New Zealand & Japan, Signs Agreement to Increase Maritime Security Cooperation

6 月 4 日、日本の防衛省は、日本とニュージーランドが軍事協力協定を締結したことを発表で明ら
かにしました。この協定は、日本の浜田靖一防衛大臣とニュージーランドのアンドリュー・リトル国
防大臣が署名し、太平洋島嶼地域における海洋安全保障、人道支援、災害救援、気候変動、およ
びさらなる防衛協力の主要分野に重点を置いています。この協定は、ニュージーランドと日本が 2
年間にわたり（世界と地域の目標を一致させるために）協議した結果、実り多いものとなりました。

On June 4th, the Defense Ministry of Japan revealed in an announcement that Japan and
New Zealand have signed a military cooperation agreement. The agreement (signed by Japan’s
Defense Minister Yasukazu Hamada and New Zealand’s Defense Minister Andrew Little) places
focus on the main areas of maritime security, humanitarian assistance, disaster relief, climate change,
and further defense cooperation in the Pacific Island regions. The agreement stands as a fruitful end
result of two years of discussion between New Zealand and Japan (to ensure aligned global and
regional goals).

この発表の主な理由は、太平洋地域で潜在的な非友好国による緊張状態が続いている
ためです。具体的には、北朝鮮はこの 1 年間、ミサイル発射実験の頻度や量を増やしている。また、
中国が島嶼部の領有権を主張し、戦争に巻き込まれたロシアと領海内外の軍事パトロール（爆撃
機や偵察機など）を活発化させています。これに対して、日本は抑止力として防衛予算の増額、防
衛産業のインフラ整備、国際協力（QUAD 諸国、NATO などとの連携）を進めてきた。

Mainly, the announcement comes at a time where there has been tension within the Pacific
area from potentially unfriendly countries. Specifically, North Korea has been increasing their
missile test landings in Japan’s seas both in terms of frequency and amount in the past year. On top
of that, China has been disputing its territorial claims over an island chain and conducting more
military patrols through and over its seas with war embroiled Russia (with bombers, recon aircrafts,
etc). In response to this and a number of other factors, Japan has been increasing their defense
budget, improving their defense industry infrastructure, and global cooperation (forming ties with
QUAD countries, NATO, etc) as a deterrence.

共通の目標や利益に向かって努力する意図が見事に表れていた。両国は、このパートナーシップを
進展させ、「自由で開かれたインド太平洋」に一歩近づくための意欲と能力を持っています。

From the remarks for each side, the intent to work towards common goals and interests
(mentioned by the Strategic Cooperative Partnership and the 2021 Defense Assessment) were on
great display. Both countries have the want and capabilities to progress this partnership, to move one
step closer to the “Free and Open Indo-Pacific”. With one step closer towards their aligned goals, we
are looking forward to seeing how this partnership blossoms and a safer tomorrow.
両者の目標が一致したことで、このパートナーシップがどのように花開き、より安全な明日を迎える
ことができるのか、楽しみです。
