RESOLUTION ADOPTING THE CITY ORDINANCE NO. 47-2009

OTHERWISE KNOWN AS THE COMPREHENSIVE LOCAL POLICY
TO IMPLEMENT REPUBLIC ACT 9003

WHEREAS, pursuant to the relevant provisions of Republic Act No. 7160, otherwise known as the Local
Government Code of 1991, the local government units shall be primarily responsible for the
implementation and enforcement of the provisions of other laws such as Republic Act No. 9003 or the
Ecological Solid Waste Management Act of 2000;

WHEREAS, at the barangay level, it is the primary duty of the barangay officials to ensure that national
and city laws are fully implemented within their respective jurisdictions;

WHEREAS, solid waste management is one of the most challenging and tedious tasks of the government
especially at the grassroots level;

WHEREAS, the city government through City Ordinance No. 47-2009 or the “Comprehensive Local
Policy to Implement Republic Act 9003” is strictly enforced within the city;

WHEREAS, in order to ensure the implementation of the Anti-Littering Ordinance of the City, there is a
need for Barangay Mapulang Lupa to adopt said City Ordinance to address problems on solid waste
management;

NOW THEREFORE, on motion of Hon. Kgd. Leopoldo B. Blanco, Sangguniang Barangay Member and
Chairman, Committee on Solid Waste and Management, Barangay Mapulang Lupa, be it

RESOLVED AS IT IS HEREBY RESOLVED, that City Ordinance on Comprehensive Local Policy to

Implement RA 9003 shall be adopted and strictly to be impose within the area of jurisdiction.

RESOLVED FURTHER, that copies of this resolution be forwarded to concerned offices for their
information, guidance and for further appropriate action.

Sangguniang Barangay of Mapulang Lupa during its regular session.
