CHAPTER 1
INTRODUCTION
Modern society requires mobility in all aspects of life, a good
t r a n s p o r t a ti o n n e t w o r k w a s o n e o f t h e fi r s t p r i o r i ti e s o f m o d e r n i z e d c i ti e s .
G l o b a l l y , t h e t r a n s p o r t a ti o n i n d u s t r y h a s a d v a n c e d r a p i d l y . T r a n s p o r t a ti o n
h a s h e l p e d p e o p l e r e a c h t h e i r d e s ti n a ti o n s m o r e q u i c k l y . J e e p n e y s a r e t h e
most popular and inexpensive public mode of t r a n s p o r t a ti o n in the
Philippines. M o s t F i l i p i n o c i ti z e n s r e l y o n j e e p n e y s b e c a u s e , a s i d e f r o m
being cheap, it has also become their livelihood, especially for those
drivers who are working to support their families.
Currently, the government has decided to implement jeepney
m o d e r n i z a ti o n , w h i c h w i l l p h a s e o u t t h e o l d r e g u l a r j e e p n e y s a n d r e p l a c e
them with more modernized and eco-friendlier jeepney because of the black
smoke they produce. Jeepneys was originated from the American colonial
period share taxis known as auto calesas, commonly shortened to “AC”.
Furthermore, jeepneys are made from recycled parts of US military Jeeps
used during World War II, which the Filipinos transformed into a unique and
c o l o r f u l m o d e o f t r a n s p o r t a ti o n . O v e r t h e y e a r s , j e e p n e y s h a v e d e v e l o p e d
i n t o a c u l t u r a l s y m b o l t h a t e x e m p l i fi e s t h e c r e a ti v i t y a n d i n g e n u i t y o f t h e
Filipino people. In recent years the clean air act under Republic Act No.
8 7 4 9 p r e s e n t e d a c o n c e r n o n t h e c o n t r i b u ti o n o f p u b l i c u ti l i t y j e e p s i n
p o l l u ti n g t h e a i r . S i n c e t h e n , t h e r e h a v e b e e n n u m e r o u s a tt e m p t s b y t h e
n a ti o n a l g o v e r n m e n t t o c o n v e r t t h e t r a d i ti o n a l j e e p t o a n e l e c t r i c o n e .
H o w e v e r , t h e g o v e r n m e n t h a s n o t y e t i m p l e m e n t e d i t b e c a u s e m a n y c i ti z e n s
are opposed to this program.
T h e p u r p o s e o f t h i s s t u d y i s t o e x a m i n e t h e v a r i o u s p e r s p e c ti v e s o f
j e e p n e y d r i v e r s p a r ti c u l a r l y t o t h e i s s u e a b o u t j e e p n e y m o d e r n i z a ti o n , b y
addressing their opinions we will be able to understand their own point of
v i e w s o n h o w j e e p n e y m o d e r n i z a ti o n w i l l a ff e c t t h e m a n d w h a t a r e t h e
p o s s i b l e a l t e r n a ti v e s t r a t e g i e s t h e y w i l l d o w h e n t h i s p r o g r a m i s a l r e a d y
implemented. We aimed to know their opinions and gain knowledge from
t h e i r p e r s p e c ti v e s .

In the lead-up to the 2014 World Cup and 2016 Summer Olympics,
Brazil has been working hard to upgrade its urban infrastructure, with a
special focus on BRT. The country’s rapid economic growth, too, has
required massive investments in improving mobility for people living in
f a s t - g r o w i n g c i ti e s . T h e c o u n t r y a l r e a d y h a s 2 0 c i ti e s w i t h m o r e t h a n 1
million people. While the bus rapid transit is popular mode of transport in
B r a z i l , h o w e v e r t h e p u b l i c s ti l l h a s n o t r e a l i z e d t h e e n v i r o n m e n t a l a n d

LOCAL
T r a n s p o r t a ti o n S e c r e t a r y J a i m e B a u ti s t a , u n d e r t h e a d m i n i s t r a ti o n o f
President Ferdinand R. Marcos Jr., reiterates the need to modernize PUVs,
c i ti n g i t s a l i g n m e n t w i t h t h e C A S A ( c o n v e n i e n t , a c c e s s i b l e , s a f e a n d s e c u r e ,
a n d a ff o r d a b l e ) p r o g r a m a n d p o t e n ti a l t o g e n e r a t e m o r e j o b s a c r o s s t h e

s e c t o r ( P I A - C P S D , 2 0 2 3 ) . S e c . B a u ti s t a a l s o e m p h a s i z e s t h e a d v a n t a g e s o f
o r g a n i z e d g r o u p s w i t h e ffi c i e n t o p e r a ti o n s , a n e n d t o t h e b o u n d a r y s y s t e m ,
and improved earnings for drivers within reasonable working hours (PIA-
CPSD, 2023).
According to Freddie Hernandez the chair of a transport service
c o o p e r a ti v e i n M e t r o M a n i l a , a n u r b a n s p r a w l o f 1 6 c i ti e s . H e s a w t h e
b e n e fi t s o f m o d e r n i z i n g u n i t s i n t e r m s o f r e d u c i n g t h e i r c a r b o n e m i s s i o n s ,
H e r n a n d e z b e l i e v e d t h a t t h e e n v i r o n m e n t w i l l b e n e fi t f r o m i t a s w e l l a s t h e
people in the long run. However, despite backing the plan, Hernandez said
h i s c o o p e r a ti v e i s s t r u g g l i n g w i t h t h e u p g r a d e c o s t s , w h i c h c o m e a s t h e y
reel from a decline in passengers due to the pandemic and high fuel prices.
As stressed by r e ti r e d University of the Philippines Los Baños
professor Teodoro Mendoza, the PUVMP has two main “blind sides”—the
high cost per unit of modern jeepneys and the possible fare hike to cover
the cost. He said modern vehicles that operate through electricity or more
environment-friendly fuel are “expensive” at P2.4 to P2.6 million each in
2020, which meant an increase in capital outlay for operators of P1.4
million to P1.6 million. Even the Senate expressed concern over the
i m p l e m e n t a ti o n o f t h e p r o g r a m , s a y i n g i n a r e s o l u ti o n t h a t t h e L T F R B
s h o u l d fi r s t a d d r e s s p r o b l e m s c o n f r o n ti n g t h e P U V M P . “ T h e L T F R B s h o u l d
not coerce PUV operators into complying with their guidelines without
a d d r e s s i n g t h e s e c t o r ’ s c o n c e r n s , p a r ti c u l a r l y o n t h e h i g h c a p i t a l c o s t s o f
a c q u i r i n g m o d e r n j e e p s , ” s a i d t h e S e n a t e r e s o l u ti o n .

A i r p o l l u ti o n i s a m a j o r c o n c e r n i n m a n y u r b a n a r e a s w o r l d w i d e , a n d
i t s n e g a ti v e e ff e c t s o n h u m a n h e a l t h a n d t h e e n v i r o n m e n t h a v e b e e n w e l l -
d o c u m e n t e d . A s s u c h , t h e r e w a s a g r o w i n g e m p h a s i s o n t h e m o d e r n i z a ti o n
of vehicles to reduce emissions and improve air quality. A study conducted
by Zhang et al. (2022) in China explored the impact of vehicle emission
r e d u c ti o n s o n a i r p o l l u ti o n l e v e l s . T h e r e s e a r c h e r s f o u n d t h a t i m p l e m e n ti n g
s t r i c t e r e m i s s i o n s t a n d a r d s a n d p r o m o ti n g t h e u s e o f c l e a n e r f u e l s r e s u l t e d
in s i g n i fi c a n t r e d u c ti o n s in pollutant c o n c e n t r a ti o n s , p a r ti c u l a r l y for
n i t r o g e n o x i d e s ( N O x ) a n d p a r ti c u l a t e m a tt e r ( P M ) . T h e s t u d y h i g h l i g h t s t h e
p o t e n ti a l o f v e h i c l e m o d e r n i z a ti o n i n i m p r o v i n g a i r q u a l i t y a n d r e d u c i n g t h e
h e a l t h r i s k s a s s o c i a t e d w i t h a i r p o l l u ti o n .

I n a s i m i l a r v e i n , a s t u d y b y S c h n e i d e r e t a l . ( 2 0 2 0 ) i n v e s ti g a t e d t h e
a i r q u a l i t y b e n e fi t s o f e l e c t r i c v e h i c l e ( E V ) a d o p ti o n i n u r b a n a r e a s . T h e
researchers used air quality models to simulate the impact of EV
p e n e t r a ti o n on pollutant c o n c e n t r a ti o n s . Their fi n d i n g s showed that
w i d e s p r e a d a d o p ti o n o f E V s c o u l d l e a d t o s u b s t a n ti a l r e d u c ti o n s i n a i r
pollutants, including nitrogen dioxide
( N O 2 ) a n d P M . T h e s t u d y u n d e r s c o r e s t h e i m p o r t a n c e o f t r a n s i ti o n i n g
t o c l e a n e r a n d m o r e s u s t a i n a b l e m o d e s o f t r a n s p o r t a ti o n a s a m e a n s t o
m i ti g a t e a i r p o l l u ti o n a n d i t s a s s o c i a t e d h e a l t h i m p a c t s .
Furthermore, a study conducted by Ogen (2020) examined the
r e l a ti o n s h i p b e t w e e n a i r p o l l u ti o n a n d t h e s p r e a d o f r e s p i r a t o r y v i r a l
i n f e c ti o n s , s u c h a s C O V I D - 1 9 . T h e fi n d i n g s r e v e a l e d t h a t r e g i o n s w i t h h i g h e r
l e v e l s o f a i r p o l l u ti o n e x p e r i e n c e d a h i g h e r n u m b e r o f C O V I D - 1 9 c a s e s a n d
m o r e s e v e r e o u t c o m e s . T h e s t u d y h i g h l i g h t s t h e c r i ti c a l r o l e o f r e d u c i n g a i r
p o l l u ti o n t h r o u g h m e a s u r e s l i k e v e h i c l e m o d e r n i z a ti o n i n p r o t e c ti n g p u b l i c
h e a l t h , p a r ti c u l a r l y i n t h e c o n t e x t o f r e s p i r a t o r y d i s e a s e s .
I n t e r m s o f t h e s p e c i fi c c o n t e x t o f W a r s a w c o n u r b a ti o n , P o l a n d , a
s t u d y b y P a c y n a e t a l . ( 2 0 1 8 ) i n v e s ti g a t e d t h e s o u r c e s o f a i r p o l l u ti o n i n t h e
region. The researchers conducted a comprehensive analysis of pollutant
emissions from various sectors, including t r a n s p o r t a ti o n . The study
i d e n ti fi e d road t r a ffi c as a s i g n i fi c a n t contributor to air p o l l u ti o n ,
p a r ti c u l a r l y i n t e r m s o f n i t r o g e n o x i d e ( N O x ) e m i s s i o n s . T h e fi n d i n g s
emphasize the need for targeted strategies to reduce emissions from
vehicles and improve air quality in the region.
LOCAL
A. M e tt k e et al. (2018) provide an overview of the PUVMP,
emphasizing its goals of introducing safer and climate-friendly vehicles,
i m p r o v i n g r e g u l a ti o n , a n d c o n s o l i d a ti n g t h e i n d u s t r y . T h e a u t h o r s h i g h l i g h t
the importance of a formalized, high-quality public transport system that
i n d u c e s o n g o i n g fl e e t r e n e w a l , t r a n s i ti o n t o w a r d s h i g h e r c a p a c i t y v e h i c l e s ,
h i g h e r o p e r a ti o n a l e ffi c i e n c y , a n d b e tt e r s e r v i c e l e v e l s .
In a similar vein, Varsolo Sunio et al. (2019) view the PUVMP as a
c a s e s t u d y I n s o c i o - t e c h n i c a l t r a n s i ti o n s t u d i e s , e m p h a s i z i n g t h e n e e d f o r
g r a d u a l a n d i n c r e m e n t a l c h a n g e t o a c h i e v e a s u c c e s s f u l t r a n s i ti o n .
Malasique and Rosete (2022) shed light on the impact of PUVMP on
t h e e m p l o y m e n t o f P U V d r i v e r s , p a r ti c u l a r l y s m a l l o p e r a t o r s . T h e i r s t u d y
reveals a decrease in employment due to ongoing health crises and the
s i g n i fi c a n t d i ff e r e n c e i n t h e n u m b e r o f t r a d i ti o n a l P U V u n i t s s i n c e t h e
modernized units are inadequate.

country is facing. It permits not only the researchers but also the jeepney
d r i v e r s a n d t h e c i ti z e n s t o b e i n f o r m e d o f t h e d i ffi c u l ti e s i n i m p l e m e n ti n g
the program.
T h e s t u d y w a s o r g a n i z e d i n t o a q u a l i t a ti v e r e s e a r c h d e s i g n . T h e
researchers used the phenomenological method, which concentrates on the
p e r c e p ti o n s a n d c o n c e r n s o f p e o p l e a r o u n d s p e c i fi c i s s u e s . W i t h t h i s , t h e
r e s e a r c h e r s w e r e a b l e t o d e t e r m i n e t h e e ff e c t o f j e e p n e y m o d e r n i z a ti o n ,
p a r ti c u l a r l y o n t h e j e e p n e y d r i v e r s , o n B a l i n g c a n a w a y , T a r l a c C i t y . T h e y
were the focus of the study because they have been working as jeepney
d r i v e r s f o r a l o n g ti m e .
In c o n n e c ti o n with the chapter, the researchers asked the
r e s p o n d e n t s q u e s ti o n s b a s e d o n t h e s t a t e m e n t o f t h e p r o b l e m . T h e r e a r e
three conceptualized ideas that the researchers prepared for the
respondents:

consent form to the respondents to request permission to speak with them

All of three respondents are from Brgy. Balingcanaway, allof them are
male. The respondents had all driven jeeps for a very long period, but none

have children to support. He highlights the large amount of debt they

For respondent no. 1 he was sad, because they don't want the
m o d e r n i z a ti o n , y o u w i l l h a v e a d e b t , a n d t h e n t h e i r i n c o m e w i l l b e
reduced. For him, they prefer the current jeeps because we are
already used to these.

RESPONDENT 1: “Yun nga pano, hindi namin alam. Wala kaming
kikitain kukunin ang mga jeep namin, minsan madalang pa ang pasada
namin”.
For him, he doesn't know how he will adjust; they will not earn, and
t h e n t h e i r j e e p s w i l l b e t a k e n ; s o m e ti m e s t h e i r t r i p s a r e r a r e .

kaming magagawa dahil government yan eh kung baga tatanggapin nalang
namin talaga”.
For respondent no. 2, if the program is implemented, they can't do
anything because it's from the government; for him, they will just accept it.
RESPONDENT 3: “Ala, nung i-implement ne ning gobyerno ita
mapilitan keng tuki pero dapat ing gobyerno ali na ne ita “.
As for respondent no. 3, nothing; if the government implemented
that, they would be forced to accept it, but the government should not do
that.
Research Analysis

including the high cost of purchasing new vehicles and the need to borrow
m o n e y . T h e y b e l i e v e t h a t t h e s e fi n a n c i a l o b l i g a ti o n s w o u l d h i n d e r t h e i r
daily income, leading to discontent with the proposed changes.

q u i tti n g t h e i r p r o f e s s i o n d u e t o t h e p r o g r a m ' s a r r i v a l .

Most of the Jeepney drivers feel sad and scared, one of their worries
i s h a v i n g a l a r g e d e b t w h e n t h e y a c c e p t t h e m o d e r n i z e d t r a n s p o r t a ti o n ,
especially their income will change in this protocol. Most of them feel
a n x i o u s a n d c o n c e r n e d a b o u t t h e j e e p n e y m o d e r n i z a ti o n p r o g r a m . T h e y m a y
w o r r y a b o u t t h e fi n a n c i a l b u r d e n o f u p g r a d i n g o r r e p l a c i n g t h e i r o l d
j e e p n e y s w i t h n e w e r , m o r e e x p e n s i v e m o d e l s t h a t m e e t t h e m o d e r n i z a ti o n
standards.
Most of the respondents are unsure about how they would adjust, but
f o r t h e m i f t h e g o v e r n m e n t c o n ti n u e s t o i m p l e m e n t t h e p r o g r a m , t h e y c a n ' t
do anything but to accept it.

eco-friendlier because of the black smoke they produce and to provide a
comfortable ride. The background of this study was done by studying the
l i t e r a t u r e o n t h e s i t u a ti o n i n t e r n a ti o n a l l y . T h e l i t e r a t u r e s t u d y w a s d o n e i n
Chapter 2 of the research.

reveal that most of the respondents disagree with this kind of program by

because, as for them, they can't do anything once it is already
implemented, especially because it is from the government. They will just

Conclusion
A c c o r d i n g t o t h e o p i n i o n s o f t h e r e s p o n d e n t s a n d t h e fi n d i n g s o f t h i s
research. The majority of the jeepney drivers do not agree on the
i m p l e m e n t a ti o n o f J e e p n e y M o d e r n i z a ti o n . I t h a s m a n y i m p a c t s o n t h e m ,
t h e n e g a ti v e i m p a c t o f t h i s p r o g r a m i s t h a t d r i v e r s w i l l b e i n d e b t a n d t h e r e

buses, tricycles, and modernized jeepneys, to evaluate their

including jeepney drivers, operators, passengers, government
o ffi c i a l s , a n d e n v i r o n m e n t a l e x p e r t s . T h i s r e s e a r c h c a n p r o v i d e a

Long-Term Environmental Impact: Conduct a longitudinal study to
a s s e s s t h e l o n g - t e r m e n v i r o n m e n t a l i m p a c t o f j e e p n e y m o d e r n i z a ti o n .
This study can monitor air quality improvements, r e d u c ti o n in
g r e e n h o u s e g a s e m i s s i o n s , a n d t h e o v e r a l l e c o l o g i c a l b e n e fi t s o f
