I. GENERAL GUIDELINES FOR ALL CONTESTED EVENTS

1. The Supreme Student Council through the Student Affairs Office is the
main organizer of all contested events.
2. All participants must be bonafide undergraduate students of the
University.
3. In case a contestant is enrolled in more than one Department, he/she
must represent only the Department where his/her course belongs.
4. All Supreme Student Council (SSC) Officers and Appointees, SSC Advisers,
and SSC Volunteers members shall be ineligible to play or participate in all
contested events.
5. Other officers/students not mentioned in the preceding guideline are
deemed allowed to participate with the exception that Governors and the
Supreme Student Government (SSG) President can participate in TEAM
EVENTS ONLY.
6. All participants shall be in the venue 1 (one) hour before the competition
for the registration.
7. The General Guidelines shall always prevail.
8. In case of any untoward incident, instigated, committed directly and
indirectly by any participant/ contestant/ player in their event/s, the
participant/contestant/player involved shall be subjected to disciplinary
actions by the University.
9. Off-campus practices on socio-cultural events (GROUP EVENTS) are NOT
ALLOWED. Practice areas shall be provided and shall be supervised by the
organizing committee.
10. Indecent performances, practicing outside school premises (sited events)
and dressing in form that violates the University’s dress code in all events
are subject to DISQUALIFICATION & DISCIPLINARY INTERVENTION.
11. Hiring of Trainers/Instructors is allowed provided that their profile should
be submitted to the Dean of Student Affairs for assessment (includes the

events that will need a trainer and shall limit the honorarium paid) and
approval. (Please refer to the Memorandum of Agreement (MOA) executed
and signed).

12. A committee shall be created for the sole purpose of deliberating protests
and checking of compliance to the rules and guidelines set forth by the
SSC and therefore shall be called as the GUIDELINES MONITORING
TEAM. All protests shall follow the proper steps and procedures provided
by the GMT. The nature of the GMT details from that of the Student
Disciplinary Committee.
13. Any violation of the Competition Guidelines shall be subjected to relegation
to the last place after due deliberation of the GMT.
14. Announcement of winners for Literary and Socio-Cultural events will be
done right after the competition.
15. Judges’ decision is FINAL and IRREVOCABLE.

II. SCORING SYSTEM

The following POINTS shall be given to each rank:

Default 0

Note: All contested events either minor or major shall be given EQUAL WEIGHT.
In case of a tie, both shall be given the same number of POINTS.

beyond 15 members.

IV. GENERAL GUIDELINES FOR THE SOCIO-CULTURAL EVENTS

1. All performances must be live.


2. All music pieces should be in electronic copy and should be in MP3 format.
The music pieces should be minus-one only for Singing Events. The music
file should be properly stored in one (1) flash drive only. Label of the events
is as follows: Team– Event (e.g. Junior High School –Folkdance)
3. Music pieces should be submitted to the SSC Socio-Cultural Committee
Head on or before February 07, 2020. List of participants in all events shall
be submitted on or before January 31, 2020. For ease and uniformity
purposes, the SSC shall provide a format.
4. All music pieces submitted shall be considered as final entries.
5. All participants should be in the performance site one (1) hour before the
competition.
6. Time keeping shall start once the music is already played through the
signal of the participants.
7. Movements with dangerous maneuver/stunts in the Socio-Cultural events
are NOT ALLOWED.
8. Suggestive movements (Sexual Indicative) are NOT ALLOWED.
9. Every team will be given respective practice areas inside the University,
which will be done via drawing of lots.
10. The decision of the Board of Judges and the Guidelines Monitoring Team
shall be final, irrevocable and executory.
11. The use of pyrotechnics, water, vehicles, machineries and animals as
props is NOT ALLOWED.
12. Any violation of the Competition Guidelines shall be subjected to relegation
to the last place.

NOTE: Zero shall be given in a team in case of default. DEFAULT arises


when the participant/s do not appear once called to perform.

MECHANICS:

1. The group should be composed of fifteen (15) to twenty (20) singers, and
one (1) conductor.
2. The choral shall follow the SATB (Soprano, Alto, Tenor and Bass) format.
3. Each group shall be given ten (10) minutes to assemble, perform and exit.
4. Each group is required to perform two (2) choral pieces. A warm-up song
and a contest piece(The contest piece will be the one that will be judged)

5. The song choice is open.
6. Can either be in its original form, revival, remix and mash-up.
7. Choreography is required as part of the total impact of the performance.
 CONTEST PIECE
8. The piece which will be sung in acapella should be an OPM song.
9. All songs must be sung from memory throughout the delivery. Only the
conductor can use Music Sheets.
10. Conductors/conductress shall be required to wear formal attire. Members
of the Chorale Group should wear decent attire appropriate for the
performance and chosen theme.
11. The piece can either be in its original form, revival, remix.

MECHANICS:
1. There must be one total performer open to either male or female.
2. There shall only be four back-up dancers.
3. The performers must showcase prowess in singing and dancing.

4. The choice of song and music is upon the performer’s discretion for as long
as it is not explicit/ vulgar.
5. Costumes MUST NOT be revealing and must observe proper dress code of
the university.
6. Props shall be allowed.
7. The performance should be lively to set an enthusiastic mood for the
audience.
8. Overall performance should be 5-7 minutes inclusive of preparations,
entrances, and exits.

ACOUSTIC PLAYOFFS
MECHANICS:
1. The team should be composed of five to seven (5-7) participants.
2. The team shall cover a song of their choice in acoustic genre.
3. ONLY acoustic instruments are ALLOWED to be used in this event.
4. Mashing-up of songs is ALLOWED.
5. Participants shall provide their own acoustic instruments.
6. Overall performance should not exceed to seven (7) minutes.
7. The participants can wear any shirt that adheres to the dress code of USL.

1. Each team shall have three (3) - five (5) members as performers.
2. Each team will choose one song of their choice.
3. Music in minus one format must be submitted to the SSC Socio-cultural
Coordinators.
4. Remixing is NOT ALLOWED and the performance shall be 6 minutes at
most including the entrance and exit.

1. There should be one singer per team open to both male and female.
2. The singer may re-arrange the song but mashing-up of two or more songs
is NOT ALLOWED.

1. Each team should have one pair of performers of this event open to define
both male and female.

B. DANCING EVENTS

HIP-HOP
MECHANICS:
1. This is a dance competition which allows Krump, B-boy, Popping,
Waacking, Housing and etc. to be part of choreography.
2. Every team should have ten to fifteen (10-15) participants open to both
male and female.
3. Dangerous maneuvers (e.g. tumbling, backflip, aerials, etc.) are strictly NOT
ALLOWED to be incorporated in the routine.
4. Each group will be given 3-5 minutes to perform including entrance and
exit.
5. Mixing of music is ALLOWED; hence, adding of effects is ACCEPTABLE.
6. Only hand-held props are allowed. Use of props as BACKDROP is
PROHIBITED.

MECHANICS:
1. Each team must have ten to twelve (10-12) participants.
2. Tinikling (use of Bamboo) should be performed.
3. Costumes and props are open.
4. Mashing up of songs is NOT ALLOWED.

5. Teams are given a maximum of eight (8) minutes to perform including
entrance and exit.

JUMPSTREET SHOWDOWN
MECHANICS:
1. Each contingent shall compose of thirty-five to forty (35-40) students open
for both male and female.
2. Steps and dance patterns shall be the discretion of the contingent and
should be executed in the provided area for their performance. The
performance will be limited to line dancing formation but shall be open to
variation of movement.
3. The teams will perform an opening intro dance as a warm up dance before
the main showdown.
4. The basic attire for the participants shall be their DEPARTMENTAL
SHIRTS. Adorning accessories is ALLOWED but the shirt should not be
covered and the use of lights as costume is NOT ALLOWED.
5. Use of reflectorized materials in costume is ALLOWED.
6. Only hand-held props are ALLOWED.

THE ECO SHOW

Description: This is an advocacy event that showcases the ability of the


students in creating eco- inspired couture using reusable/ recyclable materials;
hence, promotion of the University’s core value of innovation, creativity and
agility. As students will be involved in a hands-on experience of creating
something from wastes, their awareness of the need to reduce the use of non-
biodegradable wastes will be intensified; thus, inculcation of the University’s
core value of social awareness and involvement. The couture is showcased
during the University’s celebration of its founding anniversary and is exhibited
in a select venue to educate the community of people’s shared responsibility in
protecting the environment for individuals of today and tomorrow.

1. Each department should have one (1) female representative and (1) male
representative.
2. The eco couture must be butterfly inspired Filipiniana and Barong. This will allow
the eco-show to educate the spectators of the significance of the butterflies as
indicators of a healthy environment and healthy ecosystems.
3. The Barong must be LONGSLEEVES and the Filipiniana must be one piece also,
Accessories or Add-ons should be non-detachable from the said dress.
4. STRICTY NO USING of back dress and mechanism.
5. Head dress is encouraged but should not exceed one (1) foot in radius.
6. The couture has to be created/ fabricated using USED reusable/ recycle materials.
The use of Biodegradable materials (eg. Paper) is NOT ALLOWED. Also, use of
insulator is NOT ALLOWED.
7. NO paint, varnish and fixatives shall be used for the couture. Paint’s lead and other
additives are harmful to the environment. Alteration of color is allowed through the
use of Natural materials (eg. Food Colorings, Dye etc.).
8. The couture will only be created inside the campus.
9. Only students are allowed to design and create the couture. The teacher’s role is only
limited to coaching and monitoring.
10. The couture must be carried by the representatives all throughout the performance
without any assistance.
11. A video, which shall not exceed two (2) minutes, documenting the creation of the
couture has to be submitted to the SSC on or before February 13, 2020. The video
shall showcase the FINAL OUTPUT. Any alterations/additions in the output that is
not seen in the video shall mean RELEGATION TO THE LAST RANK.
12. A two-minute description of the couture shall be submitted to the organizers on or
before February 10, 2020. The said description shall be read during the entourage.

Specifics: The representatives will compete on the following categories:

1. People’s Choice: As Globe Telecom is a major sponsor in the University’s


celebration of its 55th Founding Anniversary, there will be Globe/TM Load to be
sold that will serve as an opportunity to cast votes of support for the chosen
representative. Every ten-peso worth of load is equivalent to 1 vote. This shall be
done from January 20, 2020 to February 15, 2020 until 5:00 PM. The

2. Question and Answer: This is a competition of wit as designers (student) are
required to respond to sensible questions which are within the context/ purpose of
the advocacy show. This will be 15% of the total score of each candidate.
3. Couture Design: The couture which shall cover 85%% of the total score of the
representatives will be judged during the Eco Show using the following criteria:

D. SPECIAL CULTURAL EVENT

COOK-OFF SHOWDOWN
MECHANICS:
1. There must be three (3) participants from each department.
2. Complete cooking attire or Personal Protective Equipment SHALL be worn
by the participants including apron and hair net.
3. Each team should come up with a Filipino-inspired cuisine.
4. All of the ingredients are provided by the SSC in-charge EXCEPT
condiments, herbs and spices.
5. The participants will be provided a place where they can create their
masterpiece.
6. Participants must provide four (4) servings: three (3) to be served to the
judges and one (1) for the visual presentation.
7. Twenty (20) minutes is allotted for the preparation of ingredients and one
(1) hour and fifteen minutes (15) minutes for the cooking including the
plating of the dish.
8. The three participants shall plan/prepare together on the first fifteen (20)
minutes. The first participant shall only cook for twenty (20) minutes and
tag the second participant to take over for the next twenty (20) minutes;
then the third participant for another twenty (20) minutes. All of the three
participants are to work together in the last fifteen (15) minutes.

MECHANICS:
1. Each department is LIMITED ONLY to one hundred (100) to two hundred
(200) attendees during the parade excluding the performers.
2. Only forty (40) students who have lighted hand-held props will serve as the
front-liners during the parade are to be judged.
3. The participants are required to wear the 55th Founding Anniversary shirts.

BEFORE THE PARADE

1. The assembly time will be 4:30 PM at the University Field.


2. The Philippine National Police and Tuguegarao Traffic Management team
together with the SSC Officers and Advisers shall assist and give directions
to the participants.
3. Parade will promptly start at 5:30 PM. The moment the parade starts; late
participants will NOT BE ALLOWED to join.
4. Each participating team must be identified through a streamer, flag or
placard.
5. Participants will take the gate near the University Gymnasium as their
exit.

DURING THE PARADE

1. There will be stations where the judges will be monitoring the parade.
2. The performance should be progressive (No stopping) to avoid major traffic
disturbances.
3. Participants are NOT ALLOWED to bring other things aside from the lighted
hand-held props.
4. No political or advocacy propaganda is allowed.
5. The use of speakers, musical instruments and vehicles shall be allowed,
provided that it will be coordinated with the OSAS prior to the event. The

of the hand held-lighted props.
3. Participants are NOT ALLOWED to perform once arrived inside the
campus.

V. GENERAL GUIDELINES FOR SPORTS EVENTS

1. Final list of athletes, coaches, including the reserved and/or buffer players
for events and assistant coaches, SHALL be submitted to the SSC-Sports
Coordinator.
2. Buffer players for the events (Chess, Badminton & table Tennis) SHALL
NOT be allowed to play in a rotational method. Reserved players shall
ONLY be allowed to play whenever the actual players are injured before the
game starts.
3. Rules on uniform: Departments are NOT mandated to use complete
uniform. They can wear either an upper OR lower uniform only EXCEPT
for basketball and volleyball events which are required to wear upper
uniform or jersey. Other sport events are NOT NECESSARILY required to
have an official uniform but must wear departmental shirts or shirts
with color pertaining to their department.

4. Players SHALL present their identification cards to the chief umpire for the
major events and game-in-charge for minor events, five (5) minutes before
the start of their respective games.
5. First, second and last call shall be announced in 15, 10, and 5 minutes
respectively before the game starts. Failure of the team to appear within
the set time shall mean declaration of winner by default for the
present team. In case both teams failed to appear, the game shall be
nullified. Zero point shall be given to both teams. The official clock posted
by the SSC (located at the outdoor stage) shall be the basis of the official
time.
6. Scheduling of events shall follow the Rule of Succession.
7. The generally accepted rules of the games shall be applied as determined
by the respective umpire/s or game official/s-in-charge.
8. Pairing is determined by drawing of lots.
9. Any technical matter not mentioned in the guidelines shall be decided by
the SSC Sports Committee, composed of the university Sports
Management and Development Director as the chair and the SSC Sports
Coordinators as the members in coordination with the over-all chairman of
the umpires.
10. All players are REQUIRED to take the Oath of Amateurism with integrity,
respect, and sincerity. The SSC Volunteers or Sports Coordinators MUST
check the attendance of the athletes; points will be given in accordance to
the general guidelines.
11. Umpires’ decisions on technical matters are final and irrevocable.
12. Specific guidelines, rules and requirements of sports events shall be
followed by all participants (athletes, advisers, and coaches).

RULE 3. TOURNAMENT FORMAT

1. Teams will play in a Single Round Robin format.


2. The first and second seed will play for the championship round.
3. The winners for Chess shall be decided through the number of games won
after the round robin; and the athletic events (Track and Field) shall be
composed of one (1) round; finals.
4. In case of tie-breaker, win over the other rule will be followed.

BASKETBALL

SEPAK TAKRAW

1. The International Sepak Takraw Federation (ISTAF) rules and


regulations shall be applied. However, if there are matters arising from the
game not within the rules provided, decision shall rest with the technical
committee.
2. Only one (1) official coach and an assistant coach are allowed.
3. The coach must be an instructor of his represented Department.
4. Each team shall be composed of two or three regus.
5. In case of decision match, the best regu will play.

BADMINTON

1. Rules of the games of the Badminton World Federation (BWF) shall be


applied in the tournament. However, if there are matters arising from the
game not within the rules provided, decision shall rest with the technical
committee.
2. All matches in the tournament shall use Corbillon cup system with two-of-
three basis as follows:
i. Two players to play two singles;
ii. Two players to play doubles;
iii. Players of the singles shall not be allowed to play in the doubles
game; likewise, the players of the doubles shall not be allowed to
play in the singles games.

TABLE TENNIS

1. Rules of the International Table Tennis Federation (ITTF) shall be


applied in the tournament. However, if there are matters arising from the
game not within the rules provided, decision shall rest with the technical
committee.
2. An athlete must use a table tennis racket with a red face on one side and a
black/green face on the other side.
3. All matches in the tournament shall use Corbillon cup system with two-of-
three basis as follows:
i. Two players to play two singles;
ii. Two players to play doubles;
iii. Players of the singles shall not be allowed to play in the doubles
game; likewise, the players of the doubles shall not be allowed to
play in the singles games.

CHESS
1. Rules of the International Chess Federation (FIDE) shall be applied in the
tournament. However, if there are matters arising from the game not within
the rules provided, decision shall rest with the technical committee.
2. There shall be four (4) players in every match.
3. Single round robin tournament shall be followed.
4. Scoring shall be based on the scoring system in the Chess Olympiad
whereas: a winning team will be awarded 2 points, 1 point for draw and 0
point for a lost.

5. The team with the highest accumulated points after the round robin
tournament shall declared as a champion.
6. Each player shall be given 45 minutes to finish the game with a checkmate
or stalemate. Failure to end the game on the given time will be considered
loss.
7. A player can offer a draw before his clock will run out. Once the other
player agrees then match will be considered a draw, if not, then game will
continue till end.
8. Always remember to press your clock after you have moved.
9. Don't forget to check whether your opponent has lost on time. It is the
responsibility of the player to point out that his opponent has lost on time.
10. Press the clock with the same hand with which you have moved the piece. It
is against the rules to keep a finger on the button or to hover over it.
11. You must not pick up the clock or punch it forcibly. This can lead to you
forfeiting the game.
12. Make sure you know what the time limit is before you start to play.
13. Should a tie occur, the FIDE prescriptions of breaking ties shall apply.

DARTS COMPETITION

1. Each side starts with 501 points. The method of scoring to subtract each
score from the remaining total.
2. Tournament games are usually started straight, but as an alternative, can
be played by starting with any double.
3. The first to reduce his score exactly to zero is the winner.
4. To finish, a double (or bulls eye) which exactly reduces the zero bust be
thrown.
5. For the purposes of Rules C and D, ‘Bulls eye’ counts as double 25.
6. If a greater score is thrown that is required to reduce the remaining score
exactly to zero, then none of the three darts count for that throw and the
score remains as it was before the throw was taken.
7. Each game is called a ‘leg’. 3 legs make a match and the ultimate player is
the player who first wins 2 legs. This can be varied.
8. Championship match shall be best of 5 legs where player who wins 3 legs
will be declared as the champion.

GAMES OF THE GENERALS, WORD FACTORY, SCRABBLE

1. The GGF rules shall be adopted. However, if there are matters arising from

2. Each player shall be given a five minutes to arrange his pieces
commencing from the time when both players are present.
3. Arbiter shall place a cover (1/8 illustration board) on the middle of the
board while the players are arranging the pieces to avoid predicting each
other’s pieces.
4. A player is deemed to have a complete move upon his/her release of
his/her playing piece on an adjoining square on the board.
5. Exposure of one’s own piece/s either intentionally or unintentionally
causes the player to lose his next move.
6. Exposure of piece/s caused by nature (e.g. wind, falling objects, etc.) shall
mean automatic replay of a game.
7. As a general rule, the arbiter’s decision is final and carries a heavier
weight. Protests regarding an arbiter’s mistake must be brought
immediately to the attention of the tournament director (SSC SPORTS
COORDINATOR). Confirmations of the arbiter’s mistake shall mean
automatically replay of the game.
8. Each match (including championship) will be best of 3 games. A player
who wins 2 out of 3 games shall be declared as match winner.

WORD FACTORY

1. The rules on the rule book found inside the word factory set shall be
adopted. However, if there are matters arising from the game not within
the rules provided, decision shall rest with the technical committee.
2. These are the special rules which were modified from the rule book of this
tournament:
3. Minimum number of letter per word is 4 instead of 3.
i. Merriam Webster will be the official dictionary instead of any
dictionary.
ii. Writing an invalid word shall NOT be penalized.
iii. Each match will be played between 2 players only.
4. Championship shall be best of 7 rounds where a player who wins 4 out of
7 rounds shall be declared as match winner.

SCRABBLE

1. The rules on the rule book found inside the scrabble set shall be adopted.

The content will showcase the team identity.
Each team should submit twenty-five (25) small flags and one (1) main flag.
The size of the Whole Main Flag will be 2.5 m by 1 m or 2.5 sq.m with an
allowance of .50 m on both sides and at the bottom for the accessories,
while the small flags will be 1.5 by .5 m without any allowance hence
accessories in the pole is allowed.
The main flag can have accessories as long as it still within the given dimension.
The small flags on the other hand, must conform to the given preset-shape, color
and dimension.
Poles to be used for the small flags are to be provided by the competing teams,
(poles design and color is free on your discretion).
Main flag and small flags are to be passed on or before February 4, 2020 at 6:00

VII. IMPLEMENTING RULES AND REGULATIONS (IRR) IN THE CONDUCT


OF THE 55th FOUNDING ANNIVERSARY DEBATE CUP

IRR 1.0 GENERAL GUIDELINE, COVERAGE & ELIGIBILITY

IRR 1.1. The 55th Founding Anniversary Debate Cup is open to all bona
fide junior high school, senior high school, and college students
currently enrolled in University of Saint Louis.
IRR 1.2. The 55th Founding Anniversary Debate Cup shall use the Asian
Parliamentary Format.
IRR 1.3. It aims to enhance public speaking, confidence, camaraderie and
critical thinking among participants and broaden the minds of
speakers and the audience.

IRR 1.4. All debaters must be in their formal or corporate attire during the
preliminaries. Formal attire shall be understood as no using of
maong pants, rubber shoes, slippers or casual wear. Failure to
comply with the prescribed dress code shall mean disqualification
for the supposed match.
IRR 1.5. English language shall be used as medium of the debate.
However, to make room for humor or for quoting familiar terms
not ideally sound expressing in English, Filipino or local dialects
may be used, but this should be kept at a minimum. Likewise,
use of vulgar words is strictly prohibited.
IRR 1.6. In case of any concern, clarification, or protest which is not
governed by this IRR, the Guidelines Monitoring Board (GMT) has
the absolute power to decide on matters which deemed necessary
to preserve and protect the integrity of the event. The GMT
Board’s decision is final and non-appealable.

IRR 2.0 QUALIFICATIONS

IRR 2.1. All debaters must be bona fide Louisian students currently
enrolled in the university as certified by the governors, and must
be duly registered in the Official List of Participants. Changing of
contestants after the deadline and walk-in debaters are strictly
prohibited.
IRR 2.2. Each competing department is allowed to send only one (1)
debating team composed of five (5) speakers each team. Each
team shall have one (1) official coach.

IRR 3.0 REQUIREMENTS

IRR 3.1. Filled-out official list of participants and the same shall be
submitted to the SSC Head Committee for Debate by the
Governors on or before January 28, 2020. No extensions shall be
allowed.

A. Debaters are NOT ALLOWED to use props. Props shall be
understood to include visual aids.
B. During the debate proper, debaters are only allowed to bring with
them hardcopies (maximum of 10 pages, letter size) of their research
paper and cue cards. The use of electronic gadgets is prohibited, like,
but not limited to cellphones, tablets, and laptops. It shall be
emphasized further that even the use of gadgets for the purpose of
self-time keeping is still prohibited.
C. The debate team not showing at the venue until after the
preparation time (30 minutes) shall have an automatic
disqualification.

II. ADJUDICATION
A. Adjudicators during the 55th Founding Anniversary Debate Cup
must be duly approved by the University.
B. Each round during the preliminaries must be adjudicated by three
adjudicators. During the semi-final and championship matches, the
board of adjudicators shall be composed of five members.
C. In all debate matches, it shall be observed that any adjudicator must
not be related or affiliated in any manner to the team/s that will be
judged.
D. Each adjudicator shall be given an adjudication packet which
includes:
1. Critique/Score sheet
2. Ballot sheet
3. Copy of the Implementing Rules and Regulations for 55th
Founding Anniversary Debate Cup

Critique/score and ballot sheets will be filled in by the


Tournament director before delivery to the adjudicators, noting
Round and Team Numbers including the names of speakers for
both sides.

III. DEBATE TIMERS


A. Each debater shall have seven (7) minutes to make his/her
substantive speech. The timekeeper for the debate shall give an
audible signal (a ring of bell) at end of the first minute and at the
beginning of the sixth minute. During the time in between these
two signals, points of information (POI) may be offered by the

debaters of the other team. A double ring at the end of the
seventh minute shall be given, after which the speaker should
conclude his/her speech after 15 seconds. A continuous ring
shall be signaled after seven minutes and fifteen seconds. Reply
speeches are four (4) minutes long. No points of information are
allowed during reply speeches. At the end of the third minute, the
timekeeper shall ring the bell once to let the reply speaker know
he/she has only a minute left for the reply speech. The
timekeeper shall ring the bell twice after the fourth minute. For
every speaker, every 15-second extension shall have a
corresponding deduction on their total score for the particular
round.
B. At all times, the clock shall be available for viewing for the
debaters, adjudicators and the audience.
C. The clock shall be started when the speaker starts his/her
speech.
D. The clock should not, under any circumstances, be stopped until
the debater has finished, even if it exceeded the allowable speech
time.
E. Official coaches and adjudicators cannot be timekeepers of the
debate round.

IV. COACHING RESPONSIBILITIES : It is the responsibility of every


coach to:
A. Exercise mature judgment for guiding students in preparation.
B. Teach by good example, good sportsmanship in both winning and
losing situations.
C. Refrain from any harassment of adjudicators.
D. Register legitimate complaints to the Guidelines Monitoring Board
in case of protest.

V. PROTEST – Protests must be filed in writing, dated, signed, by the


participants and the official coach, and given to the Guidelines
Monitoring Boardnot later than the next debate round.

I. Preparation Time: Immediately after the announcement of the


motion to be debated, the timekeeper shall set the clock for 30
minutes. Debaters are given 30 minutes to prepare with their
coaches only in the designated room for preparation. Officers-in-
charge shall facilitate the preparation time

The reply speeches are four-minute summary speeches, which can
be made by either the first or second speaker of the house, except
the third (Whip).

III. Points of Information: During the constructive speeches, Points of


Information (POI) may be raised by the opposing side after the first
minute up to the sixth minute. During reply speeches, no POI may
be raised. POIs may be refused or accepted by the speaker. If
accepted, the POI should be made clearly and succinctly,
taking a maximum of fifteen seconds.It is likewise stressed that
points of information shall be raised in an interval of fifteen
seconds in order not to disrupt the constructive speech being
delivered by the current speaker.

IRR 4.3 SECTION 3- Criteria for Judging


The 55th Founding Anniversary Debate Cup is assessed by an
Adjudicator Panel composed of an odd number according to the following
criteria:

the team’s total score. The team with a higher total score will be the
better debating team.

QUIZ BEE

1. Each team shall be composed of four (4) members including the team
captain. Only three (3) members will participate in any round.
2. Substitution, if any, should be made before the first question of the
difficult round is raised.
3. Slate boards shall be provided.
4. The questions will be divided into three rounds: the easy, average, and
difficult round.
5. Each round is composed of 15 questions.
6. Questions from the easy round shall weigh one (1) point each while three
(3) points each for the average round and five (5) points each for the
difficult round.
7. Time limit will be given after each question is read. It will be announced by
the quiz master before each round.
8. When the time limit expires, the participants will show their answers to the
host/audience. Failure to do so will mean the answer is not recognized,
therefore will gain no point.
9. Only the team captain has the right to raise queries or protest but should
be done before the next question will be read. After the next question was
read, no protest will be entertained.
10. The scores from the easy, average, and difficult round will be added to get
the total score as the basis for the proclamation of the winning team.

QUIZBEE VARIETY

MECHANICS:
1. This event is set to be like a Filipino variety show.
2. On the day of the competition, twenty (20) officers from each team shall
participate.
3. There shall be 3 segments of the show which will be revealed at the day of
the competition.
4. Each team shall start with a base point of 10 and 2 points are added for
each member of the team that will proceed in the next round.
5. The team with the highest garnered point shall be hailed as the winner.

CCA’s BATTLE OF THE BANDS

1. This is open to all interested Louisian students, alumni, and employees.


They should register in the Center for Culture and the Arts (CCA) for a slot
and pay 100 Php. per band member.
2. The CCA will provide the instruments needed for the competition. Any
instrument that the CCA is incapable of providing shall be provided by the
band.
3. For the elimination round, each participating band should prepare 2 songs
(a warm up piece and a contested piece) to play. The band will be given ten
(10) minutes to perform which includes all preparations needed.
4. The band should give the list of all the songs of their repertoire to the CCA
for screening and to the DSAS for approval.
5. The band should have 8 members in maximum.
6. Members should wear clothes according to the dress code of USL.
7. For the final round, each participating band should prepare 3 songs (2
warm up songs and 1 contested piece) to play.
8. The winners will be given cash prizes and they shall perform as front acts
during the concert on the 15th of February 2020.

IX. KAIBIGAN NG KALIKASAN PROGRAM (KKP)

It makes up 20 % of the overall points of the department during the


Foundation Days.

I. CLEANING:
1. All Departments will be given their respective KKP area of responsibility.
2. All departments must provide their own cleaning materials. Such may
include Hard broom, Soft broom, Dust Pan, Rags, Pail, Dipper, Wax (for
floors without tiles), soap (detergent or powder), & garbage bags.
3. Judging will be done every day and areas will be checked from 12:00 NN-
1:30 PM and 3:00 PM-4:30PM. Weekly announcement of winners shall be
done by using the department or school banners which are located at the
field. The height on how the flag is raised signifies the daily performance of
the department.
4. Judges’ decision is final and irrevocable.

player, in case of individual events to be attested either by an adviser,
governor, or sports coordinator concerned;

2. Protest shall only be accepted within an hour after the game, otherwise the
GMT automatically voids the protest. If the game subject of protest affects
the next game, protest shall be done immediately or before the start of the
next scheduled game, otherwise the protest is automatically void when the
next game has already started;
3. The GMT shall sit en banc upon receipt of the protest and shall decide by
at least a majority decision among its members; and
4. The GMT’s decision shall always be final, executory, irrevocable, and
effective immediately upon notification to the team concerned.

B. FOR CULTURAL AND ORAL LITERARY EVENTS:

the protest beyond said period;

effective immediately upon notification to the team concerned.
