GUIDELINES FOR THE NSM REGIONAL JINGLE SING AND DANCE CONTEST
STUDENT CATEGORY
(SECONDARY and TERTIARY LEVEL)
I. QUALIFIED PARTICIPANTS:
II. MECHANICS
a. The provinces will conduct provincial eliminations to select their entries to the
regional finals. Each province shall have one official entry to the regional finals.
ln case provincial eliminations could not be conducted, the province can endorse
its official entry for the regional contest.
b. Jingle music to be used is the official NSM jingle entitled "Estadistika, Daan sa
Kaunlaran," (soft copy to be provided by the secretariat). The contestants are
not allowed to change the arrangement and structure of the song.
c Any dance genre is allowed as long as it is suitable for the general audience.
d. There should only be one official coach per province which shall also be included
in the endorsement from the PSC.
e. The decision of the Board of Judges shall be final and non-appealable. The
judges reserve the right not to show their score sheet and tabulation sheet to
anyone except to the members of the RSC technical working group.
V. REGISTRATION
The registration time will be 8:00 to 8:45 AM. The contest will start at 9:00 AM.
A S-point deduction will be given to the group who will arrive after the
registration period. The sequence of the performances will be determined via
draw lots.
VI. AWARDING
The winner will be announced after the contest proper and consolation prizes will be
awarded. The Champion will be awarded during the Regional Closing ceremony.

Cash prize of Php 7,500 and certificate of recognition will be awarded to the Regional
Winner of each level (Secondary and Tertiary level).
Runners-up will be given consolation prizes of Php 2,500 and certificate of recognition.

province). ln
case provincial eliminations could not be conducted,
the province can endorse its official representative for the regional contest.
The province's representative to the regional contest should be endorsed by the
Provincial Statistics Committee (PSC) to the Regional Statistics Committee
before the conduct of the contest (name of contestant, name of coach and school
of contestant).
II. MECHANICS
1 Pieces should be in Filipino for the Secondary Level, while English for the
Tertiary Level.
3. Contestant who will exceed the time limit will be given one-point deduction to the
total scores for every one-minute extended time.
4. The name of school or province should not be included in the delivery of the
oratorical piece, otheruvise, five points will be deducted from the total score of the
contestants.
6. An abstract of the piece should be given to the secretariat and judges on the day
of the contest Font size for the abstract should be Arial size 12 and should not
contain the name of the contestanvschool/province.

7. Each contestant should have one duly registered official coach. Only the official
coach will be given certificate of recognition.
8. The audience is refrained from clapping as this will distract the speaker/orator.
9. Photographers are not allowed to take pictures while the orator is delivering his/her
piece. The secretariat will assign an official photographer for the event.
10. The decision ofthe Board ofJudges shall be final and non-appealable. Thejudges
reserve the right not to show their score sheet and tabulation sheet to anyone
except to the members of the RSC technical working group.

V. REGISTRATION TIME:

3. Contestants are given three hours to finish their infographics using their preferred
software or application. Use of Artificial lntelligence (Al) software or application is
strictly prohibited.
4. lnfographics size: The size should be in portrait format with 8.25 inches (width) x 11.75
inches (length) -A4 size, including the white margins.
5. By participating the 34th NSM lnfographics Making Contest, the contestant attests that
the submitted infographics is originally created by the participant and no other party
has any right, title, claim or interest in the infographics. RSC reserves the right to verify
this through various means and disquality any entry at any time.

7. The infographics should revolve around the 34th NSM Theme: "Accelerating Progress
Promoting Data and Statistics for Health Philippines'.
8. The decision of the judges shall be final and non-appealable. Thejudges reserve the
right not to show their score/tabulation sheet to anyone except to the members of the
RSC technical working group.
9. The infographics will become property of RSC and will be used in statistical advocacy
activities.
10. lf any party manifests violation of intellectual property rights by the design, RSC will
not be held liable and reserves the right to withhold the cash prize and/or use of the
winning infographics until such case has been cleared.

V. REGISTRATION TIME:
The registration time will be 8:00 to 8:45 AM. Contest proper will start at exactly
9:00 AM.
Contestants who come after the start of the contest will be allowed to join the contest.
However, they shall only be allowed to make their infographics within the remaining
contest time.
The winner will be announc€d after the contest proper and consolation prizes will be
awarded. The Champion will be awarded during the Regional Closing ceremony.
VII. PRIZES
A Certificate of Recognition and a cash prize of Php 5,000 will be given to the winner.
Runners-up will be given consolation prizes of Php 1,000.00 each and certificate of
recognition.

I. QUALIFIED PARTICIPANTS
1 Participants are team of three students currently enrolled in any public or private
secondary schools in Region l.
II. MECHANICS
1. The questions will be prepared and reviewed by the RSC Technical Working
Group.
2. The contest will consist three rounds with 10 questions for each round namely
easy, average and difficult rounds, which will be given 1 point, 2 points and 3
points respectively.
5. Substitution of team members is not allowed once the contest has started.
6. Answers to local personalities should be given in full (first and last name)
For foreign personalities last name will suffice, unless otherwise required.
8. The Quizmaster will read the questions tvvice. The prescribed time limit will also
be announced two times. Time limit starts when the quizmaster says GO and
ends when the buzzer sounds.
10. For multiple choice questions, only the letter of the correct answer is required
'1 1. Contestants are provided with answer board to record their answer. The answer
board should be raised upon the sound of the buzzer. Failure to do so will
automatically discredit the answer of the contestant. The quizmaster reads the
correct answer and reads the answer of the contestant written on the board.
12.The duly registered coach of the contestant (one coach only/team) is the only
person authorized to register a protest or raise questions. All questions and
protests should be raised and settled prior to the reading of the next question
or the start of the next level, whichever comes earlier. These shall be referred
to the Panel of Judges, whose decision shall be final and not appealable.
'13. ln the event of a tie, a tie-breaker question/s will be administered. The sudden
death rule shall apply- whichever team that correctly answers the question first
will be the winner.
tV. AWARDING
The winner will be announced after the crntest proper and consolation prizes
will be awarded. The Champion will be awarded during the Regional Closing
ceremony.

1. The Regional NSM Statistics Quiz is a team competition. A team shall consist
of three students, of any year level, and are currently enrolled in any public or
private higher education institution in Region l.
2. Each of the four provinces shall send one representative team, which is the
winning team in the Provincial NSM Statistics Quiz. ln case provincial
eliminations could not be conducted, the province can endorse its official
representative team for the regional contest.

written at home. The topic should be relevant to the theme.
2. The topic will be provided by the RSC TWG members and the judges will select
among the list of topics. The judges are allowed to change the words of the selected
topic as long as it will not deviate from the original essence of the topic.
3. The essay should be written in Filipino for the Secondary Level with a maximum of
1,000 words (excluding prepositions/conjunctions), while English for Tertiary Level
with a maximum of 500 words (excluding prepositions/conjunctions).
4. The contestants will be given numbers which they should write at the upper right-
hand corner of their entries. The names, schools, addresses and provinces of the
contestants should not be written on the entries.
5. The secretariaUsponsor will be providing writing materials. Only blue or black ink will
be allowed.
7. There should only one official mach per province which shall also be included in the
endorsement from provincial government.
8. The entries will become property of the RSC and shall be used for statistical advocacy
purposes.
2. Entries which will exceed the maximum number of words will be deducted points
from the total score as follows:
1 to 5words 1 point
6 to 10 words 2 points
11to 15words 3 points
16 to 20 words 4 points (and so on)

All llocos Region provinces will be considered in the contest, with or without
their nomination.
a. The province will be evaluated based on their 34th NSM calendar of activities, and
documentation reports of their activities. Only the statistical activities will be
considered in the contest.
b. From the NSM calendar of activities, the RSC Technical Working Group (TWG) will
determine what activities they would like to witness. Should the permanent T\ /G
representative of the agency is not available during the field visit, the agency's
alternate TWG member shall join in the field visit.

The documentation should include the activities that will be definitely conducted until
31 October 2023. The documentation report should contain the following
information for each activity implemented:
e. A portable document format (pdfl of the documentation report should also be sent
to RSC secretariat through e-mail address, rscregion l @yahoo.com
on or before 12:00 noon on 23 October 2023.
f. The provinces that will not submit documentation report will be evaluated only based
on the results of 34s NSM regional contests.
a. The province will be given points based on its performance on the following regional
contests: jingle sing and dance contest, on{he-spot infographics making contest
(tertiary), essay writing contest for secondary, tertiary students and employees
category, NSM statistics Quiz (secondary and tertiary) and oratorical contest. Each
level of the contest will be considered as one contest. The champion for each
contest will be given 4 points, while the non-winners will also be given points as
-
follows: 1st runner-up 3 points, 2nd runner-up - 2 points, and 3rd runner-up 1
point.
b. The province which did not join in a regional contest will not be given any point.
c. The RSc rwc will evaluate the 346 NSM calendar of activities, documentation
report and field evaluation repo(. The TWG will submit its recommendations to the
RSC chairperson for approval. only one winner will be selected as the 34rh NSM
Best Province lmplementer.
