Low Voltage Panelboard

1.0 General

1.1 Summary
This specification, together with the associated panel schedule data sheets, covers the manufacturing
and fabrication requirements for furnishing low voltage (rated up to 600 V) AC or DC panelboards. The
panelboards may be installed in either unclassified or classified areas of Class I, Division I, Group 2, as
defined by NFPA 70, National Electric Code (NEC). The panelboard data sheet must identify the proper
area of classification for specific panelboards purchased.
Owner will supply external cable and conduit and receive, unload, store, and install panelboards.
No revisions and/or addendums shall be made to this specification without the review and approval of the
SME of this specification or their approved designee.
All interpretations of this specification shall be addressed by the SME of this specification or their
approved designee.

1.3 Submittals
All submittals require the approval of Alyeska Engineering or designated representative prior to initiating
work. Submit the following:
Summarize specific data available on fabrication, operation, maintenance, and repair of the items covered
by this specification in the response to the request for quotation. Specific items required by Alyeska are
listed in Attachment 5, Procurement Requirements Summary.

1.3.1 Documentation Format


Provide documentation in one of the following forms suitable for reproduction:
1. High quality bond copies of printed materials
2. Provide electronic copies of drawing files; installation operation and maintenance instructions in PDF
or AutoCAD format, as appropriate.

1.3.2 Drawings Required


Provide drawings for the equipment when specified on the data sheet. Outline and arrangement drawings
(completely dimensioned) must include, but are not limited to, the following:
1. Equipment arrangement
2. Dimensional plans and elevations, front view, and other elevation views (if pertinent)
3. Component locations and miscellaneous mechanical details
4. All conduit entrances, sizes, and locations for Owner connections
5. Owner wiring power and grounding connections
6. Weight of equipment

1.3.3 Catalog equipment


Supply catalog information for the equipment supplied. This includes information on all of the various
components for all equipment.

1.3.4 Recommended Spare Parts Listing


Submit a complete parts listing for the panelboard which cross-references all assigned parts numbers
back to the original Manufacturer’s part number. Make a notation of quantities of these items
recommended or required by Alyeska for continuous operation.

The parts list must include cross sectional or assembly type drawings, part numbers, material, and
estimated delivery lead time. Part numbers must identify each part for interchangeability purposes. Give
the parts listing and recommended spare parts listing (RSPL) notations to Alyeska promptly upon the
receipt of approved drawings. The parts list must contain prices for all RSPL components.

1.3.5 Special Tools and Test Equipment


Quote a separate price for any special tools and test equipment that may be needed for maintenance.

1.3.6 Arctic Duty Submittal


State in detail what special precautions must be taken, if any, and the time required to recommission
equipment subjected to Arctic conditions as indicated in Section 1.6.2, “Arctic Duty.”

1.4 Quality Assurance


1.4.1 General
Ensure that the items provided under this specification (and associated contract documents identified
within the purchase order) conform to the following:
1. Specified dimensional, material, and functional requirements
2. Conformance verified in the prescribed manner
3. NRTL certification and labeling as specified

1.4.2 Quality Control Program


Maintain and implement a comprehensive Quality Control program which is adequate to ensure full
compliance with all requirements of this specification and associated procurement documents.

1.4.2.1 Labeling
All equipment must be approved, labeled, and listed by a nationally recognized testing laboratory (NRTL)
and carry NRTL labels where such listing is available for that class of equipment.

1.5 Delivery, Storage, and Handling


Refer to G-540.

1.6 Site Conditions


1.6.1 Design for Seismic Loading
Design for seismic loading in accordance with S-514.

1.6.2 Arctic Duty


Ensure that low voltage panelboards are suitable for Arctic duty. The equipment will be normally operated
within a heated facility at a minimum temperature of 5°C. However, during transit, storage, power outage,
or shutdown the temperature inside the panelboard may reach the outside temperature of -50°C. Furnish

equipment and components capable of withstanding (without damage) this temperature without
assistance from any means of external heating.
Do not use normal PVC material unless approved by Alyeska in writing.

2.0 Products

2.1 Manufacturers
The following are acceptable Manufacturers:
1. Eaton/Cutler-Hammer
2. Schneider/Square D
3. Siemens
4. ABB/General Electric
5.

2.2 Requirements
1. Design the panelboards in accordance with the requirements of NEMA PB 1 to operate on 125 VDC,
2 wire; 120/240 VAC, single phase, 3 wire; 120/208Y VAC, 3 phase, 4 wire; or 277/480Y VAC, 3
phase, 4 wire system. Not the enclosure type for the panelboard on the panelboard schedules and
associated drawings as specified on the requisition.
2. The 125 VDC panelboards must be able to operate on a DC system with a nominal rating of 125 V
but must be able to operate at voltages up to 140 VDC.
3. Furnish panelboards of the factory-assembled type with molded-case circuit breakers. The
panelboards must be tested, verified by, and listed with an NRTL. Molded-case circuit breakers must
comply with NEMA AB 1.
4. Design panelboards for service equipment with main bonding jumper for connecting the grounded
service conductor to the panelboard frame. Identify all panelboards used as service equipment by
NRTL.

2.3 Components
2.3.1 Enclosures
1. The panelboards must be of the dead-front type for mounting against a wall. The panelboards must
not require access from the back and must meet the requirements of the NEC, NEMA 250, and
comply with UL 50 and UL 891.
2. Bus bars must be copper and extend the full length of the panelboard. Short circuit bracing of the bus
bars must match the interrupting rating of the main breaker. Provide an individual terminal for the
connections of each line and branch circuit neutral conductor (neutral bar).
3. Provide solderless type copper or copper allow lugs approved for copper conductors for incoming
feeder conductors. Terminations for branch circuit conductors must also be suitable for copper
conductors. Provide lugs meeting the requirements of UL 67 to prevent them from turning or

loosening when incoming conductors are installed. Do not reduce the required space between the
lugs.
4. Each panelboard must contain a minimum spare capacity equal to 20 percent of the total connected
load or must be as shown on the panelboard schedules. Refer to Attachment 1, “Low Voltage
Panelboard Electrical Data Sheet – Panel Schedule (AC),” for AC panelboards and Attachment 2,
“Panel Schedule (DC) Low Voltage Panelboard Electrical Data Sheet,” for DC panelboards.
5. The required continuous current rating of the bus cars in a panelboard must be as shown on the
panelboard schedules and/or the requisition.
6. Panelboards specified for installation in the indoor unclassified areas must have NEMA Type I
enclosures. Those for installation in Class I, Division I and II, Group D areas must have a NEMA Type
7 enclosure. Those for installation in the outdoor unclassified areas must have Type 4X enclosure.
For both types of enclosures provide sufficient gutter wiring space to facilitate the incoming feeder
and branch circuit wiring and terminations. (Refer to NEMA PB 1 and the NEC for specific
requirements.)
7. NEMA 1 panelboards must be suitable for surface mounting or flush mounting as specified on the
panelboard schedules and/or the requisition.
8. Fabricate NEMA Type 7 panelboards of copper-free aluminum with stainless steel hardware. Equip
each panelboard with a UL listed breather on top and a drain on the bottom. Connect conduit to the
NEMA Type 7 panelboards with drilled and tapped holes in accordance with UL 886, Section 9. To
allow the installer to properly connect conduit to the enclosure, Vendor will ensure that Manufacturer
has at least five threads available (holes must be counter-bored, if required). Refer to Attachment 3,
“Conduit Connection to Explosion-Proof Box Method.” The use of reducing bushings is not
acceptable.
9. Furnish each panelboard with a separate approved terminal bar for equipment grounding conductors.
10. Provide each panelboard with the following markings:
a. Manufacturer’s name or trademark and style or type of design
b. Current rating of panelboard
c. Voltage rating of panelboard
d. Number of phases of panelboard
e. Short-circuit rating of panelboard
11. Provide NEMA Type 7 panelboards with hinged covers and a precision ground flame path between
box and cover.
12. Install panelboards in low voltage switchgear and low voltage motor control centers meeting the
requirements of E-104 and E-106, and in compliance with NEMA PB 2.

2.3.2 Circuit Breakers


1. Main and branch circuit breakers must be of the thermal-magnetic, molded case type and rated for
either AC or DC power. The minimum interrupting rating for the circuit breakers must be 10,000
amperes, rms symmetrical unless a higher rating is specified. Provide a breaker meeting UL 489 and
UL 877 standards.

2. Ganging of single-pole breakers for use as a multiple circuit breaker is not permitted.
3. The number of circuit breakers, the number of poles, and the breaker trip ratings must be as specified
on the panelboard schedules and/or on the requisition.
4. Where ground fault interrupters (GFI) are specified, they must be built within the circuit breaker and
cause the breaker to automatically trip when a ground fault occurs. Provide installation and operating
and maintenance instructions for GFI breakers to the purchaser per the NEC and UL 943.
5. Provide NEMA Type I panelboards with bolt-on circuit breakers. Plug-in type circuit breakers are not
acceptable. The panelboard front panel must have concealed trim fasteners and hinges and flush
lock. The panelboard box must be 20 inches wide by 53/4 inches deep and not to exceed 48 inches
in height, unless otherwise noted. Arrange the main circuit breaker for mounting at the top of the
panelboard interior.
6. Provide NEMA Type 7 panelboards with bolt-on circuit breakers in factory sealed housing. Mount the
main circuit breaker at the bottom right hand side of the panelboard.
7. NEMA Type 7 panelboards must have provisions for padlocking the external operating handles in
either ON or OFF positions. The operators and breaker shafts must be made of stainless steel.
8. Provide a shunt trip for main or branch circuit breakers as indicated on the panel data sheets and/or
the requisition. Furnish the breakers with NRTL listed factory installed shunt trip units.
9. Design breaker operators so the enclosure door may be opened and closed with breakers at any
position.

2.4 Corrosion Protection, Painting, and Protective Coating


Procedures and material used in painting and coating must met environmental conditions described in
Section 1.5, “Delivery, Storage, and Handling.” NEMA Type 1 panelboard must be painted Manufacturer’s
standard light grey. The box may be galvanized sheet steel for flush mounted boxes.

2.5 Nameplates, Identification, and Product Marking


1. Panelboard directories may be made of pressed paper, plastic, or typed paper to indicate the load
served by each circuit and must be mounted in a holder behind the door with a protective coating or
cover. Provide panelboard directories, suitable for the location, for NEMA Type 7 and enclosures on
the front of the unit. Identify the circuit breaker handles as well.
2. Panelboard identification nameplates must be provided and attached per Attachment 4,
“Nameplates.”
