1 INTRODUCTION

The operator, Nafusah Oil Operations B.V. was established in 2013 to develop A/47 commercially declared
discoveries. North Hamada field is an onshore oil field consists of several hydrocarbon bearing structures.
It is located in the northern part of the prolific Ghadames Basin, NW Libya, 250km SW Tripoli within the contract
Block-47 awarded in ESPA IV round of 2005 to MEDCO-VERNEX consortium.
In 2014 MEDCO conducted comprehensive 3D-Reservoir simulation study led to a full development plan (FDP) OF
North-Hamada Field consisted of drilling 23 infill producers, 50.000 BOPD production capacity.
A FEED study executed the full scale development project through 3 main packages:
Package “A” Gathering system and exports pipelines.
Package “B” central processing facilities (CPF)
Package “C” Field Infrastructures.
Following the drop in Oil prices and instability in Libya, due to internal civil conflict, have raised the risks associated to
the FDP. The Management committee (MC) decided to pursue a phased-out development strategy, an approach that
considers an implementation of fast-track-development plan to reduce CAPEX, expedite first oil and generate early
cash flow to offset cost and enhance second party economics.
In 2018 phased out fast-track concept is envisioned, starting by an initial development phase, called fast-track-early
production period (FTEPF); for 3 years, 10000BOPD plateau, using 25000BOPD production train, initially flaring the
remaining associated raw gas and differing gas processing to the follow up phase.
The adopted Fast-track phased out development plan, is to be less costly, maintains integrity of standards/quality and
mitigate associated risks; thus achieves the objectives of expediting first oil to generate early cash flow to offset cost,
minimize high capital investment exposure, hence relaxes financial obligations and evaluate reservoir performance to
cater for future production optimization.
The Package “A” Gathering system and Oil Exportline” object of this Contract has been awarded to Bonatti SpA in
May 2022 and is relevant to the EPCC of the Pipeline Gathering Network and the Oil Exportline as described in the
following scheme.
The package “B” Central Processing Facility (CPF) will be substitute by a new Early Production Facility (EPF) out of
this Contract scope of work.

1.1 FOREWORD

Motor vehicle incidents account for over one third of all fatalities in the oil exploration and
production industry worldwide.

The likelihood of a motor vehicle incident involving BONATTI vehicle or employee can be
considered greater than average due to:

• The distance in /out contractor boundaries eg (from/to Airport..)


• The distance (from/to) camp and surrounding project sites (flow lines & gathering
system stations).
• The low standard driving practices and adherence to road rules by other road users.
• The public roads layout, conditions and lack of road signage.

For these reasons, driving represents one of the greatest risks to employees and sub contractors
working for BONATTI and as such, is a critical safety factor for our operation.

The policies and programs within this procedure have been developed to minimize the risk of a
serious vehicle incident and associated injury. They apply to all vehicles operated by or on behalf
of BONATTI. Drivers and passengers of these vehicles shall be required to adhere to the driving
policies and procedures described in this document.

Exceptions to the application of any part of this document, which may arise because of the specific
operational environment, may only apply after performing a dedicated risk assessment , which
results shall be communicated to the interested parties and to HSE.

1.2 PURPOSE

This document outlines the requirements of BONATTI Road Safety Management Procedure. The
purpose of the document is to ensure that land transportation activities are planned, organized,
directed and controlled so that risks to employees, community and vehicles are minimized and
transportation is conducted in compliance with Contractor rules, international and national laws and
regulations.

The objectives of the Road Safety Management Procedure are to:

➢ Reduce the number and severity of motor vehicle accidents and incidents including fatalities, lost
workday injuries and damage to Contractor property.

➢ Develop and implement safe transport working procedures.

➢ Reduce exposure by limiting the total kilometers driven and the number of journeys to the
minimum level required for efficient operation of BONATTI business.

➢ Develop and implement driver selection and testing standards.

➢ Develop and implement driver training procedures and programs.

➢ Develop and implement transport vehicle maintenance standards that ensure all vehicles are
maintained in a safe operating condition.

1.3 SCOPE

This procedure applies to the transportation of materials and people by road. The procedure, together
with associated policies and procedures is applicable to all BONATTI personnel; BONATTI operated
vehicles and facilities and BONATTI sub contractors’ personnel and vehicles according to Contractor
requirements.
Any NOO site specific procedures, BONATTI and subcontractors need to adopt whilst on site such as
the 360° check.

2 DEFINITIONS AND ABBREVIATIONS

• Company : NOO /Nafusah Oil Operations B.V.

• Contractor: Bonatti SpA

• Road safety officer ( Person who have the duty of journey manager JM):
A person who oversees the departure and arrival of BONATTI vehicles.

• Driver
A driver is a person whose profession in BONATTI is vehicle driving, he is either direct BONATTI
employee or sub-contract Driver, received written appointment signed by PM or his designate.

• IVMS.
Internal vehicle monitoring system, a vehicle monitoring system that is installed in the vehicles.

• J.M.P.
Journey Management Plan.

• Vehicle Inspector
A person who is responsible to perform the general and/or regular inspection of BONATTI
vehicles.

3 RESPONSIBILITIES

3.1 SITE LEADER & PM IS RESPONSIBLE FOR:

- Ensure that suitable and adequate resources of funding and personnel are made available
to implement Road Safety Management Procedure, and for training on it, as appropriate.
3.2 PROCUREMENT MANAGER IS RESPONSIBLE FOR:

- Include this Procedure in the tender documents & Contracts in the cases when BONATTI
sub contractors will perform the transportation of personnel / equipment.

- verify that Road Safety Management Procedure is fully implemented by Sub contractor(s)
in the cases when BONATTI sub contractors will perform the transportation of personnel /
equipment.

3.3 SITE HSE MANAGER IS RESPONSIBLE FOR:

- Co-coordinating the implementation of this procedure.

- Ensuring that periodic reviews are conducted to determine if revisions to the procedure are
necessary.

- Ensure that the planned appropriate training courses are scheduled and conducted as
required.

- Sharing lessons learned from incident happened in other locations during the Drivers safety
meeting.

- Serving as an advisor to the Logistic Department in the preparation of subject material for
drivers’ safety meetings.

- Ensure HSE Participation in driving safety meetings.

- Ensure that random inspections are conducted to ensure compliance with BONATTI Safe
Driving Procedures.

- Performing audits on the Transportation Management System.

3.4 LOG MANAGER IS RESPONSIBLE FOR:

- Ensuring that the Road Safety Management Procedure is fully implemented.

- Ensuring full implementation of BONATTI driving policy by all contractor and sub contractor
drivers.

- Ensuring that vehicle inspections are conducted to all contractor owned vehicles and to
sub-contracted vehicles; and ensuring that results of the inspection are verified by the
appointed mechanic.

- Ensuring that the Vehicle Inspector implements and monitors the effectiveness of this
procedure by carrying out audits and inspections.

- Ensuring that Defensive Driving Training courses are scheduled and delivered to all
vehicles users.

- Ensuring that Investigation of vehicle accidents is performed in collaboration with the HSE
Representatives, as per BONATTI Accident/Incident Investigation procedure.

- Ensure that the IVMS is installed on BONATTI and sub contractors vehicles.

- Appointing qualified person(s) who shall be designated as a Vehicle Inspector.

- Implement BONATTI Accident/Incident Investigation procedure for any BONATTI


Transportation Incident.

3.5 HR MANAGER IS RESPONSIBLE FOR:

- Endorse disciplinary action against BONATTI Drivers who do not observe the rules set
forth in this procedure.
- Review the proposed disciplinary actions against BONATTI drivers who do not observe the
rules set forth in this procedure.
- Endorse driver selection procedure.

3.6 JOURNEY MANAGER JM (ROAD SAFETY OFFICER) IS RESPONSIBLE FOR:

- Implementing the Road Safety Management Procedure.

- Ensuring full implementation of BONATTI driving policy.

- Monitor the installation of IVMS on all BONATTI and sub-contractor vehicle.

- Analyze IVMS’s data and determine over speed violations, Kilometer driven and best driver
of the month and notify HSE department on monthly basis. Monthly IVMS data to be send
to Contractor by monthly basis.

- Deliver defensive driving courses to all new drivers before start driving project vehicles.

- Implementing the vehicle inspections on all BONATTI owned vehicles and other contract
vehicles hired from BONATTI; and ensuring that results of the inspection are verified by the
appointed mechanic.

- Ensuring that discrepancies in the vehicle inventory or vehicle condition are reported and
corrective actions taken.

- Sharing lessons learned from incident happened in other locations during the Drivers safety
meeting.

- Implement BONATTI Accident/Incident Investigation procedure for any BONATTI


Transportation Incident.

- Initiate disciplinary action against BONATTI drivers who do not observe the rules set forth
in this procedure.

3.7 DRIVERS ARE RESPONSIBLE FOR:

- Shall fully understand and implementing this procedure and the BONATTI driving policy.

- Checking on daily basis the tires condition, brakes hydraulic fluid, signals, lights and
cooling liquid by filling the daily checklist.

- Ensuring that their vehicles are maintained in a safe road condition.

- Understanding and signing the Driver Declaration - Driving Rules Form.

- Observing the rules and conditions listed on the Driver Declaration.

- Possession of a valid Lybian Driving License.

- Receiving the mandatory defensive driving course before start driving BONATTI vehicles.

- Ensuring that their vehicle is driven in a safe and courteous manner and obeying all safe-
driving requirements contained in this procedure.

- Immediately reporting all accidents and incidents to BONATTI Transportation Department.

- Using project vehicles on approved project business only. Personal use is prohibited.

- Attendance at safety meetings in accordance with the published schedule.

- Conducting hand-over inspection of their vehicles prior to each work rotation and
completing vehicle hand-over check list form. Items missing from the vehicle inventory
shall be the responsibility of the outgoing driver and he may be charged for them.
- Ensuring that all passengers are fastening seat belts prior to moving the vehicle and not
unfastened them until the vehicle is stopped.
- The use of mobile phone is forbidden while driving
- The driver must put the seat belt and ensure that other passengers put it

3.8 VEHICLE PASSENGERS ARE RESPONSIBLE FOR:

- BONATTI Passenger and the driver are equally responsible for ensuring compliance with
BONATTI driving rules and ensuring the vehicle is operated in a safe and courteous
manner.

- Fasten seatbelts whenever the vehicle is moving.

- Ensure that the vehicle driver follows the set speed limits.

- Observe the requests of the driver with regard to passenger safety requirements.

- Observes the correct speed limits.

- Ensuring that the vehicle is operated in accordance with BONATTI Road Safety
Procedures.

- Ensuring that all passengers in the vehicle fasten their seat belts.

- Ensuring that the vehicle is driven in safe manner with due regards to the prevailing road
and weather conditions.

- Reporting to the LTMS Supervisor and HSE Department any unsafe driving incidents or
speeding observed by using the Passenger Feedback Form (Attachment 5), which will be
available as hard copy at the building reception.

4 VEHICLE SPECIFICATIONS

All owned, leased or contracted vehicles shall comply with the following requirements:

- must be compliant with the relevant local legislation and NOO requirements.

- be suitable according to both manufacturer specifications and Contractor standards for the
specific type of operations, local terrain characteristics, climatic conditions;

- have no modification or additional fittings made without formal endorsement from the
vehicle manufacturer or Manufacturer Authorized Importer / Dealer (MFAID);

- have a complete documentation regarding ownership, origin and technical specifications to


be kept by the vehicle owner or by the vehicle operator in case the latter is not the owner.

Only those vehicles meeting these minimum safety standards shall be purchased or hired by
BONATTI.

The following safety features shall be incorporated into the vehicle:

➢ Definitions

o LDV: Light Duty Vehicles as cars, light trucks and pick-ups.


This category includes all 2WD and 4WD up to 9 seats, with GWT up to 2500 kg.

o Coach: Buses & coaches

o HDV: Heavy Duty Vehicles as trucks & tankers. This category


also includes articulated trucks

➢ Special provision

LDV

LDV for off-road use must be: four wheel drive, with chassis frame supporting the body, low gears
and at least one manually lockable differential (all hereinafter indicated as 4WD) and fitted with
rollover protection if deemed necessary after a mandatory risk assessment.

4WD for use in desert must be equipped with:

communication system;
A large surface sand mat with lockable solid fitting (no knee) for the lifting jack;
A shovel.
GPS (Global Positioning System) navigation system is strongly recommended on 4WD for use in
desert.

COACH

All passenger access doors must be on curbside;


Any designated emergency exit door shall be marked even in case it coincides with a regular
passenger door;
An in cab additional multipurpose dry powder fire extinguisher with a capacity of at least 2 kg shall
be available to driver and passengers, securely mounted on a bracket easily accessible in an
emergency, with a clearly visible sign of the position;
Heavy coaches used in mountain roads shall be fitted with an endurance braking system with
sufficient retardation capacity.

4.1 MAINTENANCE AND REPAIR OF VEHICLES

Vehicles must be maintained in an efficient and safe condition. The driver is responsible for
communicating any vehicle defect to the mechanic who shall then arrange the necessary repairs.

The Logistic Department establishes a system for periodic maintenance of all vehicles to be carried
out by a qualified mechanic. The daily inspections carried out by the driver and the monthly
inspection carried out by a mechanic on all the vehicles (including heavy equipment) shall be taken
into consideration for any repair.

Drivers are not permitted to do their own maintenance on vehicles.


All the maintenance activities are made in appropriately facilities with roofing and oil collection
system in order to prevent spills.

The Contractor Logistic Department will ensure regular inspections and service to safety items on
Motor Vehicles and equipment operating in all the areas (including Heavy Equipment) by a qualified
mechanic.

4.2 IVMS (IN VEHICLE MONITORING SYSTEM)

Contractor-owned, contracted or leased vehicles shall be provided with system to record driving
parameters such as In Vehicle Monitoring System (IVMS). Recorded data shall be analyzed by
Logistics and HSE department in order to promote a complete process of monitoring, assessing,
developing and rewarding of the performances of the all Contractor drivers to achieve safer driving
behavior.

As minimum, Journey data rerecorded by such systems shall record, the speed, kilometers driven,
start & end trip and stop time data management system shall be implemented to ensure data from
IVMS is properly analyzed and fed back to drivers and their corresponding supervisors , GPS
system must be equipped with audible speed limit alert set at 80km/h .

4.3 SAFETY EQUIPMENT

All vehicles shall always be equipped with the mandatory safety equipment as per the Lybian
Traffic Law (e.g. reflective warning triangle &first aid kit and fire extinguisher).

Other Safety Equipment, which should be added when travelling long distances, shall include the
following:

- A torch
- A suitable quantity of drinking water

For Desert Trip, e.g., the additional safety equipment shall include the following as a minimum:

- Air Compressor

- Sand Carpet

- Tow Cable

- A suitable Spade

5 DRIVING RULES

5.1 GENERAL RULES:

Driver behavior must comply with relevant Lybian laws and regulations. All driver and users shall
always comply with BONATTI & NOO driving policy and driving safety program and the below listed
rules.

Furthermore the following rules must be enforced:

- All Lybian traffic regulations, NOO and BONATTI driving policy and driving rules shall be observed.
- Driver / cars users must check the vehicle before starting their journey and reject the
vehicle in case or non-conformity to Contractor specifications or in case of any other non-
conformity making the vehicle unsafe;

- Driver / cars users must care of having the jacket available in the car and wear it when
getting out from vehicle on road stopping;

- Driver and responsible passenger (the most senior responsible in the car) is responsible for
all passengers fastening the seat belts on the assigned vehicle; All vehicle occupants shall
wear seat belts while the vehicle is in motion.

- No smoking is permitted inside vehicles;

- Driver are not allowed to use the radio equipment or mobile phone while driving; upon
receiving a service call or if communication is needed, he must stop the vehicle in a safe
area for the time required;

- Driver / Project cars users are not allowed to eat or drink while driving; for eating, drinking
,he must stop the vehicle in a safe area for the time required.
- Driver abandoning the driver seat for any reason must shut off the engine and take the
vehicle key(s) with him leaving the doors unlocked; he is however required to lock the
vehicle if it remains unattended in a public lot or road without passengers inside;
- Driver abandoning the driver seat for any reason must leave the vehicle in first gear, or in
parking position with automatic transmission, and park brake on;
- Driver can take a pause suspending duty in case of temporary disease or drowsiness; all
these duty suspensions must be recorded on the daily duty form;
- Vehicles must be parked in dedicated spaces where present or where addressed by the
site / premises personnel, always with front facing exit; parking on slope, steering wheels
shall always aim at curb / up-dip; parking on steep slope, at least two wheels shall always
be blocked by purpose made blocks or by removable obstacles;

- Glasses (of lights, windscreen, windows, instrumentation, rear mirrors, etc.) have to be
maintained clean always. In case of diminished transparency by dust, mud, ... they must be
immediately cleaned; windshield detergent liquid tank must be checked / refilled at least
every three fuel tank filling;

- Individuals are prohibited from staying in cargo dedicated spaces when vehicle is in motion;

- Driver must always have with him the Contractor and / or Sub contractors emergency
telephone numbers card;

- No maintenance has to be done by the driver unless formally authorized;

- No repair has to be done by the driver unless in an emergency;

- No maintenance or repair has to be done by the driver with his body or part of it below the
vehicle; clearing the gap under the vehicle from snow, sand or ground has to be done only
with a shovel;

- No driving is permitted with slippers, any other unfit shoes or barefoot;

- The number of vehicle occupants must not exceed the maximum number specified by the
vehicle manufacturer.

- Loads are secure and do not exceed manufacturer’s specifications or legal limits.

- Driving during dark hours & reduced visibility should be systematically reviewed for risk
and be subject to formal management approval before the journey begin.

- Passengers shall not be carried in the rear area (truck bed) of pickup trucks.

- Drivers shall not operate vehicles if they have consumed alcohol in the previous eight
hours or medicines that can induce sleeping.

- All motor vehicle incidents shall be reported to BONATTI management immediately.

- It is strictly forbidden to enter into process areas with any vehicles if not provided with
sparks arrestor and authorized to enter.

- It is strictly forbidden to smoke, use mobile telephone and keep the engine on during
refueling operations.

5.2 OFF ROAD DRIVING

Driving off-road is:

- outside of paved or unpaved Contractor elected roads and tracks;

- on elected-by-Contractor off roads tracks or terrains;

- on all desert tracks having loose sand soil;

- in swamp dirt tracks.

Driving off-road is permitted only to specifically authorized drivers and only with 4WD or SPV or off-
road specifically built HDV and Coach.

- Driving off-road is not permitted from dusk to dawn or in daylight with poor visibility due to
weather conditions, unless for emergency or rescue duly authorized by operations
manager. Driver must estimate and communicate to destination the expected time of
arrival (ETA). Persons at the destination must alert the JM in the event the vehicle does not
arrive at the communicated time.

Driving in the desert the following items must be loaded on 4WD:

- Contact the radio room or the journey manager when departing.


- Drinkable water, minimum 5 liters for each person in the vehicle;

- Maps of the area endorsed by the Contractor;

- Emergency signals for day and night;

- Extra fuel, 25 liters minimum more than the estimated consumption or the capacity of 4WD
tank whichever the higher, in external steel tanks.

5.3 YARDS & PLANTS

Drivers driving into a yard / plant shall be informed at entrance about dedicated road / track
identification, speed limits, dangerous areas inside the site.

Driver shall never abandon vehicle dedicated road / tracks for entering into an area of operation /
production without a work permit issued.

Speed shall be reduced on sight of pedestrians crossing the road / track, even if the road crossing
by pedestrian is done as an infringement of yard / plant procedures.

5.4 EXTREME WEATHER CONDITIONS

In case of extreme weather condition like rainstorm or sandstorm which limit the visibility to less
than 10m driving is not permitted unless in case of emergency after filling and signing the
MOC(Management Of Change) by concerned parts.

JM and driver are responsible together for judging the weather conditions to determine whether it
is advisable to drive under such conditions. Whenever extreme weather conditions are anticipated
or forecasted, driving activities must be inhibited accordingly.

If extreme weather conditions are anticipated or they are unexpectedly occurring while driving in a
journey, the driver must stop the vehicle in the closest safe area before weather conditions
worsen and contact the JM informing him whether the vehicle will stop in the safe area or if it is
moving to the nearest agreed premises or if it is returning to the base. In any case the driver is
sole responsible for deciding to stop, to reach the nearest premises or to return to the base.

5.5 DRIVING HOURS

To protect the health and safety of drivers and their passengers, BONATTI driving policy shall
always be followed and the following shall apply:

- Drivers shall not operate BONATTI vehicles more than eleven (11) hours in 24 hours.

- No Driver shall be allowed or expected to drive for more than three hours without rest stop
of at least 15 minutes.

- Drivers are responsible for ensuring that they do not consume alcohol, drugs or fatigue-
inducing drugs while on their designated shift.

REQUIREMENT RECOMMENDED PRACTICE

5.6 ALCOHOL AND DRUG POLICY

Alcohol, drugs and narcotics are incompatible with the driving profession, as the assumption of
such substances has negative effects on driving performance and in general disrupts a person’s
psychological and physical balance making them generally more unstable and vulnerable to stress
and therefore ultimately increasing uncontrollably the level of risk.

For this reason, medical exams to which drivers are subjected at the moment of employment and
in occasion of the planned periodical check-ups shall include targeted analysis with appropriate
indicators with regards to drugs and alcohol that can highlight not only casual consumption but
also and especially possible addictions.

BONATTI has in place a drug and alcohol policy which is applicable to all BONATTI and sub
contractors staff.

5.7 SMOKE FREE WORK ENVIRONMENT POLICY

BONATTI implement a smoke free work environment policy in all its premises including vehicles,
therefore smoking is prohibited within BONATTI or rented vehicles.

5.8 DISCIPLINARY PROCEDURE

Drivers who persistently violate the posted speed limits or who are conduct falls below the
standards required shall be formally disciplined in accordance with BONATTI Discipline
Procedure. In order to ensure compliance with this procedure, and consequently Lybian Labor
Law, The following disciplinary scheme should be applied by the HR Department on Drivers as
the following as a minimum:

1st Driving Violation:

Formal Notification / Warning shall be sent to the violator with a copy sent to his direct supervisor.

Suspension of the BONATTI Driving License of the violator for 1 Week.

Starting from 3rd Driving Violation:

Suspension of BONATTI Driving License of the violator for 1 Month.

In case of severe driving violations, such as driving under the effect of drugs/alcohol, excessively
exceeding the speed limit or driving without seat belts, further disciplinary actions shall be decided by
the HR Department depending on the risk level of the violation in accordance with law regulation and
internal bonatti disciplinary procedure.

5.9 DRIVER QUALIFICATIONS

5.9.1 General

All Contractor personnel elected to drive either regularly or occasionally a Contractor vehicle are
divided into Authorized Drivers (COD1) and Professional Drivers (COD2):

- COD1 are those who can drive a LDV assigned to them for self-transportation. They can
transport other persons on the assigned vehicle at their own judgment and under their
responsibility;

- COD2 are those who professionally drive one or more specific types of vehicle for
transportation of persons and goods or for special purposes.

Also Sub contractors and Suppliers personnel elected to drive a vehicle are categorized same way into
COD1 and COD2.

All drivers belonging to the above categories must pass through a qualification process and obtain a
Contractor Driving Permit (CDP) issued by HSE DEP.

Driver shall be licensed and qualified and the selection criteria will be based on their suitability under a
physical and mental point of view. They shall receive written appointment signed by the PD/PM.

5.9.2 Permit to Drive

Only Drivers of owned or leased vehicles or sub-contractors drivers in possession of a valid Permit
to Drive are permitted to drive. Short-term Rental drivers shall only be allowed to drive upon
issuance of a permit to drive. The HSE Department is responsible for issuing Permits to Drive. To
obtain a Permit to Drive the driver must:

- Have signed a power of commitment.


- Have demonstrated possession of a valid driving license
- Have passed an eye sight and medical tests
- Have passed a commentary driving course and attended a defensive driving training.
- Official permission submitted to HSE DEP by concerned department manager .

Permits to drive can be withdrawn temporally or permanently if the standard of driving is deemed to be
below the expectations of the Contractor.

5.9.3 Driver Training and Performance Audit

All employees authorized to drive vehicles must attend an training course also covering
Contractor driving/vehicles related procedures.
All Contractor professional drivers shall receive a dedicated Defensive Driving Course
(DDC)
In addition all Contractor professional drivers shall have a basic first aid awareness training including
but not limited to:
- How to contact emergency response support.
- Making the scene safe.
- Stopping major bleeding & stabilizing the position of an injured person.
- Understanding the content and use of first aid box.
- All drivers who may drive off-road shall attend a four-wheel drive training course.

All Driver shall receive training in order to recognize symptoms of fatigue (e. g.: loss of
alertness; frequent yawning; loss of concentration; failure to check rear view mirrors as
frequently as normal; unconscious variations in speed; driving too slow or too fast; drifting out
of the lane; etc.) and how to prevent fatigue and react when symptoms are present.

5.9.4 Driver Fitness

Fitter drivers have fewer accidents; therefore drivers shall receive medical support to maintain their
fitness. To support the Driver Fitness program, the following shall apply:

- Before issuing a Permit to Drive all drivers / PAD shall undergo a medical examination.

- Drivers must advise their manager if they are taking drugs that may impair their
performance. This includes cold medication.

- All BONATTI Drivers must undergo medical assessment to assess their suitability to drive
Contractor vehicles and must as a minimum meet the medical standard set out for Drivers
as per BONATTI Occupational Health Management System.

- In addition, all Drivers will undergo formal eyesight testing.

5.9.5 Performing Driver Performance Assessment

At any time after the issue of a BONATTI Permit to drive, drivers shall be subject to periodic
assessment of driving performance. The Training / HSE Departments at random shall conduct
driver performance audits consisting of a 30-minute test drive with an assessor . Upon completion,
the assessor shall discuss the results of the driving audit with the driver. Audit results shall not be
used for disciplinary purposes but as a pro-active tool to assess both group and individual training
needs.

5.9.6 Driver Training

All newly appointed drivers, before receiving his job must attend a driving induction course
including but not limited to:

- Company & Contractor procedures

- vehicle features

- location characteristics

All Drivers shall receive a dedicated theoretical and practical driving course (defensive driving
course) and results shall be reported on the driver record.

All drivers shall be regularly trained in defensive driving techniques including but not limited to:

- vehicle restraint system and safety equipment

- local driving hazards (including personal security), regulations and culture

- commentary driving

- alertness and fatigue management

- effects of medication and substance abuse

All Drivers should attend a refresher defensive driving course after 1 years from attending last
defensive driving course.

5.9.7 Driver Welfare

To promote driver welfare and safety, the following shall apply:

- Drivers shall be provided with good accommodation and meals if they are required to stay
overnight at a location.

- Drivers should never be ordered to return to base if they are tired or if the journey shall take
them over a 12-hour shift or 8 hours behind the wheel.

- Driving out of authorized times during dark hours must not be allowed except emergency
case approved by site leader, MOC must be signed by PM, HSE manager and security
manager as shown in appendix 1.

- Drivers shall be given access to a phone to call home if staying overnight at a location.
Efforts shall be made to advice Drivers of their driving schedule in reasonable time so they can
prepare for it.

5.9.8 Drivers’ Awards


As an output of the analysis of the IVMS reports, Drivers/PAD could be awarded as per their
continual adherence to the Road Safety Best Practices; accordingly, the Transportation
Department shall award the best Driver of the month whose total performance has the highest
accumulative score during that month.

5.9.9 Safety Briefings and Forum

The Transport Department shall conduct periodic safety briefings. Subject matter should be
determined in conjunction with the HSE Department. All drivers shall attend in accordance with a
published schedule. The focus shall be on improving driver performance, this being a significant
causative factor in most road traffic incidents.

The following subjects may be considered for the agenda:

- BONATTI / BONATTI subcontractor road traffic incidents.

- Recommendations from road traffic investigations.

- Driver performance standards and assessments.

- Specific road safety promotions.

- Personal and environmental factors that affect driving performances.

- Effective communications on safety related matters.

- Acknowledgement of good performance.

- Driver training.

- Vehicle Inspections.

5.9.10 Vehicle Hand-Over

Each driver shall conduct a vehicle inspection prior to the start of his work rotation. Findings shall
be recorded on the Driver's Vehicle Checklist in Appendix 5 of this procedure. A representative
from the Transport Department shall verify the accuracy of the completed inspection form.

The verified vehicle inspection forms shall be forwarded to the Transport Department for review.
The Transport Department shall ensure that all mechanical defects are recorded and any action
items are included in the vehicle’s service/maintenance program.

5.9.11 Road Safety Management Audit

An Audit program shall be implemented to verify effective implementation of the management


system elements related to land transport and the land transport safety recommendation practices.
Senior Management shall carry out an annual review of audit findings and their close out and
assess the need for changes to the requirements for managing land transport safety.

A Road Safety Management Audit Checklist may be used during performing the Road Safety
Management Audit internally or on BONATTI Sub contractors. (See Appendix 4).

6 BONATTI JOURNEY MANAGEMENT PLAN (JMP)

Driving Related Hazards (DRH) are all those hazards which one or more individuals are subject to
because of a driving activity in the space around him or them. Each individual can be subject to
DRH being a driver, a passenger, a worker or any other person within a justified proximity of a
vehicle being there without infringement of laws and Contractor regulations (i.e. people on the
public road, people living in villages within a Contractor Area). DRH include the road transport
related hazards.

A Journey and Traffic Management plan is a set of provisions, instruments and rules always to be
implemented in case of passengers and goods transportation and is a valuable tool to manage the
exposure to risks associated with DRH.

JMP shall cover transportation of personnel and goods of any kind carried out by the Contractor,
Sub contractors and Suppliers (the latter within the Contractor Area).

A journey management system should be operated to ensure each journey is necessary, properly
organized and supported. It shall be managed by a journey manager reporting directly to the
Logistic & HSE Manager.

Each journey/trip type should be assessed for risk exposures. Controls should be identified that are
commensurate and appropriate for the exposures identified.

6.1 JMP IMPLEMENTATION

BONATTI Journey Management plan shall be implemented for trips - directly organized by
BONATTI Transportation Department under approved order mission to & from the following
destinations:

- Traveling from logistic base to surrounding project sites and vice versa.
- Traveling inter Bonatti Lybia projects.
For the trips organized / carried out by major sub-contractor working for BONATTI, the Sub
contractor shall implement its own Journey Management System that must meet the requirements
of BONATTI Journey Management System as a minimum.

BONATTI JM / his designated person who shall be responsible to authorize the initiation and
closure of the J.M.P. Form. (See Appendix 2).

The first part of the form includes all the information and authorizations needed before starting the
trip; it shall authorized by the Journey Manager, and signed by the Driver who shall drive BONATTI
vehicle.

It shall be the responsibility of the Journey Manager to ensure that the following information is
included in the JMP form before authorizing it:

- Journey Manager name & mobile number.

- JMP issuance date & serial number.

Contractor by email - for follow up.

Upon arrival at the destination point, it shall be the responsibility of the site road officer to notifying
the Journey Manager or his designate and filling JMP Form if deemed necessary.

- Place, actual date & actual time at arrival destination point.

Upon departing the destination point return back to the original point, the site road officer shall
communicate the Journey Manager and fill JMP form.

- Place, actual date & actual time of returning at original point.


- Any general remarks regarding the trip.
- Remind the driver to Return back the JMP for close out by JM.

The JMP records shall be kept at the Journey Manager filling system as an evidence of
implementation the Journey Management System.

6.2 LOADS

Loads arrangement in the cargo area and their fastening are responsibility of the driver.

Loads dimensions and weight must not override the dedicated cargo area length, width and weight
and height rating. Weight of any single load item or weight of stacked loads cannot override vehicle
cargo area specific pressure rating.

Dangerous goods that are being transported must be accompanied by documentation identifying the
dangerous goods and the hazard they present to any person, to property or to the environment, as
appropriate to the nature and quantity of the dangerous goods in accordance with local regulations.

7 SUBCONTRACTOR MANAGEMENT

Bonatti requires the adoption and compliance with the requirements of this standard also by his
Subcontractors, and constantly monitoring their implementation. All the basic rules (seat belts
fastened, respect of speed limits, proper use of cell phones, IVMS, etc....) must be fulfilled without
any exemption.

Any exemption concerning non-basic rules, shall be evaluated within a dedicated risk assessment
and subject to written approval by the Contractor/Project HSE Manager and Contractor/Project
Manager.

Subcontractors shall establish a system of monitoring road transport operations by their own to
ensure that Bonatti road transport requirements are being met.
The system established shall provide documented evidence of monitoring, performance
achieved and improvement requirements identified and auctioned.
Contractors and Subcontractors shall have an effective system for regular monitoring of data from
Vehicle.
Monitoring Systems, and for feedback to the driver. Feedback shall be given both of action required
to correct poor driving habits, and of praise for good driving behavior.
Subcontractors shall have in place a system for investigating incidents and for taking remedial action
and communicating lessons learnt. For major incidents Contractor may wish to lead, or take part in
the investigation. Subcontractors shall co-operate with any Bonatti investigation.

8 VEHICULE INCIDENT AND NEAR MISS REPORTING

Provided that the driver has not been injured during the vehicle incident, the following steps must be
followed in the shortest possible time:
In case an incident occurs, leave the car immediately safely pull over to the side off road, turn the car
engine off and turn on your hazard lights. Check if anyone is injured;
Advise Journey manager/supervisor.

If other parties involved in the accident become hostile or accusatory, get to the nearest police station
together with the counterpart.

If the employ has or suspects an injury, he shall visit a doctor right away (Bonatti doctor shall be
present in the emergency contact numbers list on board).

Accidents’ reporting is to be carried out in accordance with the Project HSE Plan and Incident
investigation and reporting procedure PSS-112-001.
