TERMS & CONDITIONS OF THE TENDER DOCUMENT

RAW MATERIAL FOR ENGINEERING WORKSHOP SUPPLY PERIOD = 15 DAYS.

WOODEN ITEMS SUPPLY PERIOD = 60 DAYS.

EDUCATIONAL ITEMS SUPPLY PERIOD = 45 DAYS.

PRINTING MATERIAL SUPPLY PERIOD = 20 DAYS.

BOOKS SUPPLY PERIOD = 15 DAYS

1. TENDER
i. Each tender in the form of single envelope for the supply of items must be deposited in sealed cover with prescribed
CDR and should be addressed to the Director, National Educational Equipment Centre, Wahadat Colony, Lahore –
54600.
ii. The item wise rate and total amount must be quoted on the prescribed form attached in original issued by
NEEC. The tender with more than one rate will be rejected.
iii. The tender must be properly signed and stamped on each page by the bidder.
iv. Erasing, cutting, crossing and over writing is not permissible and such tender will be rejected.
v. Conditional tenders/bids will be rejected.
vi. Each bid for the supply of the items/packages will accompany earnest money/bid security equal to 1% of the
estimated price of quoted category of tender in the shape of CDR in favour of the Director, National Educational
Equipment Centre, Lahore – 54600 (By designation only).
vii. Validity tender/bids shall be minimum 45 days unless otherwise indicated.
viii. In case the contractor fails to complete the supply within stipulated supply time, the penalty will be imposed at the
rate of 0.5% per day, up to 10 days only, after this supply order will be cancelled and security deposit/CDR will be
forfeited.
 ix. The Competent Authority i.e. Director, NEEC may reject all bids or proposals at any time prior to the acceptance of
bid or proposal.
x. The firm with the lowest rates shall have to submit the samples of items within 5 days otherwise their offer will
stand cancelled and security will be forfeited as per rules, and offer to the next lowest bidder.
xi. Clearance certificate/ATL (active tax payer list) regarding professional tax/ General Sales Tax
have to be produced by the Contractor before the payment is made to him.

2. SECURITY DEPOSITS.
i Earnest money CDRs. to unsuccessful bidders will be released shortly after the comparison of bids.
ii The successful bidders shall furnish security deposit 5% of the total amount of the supply order in the form of CDR
in favor of Director, National Educational Equipment Centre, Lahore – 54600 (By designation only). The supply
order will be issued after the deposit of security. All CDR’s will be released after one month from the date of
completion of supply order.
iii. If the bidders, after acceptance of his offer fail to furnish the security deposits within the stipulated time, the offer
will be cancelled and earnest money will be forfeited and the firm will be black listed.

3. SUPPLIES.

i. The supplies will be completed strictly within the delivery date of the supply order/ schedule.
ii. In case the contractor fails to execute the contract strictly in accordance with the terms and conditions as laid down
in the contract, the security deposited will be forfeited and the firm be blacklisted as per PPRA Rules.
iii. Sub letting of the contract is liable to the cancellation of the contract, which will result in the forfeiture of the
security deposit.
iv. The procuring agency reserves the right to decrease/increase the quantity of goods without any change in unit price
or terms and conditions, or skip any item of the tender if not required.
v. Manufacturing items shall be supplied in the cluster of 100 following the clearance of item by inspection committee
of NEEC and DSD, 25% supply shall be completed within first 15 days next 25% shall be supplied in next 15 days
and subsequently total supply of wooden items/manufacturing items must be completed within 60 days, as
prescribed.
vi. In case if any item or batch of supply is rejected by Inspection Committee, Director NEEC will have right to return
the rejected items and cancel the supply order at any stage.
vii. Supplies of items after the issuance of supply order will be received in Quality Control Section during office hours
only.
4. PAYMENT.

i. No change in the rates will be allowed after award of the contract. No payments by way of compensation outside the
terms of the agreed rates will be made.
ii. No advance amount on any account will be made to the contractor.
iii. Income tax and General Sales Tax will be deducted at source according to the rules at the time of payment.
iv. The payment made will be in Pak. Rupees.

5. TECHNICAL.

a) Plastic items.
The samples of the raw materials required to be used in the production of each kind of item shall be Prime grade along
with its colours and before final production, they have to got approved by NEEC.
b) Glassware items.
i. The quality and specification of each item of glass will be according to the prescribed standard samples and brands
or their equivalents.
ii. Each item of optics such as glass prisms, lenses, glass slabs etc is required to be manufactured from the clear glass
of fine quality and polished properly.
c) Hardware items.
i. The boxes will be made with sheets of prime quality and of standardized gauge as per sample/ specification.
ii. Wooden/Partical board items etc. shall be made of seasoned wood and polished or painted accordingly as per
sample, In the stage of manufacturing the items shall be approved by the technical committee of NEEC after
completion of every production of 10% quantity of issued supply order.
iii. Wooden Planks shall be of dry wood, knot free, termite free and according to the specifications.
iv. Chip Board Lamination shall be as per applicable standards (i.e. as per ANSI A208.2) as mentioned in BOQ.
v. Medium Density Fiber (MDF) sheets shall also be as per standard.
d) Market / Ready Made Items.
The market items shall be strictly in accordance with prescribed standards/ drawings/ standard
samples of NEEC.

e) Printed Items.

i) The design of each kind of printing items to be printed according to NEEC samples/approved by the NEEC.
 ii) The proof of each printing item will be approved from NEEC experts committee till it becomes free of mistakes.
iii) Fine quality imported ink shall be used in the printing of each kind of printing items.
iv) Printing paper / flex of prescribed grammage and of fine quality will be used in the printing of each item.
v) All designs, printing material developed/authored by the NEEC/NEEC samples are the sole property of NEEC, Government
of the Punjab and it cannot be reproduced by any firm/person without the prior permission of NEEC and therefore all
printing rights are reserved with NEEC, Government of the Punjab.

6. GENERAL CONDITIONS.

a) Quality, Submission of Pre Production Samples and Other General Terms & Conditions.
i. The contractor will submit the samples of all kinds of equipment for approval before starting the production/ supply.
ii. Contractor will be responsible to receive the sample letters and supply orders from the Admin Section within due
time to avoid the delay.
iii. Each item of the package can be inspected by NEEC at any time during production, finishing and packing. Items
which will not be in accordance with the approved samples, laid down standards, specifications, designs and make,
will be rejected at any level by NEEC.
iv. An item in which sub-standard material is used or the mark and make of the item is found below standards will be
rejected, as and when inspected by NEEC experts.

v. The Contractor will arrange to present the items according to the prescribed specifications/
drawings/ samples for inspection at NEEC as per schedule of the supply order.

vi. The decision of the NEEC authority regarding any item of kit or the kit package as a whole will be
final. No litigation from the contractor on this account will lie against the said decision.

vii. In case the contractor fails to fulfill the terms and conditions of tender document, the Director, NEEC reserves the
right to forfeit the earnest money/security and black list the firm as per procedure. This will not be challengeable in
any court of law.

viii. Copy right of NEEC products prepared/ manufactured under the instructions of NEEC are reserved with
NEEC, Government of the Punjab.

b) Packing.
i. The packing of all the items will be strictly in accordance with the sample/specifications.
ii. The packing of items will have to be carried out in an appropriate way, so the items are not damaged during
transportation.
 c) Production Drawings.
i. The copies of the drawings of items forming the part of the tender document if required can be obtained from
NEEC.
ii. The items, for which there are no drawings, the approved samples will be available for inspection as reference
material in the NEEC.
7. EVALUATION CRITERIA
The bids received will be evaluated by the Bid Evaluation Committee on following criteria.
i. The bidder firm is registered with NEEC.
ii. The bidder should be registered with the Sales Tax & Income Tax Department.
iii. 1% of the estimated price of quoted category of tender as bid security is enclosed in the form of CDR.
iv. The bid/tender for the quoted item/items is not conditional and no change in specifications is made by the bidder.
v. General conditions of the tender document are observed by the bidder.

vi. Only those bids will be considered finally whose samples will be approved by the Technical Committee.
vii. The bidders with lowest evaluation bid, if not in conflict with any other law, rules and regulations shall be awarded the
supply orders.

Tenders should be submitted in a sealed envelope. The envelope should contain the complete information of the bidder name and address. If the
envelope is not sealed and marked properly, NEEC shall assume no responsibility for the bid's misplacement or premature opening. If you have
