operating
status of all HVAC equipment as well as the values of all monitored system status.
HVAC Control panels shall be linked to ICSS and interfaced with the fire & gas panels in building and
motor control centres as required.
Modularization strategies shall be used whenever possible. Control Panels, Controllers and Junction
Box modules shall be assembled, wired, tested and certified complete and ready for normal plant
operation.
Flammable HC gas and toxic gas (H2S) detectors will be provided by others at the Air Lock and
HVAC air inlets of all the buildings irrespective of being manned or unmanned.
In case of confirmed gas detection at HVAC fresh air inlet or the building air lock (2 out of n at 60%),
fire and gas dampers shall be closed automatically and all HVAC system, exhaust fans shall be
tripped and all fire dampers (except fire dampers fitted in fire rated internal walls) shall be closed.
The HVAC control system for all the buildings shall be interlocked with the smoke / fire and gas
detection system to shut down the HVAC system upon receipt of a signal from the smoke/ fire and
gas detection system.
All fire dampers shall be Motor actuated and it shall be interfaced with the HVAC Panel to close by
spring return action on de-energising of the power supply.
10.4 Electrical Power Supply
Electrical power supply of 400V ±10%, 50 ±4%Hz, 3 Phase, 4 Wire shall be provided at the incoming
terminals of the HVAC Power Panel in each building. One normal power feeder of adequate capacity /
rating shall be provided to each HVAC Power Panel. Further distribution from panel to each HVAC
component is to be done by HVAC supplier.
AC UPS of 230 V AC, 50 Hz, single phase & neutral with adequate capacity / rating with duration of
30 minutes shall be provided at the incoming terminals of the HVAC Control Panel in each building in
accordance with Design Basis for Electrical, Document Number, 327101-E-BOD-0001.

10.5 Surface Protective Painting


Painting procedure in general shall comply with Specification for Painting, Document Number,
327101-L-SPC-0004. Wherever galvanizing is done as a protecting method, it shall be done by hot
dipping process only.

10.6 Site Conditions and Utility Data


Refer to the Design Basis for Process, Document Number, 327101-P-BOD-0001 for site conditions
and utility data.
