RATIONALE:
Republic Act No. 10742 or otherwise known as “Sangguniang Kabataan Reform Act of 2015”,
An act establishing reforms in the Sangguniang Kabataan creating enabling mechanisms for
meaningful youth participation in nation-building, and for other purposes; The state recognizes
the vital role of the youth in nation-building and thus, promotes and protects their physical,
moral, spiritual, intellectual, and social well-being, inculcates in them patriotism, nationalism,
and other desirable values, and encourages their involvement in public and civic affairs.
(Section 2, Chapter 1. Declaration of State Policies and Objectives of the same Act); R.A.
10742, Chapter IV, Section 30, states that Observance of Linggo ng Kabataan. – (a) every
barangay, municipality, city and province shall conduct an annual activity to be known as the
Linggo ng Kabataan. The Sangguniang Kabataan, in the case of barangay in cooperation with
the Pederasyon ng Sangguniang Kabataan, in the case of municipality, city and province, shall
take the lead in this observance. Thus, the Sangguniang Kabataan of Barangay Osmeña will
celebrate its Linggo nang Kabataan with this year’s theme: “INTERGENERATIONAL
SOLIDARITY: CREATING A WORLD FOR ALL AGES’’.

OBJECTIVES:
 To provide an avenue where the youth can develop their talents in culture, arts and sports.
 To provide equal opportunity where youth leadership could be further empowered through
various activities, trainings and exposure.
 To create a pool of talents from the grassroots level particularly from the barangays and
schools, to further develop discovered talents in the future.
 To promote camaraderie among SANGGUNIANG KABATAAN in the barangay and other
youth organizations.

METHODOLOGY:
The Sangguniang Kabataan of Barangay Osmeña will celebrate its Linggo nang Kabataan with
this year’s theme: “INTERGENERATIONAL SOLIDARITY: CREATING A WORLD FOR ALL AGES”
on August 21-28, 2022 at Barangay Gymnasium, Osmeña, Compostela, Davao de Oro with the
participation of SK Officials and KK members from 13 Puroks in the Barangay Osmeña
Municipality of Compostela Province of Davao de Oro. The Linggo ng Kabataan aims to
celebrate the youth in the Barangay of Osmeña and to provide an avenue for them to develop
artistic, leadership, sports and talents.
