1. SCOPE
The intent of this specification is to define the requirement for a system of navigational
aids and associated equipment to be mounted on offshore Process platforms. The
equipment described herein, when installed in accordance with vendor’s instructions shall
form an integrated Navigational Aid System and provide adequate and complete
safeguards to all vessels navigating the area of installation.
2.1. All applicable standards and maintenance regulations, such as those published by the
International Association of Marine Aids to Navigation and Lighthouse Authorities
(IALA) and local laws shall be met by the supplied equipment.
2.2. Apart from “IALA”, codes/standards specified in design criteria also form a part of
this specification
2.3. Any other recognized international standards may be used in lieu of the above,
subject to the approval of Company or his authorized representative.
3. SITE CONDITIONS
The navigational aid system shall be suitable for operation on offshore platforms under
environmental/site conditions as specified in General Design Criteria enclosed in the bid
package.
4. SCOPE OF SUPPLY
4.1. The scope of supply through, this specification shall include, but not limited to the
following :
4.1.4. Junction Boxes and Nickel/Chromium plated brass double compression type
cable glands and tinned copper lugs as required.
4.1.5. Flame retardant low smoke (FRLS) type interconnecting cables between solar
panels and junction boxes as required.
5. TECHNICAL REQUIREMENTS
All the equipment mounted outdoors shall be suitable for the hazardous area as defined in
Electrical Design Criteria enclosed in the bid document. However, they shall be suitable
for Class I, Division 2, or Zone 2 hazardous area, as a minimum.
5.1.1. The structure shall be marked at night by white lights so constructed and fixed
as to ensure that at least one light is visible upon approaching the structure from
any direction. However minimum one light shall be provided on each corner of
the platform. Each bridge connecting with an adjacent platform shall also be
provided with one obstruction light.
5.1.2. The obstruction lights shall be placed on the main deck.
5.1.3. Each obstruction light shall provide an effective light for a range of at least 10
nautical miles, with minimum effective intensity of 1400 candelas.
5.1.4. The lights shall have a 360 degree, clear acrylic plastic lens with an impact
resistant polycarbonate outer shield.
5.1.5. The lights shall be operated in unison with a flashing character according to
Morse letter < U > and with a maximum period of 15 seconds.
5.1.6. The apparent flash cycle shall be as given below

1.2 Sec. - ON
12 Sec. - OFF
5.1.7. The lights are rated IP 56 minimum.
5.1.8. Each light shall be equipped with six position automatic lamp changer and
controlled by sun switch mounted inside the lantern.
5.1.9. Lights shall be designed to flash continuously in the event of failure of sun
switches and shall burn steadily if the polarity is accidentally reversed during
hook-up/rewiring.
5.2.1. The batteries shall be rechargeable, low loss, pure nickel-cadmium type
of sufficient ampere-hour capacity to suit the navigational aids load
requirements.
5.2.2. The batteries shall be supplied with high impact translucent plastic
enclosures for visual electrolyte inspection and shall have catalyzer caps
with flame arresting feature.
5.2.3. The battery system shall be sized to provide a minimum eight (8) days
back-up in the event of failure of A.C. Supply charging system. For
sizing the battery, 14 hours in a day operation of all obstruction lights
shall be considered.
5.2.4. Depth of discharge (DOD) of 100% and an ageing factor of 0.8 shall be
taken while sizing the batteries.
5.2.5. The end cell voltage after discharge shall be limited to 1.1 volt per cell.
5.2.6. Batteries shall be suitable for withstanding at least 1600charge –
discharge cycles involving 70% DOD.
5.2.7. The contractor shall ensure that the battery sizing calculations are
provided with the vendor’s bid.
5.2.8. Batteries will be installed with the negative pole solidly earthed.
5.4.1. The battery bank shall be furnished on PVC lined steel racks with cells
installed on PVC lined trays.
5.4.2. The rack assembly once assembled shall be shock & earth – quake proof
to zone IV as per IS 1893 and suitable for installation on offshore
structures.
5.4.3. The rack design shall be selected considering following factors:
- Space limitations on offshore platform
- Preference for lower weight
- Ease of maintenance of mounted cells.
5.5.1. Main battery charger with rating and output adequate to supply the load
and maintain the batteries automatically in float charge condition as well
as to boost charge the battery from fully discharge condition shall be
provided.
5.5.2. The charger shall be of solid-state design and constant voltage, current
limiting type.
5.5.3. The charger unit shall be provided with overload protection with current
limiting device and shall have miniature circuit breakers of required
capacity on the input and output sides. It shall be capable of equalizing
the cell voltage automatically with full peak to peak voltage applied to
battery while charging.
5.5.4. A battery voltage sensor shall be included to prevent over charging of
batteries.
5.5.5. The charger unit shall be capable to charge the fully discharged battery
bank in less than 10 hours limit and simultaneously feed the load.
5.7. Mechanical:
All components and devices shall be ready for direct mounting with footings,
stanchions, bases and housing supplied. Each lantern shall be equipped with a
360 degree lens suitable for mounting on a leveling type pedestal.
All materials shall be selected and finished to resist the site conditions
specified in general design criteria (Vol-2 of bid package). Painting shall be
done as per general specification (Spec No.2005). All electronic circuit boards
shall be tropicalised to prelude corrosion and fungus growth.
5.9. Junction/Adapter boxes
For the remote located navigational aids (obstruction lights), voltage drop
considerations may need use of bigger size cables. In such cases suitable
junction boxes/adaptor boxes for cable termination and also provision for
looping of the cable to the next equipment shall be provided.
5.10. Identification:
All lanterns, battery, charger panel and related devices and materials shall
have affixed externally a permanent tag in a contrasting colour and lettering at
least 12mm high. The tag inscription shall be in line with the equipment
number list. The language for all labels shall be English.
6.1. All tests shall be carried out as per relevant standards at Vendor’s works.
6.2. Company reserves the right to witness all tests and carry out inspection or authorise
its representative to witness tests and carry out inspection. For this purpose, vendor
shall notify the company at least 20 days in advance giving exact details of tests,
dates and addresses of location where the tests would be carried out.
6.3. Testing and inspection shall include but not necessarily limited to the following :
6.3.1. A visual inspection shall be made to ensure that good workmanship and
practices were maintained throughout fabrication and assembly.
6.3.2. A quantitative check shall be made to ensure that all items, in specified
quantities, are present according to the purchase order and packing list.
6.3.5. Laboratory tests of luminaires for their compliance with indicated range.
6.3.6. Burn out test on all equipments collectively as one system for 100 hrs.
Test reports and type test certificates shall be furnished to the Company.
7. SPARES
Vendor shall recommend and provide spare parts needed for startup. In addition vendor
shall furnish a separate price list of recommended spares for one (1) year of normal
operation and maintenance. Recommended spares shall take into account the related
factors of equipment reliability, effect of equipment downtime upon production, safety,
cost of parts and the availability of equipment service facility.
8. WARRANTY
Vendor shall have final and total responsibility for the design and performance of all
equipment supplied under this specification. The equipment and the system shall be
guaranteed for trouble free operation for a period of 12 months from the date of
commissioning or 18 months from the date of arrival at site whichever is earlier. Any
defect discovered during this period shall be rectified free of charge.
9. CERTIFICATION
The offered navigational aids system along with all accessories shall be shipped to site
packed in wooden crates. They shall be wrapped with polythene sheets, before being
placed in the crates to prevent damage to finish. Crates shall have skid bottom for
handling.
