REPUBLIC ACT NO. 6969 (FINAL SUBJECT REQUIREMENT)

Hazardous wastes are hereby defined as substances that are without any safe commercial,
industrial, agricultural or economic usage and are shipped, transported or brought from the
country of origin for dumping or disposal into or in transit through any part of the territory of
the Philippines.

Hazardous wastes shall also refer to by-products, side-products, process residues, spent
reaction media, contaminated plant or equipment or other substances from manufacturing
operations, and as consumer discards of manufactured products.

DENR as “regulated and phased-out" chemicals

 Mercury and Mercury Compounds

 Cyanide and Cyanide Compounds
 Asbestos
 Polychlorianted Biphenyls
 Lead and Lead Compounds
 Arsenic and Arsenic Compounds
 Chromium (VI)
 Cadmium
 Ozone Depleting Substances
 Hydrofluorocarbons

80 Hg Mercury

-Mercury is a chemical element with symbol Hg and atomic number 80. Classified as a transition
metal, mercury is a liquid at room temperature.
82 Pb Lead

-Lead is a chemical element with symbol Pb and atomic number 82. Classified as a post-
transition metal, lead is a solid at room temperature.

112 Cn Copernicium

-Copernicium is a chemical element with symbol Cn and atomic number 112. Classified as a
transition metal, copernicium is a expected to be a solid at room temperature.

PCB

-are a group of man-made organic chemicals consisting of carbon, hydrogen and chlorine
atoms. The number of chlorine atoms and their location in a PCB molecule determine many of
its physical and chemical properties. PCBs have no known taste or smell, and range in
consistency from an oil to a waxy solid.
ODS

-include chlorofluorocarbons (CFCs), hydrochlorofluorocarbons (HCFCs), halons, methyl

bromide, carbon tetrachloride, hydrobromofluorocarbons, chlorobromomethane, and methyl
chloroform. ODS are generally very stable in the troposphere and only degrade under intense
ultraviolet light in the stratosphere.

33 As Arsenic

-Arsenic is a chemical element with the symbol as an atomic number 33. Arsenic occurs in many
minerals, usually in combination with sulfur and metals, but also as a pure elemental crystal.
Arsenic is a metalloid.

48 Cd Cadmium

-is a lustrous, silver-white, ductile, very malleable metal. Its surface has a bluish tinge and the
metal is soft enough to be cut with a knife, but it tarnishes in air. It is soluble in acids but not in
alkalis. It is similar in many respects to zinc but it forms more complex compounds.
Vinyl Cl

-chloride, also called chloroethylene, a colourless, flammable, toxic gas belonging to the family
of organohalogen compounds and used principally in making polyvinyl chloride, or PVC, a
widely used plastic with numerous applications.

Benzene

-is a chemical that is a colorless or light-yellow liquid at room temperature. It has a sweet odor
and is highly flammable. Benzene evaporates into the air very quickly. Its vapor is heavier than
air and may sink into low-lying areas. Benzene dissolves only slightly in water and will float on
top of water.

Chromium (Cr)

-is steel grey lustrous metal, widely distributed in the Earth's crust as twentieth most abundant
element and mainly exists in nature in combined forms with overall crust concentration of 125
mg/kg (IARC, 1990).
