I. THEME
“Modified Millennia towards Genuine Governance through the Young Leaders’ Innovation focusing
on the Global Sustainable Development Goals”
II. RATIONALE
The 1st-ever Search for Best Project Proposal of youth and youth-serving organizations in the
Municipality of San Agustin. ALL participating organizations shall have an opportunity to be elected as the
Member of the LYDC-San Agustin “Konseho ng Makabagong Milenyo”.
With the upcoming Barangay and SK Elections (BSKE) this 2023, the Pambayang Pederasyon ng mga
Sangguniang Kabataan deemed it necessary to conduct this Search for the I.C.O.N. of Youth
Organizations Awards, as approved through an Ordinance, and the Strategic Planning and Crafting of the
LYDP 2023-2025 Workshop.
This aims to ensure that the next sets of SK Officials in our municipality will have a reliable basis and
guide for the young leaders to create, improve, and innovate projects, programs and activities that will serve
the San Agustinian youth with utmost efficiency.
III. PARTICIPANTS
Open to ALL Religion-based, School-based, and Community-based Youth & Youth-serving
Organizations
IV. QUALIFICATIONS
The following qualifications are based on the LYDC Election Qualifications)
1. Must have at least a minimum number of ten (10) members in good standing and which are operating
in this municipality;
2. The Youth Organizations (YOs)/ Youth-serving Organizations (YSOs) President/ Chairman:
a. Must be a citizen of the Philippines;
b. Must be a resident of this municipality;
c. Should be at least fifteen (15) years, but not more than thirty (30) years and zero (0) day old, on
the day of LYDC elections (September 17, 2023);
d. Able to read and write Filipino, English, or the local dialect; and
e. Must not have been convicted by final judgement of any crime involving moral turpitude
VI. MECHANICS
1. The Project Proposal must be crafted based on any of the advocacy of the 9 Centers of Youth Participation:
- Health;
- Education;
- Economic empowerment;
- Social inclusion and equity;
- Peace-building and security;
- Governance;
- Active citizenship;
- Environment; and
- Global mobility
2. Register your YOs or YSOs in the Youth Organization Registration Program (YORP) through this link:

3. Submit your Project Proposal and Register at the Sangguniang Bayan Session Hall, Municipal Hall
Compound, LGU-San Agustin.
VII. CONSIDERATIONS
Those YOs and YSOs who have exerted their time and effort to submit their Project Proposal on time
shall have an additional three (3) points in their total average score during the ranking for the Top 3.
The scoring and judging during the Final Presentation of the Top 3 shall be back-to-zero and shall only
be based on the presentation and performance of the youth President/Chairman itself.

for the Youth Organization Registration Program (YORP) shall be sent
